Vice President’s Message I’ve heard rumblings asking where the President’s Report has been the last several weeks. The truth is -- our President is lazy! He prefers to sit around the cottage eating cinnamon buns and pecan loaves rather than informing our members about the VB goings on. As a result, he has delegated these duties to me for the next two issues. All kidding aside, Anil works very hard for the club and spends a large part of his weekends making sure all of the events are running smoothly. For those of you who don’t know me, I thought I’d share a bit about myself: treasurer on the VB Club for 5 years; third generation VB’er with a cottage on Third; Chartered Accountant working FT as a VP in Financial Reporting at GWL; 1 son and 1 daughter – Aidan 14 and Sami 13; husband Rob (the fireworks guy); mom and dad the Fifth Avenue Cramps. The summer will be almost half over by the time this message hits the press and I’m sure goes viral. The events so far have almost all gone off without a hitch thanks to the fabulous volunteers that our community is so fortunate to have. State of Emergency Declared: At a Special Meeting of Council held on Tuesday, July 15th, 2014 a State of Emergency was declared. The high lake level of Lake Winnipeg, recent strong winds and wave action is contributing to the rapid deterioration of the dikes that protect the property owners at Albert Beach and Wanasing Beach. We are aware of further shoreline erosion that has occurred in other areas of the beach however our main concern at this time is the building and repairing of our existing dike infrastructure in Albert Beach and Wanasing. A State of Emergency allows our EMO Crew access to private property in order to carry out emergency works. The State of Emergency is in effect for 30 days. FireSmart Canada: Thank you to Jeff Erwin for his presentation at our recent Council Meeting on the importance of fire prevention strategies in our community. I apologize if I have forgotten anyone. These events could not go on without your efforts and the efforts of the many volunteers you coordinate. The one event that did have a hitch was the fireworks. The pier was flooding that day thanks to a nasty north wind, so it had to be cancelled. Rather than rescheduling, we plan to hold a bigger and better show next year! The VB Club needs a new volunteer to organize the Flea Market (not the clean-up portion). If you are interested, please contact Jill Kirbyson or Shauna Filuk (cottage # 204-756-6642 or cell # 204-941-0077). The volunteers from this year have a binder of information to assist you. Flea market volunteers return year after year, so lots of experienced people would be able to assist you in this role. And the best part, you get a sneak preview of all the “treasures”. As a 30+ (barely, I’ve been sneaking in for years!), I am really looking forward to the dance on July 26th that Tim Scott has put a lot of effort into organizing! Participating in Municipal Decision Making: Your vote for Councillors and Reeve on July 25 determines who will represent our community for the next four years. Another way to be heard and to be aware of what is going on in the RM is to attend Council meetings. Council Meetings are held the first and third Tuesday of each month and all Council meetings are open to the public. To participate more effectively, learn the issues that are important in our community; know the date and time of the meeting; register 7 days in advance if you wish to speak as a delegation; bring copies of your material; focus on the topic; remain polite and civil and respect the views of others. Election Results: The election results will be posted in the municipality and on the website as soon as possible after the election by the Senior Elections Official. Newly elected council members will be sworn in at the next Council Meeting being held on Tuesday, August 5, 2014 at 1 p.m. in the RM Office in Winnipeg. Retiring Council Members: It has been a pleasure to work with outgoing Reeve Tom Farrell and Councillor Karin Boyd these past four years. CONTINUED ON PAGE 5

We thank him for bringing his years of experience in governance to the table and we wish him all the very best as he enjoys retirement with his wife Marlene, his family and friends after giving so much to this community. Karin is stepping down from her council post to enjoy and pursue travel plans with her husband Jamie and she is looking forward to the opportunity to spend more time with family and pursue other interests. Her passion for Lake Winnipeg is ongoing and we will miss her voice of reason around the Council table. V.B. Club Membership: Fun is in Full Swing!
The summer at VB is in fullswing, and VB Club Members of all ages are enjoying the many different elements of the summer program. Check your yellow calendars for regularly occurring and upcoming events. If you have just arrived at the beach and have yet to purchase your membership, you can buy them at three places: the Tennis Courts and Library during their regular hours, and between 8:00 am and 8:00 pm at the Information Booth at the VB Gate. If you are visiting or renting at the beach for the first time, you might be wondering what the VB Club is all about and what your family would get for the $50 membership fee. Well, get set, because the list is long. The VB Club Membership provides you with a complete family entertainment package for the entire seven-week season! First you will receive a sunny yellow VB Calendar featuring all of the AMAZING events offered, and with it matching yellow wrist-bands for each member of your family

to wear to EVERY beach event or activity. The next step is to register for children’s swimming lessons and/or to purchase a seasonlong Tennis Shoe-Tag for $15 - both of which require proof of VB Membership (you will be given a copy of your Membership Application). Then, start planning the rest of your week(s) with your calendar in hand! Every morning there are active programs for both children and adults. For the youngsters, there are organized Games on Mondays and Fridays, Golf Lessons on Tuesdays and Thursdays, and a Bike Hike on Wednesdays (check the Herald for the destination) - all led and supervised by our enthusiastic Recreation Assistants. For adults, there are aerobics classes on Monday, Wednesday and Friday mornings and yoga practices on Tuesday and Thursday mornings. Adults can then test their brain fitness on Mondays and Wednesdays with some bridge, and kids can have more fun with Arts & Crafts
on Tuesdays and movies in the wonderful old Club House on Tuesdays and Thursdays - and the whole family can kickoff the weekend together at Family Recreation on Friday evenings. In between, you might want to fit-in a tennis lesson - offered by age-group each day by our excellent tennis staff (children need just a wrist-band, not a shoe-tag, for these lessons), or a trip to the library to select a book or visit with our friendly and knowledgeable librarians. And those are just the regular activities offered each and every week! You will also want to get to some of the Club’s not-to-be missed Special Events - like the Children’s Masquerade, the Dog Show, Sandcastle Building or a Sports’ Tournament! That list is so long, it takes up half the page of the calendar! Is there any place else in the world you can keep your family so busy and active for $50 a week - let alone seven weeks?! Please remember that drop-in fees for these activities are not available, and that the revenue
from membership sales is the primary funding source for all of this programming. Your financial participation is essential to keeping all of these traditions going! If you don’t think you will use a membership, but want to support the Club, please consider making a donation anywhere memberships are sold. You will receive a tax receipt for any donation of $20.00 or more. Thanks again to all those who help with membership sales - canvassing on the first weekend of the summer or throughout the season. Please call us if you would like a canvassing route for the blitz next year or if you would like to become a convenor - we would love to show you the ropes before we “retire!” Have a great summer! Be a Water Warrior - Walk for Water The McCaig siblings, Murray, Kelly and Amy are still big on water! Back in the 80’s and 90’s they were competing internationally on the Windsurfing circuit and Murray represented Canada at the Olympics in Barcelona in1992. They all got their start on Lake Winnipeg, having spent their summers at Victoria Beach. Although life has taken them away from Manitoba; Amy to Canmore and the boys to Toronto, they return every summer for family times at the Beach. Over the years, we have brought the world to our wonderful lake to sail, train and compete and, indeed, in 1994, the World Boardsailing Championships were held in Gimli. The McCaig cottage was often a hubbub of activity with sailors from all parts of the globe, amazed at the power and vastness of our ‘inland sea’ - lake Winnipeg. Today they bring their partners and children to experience the ambience and pleasures of the lake. On windy days, the flash of their sails or the lift of their kites can often be seen skimming the lake. On calm days they enjoy its peacefulness, paddling their boards or canoes. ‘The Lake is where we learned dependence and independence. It taught us many life skills that we use today. We depend on the lake to have fun, play, sail and cool off on a hot day. It’s here that we learned to swim, battle the waves and acquire the independence that enabled us to sail the world. We depend on the lake for these things and we need to protect it so future generations can enjoy it’s benefits. Like many of us, they are sad to see that the lake’s health has been declining - “No one is happy when we arrive at the Beach and the lake is green!” They encourage everyone to take responsibility for a healthy lake and work together to find a solution. They applaud the work of The Lake Winnipeg Foundation and encourage all VB’ers to support the VB Walk for Water, Sunday August 10 by walking or donating. Meet at the Clubhouse to walk the 5 km. route or bring the entire family and join the 2.5 km. route. Sandcastle-Building: Sunday on Clubhouse! Let’s all make like a west wind, and rearrange the sand on the beach! Whether you relish some serious heavy moving or prefer to choreograph more fine and delicate adjustments, this is the place to be: the annual VB Sandcastle-Building Contest will be held at Clubhouse Beach on Sunday, July 27, running from 10:00 a.m. until noon. Come down just before 10 am, stake your territory and register it at the desk, and you’ll be ready to go at 10! Prizes will be awarded to first place winners in every category, so pick your category and prepare your plans, teams, pails and shovels! Categories: • Traditional Sandcastles • Animals and Other Creatures • Anything Goes • Super-Structures • Most Decorated • 12 & Under age group • 8 & Under age group

Official Rules: No entrant may begin before 10:00 a.m., with the exception of those competing in “Super-Structures.” Those competing in the “Super-Structures” category may begin as early as dawn at the south end (pier end) of the beach. This is exclusively a human-powered, on-beach contest. No hoses, or any motorized vehicles and equipment may be used or present at the building of a sandcastle. No props made commercially or made off-site are allowed in any category except the “Most Decorated” category. Props created by contestants on-site, during the contest hours, and using ONLY beach-combed natural materials found on and directly adjacent to the beach itself are both allowed and celebrated (think stones, sticks, old bark…everything tied together with reeds, grass, etc, etc.) but leave even minor violations like nails, staples, rubber bands and such at home, or face judging penalties. Judges’ and/or convenors’ decisions in grey areas will be made according to the “spirit” of the rules and will be final: e.g., worn beach glass will be considered

Yacht Club News
If you noticed there was no Yacht Club news in the last Herald, there is a very good reason. I was out sailing! Great winds and no shortage of action at the club held our attention and the old Herald deadline blew right by. The club was a hive of activity July 12th and 13th. The provincial sailing team rolled into the beach for a four-day race camp with a behemoth trailer loaded with Opti’s, Lasers, and two coach boats. The team was treated to great winds, at times bordering on strong winds that challenged these very good young sailors as well as the coaches out on the water keeping things upright and in control. The team was treated to a motivational speech by former Olympian Murray McCaig about how flatlanders can become world beaters, the dedication it takes to be the best in your sport, and how to use experiences in sport, both the highs and heartbreaking lows, to guide you through the rest of your life. Thanks to all the volunteers that helped make this a wonderful event. VB’s famous windsurfing McCaig’s (Amy, Murray, and Kelly) hosted a windsurfing open house on July 12th, aspiring sailors were

able to try out a custom rig in the filed to practise up hauling and how to hold the sail before heading out on the water. It’s never a bad thing to be getting pointers from former Olympic and worldclass windsurfers. The enthusiasm and genuine love of the sport was palpable and no doubt many left inspired. In their infinite generosity they donated some windsurf gear to the club to help get more folks on the water moving forward, a huge thanks on behalf of the VBYC! Many thanks also to the McCaig’s and to Bob and Andreas Sudermann for organizing a great event. And all the while another some grunt work was undertaken by energetic volunteers as a Laser rack was erected in the compound to keep things organized. Not a bad little weekend, actually one of the best in a long time. *NOTE* Boat owners please beware, especially those with boats on trailers near the water, with high water levels this summer we can expect high water when strong north winds blow. This happened July 13th and many boats were floating tied tenuously to trailers and trees. Please ensure that your boat is very secure and is prepared to handle the high waters when they inevitably come again. Roger Ritsema

Swim News
It’s hard to believe that there are only two weeks left of our swim program! If you are still interested in registering for swimming, come see Kristin at the dock between 9:30 and 10:30. Adult lap swim is still on from 10:30 to 11:00 at the dock. We have had a couple swimmers out this year but would love to see more! Also, please continue to bring back report cards to instructors so they can be reused for the second session report card writing. The 800m OPEN SWIM is this Saturday, July 26th at 1pm. Please come down to the pier at 12:30 to sign up. There will be lifeguards both in and out of the water, as well as flutter boards for swimmers who need. The VB Swim Team!

In Remembrance of John Kemp
John Kemp, of 1 Berry Ave., lifelong cottager of Victoria Beach, husband of Elizabeth, father of Paul, Michael and Janet Kemp, died very unexpectedly last September shortly after returning home from his usual extended summer at the lake. John’s favourite place in all the world was the end of the pier, sitting on his scooter, where he fished with all his buddies, chatted with all visitors and interacted with the pelicans and osprey. It was often jokingly said that he always caught the first, the biggest and the most. John’s grandchildren and family members from afar will shortly gather at the end of the pier to say good-bye.

Tennis Courts News Hello again, Another great week of tennis has come and gone. We have two new court attendants this week, Erik and Cole, so if you haven’t met them already I’m sure you will soon. Lessons are hopping, as always. It’s great to see so many kids coming out on a regular basis! It’s also great that we have so many people attending on Junior Nights. For those of you that are not sure about coming down, I strongly suggest joining in on the fun! I would like to congratulate all the participants in the masters on a great tournament, as well as thank the conveners and volunteers on a job well done! Lastly, for everyone who is just getting down for the first time I’d like to refresh all your minds on the rules of GVS. GVS is a King/ Queen’s court game where a team of challengers tries to knock off the Kings or Queens who are trying to defend their spot on the court. To do this, the challengers must either beat the Kings or Queens in three consecutive points, or hit a winner. The ball is fed into play to the challengers by one of the court attendants. The first feed will be given to the challenger at the base line where the two teams proceed to play out the point. If the challengers win that
point, another ball is fed again to the challengers at the service line as a volley and again the point is played out. If the challengers win that point again, then the challengers are given a third feed at the net for a smash, where again the two teams play out the point. If the challenger succeeds in winning the point after the feed for a smash, they are now the Kings or Queens and are given 3 seconds to run to the other side of the net. At any point, if the challengers lose the point, they are considered out and must proceed to the back of the line where the next set of challengers will step into play. The Changing Colours of Tennis
The origin of tennis can be traced back to the 12th century when monks are reported to have played a game of hitting a ball to each other using the palms of their hands. Thus, the name ‘jeu de paume’ came into being. It goes without saying that these earliest players would not have worn any special attire in which to play. Four centuries later, Henry VIII built a court at one of his palaces, and is said to have worn tights and breeches when playing. The game’s popularity spread across Europe and then into the U.S. in the 18th and 19th centuries. Once again, most participants would have simply worn their everyday clothes on court. At the beginning of the 20th century, many rich Europeans and Americans began to wear predominantly white clothing for their leisure activities. Since white was difficult to keep clean, the use of it signified one’s social status. Tennis had historically been played by the rich and so, white became the colour of tennis attire. Over time, as the middle class began to play, they, too, wore white. White eventually became synonymous with tennis and, in fact, in 1890, Wimbledon rules required all players to wear white. The predominance of white attire continued until the 1980s and early ‘90s when more colour became visible on court, as players chose to express their personality through the adoption of more colourful attire. Nowadays, white remains a popular choice among professionals, however, splashes of colour frequently appear, particularly on sponsors’ logos. Wimbledon, which favours tradition, continues to require white attire. Another move away from white came in the early 1970s. Previous to this, all tennis balls were white. After research showed that fluorescent yellow balls were more visible for television viewers than white ones, the white balls were soon replaced. Wimbledon, however, held out until 1986 when they gave way and introduced coloured balls. Recently, the most evident change in colour has been seen, quite literally, on court. Although the switch from white to yellow balls improved visibility for both players and viewers, it was discovered that visibility could be further improved with a change in court colour. Thus, the traditional green inner court surrounded by red, began to be systematically replaced by an electric blue inner court and light green outer court. Some clubs even went so far as to experiment with changing the colour of their clay courts, however, the response was less than enthusiastic and, in most cases, the original red clay was reinstated. Will there be further changes on the tennis scene, perhaps in the colour of nets, posts, or lines? Only time will tell. Tennis has certainly evolved since those first monks played it long ago, and as research continues, technological advancements proceed and philosophies change, we are sure to witness even more changes in the game we love. Tennis History
VBers have a keen interest in their community’s history. Just look at the popularity of the Grover/Thomas’s recently published resort history, and the hundreds of past Heralds carefully squirreled away in every cottage attic. With that in mind, we’d like to document a part of VB tennis history. To do this we would like to take a group photo of all the past and present tennis court attendants. This historic picture will be taken at the courts on Saturday, August 2 at noon, immediately after the presentation of the Vilis Ansons Memorial Trophy. We’d like to have as many past court attendants as possible so please spread the word. All attendants are asked to bring a note with their name and the years they worked. The photo will be printed in the 2015 August long weekend issue of the Herald. Maybe we will finally find the answer to this summer’s most hotly debated question, “Was Stuart Juzda really the first ever court attendant?” See you at the courts, Bryan and Lisa Yagi

VB Library News Hello Everyone! It’s been another fun week at the Library! On Wednesday, July 16 we had a Robert Munsch themed Story Time and last Wednesday, it was Walt Disney themed. Story Time is open to children of all ages and runs every Wednesday at the Library. Please join us! After a thorough exterior cleaning, the Library has been repainted and looks absolutely stunning! A big thank you to the hard working crew that did such an excellent job! The annual Library jelly bean jar guessing contest has begun once again at the Library. This year however, the jar is full of gummy worms! Children will get one guess for each book they take out from the Library. Just a gentle reminder to everyone to please return your library books once they are due. You can give them to us during Library hours and you are welcome to return them through the slot in the Library door. Happy Reading!

RMVB Garbage Pickup Summer Schedule Door-to-door pickup is as follows: MONDAY - Albert Beach, all areas south of Arthur Road and west of Ateah Road, including Ateah Road TUESDAY - All avenues in Restricted Area north of Arthur Road including Sunset Boulevard WEDNESDAY - Municipal garbage enclosures in all areas. Garbage is to be placed in garbage bags and left in containers (preferably bear-resistant ones). Containers are to be placed in the front yard - not on the road allowance - by no later than 8:30 am.

Special Events News Well, it was the Men’s Golf Tournament on Friday July 25th. Thanks to Karl Hutchison for running the first golf tournament of the summer. Then, it’s the kids turn for some fun and entertainment. The Children’s Masquerade is Saturday July 26th and our volunteers for this event are Doug & Kristie Pollard. Thanks guys! Next in line on this busy weekend is the 800 Meter Open Swim. Come cheer on the swimmers everyone at 1 PM! Lastly on Saturday night is the Adult Dance headed up by Tim Scott. Thanks to Tim and his crew of volunteers for making this huge event happen! Then we have a group of families running the Sandcastle Building Contest for yet another summer. Thank you Cook, Meadows, and MacRae families! Later in the week on Wed July 30th is the Ladies’ Golf Tournament organized by Nadine Parsley. Thank you Nadine! Just a heads up that this is Nadine’s last year running this event so anyone interested please contact us. It’s hard to believe the August long weekend is next weekend. Meeting July 16, 2014 Thanks to those who attended the recent Police Board Meeting at the East Beaches Seniors Scene on Wednesday, July 16.
