National Park Service Project Advances Ahead of AMERICA'S 250

As the United States approaches its 250th anniversary, the project team at the National Park Service Seawall and Shoreline Rehabilitation project is making impressive progress on our work around the Tidal Basin. This phase of work will be completed and turned over to the National Park Service in advance of the 250th anniversary celebration on July 4, 2026, at the National Mall.
The purpose of the design-build project is to rehabilitate the historical seawalls and cultural landscape along the Tidal Basin and Potomac River in Potomac Park in Washington, D.C. We are restoring the wall to its historical functional height while ensuring it can be elevated in the future, if necessary. This rehabilitation of approximately 7,000 feet of seawall requires a hundred-year service life with no chance of future settlement. To achieve that mission, we drove pipe pile to rock after selective demolition of the wall. Piles received precast caps and precast z-panels with stone facing to create the actual seawall. We will also be planting more than 265 cherry trees to ensure the area is returned to its famously beautiful state.
At the beginning of 2025, the demolition of the existing seawall in the Tidal Basin was nearing completion and final construction of the wall within the Tidal Basin was complete. In November 2025, the team achieved a significant milestone by installing the 674th pile, marking the completion of steel pipe pile driving in the Potomac River. Our skilled and committed team is now making great progress on the installation along the Potomac River.
Working within the National Mall and Memorial Parks has been a unique experience for our team. Not every Cianbro project must contend with millions of pedestrians across our access points and past our gates.
The Cianbro team has built a strong partnership with the National Park Service by consistently executing work safely and efficiently, while showing genuine respect for the park’s mission and environment. With additional seawall along the Tidal Basin and Potomac River awaiting rehabilitation, the Cianbro team is poised to support the National Park Service in future projects.

In 2011, something inspiring began at Cianbro. Through a partnership with Behavioral Safety Technology, we launched a leadership development program focused on emotional awareness and the human side of caring leadership. It was through those conversations and unguarded vulnerability that the foundation for “Beyond Zero” began to take root.
By 2013, we moved from “Leading with Safety” to “Beyond Zero,” a commitment to send every team member home in better condition than when they arrived — physically, mentally, and emotionally. As part of this initiative, a simple but profound metaphor — what’s in my backpack — came to life.
We began asking team members, “What’s in your backpack?” We all carry an invisible load on our shoulders — some days it’s light, other days it’s crushing. This invisible weight shapes everything: our focus, our reactions, our safety, and our connections.

Building for a Better Tomorrow BANGOR REGION YMCA BREAKS GROUND

The YMCA has maintained a presence in Bangor, Maine, since 1867. A combination of public support, private donations, and government funding secured the necessary finances for an expanded, modernized YMCA, for which A/Z Corporation (A/Z) has been selected to provide construction management services. The new building will be named in honor of Cathy Gero, a YMCA member who campaigned for its construction before passing away in 2022.
With a total area of 82,000 square feet, this three-story structure will offer services and amenities consistent with YMCA facilities nationwide, which will greatly benefit the Bangor region. These include a multipurpose room for community events, a natatorium with two swimming pools, space for a gymnasium and wellness studio, and a Lifestyle Medicine primary care practice, the first of its kind offered by a YMCA in Maine. An early childcare center is also included in the project scope; with new classrooms and an “adventure zone” to encourage play, this space will allow the YMCA to double the capacity of its Early Childhood Care program
and provide infant care, a tremendous benefit for Bangor’s families.
A/Z team members broke ground on the project during a special ceremony attended by local and state officials. Among the attendees were U.S. Sen. Susan Collins, Mayor Rick Fournier, and Bangor Region YMCA CEO Diane Dickerson, all of whom expressed excitement for the opportunities the building will deliver for the community.
“This new Y ensures that our region will continue to be well served now and for generations to come. It will have the ability to serve every age range, from six weeks old to 106 years old. Our new Y will give people the opportunity to connect, become their best selves, and to learn, grow, educate, and recreate in a modern, state-of-the-art building in the heart of downtown Bangor. We feel so lucky to have Cianbro and A/Z as our partners in this critical endeavor,” said Dickerson.

Hilcorp’s Prudhoe Bay facility on Alaska’s North Slope is one of the most important oil and gas production sites in North America and one of the toughest environments in the world. Covering more than 213,000 acres, it remains the largest oil field on the continent.
Starcon has proudly supported operations at Prudhoe Bay since 2015, earning a reputation for safe, highquality performance in extreme conditions. Over the past five years, our team has completed more than 400,000 work hours and more than $32 million in successful projects at this landmark site.
The 2025 Hilcorp Turnaround was one of our most complex and rewarding projects to date. Early planning, strong communication, and a true spirit of partnership with Hilcorp laid the foundation for success. Together, the teams aligned on scope, scheduling, and readiness well before execution. This preparation allowed us to mobilize nearly 500 team members and complete work safely and efficiently across multiple assets, including gathering centers 1, 2, and 3 and the central compressor plant.
A major milestone for Starcon was the addition of instrumentation and electrical services to the North Slope. Our 72-person instrumentation and electrical team delivered exceptional results and expanded our capabilities in this demanding region.
Over the course of 169,788 work hours, the project achieved a total recordable incident rate of zero. This outcome reflects Starcon’s deeply rooted safety culture and the success of our team member recognition program, which encourages and rewards proactive safety engagement.
The turnaround reached final completion in September 2025, closing out a highly coordinated effort that met every milestone and maintained exceptional safety performance from start to finish.

DRIVING GROWTH IN TAMPA

R. C. Stevens (RCS) has been steadily growing in the Greater Tampa Bay area with advancements in the industrial market strengthened by our partnership with Tampa Electric Company (TECO). The collaboration brings together TECO’s expertise in energy solutions with our commitment to innovation and excellence, paving the way for impactful projects that will benefit both organizations and the surrounding community.
The collaboration began in 2023 with the ongoing construction of the new TECO Environmental Services
Center, a 30,000-square-foot mixed-use laboratory and office space built at their current Tampa location. Following this project, RCS was awarded nine more projects ranging from the new lockout/tagout facility to a relocation and renovation of a 4,000-square-foot workspace, and a renovation of an 86,000-square-foot office building complete with TECO’s standard finishes.
Across each project, the team’s creativity, productivity, and commitment to quality have been pivotal in earning the trust of an influential new client. By successfully navigating scope changes and other significant project challenges, the team has shown
TECO that RCS is a trusted partner. In addition, Cianbro’s Power & Energy team has made significant progress by engaging with TECO’s electric distribution team and securing a place on their request for proposal distribution list. The Power & Energy team looks forward to earning their first project award with TECO — another key step in advancing the growth and diversity of our Tampa operations.

STRENGTHENING Leadership &Connections

The Cianbro Institute launched the Superintendent Development Program (SDP) in 2025 to strengthen leadership across The Cianbro Companies. This program is designed to prepare superintendents to lead with safety awareness, a servant-leader mindset, and technical expertise.
Two sessions were held at the Cianbro Institute, one in April and one in August. Participants represented all markets and businesses, creating valuable networking opportunities. These connections help team members share solutions to common challenges and build relationships that last beyond the classroom.
The role of a superintendent carries high expectations. Leaders are encouraged to seek solutions collaboratively and be guided by the principles set by The Cianbro Companies Chairman Emeritus Pete Vigue, who said, “We are in the people business; we just happen to be in construction.” The curriculum reflects this philosophy, covering health and safety, work planning, subcontractor management, scheduling, contracts, continuous improvement, and leadership. Human resources instructors also focus on team development and retention, which are critical for the company’s long-term success.
Students are urged to apply what they learn and leverage the network of contacts introduced during the program. Instructors share real-world challenges and invite participants to reach out for support, reinforcing that they are backed by an entire team committed to helping them succeed.
To foster camaraderie, the program includes a section where small groups share a meal at local restaurants. Many noted that these informal gatherings were among the most valuable aspects of the experience, allowing them to build trust and connections in a relaxed setting.

Collaborate on Expansion Project for Procter & Gamble

For more than 20 years, Cianbro’s valued partnership with Procter & Gamble (P&G) has played a key role in advancing the growth of the Tambrands facility in Auburn, Maine. Tambrands manufactures and distributes feminine care products and is currently the exclusive supplier of Tampax Pearl to North America.
The Auburn location has witnessed remarkable growth over the years, with several key developments performed by Cianbro. In 2021, Cianbro began construction management duties of the Galena Warehouse project, which added 86,000 square feet of warehouse capacity. Due to shifting international supply chain demands
brought on by the global pandemic, the scope of the project expanded beyond expectations. Cianbro was selected to continue managing the construction of the Galena South Expansion — a 50,000-square-foot, two-story mixed-use addition to support manufacturing operations and house corporate offices.
Leveraging the engineering capabilities of A/Z Corporation’s design and engineering services (A/Z Design) with the construction capabilities of Cianbro, P&G strategically approached this project under the design-build model. This collective effort proved critical for ensuring the construction timeline could run parallel to the ongoing interior design process. By integrating client design inputs with in-house architectural planning, A/Z provided Issued for Construction (IFC) drawings for the Galena South Expansion in April 2024, and construction of the interior fit-out began in March 2025. The partnership between Cianbro and A/Z Design ensured that the project maintained its schedule and met the client’s financial goals, a key factor in the success of the project.
In the dynamic world of design-build construction, flexibility, problem solving, and collaboration is paramount. The cooperative
effort between P&G, Cianbro, and A/Z Design has been a defining feature of the Galena South project, resulting in further opportunities across the Tambrands facility, including the Aurora North Utilities Building and Galena South Hot Water Loop. Cianbro and A/Z’s collaborative approach on the Galena South Expansion project have shown how strategic partnerships and the ability to adapt in real time can drive success for our customers and The Cianbro Companies.

National Coast Guard Museum Takes Shape in Connecticut

The United States Coast Guard is one of the original branches of the United States military, alongside the Army, Navy, and Marine Corps. Of these four, it is the only one to lack a national museum dedicated to chronicling its history. After 235 years of service, construction is underway on a new museum to celebrate the heritage and legacy of this American institution.
A/Z Corporation (A/Z) is partnering with the National Coast Guard Museum Association (NCGMA) to manage development of the 80,000-square-foot museum on New London, Connecticut’s waterfront, just minutes from the U.S. Coast Guard Academy. The five-story facility will feature exhibits and interactive learning spaces, guest amenities, an outdoor event venue, and a pedestrian bridge linking it to a nearby parking garage.
Designed to meet LEED Gold standards, the museum’s exterior features metal curtain wall paneling and a breakaway storefront system, which will safeguard the building from potential damage caused by storms and flooding. Marine-grade “sails” with impact-resistant glazing will mitigate the effects of hurricane-force winds, and a fully insulated PVC roof membrane will create a weathertight environment inside the building.
A/Z and its partners have navigated unique challenges, including building a new bulkhead to expand the pier and elevate the foundations above the floodplain. The museum’s structure was reinforced with steel micropiles, while the bulkhead was formed with sheet piling. Special materials also protect the river’s ecosystem from debris. Located between Union Station and two ferry landings, A/Z is coordinating construction around transit schedules to prevent disruptions.
In November 2025, A/Z and its partners joined NCGMA leaders, Congressman Joe Courtney, New London Mayor Michael Passero, and other state officials for a topping-off ceremony marking completion of the museum’s structural frame. The museum is currently scheduled for completion in 2026, just in time to celebrate the Coast Guard’s 236th birthday. This completion date also aligns with another historic milestone: the 250th anniversary of America’s founding as an independent nation. A/Z is honored to be part of such a monumental project that pays tribute to the people who proudly serve our country.

Complete at CROSS TOWN ENERGY STORAGE PROJECT

Cross Town Energy Storage is a lithium-ion battery energy storage project in Gorham, Maine, that provides energy and capacity services, increasing the reliability and availability of energy to the New England electric grid. Plus Power, a Texas-based company founded in 2018, awarded Cianbro the energy storage project in 2022.
The completed facility is made up of 156 individual battery storage containers, 40 power converter units, and an interconnecting 115/34.5kV substation. It is the largest facility of its kind in the state: the 175 megawatts / 350 megawatt-hours of energy increases existing energy storage capacity in Maine by more than 300 percent.
Team members throughout Cianbro’s Power & Energy team have worked diligently on this project with engineering and procurement,
starting in early 2022. Due to existing site conditions, which included a mixture of poor wet soils and rock, we began a soil preloading process in late 2023 and removed the preload material in summer and fall of 2024. During this time frame, a groundbreaking ceremony was held with numerous state and local officials in attendance. The team worked closely with civil and electrical trade partners to complete the work on site safely and efficiently.
In addition to installation of an extensive amount of underground utilities, the team completed the placement of 496 precast grade beams on site, which support the battery enclosures. The team’s success in landing these units revolved around communication between our subcontractors (Shaw Brothers and Sargent Electric), as well as site survey and layout managed by Hugh Gilman.
This project marks the largest energy storage project of its kind that Cianbro has ever constructed, which comes with a unique set of challenges. The efforts of Superintendent Chris Henry have ensured that it has gone as smoothly as possible. Chris has led the charge on site and has been instrumental in the creation of site work packages, the oversight of Cianbro’s crew, and the coordination of all subcontractor activities.
Cross Town Energy Storage contributes significantly the state of Maine’s target to reach 400 megawatts of operating energy storage by 2030!
Samsung’s new semiconductor fabrication facility in Taylor, Texas, represents one of the largest foreign direct investments in the state’s history and a major milestone for advanced manufacturing in the United States. Located about 30 miles northeast of Austin, the 1,200-acre site carries an initial investment of $17 billion and is designed to produce next-generation logic semiconductors for 5G, artificial intelligence, and high-performance computing.
Starcon was proud to play a key role in this historic project. Mobilizing the site in December 2022, our team supported both the central utility building and the exhaust project, which included the fabrication building and the gas and chemical supply building.
Our scope of work included structural steel erection, piping, welding, crane and rigging, scaffolding, insulation, painting, heat tracing, instrumentation, and electrical installations.
Across these areas, Starcon installed more than 5,500 tons of structural steel, set 5,000 anchor bolts, and completed over 4,700 field welds. A fleet of 10 large cranes was deployed full-time to support critical lifts, not only for Starcon’s work, but also for other contractors on site, generating additional project value and strengthening trust among teams.

was paramount. Starcon’s performance stood out, achieving zero lost time injuries and no dropped objects across 578,531 work hours. Our team recognition program encouraged proactive safety engagement through near-miss reporting, job safety analyses, and stop-work participation.
In emergency situations involving other contractors on the job site, Starcon’s crane and rigging team assisted with medical rescues at height, helping emergency responders safely reach and extract injured individuals. Samsung leadership recognized these actions as life-saving contributions to the overall site safety plan.
Phase one of the T1 project reached substantial completion in December 2024. Starcon continues to remain on site supporting additional work while preparations begin for phase two, ensuring continuity, readiness, and strong partnerships as the project advances.
The T1 project marks Starcon’s successful entry into high-tech industrial construction and is an example of what can be achieved through preparation, innovation, and partnership.

ENERGY STORAGE PROJECT AIMS TO BOOST NEW ENGLAND’S GRID RESILIENCY

On December 17, 2025, Western Maine Energy Storage LLC (WMES), a subsidiary of Cianbro Corporation, received a preliminary permit authorization from the Federal Energy Regulatory Commission (FERC) for a pumped storage hydropower (PSH) project. This marks a milestone in Cianbro’s multi-year effort to contribute to the energy storage market.
As the New England power grid faces growing demand, energy storage will play a critical role. PSH facilities offer a proven solution that stores energy during periods of surplus generation and releases it when demand peaks. A PSH facility acts as a water battery, pumping water from a lower reservoir to an
upper reservoir during periods of excess supply. It then releases that same water through a turbine to generate electricity during periods of excess demand.
Located on private land in Oxford County, the proposed PSH facility is designed to work with the region’s natural topography and connect to existing transmission corridors. The Cianbro Development team, General Manager Parker Hadlock, Corporate Environmental Manager Lauren Walsh, Design Manager Craig Weaver, and Senior Development Engineer Cory Verrill, along with critical subconsultants, have been advancing this project for more than two years. During this time, they explored several potential project locations across the state, completed early-stage conceptual design, and conducted environmental field studies at the chosen site.
“True to the mission of Cianbro Development Corporation, we are enthusiastic about the opportunity to provide a solution to a growing problem in New England and create a significant construction opportunity for The Cianbro Companies and our team members,” said Hadlock.
Recently, the team has been communicating with environmental resource and regulatory agencies as well as community stakeholders to share project details and its importance to the region. FERC will be the lead governmental agency permitting the project. The FERC process is expected to take up to five years and will include a series of stakeholder engagement opportunities.

Western Maine Energy Storage's proposed pumped storage hydropower facility is designed to work with the region’s natural topography and connect to existing transmission corridors.
In August 2025, Cianbro’s Industrial & Manufacturing (IDM) market was awarded a project for the repair of existing dam canal walls and headgate piers for Lockhart Power Company.
Lockhart Power is a small regional electrical utility owned by Greenville, South Carolina, investment firm Pacolet Milliken.
Pacolet Milliken’s founder, Seth Milliken, began his business career running a general store in Portland, Maine, after the Civil War. When a fire destroyed the building in 1874, he and his partner relocated — first to New York, then to South Carolina. Today, building a strong relationship with Lockhart Power is a key part of IDM’s strategy to diversify our hydroelectric customer base across the southeast.
The power canal’s final modifications were made from 1918 to 1920, when the hydroelectric power plant was built. Since then, minimal modifications have been made to the dam and power canal masonry structures. Because of erosion, structural materials required repair and reinforcement. The project started in September with 32-year Cianbro veteran Chuck Brower leading the team as project superintendent.
After Lockhart Power sealed the 16 headgates, our team got to work dewatering the canal so further inspection could take place. We then installed our temporary access road.
The canal wall repair required roughly 445 feet of unreinforced structural repairs and 360 feet of reinforced structural repairs. The construction sequence included pressure washing the walls to remove any organics and then placing shotcrete along the deteriorated canal walls for unreinforced repair. We simultaneously drilled rock and placed rebar dowels and rebar mesh mats for future shotcrete placement in the reinforced repair area.
Upon further inspection, we determined we would have to expand our scope to include the reinforced repair of the entire dam toe, some gate outlet bottoms, and additional piers. Cianbro completed the repair scopes and removed the temporary access road at the end of 2025 to allow Lockhart Power to resume generating electricity. The team finished three weeks ahead of original schedule and under budget.
After more than 32 years of service and upon the conclusion of the project, Chuck Brower retired on December 12, 2025. Bringing his knowledge from previous hydroelectric experience at the Holtwood, Bartlett’s Ferry, York Haven, and Tugalo dams, Chuck and his team performed exceptionally. The client was pleased with Chuck’s knowledge, attention to detail, and the team’s work. His construction wisdom will be greatly missed. He leaves Cianbro in a favorable position because of his efforts to pass down his expertise to the next generation of leaders.

Delivered for SI Group

Total Specialty Services (TSS) successfully completed the Storage Tank Vapor Recovery Project at SI Group in Freeport, Texas, in January 2025. The nine-month project marked a significant milestone as the first capital project TSS delivered for SI Group, laying the foundation for a strong, long-term partnership.
Working under LS Energy, TSS executed a comprehensive scope of work that included insulation for piping and tanks, scaffolding, steam tracing, and industrial painting for structural and piping systems. Every phase of the project adhered to strict specifications, detailed drawings, and rigorous safety standards, confirming high-quality installation and protection solutions.
Team members on the project achieved a perfect safety record with a total recordable incident rate of 0.00. At peak, the project employed 30 team members, demonstrating TSS’ ability to manage people effectively while delivering exceptional results across multiple disciplines.
The success of this project not only met SI Group’s expectations but also strengthened collaboration between the companies. As a result, TSS has been awarded multiple additional projects at SI Group’s Freeport and Baytown, Texas, sites — further solidifying a trusted relationship built on quality and reliability.

A New Era for Maine’s Northern Gateway

Presque Isle International Airport is the northernmost commercial airport in Maine, serving approximately 20,000 passengers as of 2024. The airport was originally constructed in the 1930s. In the 1940s, the United States government took over the municipal facility and greatly expanded its size, with the airport playing a vital role during World War II. The current terminal, built in the 1950s as an Air Force fire station, was not part of the original structures. Because of its age and with the acceptance of JetBlue as its primary airline, the terminal has been in dire need of modernization. At 10,000 square feet, it no
longer meets the Federal Aviation Administration’s standards for size, nor does it fulfill current security requirements. To bring the airport into a new era of efficiency and compliance, A/Z Corporation (A/Z) was selected to deliver a 33,000-square-foot terminal that will replace the outdated facility and elevate passenger experience.
The team was excited to break ground on this project in May 2025. The event was attended by several prominent state officials, including U.S. Sen. Susan Collins. Joining A/Z's team were Presque Isle Airport
Director Scott Wardwell, City Manager Sonja Eyler, JetBlue’s Director of International and Regulatory Counsel Reese Davidson, and Maine Department of Transportation Director of Aviation Alan Lambert.
Construction on the terminal is scheduled for completion in March 2027. When it is finished, the airport will house all-new passenger services and amenities, including ticket areas and baggage handling/screening. The second floor will hold administrative offices, conference rooms, and additional support rooms for airport personnel. These enhancements will provide a safer, streamlined experience for travelers while laying the foundation for continued growth and expansion.

Powering New England’s
LARGEST CLEAN ENERGY PROJECT

The New England Clean Energy Connect (NECEC) project connects Canadian hydropower to the New England electrical grid. The project included the construction of a transmission line and an HVDC converter station in Lewiston, Maine. The project is New England’s largest source of clean energy.
Cianbro completed the transmission line project in a joint venture with Irby Construction. The highvoltage DC transmission line stretches 146 miles from the Canadian border to Lewiston, Maine. The route traverses a diverse landscape, from the dense forests and mountainous regions of western Maine to the
relatively flat terrain near the towns of Skowhegan, Farmington, and Greene. Reaching the northernmost part of the work area required a two-hour drive on a dirt road to Beattie Township on the Canadian border.
The remote nature of the work presented unique challenges for the team regarding communication and equipment. Team members used Starlink Mobile technology to have phone and internet access from anywhere on the power line. Additionally, drone technology helped complete quality inspections from over 100 feet in the air. This approach enabled thorough inspections while remaining safely on the ground.
Another component of the NECEC project was the Merrill Road HVDC converter station in Lewiston.
1,200 megawatts of hydropower generated by HydroQuebec is converted from 345kV-AC to 320kV-DC and transmitted to the Merrill Road converter station in Maine. At Merrill Road, the DC power is converted back to 345kV-AC and transmitted to Larabee Road substation — previously built by Cianbro as a part of Central Maine Power’s Maine Power Reliability Program (MPRP) project in 2012.
Cianbro worked as the prime engineering, procurement, and construction subcontractor to Hitachi Energy for the construction of the converter station. The scope of work included the civil design
of the eight-acre site and the installation of all yard foundations and steel structures, followed by the complete build out of all yards and components, Valve Hall equipment, and electrical installations. All steel structures were detailed and fabricated by Cianbro Fabrication and Coating Corporation.
Initial construction for the project began in early 2021 and the project was completed in December 2025.
In December 2025, Cianbro completed work on the New England Clean Energy Connect transmission line alongside joint-venture partner Irby Construction. Cianbro also completed the Merrill Road HVDC converter station as part of the project.

In 2026, R. C. Stevens Construction Company proudly celebrates its 100th anniversary — a milestone that reflects a century of innovation, integrity, and commitment to building excellence. Founded in 1926 by visionary builder-architect Raymond C. Stevens, the company began as a pioneer in the design-build process, becoming the first in Orlando to offer both design and construction services under one roof. This forward-thinking approach set the foundation for a legacy that continues to shape Florida’s construction landscape.
Ray Stevens’ guiding principle, “The buildings we build, build our business,” remains at the heart of the company’s culture. From its early days constructing fine homes and citrus packing houses for industry leaders like Dr. P. Phillips and the Fosgate family, R. C. Stevens quickly expanded into commercial and industrial projects. By the late 1930s, the company had designed and built Central Florida’s first Coca-Cola bottling plant, signaling its growing influence in the region’s economic development.
The 1940s ushered in a new era as R. C. Stevens entered the healthcare market, designing and constructing Orlando General Hospital’s Nursing School and subsequent expansions. This
commitment to healthcare construction became a cornerstone of the company’s portfolio, complemented by major industrial projects such as the world’s first commercially operating citrus concentrate plant for Vacuum Foods — later acquired by Minute Maid.
As R. C. Stevens joined The Cianbro Companies in April 2022, expanding the Southeast market became key as well as adding government to its market list. Growth of the team doubled as well as revenue. During this time, work with Tampa Electric Company has spilled over to other projects in the area and a second R. C. Stevens office in Tampa is on the horizon.
Through decades of growth, leadership transitions ensured continuity of the company’s core values.
Ray’s son, J. Allyn Stevens, guided the firm through the mid-20th century, followed by Dave Smith in the 1990s and Tim Keating in the 2000s. Tim Keating, who joined the company in 1984 and became president in 2000, was instrumental in modernizing operations and expanding markets. His passing in July 2025 was deeply felt across the organization and industry, but his legacy of leadership and commitment to excellence continues to inspire the team.
Today, R. C. Stevens stands as a recognized leader in construction management, design-build, and general contracting, serving diverse markets including healthcare, industrial, government, and commercial sectors. The company’s reputation for excellence has been reinforced by national safety awards and its designation as an Accredited Quality Contractor by the Associated Builders and Contractors association.

A/Z TEAM MEMBER RECOGNIZED FOR LIFESAVING EFFORT
On April 23, 2025, Derwin Capellan of the A/Z Corporation electrical team acted with speed and composure when he saw a person lying face down in a crosswalk on site. Without hesitation, Derwin rushed to the scene and immediately alerted the emergency response team, following site protocol.
As he assessed the situation, a colleague joined him and helped identify visible injuries, including a head laceration. The individual was unconscious and struggling to breathe. Derwin’s calm, decisive actions ensured the emergency response team arrived swiftly to administer CPR and first aid.
In this campus-style environment, calling 911 directly can delay response time. Derwin’s decision to follow internal procedures saved critical time and ensured the individual received immediate care.
Later updates confirmed the person was stable and receiving treatment at a local hospital. The client expressed heartfelt gratitude to Derwin and the medical response team, crediting their direct, selfless actions and seamless teamwork for a lifesaving outcome.
In recognition of his efforts, Derwin received a Health & Safety Coin, an honor reserved for individuals who demonstrate outstanding safety behaviors and performance.
We thank Derwin for his exemplary actions and commitment to looking out for others.

Richard “Boo” Bonick will always be the first one on site with a fresh coffee in hand. Boo has worked in many Chicagoland locations and is well known throughout the industry. He is very skilled and is also a great mentor – always willing to help and teach team members how to complete tasks in a safe manner.
David Bolduc is a senior estimator and a pivotal team member at Cianbro Fabrication and Coating Corporation (CFCC). His knowledge base makes him invaluable. He is great at helping newer members of the estimating team by always being there to answer questions or share his expertise. He has worked in this industry for 30 years, most of it at CFCC.
Aron Ceglarek started working for Starcon as an “A” welder. Over the years, he has developed into a leadership role at Starcon and has been instrumental in the development and growth of many Starcon job locations. Aron was involved in success at sites such as ExxonMobil, Citgo, Ingredion, and most recently BP Whiting. At BP Whiting, Starcon started with six team members –under Aron’s leadership, the site grew to 150 regular team members and up to 300 during peak times.
Adele Diodato is a committed team member that you can count on to get the job done. She started her career at the Green Mount Cemetery project in December 1999. Her dedication has been demonstrated consistently, whether she was in the field supporting the electrical trades or at the Baltimore Equipment facility where she started in 2011, and has had a permanent presence since 2014.
Jake Dionne is an incredibly skilled craftsman who has performed various roles throughout his career. His Cianbro journey began in February 2000 constructing cabins at the Maryland Bank National Association (MBNA) project. Jake’s carpentry skills and work ethic are impressive. He has had a permanent presence supporting the Properties team in Pittsfield since 2010 but has also taken on many assignments where Cianbro needed his expertise.
Shawn Doran has worked on multiple projects across our company throughout his years of service, performing duties that range from supporting projects in a yard crew role to operating our largest cranes in the fleet. He has grown into one of the company’s top operators. Shawn pays attention to detail in setup and rigging
plans, understands the cranes’ parameters, and is not afraid to speak up when he feels things can be improved to ensure safe operations.
Neil Dupont (retired) was a staple at the Fitchburg Mill as the lead electrician for Cianbro. Neil knew the mill better than anyone with a longer tenure than many plant personnel. When the plant had a fire on the dry end of the paper machine and the plant was down, Neil and the team he created were instrumental in getting it back online.
Mike Edwards is a true professional with extensive knowledge of the electrical trade. Mike’s demeanor is calm and collected, whether he is facing success or adversity. He is a true team player and an advocate for our up-and-coming electrical force, often coaching and educating our electrical apprentices in the field. Mike is considered one of our top leaders in the electrical field.
Luke Finley works as a crane operator for Cianbro. Luke’s steady hand behind the levers, combined with his professionalism and leadership, has strengthened our team in a big way. He’s been a dependable go-to and a great mentor for many of our newer team members.
Langis Gagnon is known for his commitment to travel anywhere when asked, and for never saying no to an assignment. Langis has supported projects from northern Maine to southern Connecticut over the past ten years. He provides the team with a morale boost each day by remaining positive and uplifting spirits with laughter and jokes.
Ryan Graves started his career at Cianbro Fabrication and Coating Corporation where he worked for 12 years, eventually moving into a supervisory role. He then transitioned into a safety role for Northern New England, visiting all industrial manufacturing sites. Ryan has kept our teams safe and enhanced their experience at work, demonstrating a commitment to making Cianbro successful. He is a model servant leader.
Scott Hepworth first came to Canton, Ohio, working on tanks as a welder long before we secured our nested contract. His reputation as “the machine” for his exceptional welding was one of the reasons we earned the opportunity. Over the years, Scott has advanced from welder to project manager and now serves as a general foreman. As one of Canton’s original Starcon team members, he carries a story from nearly every corner of the refinery.
Cathy Hryniewicz has been instrumental in supporting our team’s success over her career with A/Z Corporation, from her early years in accounting to her current role as project controls associate. Whether preparing reports, managing documentation, or assisting with project deliverables, she consistently goes above and beyond.
Mark Hutchins is a transmission foreman at Cianbro. He has been part of many — if not all — Power & Energy's major “firsts.” His ability to keep morale high and his willingness to jump in wherever he’s needed have helped drive our team’s success over the years.
Donna Jacques began her career with Cianbro in 1999 as a college intern, joining the company full-time in 2000 as a member of the executive support team. Today, she works closely with senior management and provides support to the board of directors. Donna is a kind, caring, and friendly team member. Her ability to multitask allows her to perform at a high level all while putting a smile on people’s faces. Her diligence, work ethic, and commitment are to be commended.
Steve Johnston’s tenure at A/Z Corporation has been marked by continual growth and numerous successes on technically complex projects in sensitive environments and industries. Steve has guided many initiatives in the healthcare, life sciences, and manufacturing sectors, including vital projects for prominent clients such as Pfizer and General Dynamics Electric Boat. His leadership of our self-perform groups and technical expertise have allowed our customers to innovate and redefine their operations.
Jeremy Lane has developed a broad range of experience over the course of his career. He is an excellent millwright, ironworker and rigger. He has been part of a lot of our complex and challenging projects — from wind turbines to movable bridges. Jeremy is often sought after by multiple teams to support their project; he is a great team player and always willing to help.
Eric Lane is a civil professional who distinguished himself as a talented superintendent for civil concrete. He has redesigned the Cianbro Institute’s civil apprenticeship into civil
carpenter and civil concrete apprenticeships and he’s always willing to jump in wherever the team needs help. A good-natured leader, he has been a great addition to the Institute team.
James Lyons is always willing to help with anything asked of him. He is a hard worker who is passionate about Cianbro and the work we do.
He has always been willing to share his knowledge about ironworking, pile driving, and marine construction with those around him.
Jeremy Mace has always gone wherever he has been asked, providing mechanical support on large projects. He started his journey as a welder after encouragement from his uncle, Brian Mace, a former Cianbro project superintendent. Jeremy reflected that this was the best guidance he ever received. Jeremy’s calm demeanor makes him well suited for his position and the team looks forward to continuing to work with him for many years.
Gary Mason (retired) could often be found in a busy tool crib, managing site logistics on a project, or out on the road making a run for the team.
Gary has an incredible “can-do” attitude, sense of humor, and work ethic. He was willing to do whatever was needed, whenever it was needed for our team. Gary is now enjoying a well-deserved retirement, spending time at camp, on the farm, and with his family — three things he always spoke about.
Garrett McVaney is a demonstrated leader in our organization with many experiences that have helped shape and prepare him in his current role as
the Bloomfield Equipment/Yard Manager. His Cianbro journey began at the Southbridge Wastewater Treatment Plant in May 1999. Garrett is a proven leader, whether he is putting complex work in place on infrastructure projects or with the Bloomfield Equipment team delivering a high level of service.
Susan Roberts transitioned seamlessly to Cianbro after the company’s acquisition of Georgetown Fabrication. Her consistently calm demeanor and reliability have made her a steady force throughout her career with Cianbro. Since joining the P381 joint venture in 2021 as the office manager, Sue has been an invaluable team member that everyone can count on.
Jason Rourke has spent most of his career in New England, taking on a variety of roles. Jason is the definition of a true Cianbro team member — starting in the trades and working his way to superintendent. He’s highly respected by the crews and has a wealth of experience. Jason is a hands-on leader who guides his teams with passion, genuine care, and a commitment to excellence.
Shawn Reid is a talented pipefitter who enjoys sharing his knowledge with new students at the Cianbro Institute. He is an eternal optimist and even through difficult personal challenges, he has always displayed a positive attitude with a contagious quality. Shawn is a perfect Cianbro example of a can-do attitude — the answer to any request of him is always “YES!”
Francisco “Paco” Salazar is an incredibly skilled craftsman, honing his skill as a carpenter during his 25 years with Cianbro. He consistently maintains a positive attitude and always has a smile on his face. A man of few words, he lets his work speak for itself and is known to outpace a mixing machine. He has been a consistent force in the Mid-Atlantic region.
Kerry Swallow has worked on multiple industrial projects in his 25 years. His quiet demeanor and willingness to do whatever is needed is a testament to his character. His craftmanship across multiple trades is second to none — there truly is no task he cannot perform at a high level. In recent years, he has taken on a leadership role, mentoring younger team members and passing on his trade knowledge.
Jose Torres is an incredibly skilled and knowledgeable welder who started his career at Cianbro as a carpenter. He is always willing to teach others who put in the time to learn. He always speaks his mind and stands up for others. Jose has always answered the call to help where needed and has been a key part of countless projects.
Jeremy Whitney has been counted on for a multitude of projects over the years, from heavy industrial to infrastructure and renewable projects. His skills fit the definition of a multi-skilled craftsman; he performs at the highest levels in trades, ranging from complex concrete work to instrumentation fitting. His aptitude, quick thinking, and problem solving for any task at hand is truly exceptional.

As part of its resiliency plan, the U.S. Naval Academy launched the Seawall Repairs of Farragut Field and part of the Santee Basin project. Cianbro rebuilt 1,025 feet of the structure, which also included improvements to Farragut Field and Brown Park. Because of the recognition at the regional level, the project has been submitted for the national competition, the results of which will be announced in March 2026.

Outstanding Field Personnel:

Colonial Pipeline needed to perform maintenance on the Line 2 pipeline to repair an anomaly located along the Chattahoochee River between Fulton and Cobb County, Georgia. The repair involved excavating the 36-inch concrete-coated pipeline and installing a new sleeve. Cianbro was contracted to provide essential support for the project, ensuring safe and efficient site access for the repairs.

ABC Greater Houston: OXEA Summer Turnaround
The OXEA Summer Turnaround received the Excellence in Construction Award for the Turnarounds and Shutdowns category. The OXEA project marked the eighth consecutive year that Starcon has received the award in the Turnarounds and Shutdowns category, a remarkable accomplishment in what is considered the most competitive chapter in the country.

The Samsung T1 Project earned the Excellence in Construction Award for the Mega 100 Million plus category. The Samsung project was also a milestone as it was Starcon’s first time competing in the Mega 100 Million plus category. CERTIFICATION MILESTONE

In July 2025, after a two-year enterprise-wide effort, our organization achieved a major milestone: Cybersecurity Maturity Model Certification (CMMC) Level 2. This accomplishment goes beyond compliance, reinforcing our role as a trusted partner to the U.S. Department of Defense (DoD). It also positions us ahead in a highly competitive construction market.
For companies working with the DoD, cybersecurity has become an essential business. CMMC Level 2, which governs the protection of Controlled Unclassified Information, is quickly becoming a requirement for federal contracts. Our journey, led by the IT risk management team, brought together compliance, legal, operations, and procurement to meet rigorous standards and embed cybersecurity into every aspect of how we work.
This certification isn’t just about checking a box; it’s about proving to our clients and partners that we take data protection seriously and that we’re ready to perform at the highest level.
The benefits of this certification are strategic and cultural. In an era when construction projects rely on connected technologies and data-rich collaboration, cybersecurity readiness has become a differentiator. CMMC certification signals that we are not only compliant, but also resilient, proactive, and trustworthy, as well as ready to operate securely across complex, high-stakes projects.
Equally important, this milestone reflects a cultural shift. Cybersecurity is now part of our daily operations, from job site networks to subcontractor management. This shared responsibility strengthens our reputation and safeguards our clients’ missions.
