President’s Message

Hello Everyone, My name is Dave Wilson, and I am currently into my second year as the VB treasurer. I am lucky enough to have been coming to VB for my entire life. And now my daughters have been fortunate enough to enjoy the same VB experience. There are some new events for them to take part in, but it also great to see so that so many of the same events that I participated in are still around. Like for example, the children’s masquerade that takes place tomorrow. For all of you that forgot about it, start scrambling to make a costume right now. Thanks to Doug and Kristie Pollard for their long time commitment to this well run, well attended event Speaking of volunteers, this position has given me the opportunity to meet all the various event and program convenors. I can tell you first hand that they are a wonderful group of people that are always striving to give our members the best possible beach experience. Please do not take the work they for granted. It is their passion and dedication that keeps things running smoothly so that kids and parents alike can have a fun and enjoyable summer. One group that is working very hard right now is the VB raffle committee. (Insert shameless

plug for wife here) Yvette, Tracey, Angela and Lori have been very busy compiling a fantastic list of prizes. I have seen some of the prize packages already and I can tell you that they have come up with some great ideas this year. This year the raffle is on Saturday August 5. Be sure to come by and support the club and give yourself a chance to win some great prizes. It’s not too late to contact the committee if you wish to make a donation. Summer is now in full swing and I am happy to say that as you read this I am on my way out to start my two week vacation at the beach (thanks Mom and Dad). I am sure most of you are familiar with the regularly scheduled events that fill the schedule. This week will be a busy one at the tennis courts as the Masters tournament is on this weekend and the Junior Tournament will be taking place on Wednesday and Thursday July 26 and 27. Speaking of tennis, thanks to Rex and Stino for stepping up to look after the courts this year. It is a huge undertaking, and from what I have seen so far it is going very well. (Side note: Nice to see Bryan Yagi around the courts looking so relaxed) See you around, Dave Wilson

Thank you to Dr. Carry Martens-Barnes The medical committee would like to say thank you to Doctor Carry Martens-Barnes for her work this past week. She has been sharing the medical duties over the past week. She will be here for one more week. For those of you new to the beach, the clinic is open daily from 9:30 to 11:30 (except for Wednesday and Friday) and every evening from

5:30 to 7:30. The clinic is located at 124 Birch Avenue. The phone number is 204 756 6305. It is available for use by everyone, whether you live inside or outside of the Vehicle Restricted area. Please remember to bring your Manitoba medical card and some cash or a cheque in case you need to buy medication from the clinic.

The Herald prints nine issues each summer on Fridays from late June to mid-August. Council Corner

TAXES – Taxes are due July 31. You can pay on line. Be sure to send them to the RM of Victoria Beach. (There is a RM of Victoria on the west side of the province. Do not send them your money.) You can mail a cheque to the RM of Victoria Beach 705 – 1661 Portage Avenue, Winnipeg, Mb, R3J 3Y7 or drop it off in person. This year you can drop a cheque off at the Information Office by the gate until July 29th. CENSUS DATA – Statistics Canada has released interesting facts about our municipality. According to the 2016 Census our permanent population is 398 people; 15 are 0 to 14 years, 10 are 15 to19, 65 are 20 to 55, 90 are 55 to 65 and 215 are over the age of 65. Of out 1479 dwellings only 232 are classified as dwellings occupied by usual residents (permanent homes). Our municipality occupies 20.26 square kilometers. OTHER INTERESTING DATA ABOUT WHO WE ARE – The preliminary voters list from our 2016 by-election gave some interesting data about who we are. DOCTORS VISITS – Did you know that we had over 400 visits to our summer doctors in 2016. SCOOTERS AT THE GATE - The mobility chairs that are available this year are proving very popular. They can be rented for a half day, a full day or for a week on a first come first serve basis. The reservation is not valid until the deposit is paid. SIGNS – Over the next few weeks we will be installing 40 signs at the access paths and stairs leading to the beaches. This is an effort to help Emergency Workers to get to the correct location for any medical emergencies or accidents that occur on our beaches or in the water. It also is designed to help new-comers know where they are. We hope this step will increase safety at the beaches. Reeve and Council

~ Letters to the Editor ~ Disappointed

What do you do when you find something on the road that was obviously dropped by mistake? Keeping it for yourself is not the right answer anywhere, never mind at VB. Better options are to move it to the side of the road so that it can be found when the person realizes it is missing or the lost and found by the parking lot works well too. I would appreciate it if the person who “found” a blue beach chair (in the 5 minutes after it feel out of a wagon) on sunset or 4th takes it to lost and found. Ron Enns

Door-to-door pickup is as follows: MONDAY - Albert Beach, all areas south of Arthur Road and west of Ateah Road, including Ateah Road TUESDAY - All avenues in Restricted Area north of Arthur Road including Sunset Boulevard WEDNESDAY - Municipal garbage enclosures in all areas. Garbage is to be placed in garbage bags and left in containers (preferably bear-resistant ones). Containers are to be placed in the front yard - not on the road allowance - by no later than 8:30 am.

Lake Winnipeg Foundation: Increasing awareness and cultivating water stewards of all ages

This is the third of a four-part series highlighting initiatives of the Lake Winnipeg Foundation aimed at understanding and improving the health of our lake. One of the fundamental goals of the Lake Winnipeg Foundation is to motivate people into taking action, as citizens of Lake Winnipeg’s watershed and as consumers with purchasing power. To do so, the Lake Winnipeg Foundation endeavours to reach out to as many individuals as possible by providing educational presentations for classrooms and community groups, attending Family Fun Days and markets, participating in beach clean-ups, and organizing events like the Walk for Water. These outreach activities increase the Lake Winnipeg Foundation’s exposure, promote awareness of water issues, and encourage individuals to take responsibility for their actions. Over the last few years, the Lake Winnipeg Foundation has worked diligently to expand their outreach activities. During the recent July long weekend, Lake Winnipeg Foundation staff were busy attending the Riverton boat parade, Hillside Family Fun Day, and the Lake Winnipeg Memories photo exhibit launch at Albert Beach (pictured). Due to the foundation’s efforts, interest in their educational programing increased by more than 200% from 2015 to 2016. In 2016, the Lake Winnipeg Foundation delivered 45 presentations to classes and communities, reaching over 1300 people. These educational presentations often inspire young students to establish initiatives in support of the foundation. For example, the Miles Macdonell Angling Club chose to raise money for the Lake Winnipeg Foundation during the past school year.

The Lake Winnipeg Foundation also encourages citizen engagement through their advocacy work. Fundamentally, the Lake Winnipeg Foundation strives to bring the voice of their membership forward to decision-makers. Recently, the foundation has started sharing their advocacy activities, and encouraging members and other interested citizens to share their opinions and concerns with politicians directly. This work included a campaign to make water a priority during the last provincial election by providing concerned citizens with potential questions to ask candidates when they showed up at their door. The Lake Winnipeg Foundation has also recently encouraged citizens to contact their MLAs on proposed changes to the legislation governing Manitoba’s hog industry and its potential water impacts. Through their advocacy, the Lake Winnipeg Foundation aims to not only promote citizen engagement, but also to ensure decision-making is evidence-based and to hold governments accountable. Art Thursday

Our fourth Art Thursday will run July 27th in the VB Clubhouse from 12 to 3pm. If you would like to attend one of the classes listed below please email by Tuesday July 25th. This will give the artists enough time to purchase supplies for the students. Classes with a minimum attendance will run only if the minimum is met. Email artthursdays@shaw.ca to reserve your space. Please indicate which of the sessions below you plan to attend and note the skill level and the fee! Artists who would like to teach a skill are encouraged to come out and lead a class! Check the Victoria Beach Club Facebook page for updates! On July 27, ALL of the following will run AT THE SAME TIME in the VB Clubhouse: 1. Painting with Nancy-Lou Ateah $45. Come enjoy a paint afternoon, filled with fun and creativity. Absolutely no previous painting experience necessary. Go home with a finished watercolour painting. 2. Creative Book folding sculpture with Leanne Van Bergen $10. In this class we will be folding pages of books to create a design. Most designs require precise folding of the pages only. Only some of the designs have pages cut. Bring your own books or use some of the books I will provide. Some creations can be completed in less than half an hour! Others can be more time consuming but the finished product is worth it! I will have patterns and supplies available. No experience necessary—just need to be able to use a ruler and a pencil! 3. Textile design with Barb Pritchard $20. Printing & dying on a cotton sun hat with bright and bold colours. One size will fit most. 4. Nature walk with Roxie Ateah $40 or $50 with container of Salve. A walk around the baseball field area with a beginner introduction to plants and how to harvest for, prepare, and make a simple salve! 5. Baking with Sophie Saboureau $5. Bring your own ingredients (check Victoria Beach Club on Facebook before the class) and Sophie will lead the class in an adventure in French baking!

6. Fish Filleting with Steve Boyd $Free Ever wonder how to correctly fillet a fish?? Here is your chance! Steve Boyd will take the students through the correct process to properly and safely prepare a fish for cooking. 7. Laura Hilland-Fused Glass Artist $20. In this class students will be taught how to cut glass, and assemble a beautiful glass pendant. These pendants will then be fused in a high temperature kiln off site following the course. The completed works will be available for pick up at 23 Ateah Road three days after the class, or on the following Thursday at the clubhouse. Laura will provide all the specialized tools and glass you will need to create a beautiful, one of a kind piece of wearable art. 8. Pencil drawing with Melissa Wilson $5. Each week we will be doing exercises that focus on the different aspects of drawing. Line- shape - proportion - perspective - light and shadow - vanishing point - and drawing as a whole. Students can bring their own supplies or use what I have supplied, and will be able to take their work home at the end of each day . No experience needed! 9. Felting with Peggy Lawler $25. Learn how to model wool into shapes and forms. You can make animals, dolls, shapes ‌ almost anything you can imagine! 10. Open Studio $Free Space will be provided for those who would like to enjoy time creating and/or sharing their work with other artists of any age in the community. Come out and share your craft and make new friends. The Club is not supplying any materials for this studio.

the courts from 11:30-12:30 on Tuesday, Thursday and Saturday for Adult GVS! If anybody is unsure of the rules, or is brand new to the game, here’s how you play. To begin the game, 2 people (the challengers) will line up on the baseline to receive a groundstroke from the court attendant or feeder. The point is rallied out and, if the challenger wins against their opponents (Kings/Queens) they get to move up to the service line. If the challengers lose and have touched the ball they are out and have to wait for another turn. But, if one of the challengers hasn’t touched the ball they stay where they are and will be fed the next groundstroke. When you have won your first point and moved up to the service line, where the challenger’s partner will receive a feed, but this time they will have to volley the ball. If the challengers win the point again, the person who hit the groundstroke will then be fed an overhead ball to smash. If you win all 3 points, you have 3 seconds to run to the other side of the court to become the new kings/queens. If you ever hit a ball over the net and the kings/queens don’t touch it, you automatically become the new kings/queens. The most important rule of GVS is to have fun! If you’ve never played before, seasoned veterans, or anything inbetween, come on down to the courts for GVS, you won’t regret it! Jenna Cech-Manek

We still have a few spots left for sailing school classes. Go to www.vbyc.ca to sign up. If you haven’t had the old boat out in a few years come down and set it up. At the very least come down and enjoy a cold beverage on the nicest deck in VB. The Legendary VBYC dance is fast approaching. Tickets are selling fast so be sure to get yours before they’re all gone. Our CHO (chief hydration officer) Jonathan Beardsley has taken it upon himself to personally see that no one goes thirsty that night. So dust off your dancing shoes and come join us! Club racing has been enjoying some sizable fleets this year. The competition on the water is fierce but the camaraderie on the deck afterwards is legendary. Come down and see what its all about!

Looking Back 35 Years

The summer of 2016 saw a by-election for the position of Councillor in the Rural Municipality of Victoria Beach Council. More than thirty-five years ago there was another by-election for a position on Council. The by-election of 1981 ended up in Court. The Court hearing held in June, 1982, at Victoria Beach, is probably the only time that a sitting of the Manitoba County Court has been held at the Beach. Paul Thain was declared elected at the 1981 by-election. The unsuccessful candidate Audrey Nutter, petitioned the County Court of Manitoba to set aside the results of the by-election on the basis that Paul Thain had not met the residency requirement of the Manitoba Municipal Act. The matter came before His Honour Pat Ferg of The Manitoba County Court. The hearing took place in the clubhouse (now demolished) at the Old Sports Field where a courtroom was created for the hearing. The Judge resplendent in his colourful judicial robe was accompanied by a Court Report and a County Clerk. Audrey Nutter aided by her husband, Phil Nutter, represented herself and Paul Thain was represented by the writer. The Petitioner alleged Paul Thain had not met the residency requirements necessary to be elected as a Councillor. Under The Municipal Act a candidate for the Council of the Rural Municipality of Victoria Beach must reside in the Municipality for at least two months in any year. Paul Thain’s permanent house was in Winnipeg but he and his family occupied his summer cottage at the Beach during the summer and on weekends in the Spring and Fall. At the conclusion of the trial Judge Ferg found that Paul Thain by virtue of his use of his summer home was an “actual resident” and therefore the petition was dismissed and Paul Thain’s election as a Councillor of the Rural Municipality was confirmed. The complete decision of Judge Ferg is recorded in 1982 Manitoba Law Reports (2d) at Page 160. Ross Yarnell

Thank You!

This is our 5th and final year running Sports Day. Each and every year we have been lucky to have a huge group of volunteers that make the event run smoothly. This year we would like to thank the following fabulous volunteers: Karen Mitchell, Allison Guest, Elly Black, Bill Mitchell, Cathy Finnbogason, Dave Finnbogason, Andrew Kaul, Easton Hyra, Travis Hyra, Sherri Hyra, Matthew Waldman, Ian Maxwell, Ryan Wall, Scott Kosokowsky and Linnea Kosokowsky. Of course, this event could not have happened without the hard work of our dedicated Rec Director, Bruce Sirrell and his seven enthusiast rec assistants. Lastly, we would like to thank all of the VB athletes who participate so enthusiastically and who make Sports Day such a fun event. We never would have thought that we would have more than 144 teams in the Egg Toss so as to make us run out of eggs! Last Saturday’s 200 Meter Swim Race was a grand success with a 25% participation increase! There were over 60 swimmers out for this event, ranging in age from 6 to 65! First Overall Winner in the Men’s was Patrick Peacock with a time of 2 minutes 22 seconds. First Overall Winner in the Women’s was Ella Russell with a time of 2 minutes 44 seconds. Wednesday and Thursday, July 26th & 27th Another great season of tennis is well underway and our juniors have been out in full force! In the blink of an eye, our Junior Tennis Tournament will be here. That’s what summers are like at Victoria Beach – there is just so much to do; it’s hard to keep track of everything! Tournament sign-up sheets will be posted at the tennis courts on Wednesday, July 19th and taken down on Sunday, July 23rd at 8pm. The draw will be posted at the tennis courts on Tuesday, July 25th no later than 6pm, and also Tweeted out @vbtennisclub. And now to the fun stuff…… What events will you play in this year? Ask a friend to be your doubles partner and/or coax your mom, dad, auntie or even grandma to play in the parentchild event. The Watchmen “Live and in Stereo” at Summer Winds Family Music Festival

Alternative rock and one of the greatest home-grown Winnipeg bands, The Watchmen will be taking the stage Saturday, July 22 at the 11th Annual Summer Winds Family Music Festival, Victoria Beach, MB. They will be showcasing music from their 30-year career including their latest album released April, 2017. “With 30 years under their belts and performances throughout Canada, USA, Europe and Australia and records sold worldwide, we welcome The Watchmen to our stage. The VB Swim Program wants YOU – Register Now for Session 2! - VB Swim’s Second Session starts July 24 and runs till August 11. Sign up for any of our classes including Fit and Fun and Private Lessons (more opportunities for private and semi-private lessons in the second session). Register with Cameron our Head Swim Instructor any morning from 9 – 10:30 at the Swim Dock. - Swimming Lessons at the Beach are a steal-of-a-deal – at $25 per session even if your child can only attend for part of a session they still get experience swimming in a lake (murky, sometimes choppy, etc.) and it is a great way for them to meet other kids their age and for parents to meet other families as they sit together at the beach/swim dock. - Our excellent Swim Staff are having a really good time with the swim kids this summer. The Masters Tennis Tournament The VB Masters Tennis Tournament will be held on Saturday July 22nd and Sunday July 23rd, for players 40 and older. There likely is a whole new crop of you turning 40 by December 31st, 2017, so guess what...you qualify! You must be a VB Club Member ($50 per family) and each participant should have a shoe tag ($15). Registration is $5 per event, maximum is 3 events per player. Entry sheets will be posted Thursday July 13th and entry will close Thursday July 20th at 5pm. The draw will be posted by Friday July 21st at 7pm. Rules and format will be posted as well.

Library Update Hello VB bookworms! Since our last update we’ve had quite a lot going on. The book sale was very successful on Sunday and allowed the library to acquire a ton of new books! We’ve catalogued all of them and they are eager to be checked out. Also this past week we have a new volunteer, Alex Mason. Alex has come by with Izzy and they have both been a huge help to us with putting books back, sweeping up and cataloguing the new books. Our book club is still going strong as we just finished our first book, The Series of Unfortunate Events: Bad Beginning. Next week we will be talking about leadership within the book and the following week starting our second book Wonder. It’s never too late to join, feel free to come by. We would love to have you! Children’s Masquerade The Children’s Masquerade is on Saturday July 22 at 10am at the Art Vincent Memorial on the Village Green. Starting planning now to get your costume ready as we’ll have prizes again for the Best Original Costume, Best VB-themed Costume and the Best Group Costume. Showing that we don’t discriminate based on age, there will also be a prize for Best Adult Costume. Unfortunately, Aaron and Kim Burnett won’t be able to join us this year. I can tell you there is no basis to the rumour that their absence is due to a contract stalemate. In fact, they received a request to entertain Kim’s parents for their 60th anniversary and we agreed we could share them for a year. However, the musical show must go on. And our brother-inlaw has kindly hooked us up with one of his top performers from Times Change(d) – Little Miss Higgins. She’s a two-time Juno nominee and we’re excited that she’ll be making her VB debut at our Masquerade. She and her guitar will be playing some oldtime country blues sprinkled with a little jazz and a hint of folk that will be sure to please all ears, young and old. SUMMER FITNESS AT VICTORIA BEACH 2017

New this summer! Bootcamp with Julie McPetrie I am very excited to be able to teach Bootcamp/ Team training classes this summer at no extra charge to you! Victoria Beach summer passes or day passes must be purchased as usual and please wear your wristbands. This class is designed for individuals who want more of a challenge and are ready to take their fitness to the next level! Participants must be at least 16

years of age but will require a parent/guardian’s signature on the waiver form. We will meet at the Art Vincent Memorial Stage (by the play structure) at 8:30am, class is approximately one hour. Sandcastle Contest Results 2017

Clear skies and a light breeze provided optimal conditions for the annual Sandcastle Building Contest. Contestants signed up for one of seven categories and had about 2 hours to display their skills to the judges. Competition was tight, especially in the popular “Anything Goes” category. Onlookers were treated to dazzling displays of ingenuity, construction, and creativeness. Judges had a very challenging job of picking winners out of such a talented pool of contestants. Choose nine of your smartest friends and compete against other teams in the ultimate trivia contest. Teams will answer skill testing questions from ten diverse subject areas such as medicine, engineering, and perhaps, lawn maintenance. The game will take two to three hours to complete.
