BURLINGTON – Debate over a recent audit of Sanitation District 1 continues. State Auditor Crit Luallen released last month a 114-page special audit of SD1 with 72 different recommendation to “strengthen accounting controls, procurement and board governance.” The audit was in response to a request made by Kenton County Judge-executive Steve Arlinghaus earlier this year. Two Boone County residents, Jim Dugan and Terry Donoghue, both affiliated with the local tea party movement, addressed Boone County leaders about the issue Sept. 6. According to Dugan, SD1’s response was that the board was pleased with the audit which found the overall policies of SD1 provide effective structure for oversight of the organization. “I fail to see how they can be pleased with the total report,” Dugan said. Dugan claimed state law was violated when projects and purchases were made without competitive bidding. But Boone Judge-executive Gary Moore said later in the meeting that there were no violations of state law and reiterated in a phone conversation that there were no legal or criminal violations found.

Interlocal agreement end part of 911 ‘evolution’ By Stephanie Salmons ssalmons@nky.com

BURLINGTON - Boone County officials approved a resolution Sept. 6 acknowledging the county’s intent to terminate an interlocal agreement with the city of Florence relating to public safety communication services. This is “where we are with the evolution of the 911 center in Boone County,” Judge-executive Gary Moore said. According to county adminis-

trator Jeff Earlywine, the original interlocal agreement dates back to 1979 with the “original consolidation” and has been amended during the years. The last amendment was in 1994, he said. This is a “transition from the old model to the new model in terms of responsibility for dispatching here in the county,” Earlywine said. “With some of the recent decisions and now with Boone County being the only funding partner, we think it’s really necessary and appropriate to

make a transition.” The interlocal agreement is perpetual and can only end if a party expresses the desire to do so. According to Earlywine, the agreement can only be terminated at the commencement of a calendar year and only within 90 days of advanced written notice by either party. While in the process, officials will be working on a new operating procedure, he said. The memorandum of understanding will be “a new platform

that we can come back and share with the Fiscal Court as well as all of our front-line responders who use the system to demonstrate to them it’s going to be business as usual,” Earlywine said. According to the resolution, the memorandum of understanding will outline the structure for public safety communication services within the county and will be submitted for approval by commissioners by Jan. 1, 2012.
