President’s Message

Dear Members,

“Time is relative; its only worth depends upon what we do as it is passing.” Albert Einstein

Chung Wah was founded in 1909 by our pioneering forefathers They saw the need for a ‘sanctuary’ for the local Chinese community. This resulted in the James Street Hall, which has served the community since 1911 In the late 1980s the Association again saw the need to expand, and the Chung Wah Cultural Centre Balcatta was built in the 1990s

Fast forward to today with the Association’s membership and needs growing So does the pressure to provide more services, particularly in the southern suburbs of Perth.

October was a celebration of music, with the 5th WA Festival of Chinese Music showcasing the Folk Music Concert and the Guzheng Festival The performances were breathtaking and a powerful testament to the beauty of cultural expression.

November’s Perth Chung Wah Cultural Festival was another standout moment. With delicious food, lively dance, and stunning art, it was a joyful celebration of our multicultural community and the diversity that makes us strong.

For over 6 years I have worked tirelessly with the Executive Committee to make this ‘pipe dream’ a reality. We successfully lobbied the WA State government to assist the Association’s future direction, with the gift of land in Bentley at fair value of $2.5 million dollars to build a Community Centre This is a significant recognition of the Association, for the work it does to assist the local Chinese and wider community.

The Association being granted $500,000 for this financial year from Department of Local Government, Sport and Cultural for building improvements to the Chung Wah Community Centre Balcatta This is another recognition of the Association for the services it provides in the northern suburbs

The generous support of the WA State and Federal Labor governments through grants enabled the Chung Wah We are granted another $5 million dollars from the WA State and $1 million dollars from the Federal governments to add to the Community Centre project and total funding would be $12.75 million dollars for this project

None of these achievements would have been possible without the incredible support of our volunteers, partners, and everyone who joined us along the way. Thank you for being part of this journey Together, let’s continue building a future that honours our heritage and brings people closer.

I would like to express my heartfelt gratitude to the Executive Committee, especially Senior Vice President Andy YUAN and Honorary Secretary Jen Nie CHONG, for their dedication and tireless efforts. I’m also thankful for the wisdom and guidance of the Council of Elders, who continue to help us stay true to our values.

A special thanks goes to our sponsors Murdoch University, SBS Australia, and Norton Gold Fields Pty Ltd, for their ongoing support Your trust in the Chung Wah Association as the leading voice for the Chinese community in Western Australia is a responsibility we carry with pride

However, to ensure we can maintain this momentum I urge all of us to dig deep to support this major project by encouraging more people to become members and support the Association’s building fundraising ventures As the State celebrates its 200th anniversary in 2029, the Chung Wah also celebrates 120 years As a united community let us use this occasion to continue the tradition of our forebearers, not only meeting our needs, but those of future generations as well

Warm regards,

Honorary Secretary’s Report

As another year draws to a close, it’s time to reflect on Chung Wah Association’s core founding values, which is the welfare and interest of members, community and social support services, Chinese education, and the promotion of Chinese cultural heritage. Chung Wah Association is the leading organisation in Western Australia representing all Chinese people and having the right facilities plays a big part is bringing the community together.

The Bentley Community Centre is a momentous project for the Association and continues to be the focus for the coming year Despite delays of over a year, the builder’s contract will be signed shortly, so I hope that the construction phase will run smoothly The building has a beautiful contemporary design with Chinese influences and will be a legacy for our families in times to come.

The renovations of the Chung Wah Hall in Northbridge were also completed, with funds granted by the Heritage Council of WA and the Capital Works Grant funded by the West Australian government The building is included in the Heritage Council’s State Register of Heritage Places and is protected under the Heritage Act 2018 The main concern was issues with failing brickwork, rectifying previous poor repairs and structural cracking thought to be caused by corroding steelwork embedded in the masonry The front façade of the building was given a face lift as well as replacement of the three west facing windows and repairs to deteriorated bricks and removal and replacement of mortar. Works on the front façade were completed by Budo Group under the supervision of Heritage Architects, Dar Studio in January 2025, just in time for Chinese New Year

Membership

As at 30 June 2025, Chung Wah had 2,628 financial members, a large increase from the previous year's figure of 2,286 members This figure is inclusive of Ordinary, Provisional, Life, Associate Members and their spouses

Events

The Chung Wah Association continued to organise our signature events, as well as a number of other cultural and social events. This year we partnered with the WA Museum to deliver cultural performances and activitations for the Terracotta Warriors Exhibition.

Chung Wah Community Care

Chung Wah Community Care (CWCC) is proud to be funded by the Commonwealth Department of Health and Aged Care to deliver essential services through the Commonwealth Home Support Program (CHSP) and Home Care Packages (HCP). Over the past year, we have seen significant growth in both programs, with an increasing number of new participant referrals and a rise in the total number of participants we support.

As a Registered NDIS Provider, CWCC also offers services to individuals with disabilities within the community, ensuring they receive the care and support they need to live fulfilling lives

Our dedicated team provides personalised home support services throughout the Perth metropolitan region Our trained staff members are committed to delivering care that aligns with each participant's assessed care needs.

In addition to providing care in participants' homes, CWCC operates two vibrant community hubs that are essential for delivering social engagement and care support to seniors and individuals living with

disabilities These hubs, strategically located on both the North and South sides of the Swan River, serve as welcoming spaces where our participants can connect with their peers, participate in various activities, and enjoy a sense of community in a safe and culturally appropriate environment

Our community hubs are much more than just physical spaces; they are centres of connection, learning, and support. Whether through group activities, cultural events, or social gatherings, these hubs help combat social isolation and promote a sense of belonging among our participants.

To ensure that every individual feels truly at home, our diverse workforce reflects the rich multiculturalism of the communities we serve With staff, support workers, and volunteers representing over 20 different cultural and linguistic backgrounds, we are well equipped to meet the diverse needs of our participants. This diversity within our team enables us to deliver services that are not only professional but also culturally responsive and tailored to the unique preferences and traditions of each individual we support.

Carer Gateway Champion Program:

Other Programs

CWCC continues to partner in and contribute to various projects to "build a better community for all".

Through these collaborations, we aim to create an inclusive environment where migrants feel supported, valued, and integrated into the broader community.

CWCC in partnership with Carers WA through the Carer Gateway Champion initiative, supports carers from culturally and linguistically diverse (CaLD) backgrounds by addressing key barriers such as language, digital exclusion, and limited access to mainstream services.

Diversified Radio Programming :

CWCC has improved the radio presence with varied, culturally relevant topics. With the enhanced AI hosts in four languages, our programs have become more accessible and engaging. These initiatives have strengthened our connection with the community by delivering content that resonates deeply with migrants

Training and Support

At CWCC, we recognise that ongoing training is crucial to ensuring our employees and volunteers are up to date with knowledge and skills in community and aged care. To maintain the high standards of care that our participants expect and deserve, we consistently encourage our staff, support workers, and volunteers to participate in both internal and external training programs relevant to their roles.

Each quarter, we hold Support Workers’ Meetings to share important updates, address concerns, and provide targeted training sessions These meetings offer valuable opportunity for our team to enhance their expertise, stay informed about best practices, and reinforce their ability to deliver quality care on the front lines In addition to these sessions, we offer a variety of training programs designed to meet the specific needs of our staff

Care Finder through Primary Health Networks:

Care Finder is a government-funded program delivered through Primary Health Networks (PHNs) to support vulnerable older Australians, especially those from culturally and linguistically diverse (CaLD) backgrounds, who need assistance accessing aged care and other essential services

Dementia Australia Partnership Program:

This partnership strengthens CWCC’s capacity to support CaLD individuals living with dementia and their families by establishing referral pathways with Dementia Australia, raising awareness around prevention and early diagnosis, and embedding culturally appropriate care practices.

Gratitude and Looking Ahead

CWCC extends its deepest gratitude to our Executive Committee, President Ting CHEN, the Board of Management, our dedicated staff, committed volunteers, and valued participants Your unwavering commitment and support have been the driving forces behind our transformative year, helping us to uphold and advance our vision of "A Better Community for All "

Chung Wah Cultural Activities

Chung Wah Association Vision:

Through promoting Harmony, preserving our Heritage and practising Humanity, we serve as the bridge between the Chinese community and the broader society.

Growing up in a multicultural country like Australia has allowed me to appreciate both my Chinese heritage and the diverse cultures around me. Celebrating festivals such as Lunar New Year and the Mid-Autumn Festival, helps me stay connected to my roots, my family traditions, and the values passed down through generations like respect for elders, togetherness, and gratitude Keeping these traditions alive reminds me that even though I call Australia home, my cultural background will always be a meaningful part of my identity

In the past year, I was delighted to be able to project manage the Perth Chung Wah Cultural Festival Held

In December 2024, the Chung Wah Dragon and Lion Dance Troupe proudly hosted the 1st International High Pole Lion Dance Exhibition in Perth, Western Australia

As part of the Perth Chung Wah Cultural Festival on 7–8 December 2025 This groundbreaking event featured international teams from China and Malaysia, alongside our own troupe, delivering high-intensity performances that captivated the local community

for the second time, the festival took place from November 30 to December 8, 2024, at Burswood Park The event, supported by the Government of Western Australia, celebrated the cultural and sporting heritage of the Chinese Community of WA The program included an international dragon boat racing regatta, an international high pole lion dance exhibition, Chinese cultural performances and activities, Chinese food and cultural stalls, and a business forum focused on sustainability.

Thank you to the organising team and volunteers.

The exhibition drew a substantial audience and generated significant media coverage, both nationally and internationally. The overwhelmingly positive feedback highlighted the growing recognition and enthusiasm for acrobatic lion dance in Western Australia and beyond

In recognition of our efforts to promote Chinese culture through lion dance, our troupe was honoured with the 2024 International Chinese Culture Award in February 2025, presented by our long-standing collaborators, the Malaysia Kun Seng Keng Muar Lion and Dragon Dance Association. Our Troupe Technical Advisor, Ben Lim, flew to Malaysia to accept the award on behalf of our troupe

Building on the success of the Perth exhibition, we collaborated with lion dance troupes from Sydney and Canberra to present the Australian Lion Dance Exhibition at Market City, Sydney, on 9 June 2025. This event was met with enthusiastic audiences and overwhelmingly positive feedback. Due to the strong interest and public support, there are already requests for the exhibition to return in 2026

Freddy FOO Dragon and Lion Dance

The success of the 2024 Perth exhibition also caught the attention of Cabramatta City Council in December 2024. Following our technical consultation, the Council is now set to host the first-ever Australian National Traditional and High Pole Lion Dance Competition on 28–29 September 2025 in Cabramatta, Sydney a major milestone for the growth of lion dance in Australia

As the leader of this troupe, I would like to extend my heartfelt thanks to all our members for your dedication, commitment, and belief in the journey we are on together. Your passion, discipline, and trust in the process have been the driving force behind everything we have achieved so far. As we continue to grow and push boundaries, let us keep striving for excellence, supporting one another, and reaching new heights together as one team, one family

Chinese Cultural Dance

- Jen Nie CHONG

The Chung Wah Dance group practises every Saturday afternoon at the Chung Wah Hall, Northbridge, with Min Zhu as the dance teacher/choreographer The group currently has 20 dancers. During the past year, there were many performances including: Perth Chung Wah Cultural Festival, Moon Festival at the WA Museum and also Curtin University, Kwinana Summer Sounds, OMI Multicultural Expo at the WA Museum, United Cup Fan Fest, Perth Chinese New Year Fair, Chung Wah Chinese New Ball, Mid-Week Eats at Riverton Leisureplex, Iona Presentation College for Harmony Week, NAARI 2025 - ISWA Celebrating International Women's Day and the WA Museum Terracotta Warriors

My special thanks to Mona Fan who assists in coordinating the performances, rehearsals and social media and Dan Chui, our photographer extraordinaire. Without him, we would not have such special memories to keep.

Anyone who has a love for dancing, is welcome to join our class, no previous dance experience is required. We also welcome any dance performance opportunities

Chung Wah Autumn Centre

For the past few years, Chung Wah Autumn Centre has actively kept the project of the Short Term Respite Care Centre going and working on strategies to fundraise for the project. To date, about a million dollars ($1M) has been raised

It is hoped to move the project forward by starting some earthworks within the next few months, such as leveling the land, clearing and removal of grass and vegetation, including the two storage sheds that are currently sitting on CW Autumn Centre land.

Chung Wah Autumn Centre Board of Management would like to acknowledge the kindness and generosity of the donors such as Elder Trinh Quach who raised about $174,000 by organising a Chung Wah Choir Concert in 2021 Elder James Chong was the first to help raise $15,000, and Elders Grace

Chow and Esther Chang donated $1,000 each. Thank you to The Christian Brother Fellowship for donating $1,500 when they read about the fundraising Choir Concert, and some Chung Wah line dancers who donated a few hundred dollars each

Special thanks goes to Royce and Edie Hoy Poy Foundation who donated more than half a million dollars in 2023 and was given the naming rights to 4 suites out of the 15 available

Many thanks to Elder Leonard Kho (Treasurer) and Jen Nie Chong (Secretary) who had given their time to help to keep the Chung Wah Autumn Centre project active over the past few years.

The WA Chung Wah Chinese Orchestra has had a vibrant and productive year. The 5th WA Festival of Chinese Music – Guzheng Festival 2024 was successfully held over two days, featuring Harmonising the Zither and Flute with guest dizi artist Min Dong from Sydney At the CNY Fair, we were joined by YuLin Li, former leader of the New Zealand Chinese Orchestra.

In March 2025, the WA Chung Wah Youth Chinese Orchestra was officially established, expanding our commitment to youth development. The 6th Guzheng Festival 2025 Folk Music Concert was held at MLC, with guests from Fu Guang Shan Chinese Orchestra, Global Harmony Band, and Heng Siang Hock and friends from Malaysia It also featured a special collaboration with WAAPA Jazz students Gabriel McMahon was promoted to Assistant Conductor, and we welcomed a suona player to the ensemble.

The upcoming Grand Ensemble concert will be held at the WA Museum. The orchestra is going to Sydney, where we had the honour of performing at the iconic Sydney Opera House.

Historical Group

This year my plans to conduct more research work was put on hold due to a family tragedy. I am now back working on projects, abet on a scaled back level

Together with the UWA team I assisted North Metropolitan TAFE students with a project for the City of Perth’s Boorloo Heritage Festival in April. With some starting information from the ‘Two Centuries of Chinese Heritage in WA’ portal and having one on one sessions with the students they created 22 posters These A1 sized posters hung on walls along Nick’s Lane between James and Roe Streets for the whole month. I was very impressed with the research undertaken and the end results were colourful and informative posters.

Chung Wah held an Open Day at the Hall on Wednesday 16 April 2025, but with such a large programme of activities the number of visitors was down on previous years. Those who did attend enjoyed listening to presentations by UWA and speaking with the Chung Wah volunteers and looking at the photo displays.

This year’s major enquiry related to the Chinese film crew accompanying the Terracotta Warriors exhibition They wanted to include some local Chinese history as they present a TV series called ‘National Treasures’ in China Doug Fong, greatgrandson of Louey Wah flew down from Perth to be interviewed for the episode.

This exhibition showcases many artefacts, some of which have never been out of China. Please visit before the end of February 2026 as it is not going to other Australian cities. The WA Museum staff spent six years behind the scenes selecting pieces they wanted to have on tour

In June, the Chinese Language Teachers Association held their annual outing day, and CWA volunteers were busy keeping the students entertained

Women’s Subcommittee

The Women Subcommittee conducts social activities every Sat from 11 to 1 30 We continue to engage several good teachers to teach this team some beautiful dances Now this cultural dance group has its focus and purpose to improve the group dancing skill and produce quality dances for any community events and celebration

This year Chung Wah Women Subcommittee have participated in these community and cultural events including Chung Wah Chinese New Year Fair 2025, Australia Day Multicultural Dance performance on 26 January 2025, performance for a few primary schools for the Harmony Day.

Since 2024, we also work and support Salvation Army Perth Chinese Corp for parenting education and personal development projects. We organised Chinese Mums Incorporated and WA Women Federation to work together, and provide promotion for these projects

We are still seeking to add more cultural activities for the students to experience. If you have skills such as Taiji, Qi Gong, Chinese Chess, Chinese Opera face painting, Chinese tea making ceremony or other attributes we would love to hear from you. Please contact the CWA Office if you are interested in any research, interviewing or presenting school activities for further information.

On going project updates as follows:

1 The work to translate the old grave markers/ headstones at Karrakatta Cemetery: All the markers have been photographed, and we require people who can translate the names into Cantonese, to match existing Cemetery records from the early 1900’s

2 We are seeking volunteers to document the Chinese restaurants in WA. We require Cantonese speakers to conduct interviews with some former restaurant owners.

We contacted a few Chinese weekend schools to provide venue as well as informing parents to attend. In the coming year, we will work and engage with more Chinese community groups to participate these personal development projects.

The Chung Wah Women Subcommittee will continue to take part in and support all the community events and functions organised by Chung Wah Association, local governments and other community organisations
