Welcome to Rajkot!

On behalf of the Organizing Commi ee of the 16th edi on of INDICON Conference, it is a great honor and pleasure to welcome you to IEEE Gujarat Sec on and to Rajkot, the erstwhile Saurashtra region of India. Rajkot was founded in the year 1612 in the middle of the peninsula of Kathiawar and therefore its na ves, cuisines and dialect are more o en also called Kathiawadi. Rajkot was the capital of the Saurashtra State from 15 April 1948 to 31 October 1956, before its merger with Bombay State on 1 November 1956. It was later reincorporated into Gujarat State on 1 May 1960. It is the fourth largest city of Gujarat. Its popula on is around 20 Lacs. It is also the gateway for Gir Forest and Somnath temple (one of the Jyo rlingas). You may visit Porbander (bith place of Mahatma Gandhi), Dwarka (Lord Krishna's empire and also house of one of the Jyo rlingas), Jamnagar (another princely state of pre-independent India and place of world's largest oil reďŹ nery set up by Reliance), Rann of Kutch and many more tourist places from Rajkot. Near Gondal, which is less than 30 kms. from Rajkot, there are Buddha caves, called Khambhalida Caves, which are believed to be there since 4-5th century. We hope that while you are here, you will explore the city and its surroundings and take away many fond memories with you.

This has been a metamorphic version of Annual Conven on and Exhibi ons (ACE) which was the annual mee ng of the IEEE India Council. Historically, during ACE 2003 it was decided to completely restructure it in the form of a conference where India Council would also formally meet. Since then it has been renamed as INDICON. The ďŹ rst INDICON was organized by the IEEE Kharagpur Sec on at IIT Kharagpur during 20-22 Dec, 2004. Subsequent INDICONs were organized by the IEEE Madras Sec on (11-13 Dec, 2005 in Chennai), the IEEE Delhi Sec on (15-17 Sep, 2006 in Delhi), the IEEE Bangalore Sec on (6-8 Sep, 2007 in Bangalore), the IEEE UP Sec on (11-13 Dec, 2008 in IIT Kanpur), the IEEE Gujarat Sec on (1820 Dec, 2009 in DA-IICT, Gandhinagar), the IEEE Calcu a Sec on (17-19 Dec, 2010 in Jadavpur University, Kolkata), the IEEE Hyderabad Sec on (16-18 Dec, 2011 in BITS Pilani Hyderabad Campus, Hyderabad), jointly by the IEEE Kerala Sec on and Kochi sub-sec on (79 Dec, 2012 in RSET Cochin), the IEEE Bombay Sec on (13-15 Dec, 2013 in IIT Bombay), the IEEE Pune Sec on (11-13 Dec, 2014 in Yashada, Pune), the IEEE Delhi Sec on (17-19 Dec, 2015 in Jamia Millia Islamia, New Delhi), the IEEE Bangalore Sec on (16-18 Dec, 2016 in IISc Bangalore), the IEEE UP Sec on (15-17 Dec, 2017 in IIT Roorkee), the IEEE Madras Sec on (15-18 Dec, 2018 in Amrita Vishwa Vidyapeetham, Coimbatore).

Today INDICON has its own brand image. In its 16-year's history, this is the second visit of the INDICON Conference to Gujarat, and we are proud to host it.

This year INDICON 2019 is happening in the campus of Marwadi University, Rajkot.

This year we received a total of 611 submissions, of which 209 will be presented during the Conference. Hence, this year's acceptance ra o is 34%. Accepted papers are divided into 177 lecture and 32 poster presenta ons determined by author preference, suitability, session planning and other considera ons. All contributed papers went through an iden cal peer-review process; finally accepted and presented papers will be recommended to be published in the Conference Proceedings, available electronically on IEEE Xplore.

Submissions were mostly from Academia (86.3%), Government (4.1%), Industry (2.5%), and Research Facility (4.6%). Acceptance ra o is almost of the same order.

The submi ed papers came from almost all states of India and the finally accepted and scheduled to be presented papers belonged to at least 23 states, e.g., Karnataka (35), Gujarat (22), Maharashtra (15), West Bengal (17), Telangana (16), Rajasthan (12), U ar Pradesh (14), Odisha (8), Kerala (7), U arakhand (10), Assam (6), Madhya Pradesh (5), Jharkhand (5), Chha sgarh (5), Goa (5), Andhra Pradesh (6), Bihar (4), Tamil Nadu (3), Nagaland (2), Delhi (3), Mizoram (1), Punjab (1), and Meghalaya (1). This establishes the reach of INDICON. This would not have been possible had we not got massive volunteer support of 43 track chairs and 439 reviewers to review all these papers. We approached 957 reviewers in total, of which 545 reviewers signed-up on our paper management portal. 439 reviewers were assigned at least 1 paper. Total reviews assigned were 1662 and total reviews received were 1578, which was quite impressive and balanced response. Each paper was assigned on an average to 3.4 reviewers to review and we received an average 3.2 reviews per paper. None of the papers received less than 3 reviews for making a decision. These reviewers are from 92 unique affilia ons, primarily from 11 IITs (Bombay, Delhi, Gandhinagar, Indore, Jammu, Jodhpur, Kanpur, Kharagpur, Madras, Mandi, Roorkee), 12 NITs (Agartala, Bhopal, Durgapur, Goa, Hamirpur, Jaipur, Kurukshetra, Nagpur, Rourkela, Surat, Trichi, Warangal), 9 IIITs (Allahabad, Bangalore, Delhi, Jabalpur, Lucknow, Nagpur, Raipur, Silchar, Vadodara), 31 reputed private Universi es and 9 foreign Universi es. There were reviewers from 15 different industries also including Broadcom, Cadence, CEERI Pilani, DNA Research, IBM, Microso , NXP, Rygbee, SAP India, TCS, and Wipro.

With 18 tracks including 14 Regular tracks, 3 Focused Sessions, and 1 M V Chauhan Students Paper Contest, the Conference promises to be packed with exci ng presenta ons and posters highligh ng the fields of Computer Science & Engineering, Electrical Engineering and Electronics & Communica on Engineering. The Conference will include two Plenary presenta ons and one Special Keynote talk. It also comprises of Focused Sessions that were proposed by the emerging technologies research community. Three topics were selected: Sensing of Heavy Metal Ions; MEMS and Nanotechnologies for Healthcare and Diagnos cs; and IoT Data Analy cs and Code Tamper-proofing. Unfortunately we have to drop one of them, i.e., Sensing of Heavy Metal Ions due to inadequate submissions in this track. Papers of rest all 17 tracks are being presented in this conference. www.indicon2019.in 2

This Conference is privileged to have two Plenary talks: one by Professor Ravinder Dahiya, Bendable Electronics and Sensing Technologies (BEST) Group, School of Engineering, University of Glasgow, UK on “Large Area So eSkin for Advances in Robo cs, Prosthesis and Wearables” and another by Professor Toshio Fukuda of Beijing Ins tute of Technology/Meijo University (China), Professor Emeritus, Nagoya University (Japan).

Professor Toshio Fukuda is the IEEE President-elect and Professor Ravinder Dahiya is the IEEE Sensors Council President-elect. We appreciate their willingness to par cipate in this conference and share their knowledge and me with us in Rajkot.

In addi on to the Plenary talks, we have also scheduled one Special Keynote talk to excite the innova on and entrepreneurship ecosystem aspirants. This talk is planned to be delivered by Mr. Sunil Parekh, Zydus Board of Governors, Ahmedabad on the topic “India's startup Ecosystem, review, impact, prospects”.

We are looking forward to the presence of another Guest of Honor, Professor Cecilia Metra, the 2019 IEEE Computer Society President who is the Professor and Deputy President of the Engineering School of the University of Bologna, DEI - ARCES, University of Bologna (Italy).

During the pre-lunch period of Friday, December 13, 2019, we have also scheduled the paper presenta on of M V Chauhan Students Paper Contest, which is a student specific contest arranged by IEEE India Council each year. This year we received 35 papers under this category of which 10 papers are accepted for presenta on. These papers also have gone through the same process of peer-review and quality check as were the regular papers of INDICON 2019. Therefore the presented papers of this track will also be sent for inclusion in the conference proceedings. IEEE India Council may announce the Best Student Papers among these accepted and presented papers and give away award also.

Although an outstanding technical program is essen al for the success of a conference, many a mes the fondest memories are from the social program. The Welcome Dinner on Friday, December 13, 2019 and the Conference banquet on December 14, 2019 and the cultural events preceding the Banquet have been planned with this in mind. Cultural Program

Siddi African Cultural Show Venue: Main Auditorium (PGAUD4) It is a tradi onal folk musical dance-drama show performed by a par cular African na ve tribe, Siddis, based permanently in Jambur village near Junagadh, Gujarat. These Siddis have adopted the gujara language. But they have also preserved their Bantu tradi ons.

They are performing the Goma music and dance form, which is some mes called Dhamaal, meaning “fun”. The term is believed to be derived from the Ngoma drumming and tradi onal dance forms of the Bantu people inhabi ng Central, East and Southern Africa.

The Goma also has a spiritual significance and, at the climax of the dance, some dancers are believed to be vehicles for the presence of Siddi saints of the past. Goma music comes from the Kiswahili word "ngoma", which means a drum or drums. It also denotes any dancing occasion where tradi onal drums are principally used.

Besides this main thema c dance-and-drama show we have also arranged for Dollu Kunitha Kannada (Dance) and the famous Gujara Tradi onal Garba Raas, both by Marwadi University's Cultural Group.

A er cultural program, all delegates will proceed from the auditorium to the University Main Lawn for Conference Banquet. It will be a round table buffet style dinner with tradi onal vegetarian Kathiawadi menu.

1. “Security and Privacy Issued in Connected and Autonomous Vehicles” Prof. Sukumar Nandi, IIT Guwaha Abstract: We are in an age in which we have par ally autonomous vehicles and approaching towards fully automated vehicles era equipped with connec vity features. For both the manufacturer and the buyer, the vehicle's sensing and connec vity features are now on the top priority list. However, Connected and Autonomous vehicles (CAVs) that cons tutes sensing, communica on, and control are suscep ble to cyber threats. The communica on layer that comprised of Vehicle-to-Everything (V2X) and in-vehicle communica on can be compromised by a acks from DoS, Spoofing, replay, Man-in-the-Middle, Sybil, etc. The Vehicle-to-Everything (V2X) also poses privacy risks because it can be exploited to collect the vehicle's trajectories. Similarly, the sensing layer that cons tutes LiDAR, RADAR, and other power sensors for vehicle dynamics are also vulnerable to various a ack vectors such as jamming, spoofing, etc. This talk will discuss all those security and privacy issues associated with the CAVs in detail.

2. “Autonomous Intelligence for Secure & Smart World” Dr. Preet Yadav, Analog Prac ce Head, Wipro Technologies, Bengaluru Abstract: The world is in the midst of a momentous transforma on in mobility. 3. “A process driven approach for innovation and learning from eld work” Dr. Sanjay Kimbahune, Senior Scien st, TCS Innova on Lab, Mumbai Abstract: Digital technologies are slowly becoming pervasive in common people's life.

These technologies are contribu ng to improve their quality of life by solving challenges faced by them. S ll, there are many unsolved challenges. To solve these challenges, many startups have sprung up. However many of these startups are failing because of lack of vision, inappropriate use cases, lack of business focus, unstructured approach towards innova on and few other factors. In the proposed session, a process driven approach for innova on will be discussed. This will be followed by few impac ul case studies and learning from them. Experience of se ng up a social innova on centre will also be discussed.

4. “Thinking the AI Way: How to Attack a Problem” Prof. Sourish Dasgupta, DA-IICT, Gandhinagar Abstract: Today's talk will have two parts. We will first start with a short cri cal look on AI problem selec on methods. Most o en AI researchers choose to work on an AI problem by first choosing an area and then picking up a topic that is highly sought a er. This method of problem selec on may end us up to two cri cal issues: (i) solving the wrong problem, (ii) ge ng inside the "no significant contribu on" trap-hole. As an alterna ve, I will introduce you to UBR (User Behavior Research)-driven problem selec on and how that can truly lead you towards meaningful and impac ul research. In the second part of the talk, we will discuss shortly how to avoid what I call as " the hammer obsession" when I see so many new research students keep telling me "I want to work on deep learning", being fixated with the method rather than the problem. I will touch base a bit on why it is important to avoid the hammer-obsession and how we can avoid it while solving a meaningful problem.

6. “Can the IoT become innately Intelligent? Myths vs Reality” Prof. Chi aranjan Hota, BITS Pilani, Hyderabad Abstract: IoT, the much debated topic of modern lives is bigger than what we can think of.

IoT and AI have taken the business world by surprise. Nowadays, enhancing business produc vity greatly depends on the collec on of data from various sources and analysing it.

In today's IoT and Big-data era, smartphones, wearable watches, household appliances, automobiles etc. are easily becoming sensor nodes measuring environmental parameters and genera ng huge amounts of user interac on data. 7. “Application of biodegradable materials in Engineering” Prof. B V Sumangala, Dr. Ambedkar Ins tute of Technology, Bengaluru Abstract: Engineering materials are the back bone of all engineering products. The design, manufacturing, commercializa on and performance of any engineering product basically depends on the material being used for that product. In par cular, eco-friendly materials for smart electrical energy management are the topic of global importance. The reason being the disposal of unwanted/unused material is the challenge. Because, the disposal occupy our useful land thus reducing the land available to us as it spoil the fer le soil. Many a mes disposal of such materials is health hazardous and also may be toxic in nature. Thus ecofriendly or environment friendly material is a necessity today. Therefore, smart materials, high-performance materials and intelligent materials are con nuously coming into picture.

Materials most commonly disposed in Electrical and Electronics Engineering field are eWastes due to electronic goods and waste dielectric liquid used in transformers as millions of gallons of mineral oil is disposed everyday across the globe.

Keeping in mind the global importance of the topic, in this paper, the focus is on the ecofriendly materials used in Engineering and Technology par cularly Green /Organic Electronics, Green Energy, Organic Bioelectronics and liquid dielectrics extracted using naturally available vegetable seeds.

2. “Role of Micro Nano-Nanotechnologies in PoC and Early Diagnostics” Dr. Ajay Agrawal, Sr. Principal Scien st, Smart Sensors Area & Head, Nano Biosensors Group, CSIR-CEERI, Pilani Abstract: The use of micro and nano-technologies to realize highly sensi ve sensors along with micro-fluidics, are leading to numerous innova ve solu ons suitable for healthcare applica ons. The healthcare markets cover Point-of-Care (PoC) devices, pharmaceu cals and biotech, in-vitro diagnos cs, medical devices, medical imaging, and healthcare IT. The point-of-care and early diagnos cs requirements are mainly in kits for glucose monitoring, infec ous diseases tes ng, cardio-metabolic monitoring, coagula on monitoring, urinalysis, cholesterol test strips, tumour/ cancer markers, pregnancy and fer lity tes ng and many other products.

Nanotechnologies in consort with micro-fabrica on and MEMS have enabled novel nanodimensional materials, structures and eventually devices which find several applica ons in the field of early-stage diagnosis and point-of-care diagnos cs.

Among various nano-materials realized, CNT, Nano-Gap and Nanowire based bio-chemical sensors are most u lized for the diagnos c applica ons. Nano-Gap sensors works on two principles; either on the 'change of the conduc vity' of the sensing layers between the nano-electrodes when exposed to analytes or based on 'Electro-magne c enhancement' using micro Raman spectroscopy. Nanowire sensors work on the principle of 'Field Effect Transistor' (FET) where charges associated with the chemical molecule or the biological specie is a ached on the nanowire surface and acts as chemical or bio-gate; the devices are hence termed as CHEM-FET or BIO-FET. MEMS based gas detectors, as breathe analyser are also being explored for various diagnos c/ screening applica ons.

The sensor technologies details, their point-of-care and early diagnos c applica ons will be discussed.

4. “Facial Expression Recognition: Classical Feature based approach To Deep Learning Techniques” Prof. Suman Mitra, DA-IICT, Gandhinagar Abstract: Face and facial expression recogni on are problems of pa ern recogni on that invite a en on of computer vision researchers since last three decades. However the problem is s ll alive due to challenges such as – blurring, illumina on varia on, pose varia on, face image captured in unconstrained environment and so on. In the beginning, hand cra ed features followed by classical classifica on mechanism through a classifier have been experimented for various features as well as various classifiers. While finding out the features it has been observed that projec on based methods using PCA, LDA performed be er for face and facial expression recogni on. Since then researchers explored the idea of using various projec on based methods such as LPP, NPP and their variants including kernels. It has been observed that the performance enhanced with the variants of projec on based methods. With the induc on of deep neural network (DNN) and convolu on neural network (CNN) a change in the techniques of face and facial expression recogni on is observed both in terms of efficiency and handling various challenges men oned above. DNN can automa cally understand and learn the goal with the help of hidden layers. With hidden layers and elaborated styles, DNN can correctly understand the FER under different factors. Our work shows that some facial parts like eyes, nose, lips, and forehead contribute more to the expression recogni on task. A combina on of the twodeep neural networks is also proposed to extricate the features from the given facial images.

Two pre-processing approaches, Histogram equaliza on (handle the illumina on) and Data Augmenta on (increase number of facial images), is implemented to restrain the regions used for Facial expression recogni on (FER). Double channel architecture is used for the implementa on, one channel takes input as a grayscale facial image, processed by VGG16_ and other channel takes input as Taylor feature pa ern (TFP) facial image, processed by proposed CNN model and extract the features accordingly. Experimental results on benchmark datasets show that the proposed framework can recognize the facial expression sa sfactorily.

5. “Radar Echoes fromlunar surface: Chandrayaan-1 to Chandrayaan-2” Dr. Shiv Mohan, Retd Project Director, SAC-ISRO, Ahmedabad Abstract: The use of radar echoes for inves ga on of lunar surface proper es had been the subject of research since long. Moon is rela vely close to earth's surface, it could be detected by radar, soon a er the inven on of the technique, in 1946. Radar echoes from lunar surface were used for various scien fic characteriza on of surface in terms of its roughness, dielectric proper es and morphology at a gross scale. The extreme environment of polar has craters which do not see sunlight and are in permanently shadowed region because of low sun angle at the polar region. .These craters are considered to be poten al source of water ice. To fulfill requirement on water ice detec on and imaging inside the floor of water ice, a radar named as Mini SAR on board Chandrayaan-1 was launched in Oct 2008.

Chandrayaan-1 was first lunar orbital mission which provided high resolu on radar images of lunar polar region in hybrid polarimetric mode at 140 meter resolu on. Instrument was operated in S-band with a resolu on of 140 m. with a swath of 8 Km. Since radar has its own illumina on so it was possible to get images of floor of craters in permanently shadowed region. Radar echoes from these craters were analyzed in terms of its changes in polariza on state. The enhancement in circular polariza on echoes were used as an indicator of water ice. However, enhanced CPR was also due to double bounce sca ering, which in turn disturbs the finding on water ice. In view of such complica ons, radar echoes were decomposed into three type of sca ering namely surface sca ering, double bounce sca ering and volume sca ering. Double bounce areas were isolated by decomposing radar signal based on sca ering mechanism. With Chandrayaan-1 Mini SAR, 84 craters in North Pole and 36 craters in South Pole were iden fied as source of water ice. Subsequently, similar radar (Mini RF SAR) was flown in NASA' Lunar Reconnaissance Orbiter (LRO) to contribute further in research.

The Mini SAR instrument on Chandrayaan-1 had given an edge in the planetary data inves ga on for water ice detec on, surface morphology, ejecta distribu on etc. It was realized to have high rela on radar imaging at dual frequency in full polarimetry mode.

Simula on indicated that such data would be helpful in finding the concentra on of ice deposits for future human explora on. Thus, advanced radar was developed with dual frequency full polariza on ability. Thus, a dual frequency SAR sensor was developed with enhanced ability at L- and S-band. Chandrayaan-2 mission carried the dual frequency SAR and tested for its opera ons. The mission is expected to provide full lunar coverage in addi on to assessment of lunar water ice in polar region. This talk would highlight importance of radar for lunar science, algorithm for water ice detec on based on radar echoes and new development in this area of research.

6. “AI for Social Good” Prof. Atul Negi, Professor School of Computer and Informa on Sciences, University of Hyderabad, Hyderabad Abstract: "AI for Social Good" is about applying ar ficial intelligence to solve problems important for society. The technological success of machine learning is being applied to various areas: educa on, improved governance, urban planning, assis ve technology for people with disabili es, health, agriculture, environmental sustainability, social welfare and jus ce and, sustainable development. These are fields where AI can have its strongest impact on society and aid in reducing human suffering and improving efficacy of welfare programs from various agencies. If guided by the right ethics the rapidly expanding field of AI has the poten al to improve many aspects of our lives. When a emp ng to tackle social issues there is li le incen ve for researchers to tackle social problems with few pla orms like conferences and journals that explicitly deal with such issues. Another difficulty is for researchers seeking to have a social impact is to find problems to address. 7. “IoT+ML: Challenges in Machine Learning Enabled Intelligent Transport System Design” Prof. Sanjay Srivastava, Professor, DA-IICT, Gandhinagar Abstract: IoT combines the technological advancements in the domain of embedded systems, sensors and actuators, wireless communica on and networking. While most of the IoT applica ons are highly customized to fulfil the specific requirements, a common feature among all the IoT applica ons is that they generate huge amount of raw data and require appropriate processing to generate useful informa on. Machine Learning is used to design data driven models to compute useful informa on from raw data. The challenge here is that the IoT devices are resource constrained (limited storage, processing, ba ery capabili es), and the ML algorithms generally have high computa on requirements. To address this issue, the solu ons are developed using cloud compu ng, edge compu ng, fog compu ng or light weight machine learning enabling local data processing on IoT devices.

We describe a generic framework for the IoT - ML applica ons along with the details of its architectural components such as microcontroller pla orms, communica on protocols and standards, IoT Security, and computa on pla orms. The machine learning models suitable for the IoT applica ons are discussed in the context of Intelligent Transport System. The issues and solu ons related to the real me data processing requirement, stream data processing, working with noisy data, distributed intelligence, etc. are elaborated and the open research issues are highlighted. www.indicon2019.in 32

IEEE Policy Against Discrimination and Harassment

IEEE prohibits Discrimina on, Harassment and Bullying against any person for any reason, for example, because of age, ancestry, color, disability or handicap, na onal origin, race, religion, gender, sexual or affec onal orienta on, gender iden ty, appearance, matricula on, poli cal affilia on, marital status, veteran status or any other characteris c protected by law.

IEEE is commi ed to the principle that all persons shall have equal access to programs, facili es, services, and employment without regard to personal characteris cs not related to ability, performance, or qualifica ons as determined by IEEE policy and/or applicable laws.

IEEE employees, volunteers, members, and other cons tuents of the IEEE, when and where ever those individuals are conduc ng IEEE business or par cipa ng in IEEE events or ac vi es, shall maintain an environment free of Discrimina on, including Harassment, Bullying, and Retalia on.

IEEE Policy covers ac ons by IEEE employees, IEEE members, customers, volunteers and other persons connected with official IEEE business.

Any person who believes that he or she has been the vic m of illegal Discrimina on or Harassment may seek redress through an appropriate Organiza onal Unit dispute resolu on mechanism or may contact the IEEE Hotline at +1 888 359 6323. The Ethics and Member Conduct Commi ee shall have final responsibility for oversight of Policy 9.26and this Policy 9.27with respect to IEEE members.
