Mission Statement The Council and staff are committed to the continuing development of the City of Cranbrook as a successful and progressive community, and to preserving and further enhancing the high quality of life enjoyed by the citizens. Council will be responsive to concerns and provide an informed and committed leadership. A competent, skilled staff of high integrity will use available resources as efficiently as possible, providing high quality services to meet the needs and address the concerns of residents and employers. Council and staff will work cooperatively with the citizens of the City of Cranbrook, organizations within the community, other municipalities and other levels of government in order to achieve the maximum benefit for the community.

The COVID-19 Pandemic continued to effect the lives of our residents and many of our City operations. However, with the resiliency and determination of our residents and City staff, we survived. The momentum in economic development and housing projects we experienced in the 5 years leading up to 2022 continued. 2021 building permits were $70 million, a very great number considering 2020 was an unprecedented $93 million. This was a large injection of funds into our local economy. This positive momentum is already trending into 2022. We continued to invest in our own Community infrastructure with our Capital Works Program which included a large project with our Sewage Lagoons, sewer and water main and roadwork replacement throughout areas of the city.

We started the work to develop a new up to date Official Community Plan (OCP) which should be completed in 2022. This will help provide direction in the planning and development of the city today and in the future.

Downtown Revitalization is another project we started to enhance the resident and visitor experience in the downtown area. The goal here is to bring people back to the downtown area during the daytime but also enhance the nightlife after business hours.

Canadian Rockies International Airport The diversity of activities within each day of running the airport makes for a stimulating work environment. Daily duties include the performance of a multitude of physical inspections and maintenance, communications and general management that vary with the seasons. At YXC we operate a robust Safety Management System, from simple checks to operational guidelines and directives, process guidance, risk analysis and mitigation, investigations and quality assurance. Other daily responsibilities include business partner and customer communications, marketing and service development, financial planning and management, project management and customer service. With nineteen tenants operating a wide variety of businesses, the airport has most of the daily activities and needs of a tiny community, ranging from building, grounds, roads/ runways, water system and HVAC system maintenance to Food and Beverage concessions and Lease Management. Operating within Federal Regulations, exceeding regulatory compliance while growing strong relationships with airlines and business partners is core to our success. As a key catalyst for the economic growth and diversification of our entire region, the airport’s vision includes an expanding domestic and international market through a continued focus on air service development and the sustainability of air service providers.

Mission Statement: To serve the region by becoming the airport of choice and to provide the City of Cranbrook with a safe, friendly, clean, efficient and profitable airport with a local sense of place.

The Pandemic has arguably hit the air travel industry harder than any other. CRIA saw immediate impacts, bottoming out at less than 80% of pre-Covid ridership and revenue. After navigating and responding to two years of the greatest suppression of the air travel industry, optimism is palpable throughout the sector as we see a global stabilization of the COVID-19 pandemic. Most recent announcements of the elimination of COVID-19 testing to enter Canada will have a rapid positive impact on the travel markets. At YXC, Air Canada, WestJet and Pacific Coastal are immediately responded to the lift in demand and have added frequency and capacity to their schedules. 2022 is shaping up to be a positive year for aviation, building back toward the pre-pandemic travel environment.

2021 RUNWAY SWEEPER

HVAC UPGRADES

• A tow behind runway sweeper was added to the airport’s fleet. The Aebi Schmidt sweeper is larger and more powerful than previous models at YXC. The new sweeper is able to maintain key surfaces in 25% less time.

• The Heating Ventilation and Air Conditioning system in the Air Terminal Building were upgraded. The new system is more efficient and will improve comfort for building users.

CONDITION ASSESSMENT OF AIRFIELD LIGHTING • All airfield lighting components were assessed. Based on this assessment a grant application was submitted for replacement/upgrade of systems at end of service life. Construction is planned for 2023 and will include installation of LED lights.

2022 VEHICLE CHARGING STATIONS • 5 to 10 level 2 vehicle charging stations will be installed in the parking lot.

DUMP TRUCK AND PLOW • Replacement of 1980 Mack Plow truck with new unit.

FIREHALL AND MAINTENANCE BUILDING ENERGY IMPROVEMENTS • Replace firehall furnaces and thermostats. Upgrade wash bay lights to LED. Replace exterior lights.

2023-2024 PURCHASE NEW SNOWBLOWER • 1984 SMI snowblower is at end of service life. New higher tonnage unit will reduce runway occupancy time.

CONDITION ASSESSMENT OF AIRPORT WATER/SEWER SYSTEM • Majority of water system was installed between 1970 and 1980. The system will be assessed by engineers to identify components which have reached end of service life.

Recreation and Culture

Mission Statement: The Recreation and Culture Department promotes healthy lifestyles through the development of quality parks, facilities, recreation, and cultural opportunities. We are leaders in the community facilitating services to residents and visitors, that enhance their quality of life. We provide a challenging work environment, which stresses personal responsibility and development, an opportunity to participate, and the recognition of being an important part of a successful team.

The Recreation and Culture Department strives to bring a sense of community to the citizens of Cranbrook through access to recreation facilities, events and programs. The Department is guided by the values of providing parks, recreation and cultural opportunities to everyone in our city, consistent with the responsible use of financial resources, the lifestyle, and the natural setting of our community. The department oversees the programming, operations and maintenance of Western Financial Place, the Memorial and Kinsmen Arenas, Aquatic Centre and numerous sports fields and parks. The department works closely with Public Works on outdoor facility maintenance and parks/trail development. A variety of community programming is offered to all ages, including dog obedience for adults, fitness for seniors, youth sport programs, summer PLAY program, swim lessons and much more. The department also coordinates a variety of major concerts, community celebrations and sporting events, and works closely with many user groups who produce exciting local events.

• Complete arena upgrades – including replacement of lighting control systems, rebuilding plant compressor, the construction of a female dressing room and completing exterior surface assessment at Western Financial Place.

• Worked with Parks staff to develop and complete a second off leash dog park at Moir Centennial Athletic Park.

CRANBROOK BUCKS • Worked successfully with our new Cranbrook Bucks BCHL team to launch their inaugural season.

Cranbrook Public Library The Library recognizes that people love to read, need to keep learning throughout their lives and want to connect with each other to share ideas in a welcoming place. Each day, Library staff is committed to meet people’s information and literacy-related needs by providing access to a diverse range of services, programs and resources. The library enables people to: • Borrow or access books, DVDs, audiobooks, ebooks, magazines, streaming videos, and digital resources; • Participate in literacy-based programs for all ages, such as storytimes, author events, coding workshops, seminars; • Access online resources by using the public computers, free wireless access, and printing services; • Find answers to any question they may have, from getting a critical piece of information to what they can read next; • Get one-on-one technological assistance on topics such as how to: use a tablet, protect personal information online, access government services, connect with others via email and social media, download and use apps; and • Meet with others, take exams, do homework, take a break from a busy day, or sit and read for a while. Mission Statement: The Cranbrook Public Library reaches out to support the needs and aspirations of everyone in our community. It promotes literacy and provides access to the world’s information, ideas and cultures by offering a range of services in a welcoming, respectful environment.

In addition to offering a variety of programs, whether virtual or outdoors, free Wi-Fi and computer access, and a broad range of material – print, audiovisual and digital – for people to borrow, the Library focused on three projects in 2021.

• The Library is committed to reducing barriers so people can access its services. Fines on overdue materials can present a significant barrier, particularly for children and people with a low or fixed income. The Library Board decided that the Library would go permanently fine-free starting in 2022 based on the experience of going temporarily fine-free during the pandemic. Patron response has been overwhelmingly positive, the amount of overdue material has not gone up significantly, and staff time spent dealing with overdue material decreased significantly. This has freed up staff resources and has made it possible to fully staff both service desks during the opening hours and given staff more time to spend on other services and programs.

• The Library’s website will be redesigned to align with current design practices to make it easier for users to access online services and digital resources, and to better integrate with social media platforms.

BUILDING THE IDEA LAB

• Prior to the pandemic, the Library had predominantly wooden chairs and tables, with some of the chairs being more than 50 years old. Unfortunately, wood could not withstand the increased cleaning and sanitation required during the pandemic. This prompted the Library to conduct a thorough needs assessment which also found that the CD bins took up too much space during times of physical distancing requirements, that the DVD shelves were overcrowded, and that people needed more individual work spaces. The Library used this information to replace furnishings throughout the facility.

• The Library acquired the furnishings and equipment for the Idea Lab, configured and tested it, and began planning the programming that will introduce people to the equipment.

• After a 2-year delay created by the pandemic, the Idea Lab will finally launch in 2022. It will feature a variety of digital tools including a sound recording booth, 3D printer, digital illustration workstation, and digitization equipment.

2023-2024 INCREASING RANGE OF MATERIAL FOR PEOPLE TO BORROW • The Library’s core mandate is to make the world’s information, ideas and culture accessible to everyone. The key way the Library fulfils its mandate is to offer collections that cover a broad range of topics in a number of formats – print, audiovisual and digital – to best meet peoples’ diverse interests. Starting in 2024, the Library will increase the amount and diversity of material that people can borrow in all formats.

PUBLIC TECHNOLOGY TRAINER • Previously funded through grants, the Public Technology Trainer will become a permanent part-time position in 2024. This will enable the Library to plan for the longterm provision of technologyrelated programs.

LIBRARY EXTERIOR REVITALIZATION PROJECT • Revitalizing the outside spaces around the Library’s entrances will create a welcoming outdoor civic space at the northern end of the downtown core and address safety issues. The project’s completion will coincide with the Cranbrook Public Library’s centenary, celebrated in 2025.

Engineering & Development Services Our Department addresses growth within the City and regulates activities. It includes Planning and Development, Engineering, Building Services, and Bylaw Services. If you want to build a garage, construct an apartment building, have concerns about whether there’s sufficient underground services to support a development you are contemplating, want to subdivide a parcel of land, or have issues with animals running at large, we are who you contact. We look after building permits, development permits, variances, OCP and zoning bylaw amendments, development inspections, and bylaw complaints. While our department is heavily driven by mandated legislation, regulations, standards, and bylaws, it is our goal to put a human face on what we do, help you achieve success in your project, and have bylaw issues addressed professionally and efficiently. The City has seen exceptional development in the last 5 years; with building permit values quadrupling in that period to the $60M dollar range annually. At the same time, developers are helping with accommodation requirements identified in the Housing Needs Report by constructing large multi-family housing projects. As economic opportunities increase, there is more available housing to accommodate new workers and their families, and provide more choice for seniors and young professionals.

2021 DOWNTOWN REVITALIZATION MASTER PLAN Mission Statement: To use creativity and innovation to enhance opportunities in the City both in quality of life and economic development.

• Consultant was procured, advisory committee was selected, engagement took place in various forms (pop-up venues), online workshops held, and presentation made to Council. Project is well underway and looks to be completed by Spring 2023.

SECONDARY SUITES POLICY • Secondary Suites Policy was implemented; some illegal suite owners have come forward to apply during the amnesty period, but many more have come forward with applications for new secondary suites. In addition, the BC Energy Step Code, Step 2 level, was implemented in August 2021.

Finance The Finance Department is responsible for the financial administration of the City involving general accounting, payroll, accounts receivable and payable processing, as well as the collection of property taxes and other fees and charges. We oversee the annual budget process, corporate borrowing and investing, purchasing, insurance coverage and claims, and manage reserve and surplus balances. We produce the City’s annual financial statements as well as other legislated financial reports. We also develop the annual tax rates based on Council’s stated objectives. Our staff support other city departments by preparing financial data analysis, developing projections and forecasts, and assisting with grant applications and reporting. Finance staff support the 311call system as well as mange a large volume of in-person enquiries at City Hall.

Mission Statement: With a focus on outstanding performance in areas of financial planning, management and reporting, accountability, and customer service, the Finance Department supports Council, individual departments, and residents of the City, by providing sound, strategic financial planning, accurate and timely financial information, and always searching for ways to improve service to our customers.

PAYROLL BUDGET • Complete transition of payroll budget to budget software wages and benefits module. This project was planned for 2021 but has been moved out to 2022 due to staffing changes.

HUMAN RESOURCES INFORMATION SYSTEM • Working with Human Resources to implement a human resources information system platform that integrates with payroll and electronic time and attendance.

2023-2024 FINANCIAL MANAGEMTN POLICIES • Expand suite of financial management policies. Priority will be given to policies that integrate and guide the funding mix for capital projects.

Fire and Emergency Services The role of Cranbrook Fire & Emergency Services (CF&ES) is to deliver safe, efficient, and effective fire and emergency response to our community. This requires a dedicated commitment to identifying, understanding and preparing for each of the risks that are present in our community. Safety requires a focus on education, training and planning that is grounded in a model of public service keeping safety as a prerequisite to response. Our team prides itself on delivering exceptional service to our citizens. This is accomplished through value-added Fire Prevention and Public Education programs. We believe that the prevention of emergencies has become fundamental in our path forward, and that there are tremendous opportunities in mitigating the impacts of climate change and weather events. Wildfire and flooding emergencies continue to be at the forefront of our thoughts as we move through the year, and as a result we have shifted our focus to increase functional capacity and expertise in these areas. In addition to the high visibility of the opioid crisis and houselessness in our community, there continues to be a steady evolution in the risks faced by our citizens. As a First Responder organization, we continually strive to understand the current risks and evolving challenges, and prepare for them in a responsible manner. Mission Statement: To provide efficient, effective professional emergency response and prevention services to our community. To build and maintain a positive work environment that encourages and supports personal and team initiative in service delivery.

2021 EFFICIENT, EFFECTIVE EMERGENCY RESPONSE AND PREVENTION

• Efficient, effective emergency response and prevention services delivered to our community and its citizens 24 hours a day/ 7 days a week. This continues to be our primary focus, and the overwhelming majority of our work effort goes into preparedness and response to this end.

• Engine Boss/Task Force Team leader - a training initiative that aligns department operations at interface fire events with those of BC Wildfire Service. This ensures accountability, consistency and safety of staff when responding to wildland urban interface events.

• Our replacement Ladder Truck and Bush Truck were successfully put out to tender, and bids were received within the existing budget. Construction began with delivery scheduled for early/mid 2022.

2022 EFFICIENT, EFFECTIVE EMERGENCY RESPONSE AND PREVENTION • Efficient, effective emergency response and prevention services delivered to our community and its members 24 hours a day/ 7 days a week. COMPREHENSIVE EDUCATION AND TRAINING • Comprehensive education and training in multi-family/multi-story residential strategies and tactics including firefighting operations and command and control.

INCREASE THE SCALE AND SCOPE OF FIRESMART • Increase the scale and scope of FireSmart work in our community to compliment the fuel mitigation we have been engaged in for more than a decade.

FURTHER EXPANSION OF OUR FIRESMART PROGRAM • Further expansion of our FireSmart program with an emphasis on managing this portfolio under one management contract. This aligns with the City’s strategic plan and will result in efficiencies in administration of these primarily grant funded dollars.

Human Resources The Human Resources department continues to gain visibility and positive impact in staff development, Occupational Health and Safety, Labour Relations and overall policy development.

2021 SAFETY LEADERSHIP

Mission Statement: To provide the City with best practices in Human Resources service delivery.

• Recognizing a need for safety leadership for frontline supervisors, the City engaged the services of Kevin Burns Learning. This leadership program was introduced to a group of leaders who identified priorities and branding opportunities for the City of Cranbrook. A 12-week program will resume in 2022 for a selected core group of leaders.

LABOUR RELATIONS POLICIES AND TRAINING PROGRAMS • At the beginning of the year, Human Resources developed Labour Relations and Respect in the Workplace procedures to support all employees in managing behavioral expectations from each other. All Supervisors have taken the Labour Relations training and continue to receive courses on practical supervisory skills. This approach continues to improve teamwork in various workplace settings.

CORPORATE TRAINING ACROSS THE ORGANIZATION • Corporate Training continues to be our trusted approach in developing a culture of caring and high performance across the City. With 31 employees completing Project Management Training, the City has joined the leading Municipalities’ in BC on Project Management. A Project Management Office has also been established to monitor and ensure a standard approach to project documentation and implementation across the City.

2022 OCCUPATIONAL HEALTH AND SAFETY • The City will be continuing efforts on formalizing an Occupational Health and Safety program. This will provide clear guidance on topics such as hazard identification, injury reporting, incident investigations, workplace inspections, etc. The development of this Occupational Health and Safety Management System will improve consistency and standardization across all departments.

EQUIPMENT OPERATOR COMPETENCY TRAINING • Competency training programs and apprenticeships will be established to identify required mobile equipment training for all new and existing employees. The program will include a mix of online and hands-on practical training in addition to supervisor mentoring.

LEARNING MANAGEMENT SYSTEM • In 2021, a need to improve our database for acquisition, storage and utilization of training records was identified. We secured a Learning Management System from Business Information Systems and this is being implemented. The benefits of a Learning Management System will include standardized access to mandatory health and safety training courses, access to a wide selection of online courses relevant to City operations, ability to keep training records up to date and tracking training needs when required.

2023-2024 DEVELOPING HUMAN RESOURCES POLICIES • In 2023 and 2024, we aim to have fully developed all Human Resources policies and trained all employees. Leadership coaching and mentorship will be part of this ongoing support for leaders.

Mission Statement:

Corporate Services bridges the strategic direction of the municipality to its operational activities. Council direction, corporate and community goals, and stakeholder interests are all considered. The department includes the roles and duties of Corporate Administration, Communications, Economic Development and Information Technology (IT) Services. The core functions of Corporate Services are: • Overall management of the day-to-day delivery of municipal services; • Communication link between Administration and Council; • Support to Mayor and Council, fulfillment of statutory requirements; • Review and process improvements; • Preparation and distribution of Council agendas and the recording of minutes of Committees of Council; • Administer oaths, take affirmations, affidavits and declarations and FOIPP requests; • Strategic Plan implementation; • Project Management guidance and support; • Maintain custody of corporate records, City bylaws and policies; • Legislative services including bylaw and policy review, land sales and Land Titles filings; • Coordination of general local elections of Council and School District 5 and other processes requiring electoral approval; • Build and maintain community and media relations, and public awareness of City programs and services, provide emergency & crisis public messaging and build advocacy and relationship building across multi-levels of government; • Provides technology infrastructure and automation within the organization; and • Information technology services primarily provides network, application and desktop support, along with systems management support to all departments and the Cranbrook RCMP detachment.

Public Works Public Works Department oversees the operations, maintenance and capital renewal of all major infrastructure assets, including water distribution, sanitary sewer, storm sewer, roads, sidewalks, parks and outdoor recreation facilities. Long-term asset and infrastructure planning and management is a key component of the department along with GIS and Mapping support. 60 staff members with diverse skill sets are designated to various departments, water works, parks, roads, fleet services, electrical, carpentry, plumbing, infrastructure delivery and inspection, and administration. Depending on the time of year staff allocated to different departments to meet the seasonal needs of the public works structure. The core department mandates include:

2021 INFLUENT TRUNK MAIN • Removed and replaced the aging sanitary sewer trunk main, the new main deals with capacity issues and renews the asset that was failing in many locations.

CAPITAL ROAD AND INFRASTRUCTURE PROGRAM • The 2021 Capital Roads Program was a great success with the complete reconstruction of Innes Avenue and 2A Avenue, and an extensive repaving program on high priority streets.

WATER SUPPLY MASTER PLAN • Combined four strategic aspects of service: long-term supply management, source protection, treatment, and asset management. Next Steps: Design and tendering for work in progress.

LAGOONS DESLUDGING AND DIVERSION PIPELINE

• By integrating the strategic objectives for both the natural and built assets of the City, a holistic plan has been developed that will ensure the long-term viability of the City’s potable drinking water.

• This project will address the failing piping within the lagoon cells and remove the sludge; this will improve odor control and effluent treatment making the operation more effective and efficient.

2022 4TH STREET N – RECONSTRUCTION PROJECT • 4th Street N Phase 1 is a complete reconstruction of 4th Street from Victoria to 17th Avenue, will include upgraded water and sewer main and a new storm sewer infrastructure with oil grit separation treatment prior to discharging to Joseph Creek.

PUBLIC WORKS STORAGE AND WASH FACILITY • Provide an up-to-date facility for the production of winter brine solution and a heated area to properly clean and maintain equipment in the winter months.

2023-2024 VICTORIA AVENUE RECONSTRUCTION • Victoria Avenue is the City’s largest road corridor; it includes major water main trunk line, sanitary sewer trunk line and major storm infrastructure. This project will include replacement of the overcapacity infrastructure and the rebuild of the driving and pedestrian corridors.

UV DISINFECTION FACILITY – GRANT DEPENDENT • As part of the Water Supply Master Plan and the Treatment deferral application the UV disinfection facility is key to meeting ministry regulations and maintaining safe and secure drinking water for the City of Cranbrook.

PRV 1 RECONSTRUCTION • Pressure Reducing Station 1 is the main station directly below the Phillips Reservoir; it controls the pressure for all the City’s major trunk lines. The reconstruction will replace the ageing pipe and address future capacity needs outlined in the Water Supply Master plan.

Royal Canadian Mounted Police The RCMP (Royal Canadian Mounted Police) is Canada’s national police force providing many services from municipal policing to national security intelligence gathering. The Cranbrook Detachment is a hub and provides the community and surrounding rural areas with: • 24 hour Municipal and Rural Police Services; • Forensics Services; • General Investigation; • Police Dog Services; and • Indigenous Policing. As well, we have 10 holding cells and are a hub for surrounding detachments for prisoners that are being transported to correctional facilities. The Detachment Commander, S/Sgt. Graham is in charge of the Cranbrook Detachment consisting of: • 1 Staff Sergeant; • 2 Sergeants; • 6 Corporals; •19 Municipally funded Constables; • 4 Provincial Constables; • 2 Forensic Identification Service positions; • 3 Indigenous Police positions; • 1 Provincial Police Dog Service; and • 1 Public Servant. Mission Statement: The RCMP is Canada’s national police service. Proud of our traditions and confident in meeting future challenges, we commit to preserve the peace, uphold the law and provide quality service in partnership with our communities.

Carmon Spence is the Office Manager, reporting to S/Sgt. Graham and supervises 14 Municipal Staff as well as casual employees.

2021 IMPLEMENTING THE PILOT WATCH CLERK POSITION • Implementing the Pilot Watch Clerk Position – A valuable addition to the Watches. The Watch Clerk has been instrumental to the day to day operations assisting the Members with administration duties.

MODERNIZATION COMMITTEE • Modernization Committee – Key to improving morale within the detachment.

EDUCATING MEMBERS AND MUNICIPAL STAFF • Educating both Members and municipal staff.

2022 WATCH CLERK POSITIONS • Implementing 3 Watch Clerk Positions providing more administrative coverage for the Watches.

DETACHMENT RENOVATIONS • Detachment Renovations – Providing access to the secure compound from a separate exit/entrance. The access that is in place now restricts the time to get to the vehicles, which could be crucial on a critical call. This will also provide safety for the members, as they know they are exiting into a secure compound and it will alleviate negative interaction with the public who may be waiting outside the general access door.

• Increasing Member Strength and filling vacant positions.

2023-2024 INCREASE IN OPERATIONAL MEMBERS • With the growing population of Cranbrook and the challenges that come with the growth, the need to increase police strength is crucial to the safety of the Citizens of Cranbrook.
