Congrats on your 50th Ross & Shelagh!

Last Sunday, July 13th, family and friends raised their glasses at 337 3rd Avenue to celebrate 50 years of marriage (and 47 years of parenting, and 43 years at 337) for Ross and Shelagh Yarnell! That’s a lot of sunsets, berry picking, tennis and golf! Over the last 15 years, Ross and Shelagh have been enjoying introducing their West Coast grandkids to swimming lessons and face cookies at VB. For their anniversary they were happy to have all three of their kids at the cottage, Derek from Winnipeg with Stewart (and dogs Maddie & Suzie), Jen from Victoria with Ziggy (missing Riel), and Pat from Vancouver with Tanis, Olivia and Eric. Way to go Ross & Shelagh!

Fire Prevention & Fire Smart: Jeff Erwin of the Manitoba Fire Smart Program will be making a presentation on the importance and practicalities of the proactive approach that our RM is taking in regard to fire prevention at our Council Meeting on July 22, 2014 at the East Beach Sr. Scene at 7 p.m. Jeff will be showing a PowerPoint presentation and then he and our Fire Chief Brad Patzer will be available to answer questions and provide information on fire prevention strategies and plans in our community. Fire Permits: Our Fire Chief, Brad Patzer would like to remind people to pick up their approved 2014 Fire Permits before enjoying your back yard fire pit. You must have the approved permit in your possession on your property. If you are renting a property you must have your own permit. Please stop by the Fire Hall and pick up your approved permit from the appropriate mailbox. Ensure that you have a fire screen on your back yard fire pit to prevent any errant embers from starting a fire elsewhere. Draft Development Plan Update: We plan to have a first reading of the By-Law to approve our Draft Development Plan ready to go at the July 22nd Council Meeting. There will be further opportunities for amendments and comments from the community as the summer progresses. The Draft Development Plan will include recommendations from the Baird Shoreline Study to enable our RM to move forward with solid, science-based plans for our beaches and shorelines.

Election: Our municipal election takes place on July 25th from 8 a.m. to 8 p.m. at 3 locations – the RM Office at 303-960 Portage Avenue in Winnipeg; the East Beaches Senior Scene at 3 Ateah Road and at the VB Community Club at 99 Sunset Boulevard. If you have questions about the election please contact the RM office via email at vicbeach@mts.net; by phone at 204-774-4263; or toll free from VB at 1-800-513-3839. You are not obligated to vote at a certain polling station but you may only vote at one of them. Property Taxes & Water Notices: Your property taxes and water service bill are due no later than July 31, 2014. Any payments received after that date will incur late fees/arrears at the rate of 1.25% per month on the 1st day of each month. Payments must be sent to the RM office in Winnipeg at 303960 Portage Avenue, R3G 0R4. Cash, cheque, money order and Interac are accepted. Please check with your banking institution to determine if an electronic payment option is available. E-Waste & Household Hazardous Waste Recycling Event: The information is posted around the RM with the lists of what we will and will not accept at this event. VB VOTES 2014 It is once again time to exercise our civic duty to elect our municipal representatives in Victoria Beach. This year we have two candidates vying for the position of Reeve of the Rural Municipality of Victoria Beach, and six hoping to serve as Councillors. Not every eligible voter could attend the Candidates’ Forum on July 14th, so the Herald is proud to present written statements from each of the candidates. My name is Brian Hodgson and I want to be your Reeve In my 67 years of coming to Victoria Beach I do not believe there has been a time where our municipality has been faced with issues as expensive as the collective issues facing us today. During the past 4 years I have been very involved with the shoreline protection activities, trying to ensure that our beaches remain as beautiful and enjoyable as they always have been. When the shoreline erosion came to a head in 2011, I stood up and fought the placement of rocks on our beaches because I knew, and the subsequent studies have also concluded, that our beautiful sand beaches would disappear eventually. I was not, and still am not against finding the right solution to preventing shoreline erosion. Baird Engineering is in the final stage of providing us with a detailed design and dollar cost to prevent that erosion. Once that information is received we will know what needs to be done, we will then need to determine how to pay for the work to be done. Again, I want to emphasize that I want

to see our shorelines all around the municipality preserved but it must be done right the first time, as we will not have a second chance. If elected Reeve I will continue to implement the best practice in shoreline management and beach and property preservation. We have paid around $600,000 to Baird Engineering to provide us with the options and design to solve our problem. Let’s wait and see what they recommend and what the costs are and then move on from there. If we ignore their work, then we have just thrown away all that money and are back where we started 3 years ago. I attended many council meetings during the past several years and I attempted to keep as many people as possible informed about the more contentious issues via email letters. In the last 2 years I was also been quite involved in working to persuade council to re-examine their decision to close the doctor’s office, and it has reopened this summer. CONTINUED ON PAGE 7

The Council meeting minutes say very little due to provincial legislation limiting what goes into the meeting minutes, however, a short news letter emailed out after each council meeting outlining what was discussed could very easily be accomplished and will be if I am elected Reeve. As Reeve, to be fiscally responsible, I would work with council to set long term spending goals which are affordable by the taxpayer. I would hope to draw on expertise from within our community to form a committee to examine the long term financial needs of the municipality and to advise council of the options we have available to us to maintain affordability for the tax payers. Tendering by-laws would be followed to ensure the RM is financially responsible and to receive the best value for money spent. The Municipality of Victoria Beach encompasses part of

Albert Beach, Wanasing Beach, Hampton, Sunrise Estates, Mike Bay, Victoria Beach and Sandy Bay. All these areas have divergent needs and interests, which must be addressed to the best of our financial ability. No one area is exclusive. During my campaigning I have talked to many residents and seen the divergent needs in the different areas of our municipality. In particular, the dike system along the beach at Albert Beach was constructed in a hurry and not built to last. The storm earlier this summer began to erode the dike and it is in need of repairs, and eventually will need to be properly constructed so as to withstand wave erosion. The ditching and permanent pumping facilities now in place to remove the trapped water need to be upgraded. The temporary dike and drainage at Wanasing Beach are issues also and in need of attention. However, I do not believe that the municipality should pay for the equipment and operating costs of pumping of water from new developments. That must be the responsibility of the developer. The whole municipality of Victoria Beach is a special place and we all love to be here

for various reasons. We all want what we have to remain as unchanged as possible. Some things have changed and others will have to change due to our changing lifestyles, technology and climate, but we need to keep those features which brought people here in the first place and will keep us here for, hopefully, for generations to come. Victoria Beach is made up of both permanent residents and seasonal cottagers who represent the tax base for the RM. We all need to work together to make the municipality work. Without the seasonal and permanent residents the municipality cannot survive as it is today. Therefore it is imperative that the features of the municipality, which keep us here, must be maintained. In closing if elected Reeve of the RM of Victoria Beach I will give you transparency of council’s actions, increased communication of council’s activities and intentions, preservation of our traditional values, honest governance and fiscal responsibility.

My name is Gordon Ross. I am 64 years of age and married for 36 years. I have been a renter, cottage owner and a resident of this community for 29 years. I have served on committees and associations over this period of time and have attended many council meetings especially the last few years. I believe we have many issues that need to be dealt with by a strong council that resolves issues not delay them. Done is amalgamation? We have defeated it now, but we have to be aware that the government could change on this at anytime. We need to increase our permanent resident count. In regards to lakeshore erosion, we need to partner with Provincial, Federal and Hydro to help us with this matter. We cannot afford to borrow five million dollars and cripple our finances for 15 years. We also have to wait for the Baird report before we even throw money figures out there. Public Works Building. Our current building is unsafe and basically condemned and possibly only good for storage. We need a new building for our workers. We also need to look at all ways to put up an efficient building that will last for many years. Our public workers are a great asset that we need to properly and safely equip. Lastly, we need a council that will be open to the tax payers. We need to stop the rumour mill that exists after each council meeting. We need broader reports of council meetings put on-line for people to read, and then decide for themselves what has taken place. To sum up, I believe I have the skill for the job and I hope you put an X by Gordon Ross on voting day. Thank you.

Thank you for the privilege of representing you the last four years. This has been a tumultuous term! It is imperative that we remember the issues of the last four years, as this will have a huge bearing on Council’s future decisions. The first traumatic event was the weather bomb of 2010. Shortly after the election of your new councillors we had to call a State of Emergency. Private property owners were faced with losing property and all of us were faced with the loss of our beloved beaches. Dikes had to be erected at Wanasing and Albert Beaches. Some landowners brought forth a proposal to Council for rocks to be placed on the shoreline. Council was most uncomfortable with this option as there had been three revetment failures and prior research clearly indicated potential beach loss over time. This was a very emotional and disruptive issue. Council appointed a Shoreline Advisory Committee made up of volunteers from around the RM. They worked for a year and a half and through a QUALIFICATION BASED SELECTION, (used when trying to find a specific skill set world wide) it was recommended to Council that the renowned firm, Baird and Associates be hired. Baird had prior experience and success in Canada and throughout the world. Council unanimously agreed with this recommendation.

Baird has offered us a win/win solution, the saving of our lakefront properties and our beaches. Baird conducted open forums helping taxpayers understand both the problem and its solution. I want to take a practical and economically sound approach to this crucial and expensive issue. I am NOT in favour of this cost being borne by us alone. This involves three levels of government. The province has been open to the Baird plan and is interested in using it for the south basin. They have invested $100,000 so far. When final costs are in, there needs to be a public meeting where council listens to your opinions and final plans are shared. We cannot let Mother Nature and high water levels ruin our haven and our local economy. The next serious issue was the potential loss of the Rural Municipality of Victoria Beach through amalgamation (bill 33.) We involved our lawyer. Thanks to many of you who contacted your local politicians and who appeared before the Standing Committee. We were successful in being exempt from amalgamation by the provincial government. I am so proud to be part of this community! I know many of you feel as our family does, that while our permanent residences may be somewhere else, our hearts are at VB! The importance to the community at large was demonstrated by the involvement of the VBCOA and their presentation of a petition requesting Council to reconsider the motion of February 26, 2013. A committee is now in place to assist council in managing this service. My personal thanks to this committee for all their hard work. Linda McMillan Two decades ago when I was the editor of The Victoria Beach Herald, on the executive of the Victoria Beach Club and heavily involved in the recycling project, I planned to run for council, but life happened. It just was not the right thing to do. Now that I have returned from almost 8 years in the South Pacific and have had time to settle in and settle down, I feel a need to once again be involved in the community in a bigger way. After returning to Canada, I sat on the Shoreline Advisory Committee. There I read all of the submissions to the committee and council and collated all the data. I have given this issue much thought. One of the biggest challenges ahead for the municipality and the province is the high water, but thankfully this year the federal and provincial governments have reached a new agreement on emergency measures. Now the federal government will allow some of their money to be used on permanent solutions. This change could help us. The dykes along Wanasing and at Albert Beach could be improved. There might be other low lying areas that could qualify for help. If indeed climate change means more water, we will have to find ways to work with the province and with Manitoba Hydro to keep the lake at a level that does not destroy our shoreline. We need to be proactive and plant red willow and other deep rooted, water loving plants along the shore line to

help stabilize the banks in some parts of the municipality. The shoreline solutions presented by the Baird engineering reports vary by micro region. While all the ideas cannot be accepted and acted on immediately, I look forward to beginning to implement some of the diverse recommendations. The shoreline issue has hurt our community. Steps must be taken to heal the wounds. We need to respect the views and concerns of people who want to enjoy sandy beaches and those who fear the loss of their homes and properties. I am a tree hugger. Victoria Beach is unique because we have substantial areas of forest both inside the restricted area and out. Our cottages are surrounded by hazel nut, saskatoons and raspberry bushes as well as our diverse boreal forest. This needs to be maintained. We should continue to be fire-smart by removing deadfall, by pruning out black rot and by felling trees that have succumbed to balsam disease on private property and municipal lands. We do not need to remove all balsams and brush, but council should encourage everyone to be vigilant. The municipality must continue brush pick up and must start to remove deadfall on the roadsides, the golf course and in other publicly owned lands. CONTINUED ON PAGE 10

CONTINUED FROM PAGE 9 Over twenty years ago, I worked on a committee that tried to convince the provincial government that school tax on recreational property was anything but just. I own both a cottage and a home in this RM. I pay two sets of school tax. I would be interested in working with cottagers in other districts to convince the government that this system of taxation is not fair or just. I have lived and worked in four commonwealth countries and acquired the ability to listen carefully to people, to see the world from their points of view, to weigh facts and make considered opinions. I have served on many committees and learned how to reach consensus cooperatively. I have held jobs that required me to direct employees and manage people. Clear communications are important. Council needs to insure that the website is kept up to date and that citizens can find more information about decisions made by council. The current method of presenting council minutes gives very little useful information. More details should be available. I promise to listen to the concerns of citizens and weigh all the facts available to me before making decisions. I will try to think before I speak or act. I look forward to serving everyone – young and old, seasonal and permanent, inside and outside the gate, in new area and in older developments. I hope to earn your vote on Election Day. Over the past few weeks while knocking on doors and talking to both seasonal and permanent residents. I have found that everyone values the lifestyle that is Victoria Beach. If elected I will work hard to maintain the traditions that are so important to the people in the RM of Victoria Beach. As a cottage owner for 38 years, I was extremely upset when we were threatened with amalgamation. This compelled me to make a presentation to the government committee as I could not fathom Victoria Beach losing its unique qualities. Being on council is both an honour and a great responsibility that cannot be taken lightly. Should I earn your trust on election day, I will keep my commitments to the taxpayers. Before I vote on an issue I will ensure that I have all the facts and understand the consequences of my vote. I will not make any decisions that will change the long history of what has been provided at the beach unless there is a clear mandate from the voters to do so. I pledge to work with the council to keep taxes as low as possible realizing that the average family can no longer afford huge tax increases. As the RM of Victoria Beach does not have a growing tax base we must carefully plan to make sure we have value for every dollar spent. I pledge to listen to the voters and keep their interests the focus of my decisions. Anyone contacting council with an issue deserves to have a reply on what action is

being taken. Council will not be able to solve all problems but every voter deserves a response clearly stating the reasons for making the decision. I pledge to work with council on the lake shore redevelopment to save our beaches while protecting private properties and seeking ways that this can be done in the most economical way. This is one of the biggest problems facing the council today and we will have to be creative in ways to find alternative funds. I pledge to continue to work to eliminate or lower the school tax portion on seasonal residences. This was the number one issue when I talked to summer residents. I shall continue, on your behalf, to lobby government on this crucial issue. I pledge to work with council for accountable and open government. The taxpayers of the RM have a right to know how every tax dollar is spent and how the council has looked for the most prudent and efficient ways when spending the money. I have served on many Boards including Fort Garry School Board, Winnipeg Technical College, Red River College as well as Chaired the Employment Insurance Appeals Board of Winnipeg. This Board experience has taught me how important strong board governance is in running a municipality such as Victoria Beach. If elected I promise to serve the taxpayers of the RM of Victoria Beach in a professional and dedicated manner.

VB VOTES 2014 Penny McMorris Thank you to the Editors of the VB Herald for extending an invitation to all candidates to write an article regarding our run for the upcoming election. I am proud to have served my first four year term as a Councillor for our RM. I am seeking re-election to continue working on the day to day issues that occur in our RM and to ensure that important projects and plans which have been side-tracked or delayed, for a variety of reasons, are brought forward and moved ahead in a responsible and thoughtful manner. It is not just the big projects that define our community but also the small ideas and many details of our daily and seasonal routines that require constant attention and decisions of Council. I continue to be involved with the complicated shoreline erosion issues facing our community and along with many members of our community, and our Council, I worked hard to ensure that amalgamation did not occur for our municipality. I always learn something new as the Council representative on the Boards of the Manitoba Model Forest and the Red River Basin Committee - North Chapter, which involves participating in several meetings each year. The MMF focuses on bringing people from different backgrounds together to learn about and appreciate all the values of the forest that surrounds us and to ensure that those values are conserved for future generations. The RRBC-NC works with residents, organizations and governments (Canadian and U.S.) to achieve a basin-wide commitment to comprehensive watershed stewardship and management. Both of these groups are important to some of the issues within and around our municipality. As Chair of our Police Board I enjoy fostering and maintaining the connection between the police and our community as well as our link with the Manitoba Police Commission. Our municipality has some very important projects on our immediate horizon. In my view the construction of a new Public Works Building and our shoreline management plan are the top of the list. Our long overdue Draft Development Plan is in the process of an updated review and we will require community input and approval before we pass the by-law to put this plan into effect. This document will ensure that as we go forward into the next decade our municipality has a framework with which to protect our traditions; help us to plan for, and then guide, the future of our residents and our lands. Paying for some of these projects is a major issue. Our small

municipality has spent a significant amount of tax payer dollars on shoreline research and plans which could be of benefit to the entire south basin of Lake Winnipeg. We need to work toward achieving creative financial partnership solutions to ensure that our beaches and our properties are protected in the future. It is important to work toward bringing members of the Provincial Government, the Shoreline Erosion Technical Committee, Manitoba Hydro and our property owners to the table to help us achieve a viable solution to deal with the high costs associated with preserving our shorelines and ultimately our tax base. We also have flooding and dike concerns in Wanasing, Albert Beach and areas off of David Road that require ongoing repairs and upgrades to ensure those residents are protected. There are concerns in every region of our small RM that from time to time require assistance, support and resources from the entire community. I look forward to working with a cohesive, thoughtful Council who respectfully bring their ideas and debates to the table and then work as a united group to follow through on our municipal issues and plans. We have a great team of administrators in the RM Office and a great group of permanent and seasonal employees. We are fortunate to have committed volunteer fire and safety personnel here at VB who all work hard for our community. I want the opportunity to continue working with all of them and to continue to work hard for the residents of VB for the next four years. VB VOTES 2014 Who is WOLF KRAFT ? I have been at VB since 1972. Our family had a cabin on Birch and I became a permanent resident in 1976. I now live outside the vehicle-restricted area. During this time I have worked at the bakery, the golf course, on the fire department and on the water rescue unit. I have owned and operated a power sports business as well as a heavy construction company, both of which continue to be successful local businesses today. I am currently running a land development company, with a subdivision in the Sandy Bay area, as well as newly formed Construction/Sales venture. I have been with the Volunteer Fire Dept. for 38 years and with the local Canadian Coast Guard Auxiliary since its inception. The local clubs are also very important to me and remain an active part of my daily live. Growing up out here has given me a great appreciation for what this area has to offer. I enjoy and partake in many activities including biking, snowmobiling, hiking, boating, swimming, canoeing, exploring

and of course cinnamon buns from the Bakery and ice cream from the Moonlight inn. Why am I getting into politics? Good Question. This past 4 years has been the most difficult in recent memory for our area. With the storm of 2010 damaging the shoreline and beaches to the retirement of a long time CAO/manager of our finances, our current elected leaders have been faced with many challenges and decisions. I feel that we, as taxpayers, have not been entirely well served. In particular, the shoreline/ beach concerns, which in turn has affected all aspects of our community. Did you know that in March of this year council approved an untendered contract with Baird engineering for over $380,000.00 for engineering to be done on work for 3 beaches? This was done without a plan in place for where the money will come from to actually do the work. This was done with moneys taken from reserves. This was done with money that was in the coffers as a result of a $250,000 accounting error in the 2013 financial plan. This equates to almost 16% of the annual operating

budget for the RM. The bottom line is that 3 years later and over ½ million dollars our shorelines are in the same state. With the high lake levels this year we are facing more property losses again this fall. If elected I want to work towards bringing our community closer together. Better access to the vehicle restricted area (VRA) to those who have chosen to reside outside of the VRA. Better short term parking at the parking lot for contractors and residents living outside the VRA. Improving our bike path network. Improving access to the lake outside the VRA. Hearing from the younger generation to work with them and their vision for the future of VB. Bringing common sense, based on personal experience to the table. Getting school taxes off our property taxes. Reducing the mill rate and increasing property values. I am looking to work with a TEAM that will react to situations in a timely manner and more importantly move our community forward.

200m Open Swim

Wavy water and a change in location didn’t stop the 37 swimmers from participating in the 200m open swim race this past Saturday. Swimmers and their cheering squads made their way down to the swim dock this year where calmer (but still cold) water could be found. It was especially great to see so many young swimmers out this year, 27 of the participants were under the age of 15! Thank you to the swim instructors, convenors, and volunteers who helped out. The overall winner for the women’s side was Rose Bushuk, with a time of 5 minutes and 2 seconds. Dan Gibson was the overall winner for the men’s side with a time of 4 minutes and 39 seconds. Summer is flying by! We have just finished up the first session of the swim program and our second session will start on Monday. It is great to see so many happy swimmers now that the water is warming up. Registration will continue throughout the next three weeks at the top of the swim dock with Kristin from 9:30 to 10:30. Please continue to bring back report cards so they can be reused for the upcoming session as well. If you will be leaving before the end of the second session, make sure to let the instructor know so they can have a report card ready!

If anyone has child lifejackets they are no longer using and would like to donate to the swim program, please bring them down to the dock. You may notice a new face around the dock and beach this session! Cady will be joining our swim team again for the next three weeks. 2014 VB Childrens’ Fishing Derby

WOW! VBer’s thanks a million! You did it! We had 93 participants show up at the Pier to try their hand (or rods for that matter) at fishing. A whopping 51 fish were caught, 9 less than last year but we beat our Master Angler record with 4 awesome bass, thanks to Ethan Doherty-15 inch white bass, Lukas Borger- 16 inch white bass, Sam Eaton-16 inch white bass and Jackson Sirrell 15 inch white bass. We would very likely have had a 5th Master White Bass if Abby Singbeil’s fish had bit 5 minutes earlier. Maybe next year, Abby! The first fish of the morning was a scrappy 11 ½ inch Sauger landed at 10:05 am by Carter Goetz and it was on from there. For the next 40 minutes of the derby, the action was fast and furious with nearly 30 fish being measured in that time. Luckily for our measurers, the pace slowed a bit for the last hour. As always a big Thank You goes to the troops, Tim McPetrie and Jeff Lailey who jumped in to help out with the measuring. A small range of fish caught this year were: Perch, White Bass, Silver Bass (Freshwater Drum), Jack (Pike) and Sauger, most being caught with old faithful pickerel rigs. The battle against zebra mussels continues Zebra mussels are a new addition to Lake Winnipeg that no one wanted. The invasive species was first discovered last October at Winnipeg Beach. Fast-forward eight months and Manitoba’s experimental response to the threat of a widespread infestation captured the attention of lakeside residents, urbanites and media. Inspections around the lake in early spring confirmed that zebra mussels had survived the winter. The provincial government decided to temporarily close four harbours where mussels had been found in order to treat them with liquid potash – a nutrient that’s harmless to humans and fish, but lethal to the invasive species. Liquid potash is made of 98% potassium chloride; it does not contain nitrogen or phosphorus, two nutrients that contribute to the growth of algae blooms. The proposed treatment had been used successfully in an American quarry but had never been tried before in an open-water setting, making it a gamble. However, a limited window existed in which to attempt any sort of action; once established in an ecosystem, zebra mussels are virtually impossible to eradicate and human interventions become limited to containment attempts and ongoing remediation. Zebra mussels are D-shaped, fingernail-sized organisms. They are unique from other mussels because can attach firmly to hard surfaces like rocks, boats, docks, water-intake equipment and even vegetation using hair-like filaments called byssal threads. mussels multiply quickly; a single mussel can lay up to one million eggs during a spawning season. An established zebra mussel population brings both ecological and economic consequences. Because these organisms eat algae, they increase water clarity – which in turn can lead to an increase in aquatic vegetation and a shift in a lake’s food web; for example, a decrease in populations of fish such as Walleye that prefer murkier water. Zebra mussels prefer to eat green algae, which means their presence can create the opportunity for potentially toxic varieties of blue-green algae to flourish. When mussels die, their sharp shells wash up on beaches and can cut exposed skin. Clustering on hard surfaces, they clog water-intake lines and other humanbuilt structures which then need to be cleaned repeatedly and at significant cost. In Ontario, the economic costs associated with zebra mussels have been estimated at between $70 to $ 90 million every year. Treatment of the Winnipeg Beach, Gimli, Arnes and Balsam Bay harbours began in late May and ended in mid-June. The gamble proved successful – at least temporarily. While testing indicated that all zebra mussels in all four sites were killed, this invasive species may still exist elsewhere in the lake, especially since their eggs and larva (known as veligers) are free-floating and microscopic, and therefore easily dispersed through currents and by human activity. Provincial efforts have now shifted to monitoring and decontamination. Throughout the summer, hundreds of water samples will be taken from locations throughout Lake Winnipeg, including the four recently treated harbours. Five mobile decontamination units will be used to clean boats, stationed throughout the season at key locations such as Manitoba entry points and launch points such as Gimli, Winnipeg and Selkirk Park. Just because zebra mussels have yet to be discovered in Victoria Beach doesn’t mean they won’t show up. Lakeside residents and anyone using water-related equipment – boaters in particular – can play a key role in the ongoing battle against this invasive species. You can do your part by remembering four key words: clean, drain, dry and dispose. Clean your watercraft with hot water – preferably 500C (1200F) – and high pressure for two minutes or CONTINUED ON PAGE 19

Highway 59 is getting an upgrade! By Geoff Kirbyson The commute between Winnipeg and Victoria Beach got a little longer in June and it’s going to stay that way until at least the fall. Not distance-wise, of course, but an influx of workers and machinery along a 24-km section of Highway 59 between the Grand Beach junction and just south of VB is adding time to your drive which ever way you’re going. Despite widespread calls to twin the highway from the South Beach Casino to VB so the traffic load could be handled more safely, the province isn’t going that far. Here’s the plan: The existing lanes will receive a new asphalt surface after the old asphalt is removed and recycled. The shoulders are going to be fully paved. The north junction of Highway 12 and Highway 59 will see intersection improvements to make it easier and safer to turn. And, even though you probably won’t notice them, there will also be a number of culvert replacements and drainage improvements. A provincial spokesman says the work, which is expected to be completed this fall, weather permitting, “will provide a much improved driving surface with a number of safety improvements as well.” The $18.5-million overhaul to this section of Highway 59 is part of the provincial government’s new five-year, $5.5-billion plan to improve core

Sandcastle-Building: Sunday on Clubhouse!

If you build it, they will ... well, eventually they’ll collapse or be trampled or washed away. Life’s like that. But come anyway, and help create “piles” of transient fun! The annual VB Sandcastle-Building Contest will be held at Clubhouse Beach on Sunday, July 27, running from 10:00 a.m. until noon. Come down at 10am or just before, stake your knightly claim and register it at the desk, and you’ll be ready to go at 10! Prizes will be awarded to first place winners in every category, so pick your category and prepare your plans, teams, pails and shovels! Categories: Traditional Sandcastles Animals and Other Creatures Anything Goes Super-Structures Most Decorated 12 & Under age group 8 & Under age group Official Rules: No entrant may begin before 10:00 a.m., with the exception of those competing in “Super-Structures.” Those competing in the “SuperStructures” category may begin as early as dawn at the south end (pier end) of the beach. This is exclusively a human-powered, on-beach contest. No hoses, or any motorized vehicles and equipment may be used or present at the building of a sandcastle. No props made commercially or made off-site are allowed in any category except the “Most Decorated” category. Props created by contestants on-site, during the contest hours, and using ONLY beach-combed natural materials found on and directly adjacent to

the beach itself are both allowed and celebrated (think stones, sticks, old bark…everything tied together with reeds, grass, etc, etc.) but leave even minor violations like nails, staples, rubber bands and such at home, or face judging penalties. Judges’ and/or convenors’ decisions in grey areas will be made according to the “spirit” of the rules and will be final: e.g., worn beach glass will be considered “returned” to nature; still sharp or last night’s brews won’t!) AGE GROUP CATEGORIES: No over-age person may enter, or assist in any way, shape or form, in the “12 & Under” and “8 & Under” categories. Illicit assistance might include (but is not limited to) carrying water, carrying sand, assisting with design and engineering suggestions, etc. (Parents: It’s tempting to think you know better what will make a “good” castle, or that your child needs your help to overcome even these smallest of life’s frustrations. Restrain yourself, and let your child surprise you!) VB Club Membership Sales Still Going Strong!

Not rain, nor wind, nor mosquitoes will deter our dedicated VB volunteers from canvassing for their Club!  Despite these trying environmental factors and the fact that many routes had an unusually large number of unopened cottages, we still had a very successful membership blitz, raising $30,178, broken down as follows:         $19,100 memberships (382 memberships sold).         $6,465 tennis shoe tags (431 shoe-tags sold)         $4,613 donations Wow!  Thank you to everyone who supported the Club through their membership and shoe-tag purchases and donations! We could not have done this without the generous donation of time from so many wonderful people.  We had some extra helpers come forward after the submission deadline for the Herald, so this week we would like to recognize Pat Spangelo for canvassing a route, Suzy Hester and Cathy Finnbogason for helping our team with the final blitz tally, and the many unnamed people who helped by picking-up or dropping-off canvassing kits on behalf of others.  And because we can’t say it often enough, thank you again to ALL the canvassers, to the VB Club staff at swimming, the library and the tennis courts, and the staff at the VB Gate’s Information Booth for their help in selling memberships. Summer church is well in its way. We have enjoyed and thank our last two pastors, Hugo Unrah and Alex Cross and then on Sunday, the 18th we will have Robert Campbell followed by Lt. Cols Cathie & Ray Harris from the Salvation Army on July 25th. We invite everyone to join us -- we usually have a choir and you are most welcome to sing with us.  We are proud of the fact that the proceeds at the end of the summer go to different charities -- here, in Winnipeg and world wide. Our services are at 11 am for July & August -- we would love to see you there.

VB FLEA MARKET “Reuse, Renew and Recycle” Record Breaking - 133 Volunteers for Set Up!!! Thank You! Thank You! Thank You!

Once again, the Victoria Beach Community came together in fine style raising $2,853.35 for our clubhouse. As your flea market conveners this year, we want to thank all of our volunteers both new and experienced for their outstanding support for this important VB community event. Ten trucks and a record breaking 133 volunteers came to help with transport, setting up, sorting treasures, pricing and selling, many working diligently from sunrise to sunset. As well, a very caring and committed clean up crew of 20 dedicated volunteers led by Lorraine Cook were exceptionally invaluable at the end of the long day, helping patrons transport new treasures home and assisting our guest charity and public works team with removal of the unsold items. A very special thank you to our clean up crew, to our VB Rec. Assistants and to all those very special VB volunteers who worked with us from 8 am – 3pm, above and beyond the call of duty. COUNTDOWN TO SUCCESS: Days Before Deb double checks with our loyal VB businesses as to the timelines for their special donations for our volunteer workers (Einfeld’s Bakery- bread, VB General Store–soft drinks & Ice, Moonlight Inn – sandwich spread & Trainor Springs– bottled water). Joanne gets the bank float, post signs at our various stores, billboards and the Senior Centre and then visits Bev at the VB Info Booth with a list of the names of our volunteer truck drivers and guest charity workers. 24 Hours Before Deb & Joanne with the help of Laurel Mollison, Jane Carroll and the VB Rec. Staff set tables, sweep floors, post signs, get truck routes ready for pick up, blow up balloons, post price signs and check washrooms. The club is very clean this year! Yeah! Are we having fun yet? … yes, oh course! … It’s all for the VB Beach Club. Prior To Opening 8:00 am – Here comes our terrific trucks, their teams and yes … our teenagers! Many got out of bed and we are thrilled to have them join our crews. A special thanks to our truck drivers and their teams - Kevin & Sandra Ateah from the VB Parking lot, Tom Robinson & Connie Mac Donald, David & Danny Gibson, Sheila Grover & Greg Thomas, Chris Trainor from Trainor Springs, Laith & Kathie Gagnon, Laura from Ray’s Plumbing, Doug and John Guest, Chris Thain, Kevin Storry, Dan Schott -Shooter’s Painting and Chris & Tamie Archer. 9:00 am - 11:30 am – More of our 133 VB Volunteers arrive and begin to sign in, put on latex gloves (unfortunately no mystery

latex glove donor this year) and take on the mind boggling tasks of unloading trucks and sorting into various areas the furniture, toys, books, linens, fine china and electrical, lawn and sporting goods. Old and new acquaintances are united and reunited after our long winter apart. What an incredible community spirit! 11:30 pm – Our wonderful VB sandwich crew lead by Barb Sudermann arrives after enjoying their yearly tea party at the Moonlight Inn. They bring sensational sandwiches for our hungry and thirsty volunteers prior to the final price check and cash set up. 12:20 pm – The VB Herald Team (Kevin Dubé and Barb Pritchard) arrive once again to photograph our gigantic group with, did I say … a record breaking 133 volunteers? It’s a good thing that some of our volunteers have had to leave early as there isn’t much room left on the stairs. We cuddle together in a group effort to find enough space for all of us to get in the picture. Yet again another outstanding show of support for this VB fun filled fundraiser! Our clubhouse has now been transformed into our traditional treasure trading post! 12:30 pm - Our cashiers open for business and our volunteers get a chance to pick and pay for one special treasure prior to the official opening. Friendly debates occur as they barter over who will offer the VB Clubhouse the most for their treasure or who arrived first to volunteer or … who will be “heads” and who will be “tails”. 12:55 pm – All children waiting in line are given a special “Thank You Treat” by David Gibson to show our appreciation for their patience. Especially those children wearing their VB club wristbands as we continue to promote and sustain these wonderful VB programs for all age groups. Flea Market Opens 1:00 pm – We open our doors to an incredibly long line of friendly VB Club Supporters and our Flea Market exchange begins. Many kind patrons give generous donations of $100 & $50 to the club early in the afternoon and we are thrilled. At the end of the day, our younger patrons pool their pennies together to select an extra special treasure after we announce the half price sale in the final five minutes. A fun and festive time for all! 3:00 pm – Our Flea Market officially closes and once again our Victoria Beach Community has came together in fine style raising $2,853.35 for our clubhouse and all its diverse programs. The Aftermath 3:00 pm - 5:30 pm –We begin the most challenging job of the Flea Market – The Formidable Clean Up! Our Clean Up Crew first helps load a van for our guest charity– The Spence Street Thrift Shop – an inner city agency that offers pregnancy and family support services in Winnipeg. Unfortunately most of the charitable organizations in Winnipeg and our surrounding area no longer wish to make the trip to VB to pick up remaining articles. Hello everyone! What a busy week it has been for the Library’s first few weeks. The library opened on June 30 for the season and has been bustling ever since. We have signed out hundreds of books already and we have added many new books to our collection. On our opening day, we were very fortunate to receive a donation of “100 Summers on Lake Winnipeg: A Resort History of Victoria Beach” by Gregory Thomas and Sheila Grover. The authors a snack or money to buy one at Saffies. We meet at the clubhouse and leave at 10:00 sharp on Wednesdays. We are usually back to the clubhouse by 11:45. Parents are always welcome. The craft this week will be Ceramic tiles. Big thanks to Nancy and Lily Sarchuk for all their amazing ideas and help with crafts.

A reminder that the VB Children’s Masquerade is coming up Saturday July 26 from 10am to noon. The location will once again be the Art Vincent Memorial at the Village Green. Personally, we’re forecasting sunny and warm but, in the unlikely event of rain, head down to the Clubhouse instead. You’ve still got a few days to dig deep into your cottage archives and dream up a creative, original costume. Special prizes will be given to the best original costume, best VB themed costume and best group costume. Even if you’re too old to dress up, we hope you’ll plan to come down and enjoy the show. Round Up Those Pails and Shovels!

Get your plans, work crews and equipment in order for the annual VB Sandcastle-Building Contest, to be held next weekend, on Sunday, July 27, from 10-12 am, at Clubhouse Beach. Competitive categories will remain as: Traditional; Animals/Creatures; Anything Goes; Super-Structures; and Most Decorated. Special 8 & under and 12 & under age-group categories will also receive individual judging and awards. It’s almost time to Golf, ladies!

The time is drawing near for the Ladies Golf Tournament happening this season on Wednesday July 30. We have 2 tee off times, 8:30 and 11:30 a.m. Please be there at 8:00 a.m. for the 8:30 round and 11:00 a.m. for the 11:30 round. You need time to register, get instructions and get out to your first hole, so please allow time to do that. For any visitors, the cost is $14.00 plus green fees. We had 6 tables of duplicate bridge on Monday, July 7th. Congratulations to Bob and Gail Henderson who came first in North / South and Noreen Reid and Sheila Ruban who came first in East / West. Thanks to Bob Henderson changing the movement from Howell to Mitchell, we were able to play 20 boards and still finish while it was still light outside. Please arrive Mondays at the clubhouse by 6:20 to play duplicate bridge. Cost to play is $1.00 and cold drinks are also sold for $1.00. If you need a partner, call Ken at 3612.
