More Than a Game Foreword by Caroline Inglis Hello and welcome to the 2019 Oregon golf season. As a former Oregon Junior Golfer and current LPGA Tour player, I understand the anticipation and excitement that comes with preparing for a new season.

It has been eight years since I played in the OJGA, but I still have the fondest memories of traveling all over Oregon and competing with my friends. Still to this day, some of my best friends are people that I met while playing OJG tournaments.

My best memories from my days in OJG are the lasting friendships I created and the valuable lessons I learned. Through OJG, I came to realize that the game of golf isn’t just about winning tournaments or scoring average; it’s about whom you meet along the way and learning to become a better person.

I am entering my third season on the LPGA and I am still learning. The most valuable lesson I have learned is that life does not revolve around golf and golf does not define you as a person. Although golf has made a huge impact on my life and I spend a lot of my time golfing, it is merely that, a game. As you enter the new season, I encourage you to keep perspective on that. It is more important to play with integrity and treat people well, than to break a course record. I think you will find that if you keep this in perspective you will enjoy yourself more and your golf game will benefit from it as well.

As the season nears, I encourage you to create goals for yourself and benchmarks for how you will accomplish your goals. Whether you are just learning the game or you already have years of tournament experience under your belt, it’s important to create a practice plan that you can follow each day. As you finish each drill or accomplish each goal, you will be able to check things off along the way and see how far you’ve come. Remember, it’s about quality over quantity. Most importantly, have fun and enjoy yourself and the relationships that you build. Before you know it you will be playing on the PGA, going to law school, or starting your own business. Enjoy the current season of life you are in right now.

OJG STAFF A graduate of the University of Montana, Shanda Imlay began her career in 1978 as the Assistant PGA Professional at Missoula Country Club in Missoula, Mont.

In 1982, she became the first woman elected to membership in the Pacific Northwest Section of the PGA. Imlay has also worked as the Head PGA Golf Professional at Larchmont Golf Course in Missoula, as well as on the Professional staffs at Illahe Hills Country Club in Salem, OR. and The Oregon Golf Club in West Linn, OR. TYLER MORSE Director of Youth Programming & Development

2019 will be Imlay’s second year as Director of Oregon Junior Golf following years of volunteer work with the organization.

An Oregon native and graduate of the University of Oregon, Tyler Morse began his career in golf as a recipient of theUSGA’s PJ Boatwright Internship for Oregon Junior Golf in 2012. Previous to joining the staff at the Oregon Golf Association, Morse worked as the Tournament Director at the 54-hole Wigwam Resort in Litchfield Park, AZ. Other previous positions include being an Assistant Professional at the OGA Golf Course in Woodburn, Ore. and Wykagyl Country Club in New Rochelle, NY. Morse also previously managed the Junior program at Chelsea Piers Golf Club in New York, NY. Morse will be entering his second year as The Director of Youth Programming & Development for Oregon Junior Golf.

Tim Leinhos started his career in the golf industry at Meriwether National Golf Club in Hillsboro, OR. Beginning in the cart barn, Leinhos worked his way into the golf shop and eventually took on the majority of tournament operation tasks at the facility.

In 2009, Leinhos was the recipient of the USGA’s PJ Boatwright Internship for both the Championship Series and Oregon Junior Golf. Leinhos is now entering his fifth year with the Oregon Golf Association as the Operations Coordinator. His primary focus with Oregon Junior Golf is managing all Sanctioned Events as well as facilitating all the organization’s volunteer opportunities.

WHAT’S NEW IN 2019 The youth golf scene is perpetually changing and evolving. Examples include the new tournament software in 2018 and the new Rules of Golf in 2019. The Oregon Junior Golf Staff and Committee is always committed to improving operationally and growing as an organization.

Below are some new elements and features that have been changed or added going into 2019.

2019 RULES OF GOLF On January 1, 2019, the USGA’s new rules of golf came into effect.

All OJG events will now be conducted under the new rules and guidelines. Everyone planning on competing in an OJG tournament must complete the new online Rules Quiz prior to gaining entry.

CODE OF CONDUCT The OJG Code of Conduct has been updated for this year as a Local Rule. Rule 1.2b governs all participants at OJG events. Tier 1 Infractions - Unsportsmanlike Conduct will result in player(s) Disqualification. Tier 2 Infractions - First infraction will be a 1-stroke penalty. Second infraction will be a 2-stroke penalty. Third infraction can result in Disqualification. See page 20-21 for more information on the updated Code of Conduct.

YOUTH ON COURSE Included with your OJG membership is access to the Youth on Course program, which includes over 65 facilities that allow cardholders to play golf for $5 or less. See page 37-38.

2019 OJG MEMBERSHIP OJG Membership is open to youth who are at least 7 years of age (as of 8/15/2019) but no older than 18 years of age (as of 4/1/2019) and are permanent or summer residents of Oregon or SW Washington (including Clark & Skamania Counties Only). Minimum age for OJG tournaments is eight.

2019 Membership ($30 fee) also includes a Youth on Course card.

Youth on Course provides benefits of $5 green fees or less at participating facilities during specific times. For more information, please visit www.OregonYouthonCourse.org. Financial Assistance is available, contact OJG for more information.

Membership is required to participate in OJG Major Championships.

All other events don’t require membership (with the exception of the Bandon Dunes Winter Series Event). Members will receive a $10 discount on their entry to all Sanctioned Tournaments, $5 discount on Erling Jacobsen Tour events, and a $20 discount at all Winter Series events (excluding Bandon Dunes).

All OJG Members will also become OGA members and, in addition to other benefits of OGA Membership, each member without a GHIN number will be assigned one. A GHIN number is a unique number that is used to track your scoring history and establish an official USGA Handicap Index. Your Index will allow you to track your progress as you gain skill as a golfer. Please review the handicapping section of this handbook to learn additional information regarding your handicap, including how to post your scores.

Memberships will be de-activated on December 31, 2019.

WHAT TOURNAMENTS SHOULD I PLAY IN? MAJOR CHAMPIONSHIPS Oregon Junior Golf’s nine Major Championships are the most prestigious and elite youth golf tournaments in Oregon & SW Washington. Each of these events are multiple days and take place during the Summer months. The OJG staff, volunteers, and rules officials will all be present for each Major Championship.

Majors are the only way for competitors to secure Team Performance Points, which will be used to determine the selections for the Junior America’s Cup & Hogan Cup. Additionally, scores from Majors will also be submitted to the Junior Golf Scoreboard, which is a ranking database that is often referenced by College coaches and recruiters.

See Open Division Requirements (page 19) for more information on Majors.

SANCTIONED TOURNAMENTS

Slightly less competitive than Majors, Sanctioned Tournaments are single day events that are organized through Oregon Junior Golf and managed by the host club. Each event includes 18-holes of golf (9-holes for Pee Wees), lunch, and awards.

Winning a Sanctioned Tournament will earn you a birth into Charlotte’s Tournament of Champions at the end of the Summer.

ERLING JACOBSEN TOUR EJ Tour events are a series of 9-hole “non-competitive” tournaments that are meant for beginner to intermediate youth golfers that are eager to test their skills on the golf course and meet other youth golfers.

Although the Rules of Golf are encouraged in EJ Tour events, they are not mandatory. The goal of these events are to provide a stress-free environment for youth to experience an enjoyable golf outing. The courses chosen are set up at a very short yardage and are able to accommodate the majority of beginning golfers. Parents are also allowed to assist/caddy in these events, unlike in Majors or Sanctioned Tournaments.

WINTER SERIES Similar to Sanctioned Tournaments, the Winter Series are 1-day tournaments at various courses around Oregon & SW Washington. All Winter Series events are scored using a custom Stableford format. Similar to Majors, the OJG Staff, volunteers, and rules officials will be present at all Winter Series events. www.oga.org/junior-golf

DRIVE, CHIP, & PUTT

Drive, Chip and Putt is a free youth golf development initiative aiming to help younger generations begin their lifelong connection with golf by providing a fun, interactive platform for participants of all skill levels.

Open to boys and girls ages 7-15, local qualifying will take place throughout all 50 states during the months of May, June, July, and August. The top performers at the local level will advance through subregional and regional qualifiers at some of the country’s best championship venues in July/August and September, respectively. The top 80 performers – 40 boys and 40 girls – will earn an invitation to the National Finals at Augusta National on Sunday, April 7th, the eve of the 2020 Masters.

TOURNAMENT REGISTRATION In 2019, OJG will process all entries for OJG Majors, OJG Sanctioned Tournaments and Erling Jacobsen Tour events online through your player account. You may also withdraw online. Starting times are provided approximately five days prior to each event.

PLAYER ACCOUNT You will want to familiarize yourself with GolfGenius, which is the Tournament Software used for creating a player account, registering for events, and more. Access to your GolfGenius player account will always be available on our online schedule. Once logged-in, you will be able to signup for events, edit your profile, and even upload a picture that will show up online when others view your tournament scores! Please ensure you keep your username and password private. *Note: Each golfer must create a GolfGenius player account in order to participate in OJG Tournaments of all levels.

CONFIRMATION OF ENTRIES For each entry you submit, you will receive an e-mail confirmation that will be sent to the email listed in your account profile. You can change this e-mail address at anytime by logging into your player account. After you have logged into your profile, you can click on the “register” tab to edit your profile. Keep in mind, a confirmation of entry is not the same as an approval. A confirmation of entry simply means your entry has been received by OJG Staff. Please see OJG criteria for approval of entries to learn more about the process used to approve entries for each event.

CANCELLATION/REFUND POLICY All entries will be processed via credit card on our secure online payment system. Note that OJG does not charge your credit card until the entry is approved in the days after the closing deadline for each event. Until the closing deadline, you may cancel/withdraw your entry without fee. However, after the closing deadline, no refunds will be available except in the case of a family emergency or medical emergency, where a $5 admin fee applies.

LATE FEE POLICY Online entries are accepted until 5:00 PM on the registration deadline date of each event. Late entries will be accepted and placed on an alternate’s list to fill spots if they become available up until a time established by the OJG Staff.

Late entries will not be accepted unless they are accompanied by the correct entry fee, plus an additional fee of $10.00. Players must contact the OJG Staff directly in order to submit a late entry www.oga.org/junior-golf

APPROVAL OF ENTRIES TOURNAMENT REGISTRATION Online registration through GolfGenius will be used for all OJG tournaments competitions.

All events will open for pre-registration on May 1st. Though you may preregister for our events beginning on May 1st, the official opening date will fall into one of three waves as listed below. This will allow a junior or their parents peace of mind and more flexibility by allowing sign-ups during a "window of time" rather than on a single day.

APPROVAL OF ENTRIES Oregon Junior Golf approves entries based on a combination of the player’s Date of Entry and the player’s Priority Level (Page 15).

DATE OF ENTRY An early Date of Entry is the best way to ensure your entry is approved for an event. If you sign-up for an event on or after the Official Opening Date for that event, your official Date of Entry will match the date you sign-up.

However, when entries are submitted during pre-registration, the Date of Entry will match the Official Opening Date of the event.

Pre-registration has been provided only for convenience. Though it allows juniors and/or parents the convenience of submitting entries for most events beginning May 1st, it does not guarantee approval into an event through early entry.

For example, pre-registration will be available for the Central Oregon Junior Championship beginning May 1st. However, the Official Opening Date for this event is June 5th. All entries submitted on or before June 5th will have an official Date of Entry of June 5th and all entries submitted after June 5th will have a Date of Entry matching the date the entry is successfully submitted. www.oga.org/junior-golf

PRIORITY LEVELS In the event a division receives more entries with a date of entry matching the official opening date than can be accommodated, Oregon Junior Golf will grant entry to players in order of priority – all Priority 1 players will be approved first, followed by Priority 2 players who will be approved second, and so on.

Priority 1 - Players in the Top 15 and ties on the Girls and Boys 2018 Team Points List.

Priority 2 - Includes players who finished the 2018 season in the Top 15 of the 2018 Team Points List.

Priority 3 - Includes players pending eligibility for the 2019 Tournament of Champions (i.e. champions of both OJG Majors and OJG Sanctioned events).

Priority 4 - Includes players eligible for the 2018 Tournament of Champions.

Priority 5 - Includes players who have participated in 3 or more Oregon Junior Golf Majors or Sanctioned Tournaments in 2019.

In the event that the above criteria fails to determine priority between entries received, the following method will be used to grant entry, in order:

1) The player who has participated in the greatest number of 2018 Majors and Sanctioned Tournament events will be approved, followed by the player who competed in the most 2017 Majors and Sanctioned Tournaments event days.

2) If players have participated in the same number of event days, the OJG Committee will consider equally the sportsmanship and level of play in prior tournaments giving more weight to performance in OJG events.

3) If the OJG Committee is still unable to clearly determine which player to approve, the oldest player will be approved for entry.

Note: When priority levels are used, all metrics are based on the closing date for the event in question. For example, if a particular event opens for registration on June 1st and the last day to register is June 20th, Priority 2 will include Girls ranked 1-15 and tie www.oga.org/junior-golf

WITHDRAWALS & NO SHOWS Due to an increased number of withdrawals and no-shows in recent years, OJG will address withdrawals and no-shows outside of this policy under OJG Code of Conduct.

You may withdraw from an event prior to the start of an event for any reason, however you must follow one of the two options listed below or you will be in breach of the Code of Conduct. Just calling the golf course is not an acceptable method of withdrawal.

STEP-BY-STEP ONLINE WITHDRAWAL PROCESS 1. Log-in to your player account at www.oregonjuniorgolf.org 2. Click the “Event Registration” Tab on the left column.

3. Select the Directory of the event you are withdrawing from.

4. Click the “Edit” registration next to the event you wish to withdraw from.

5. Click on the “Action” drop down menu and select “Cancel Registration”.

Once you complete the process you will receive an email confirmation of your withdrawal. You can process an online withdrawal until the closing deadline of the event. If you need to withdraw after the close of entry, please email juniorgolf@oga.org or call the OGA at (503) 981-4653 ext. 227.

LATE FEE POLICY Online entries are accepted until 5:00 PM on the registration closing entry deadline of the event. Late entries will be accepted and placed on an alternate’s list to fill spots if they become available up until a time that the OJG Staff establishes. Late entries will not be accepted unless they are accompanied by the correct entry fee, plus an additional fee of $10.00. CANCELLATION/REFUND POLICY All entries will be processed via credit card on our secure online payment system. Note that OJG does not charge your credit card until the entry is approved in the days after the registration deadline of 5:00 PM for each event.

Until the closing deadline, you may cancel/withdraw your entry without fee.

However, after the closing deadline, no refunds will be available except in the case of a family emergency or medical emergency, where a $5 administrative fee applies.

A family & medical emergency is defined as an event that is unforeseen, may require immediate action, and is beyond the participants control.

OJG understands that all emergencies are unique and will treat every withdrawal on a case-by-case basis.

Example of emergencies where a refund will be granted: - An accidental injury occurs the day prior to the tournament.

- Family member falls seriously ill in the days leading up to the tournament.

Example of emergencies where a refund will not be granted: - Participant has been sick the week leading up to the tournament and the day before decides they can’t participate.

- Car breaks down and competitor has no mode of transportation to get to the tournament.

PRACTICE ROUNDS Unless otherwise indicated on the online event information, practice rounds are not included in your entry fee. If a special practice round rate has not been arranged, at public facilities, you are welcome to contact the host course to schedule a practice round at the going rate. Please do not contact private facilities requesting practice rounds.

LODGING OJG will occasionally block rooms for a discounted rate at particular events.

When successful at organizing a lodging discount, we will post the rate and instructions on the online event information page.

OPEN DIVISION REQUIREMENTS Open divisions are to provide more skilled and experienced juniors the opportunity to compete against one another over a more challenging and longer course.

Open divisions are available at all OJG Majors except the Bob Norquist Oregon Junior Amateur and the Oregon Junior Stroke Play Championship.

When events have Open divisions, junior team points are only available to players competing in the Open division.

The Open division is available to 12-18 year old girls with a handicap index of 14.0 or less and 14-18 year old boys with a handicap index of 7.0 or less.

Though all players in this age range are eligible, the division is intended only for more skilled and experienced players.

Course yardages will be approximately 5,800-6,000 yards for girls and 6,6006,800 for boys.

The OJG Committee would rather not restrict players through a formal eligibility structure. However, players should not register for Open divisions until they can meet the following benchmark. Girls should have the ability to break 85 on a regulation course of approximately 5,400 yards or longer. Boys should have the ability to break 80 on a regulation course of approximately 6,200 yards.

While OJG believes it to be the player’s choice to compete within such divisions, it is also our responsibility to restrict players from future enrollment within that division if they do not meet certain criteria. OJG will continue to enforce the following policy regarding Open Divisions: Girls scoring 95 or above (10 shots over recommended score) at least once in two separate Majors, will be required to compete in her age division in the following Major. Boys scoring 90 or above (10 shots over recommended score) at least once in two separate Majors, will be required to compete in his age division in the following Major.

Additionally, any Open division player that scores over 100 (just once), will be required to compete within their age division in the following Major.

If any player breaches the policy listed above, they will receive an email from OJG enforcing the Open division policy. *The Open division is designed to better serve a broad skill level of players in the best possible way. CODE OF CONDUCT Oregon Junior Golf takes pride in maintaining a positive, professional and enjoyable experience for its players, parents and spectators. In order to maintain this experience, it is essential that all players adhere to the OJG Code of Conduct. Oregon Junior Golf is fortunate to have established and sustained relationships with golf courses across Oregon and Southwest Washington. It is because of this history and these relationships that OJG players, parents and spectators are able to avail themselves to such a diverse collection of golf courses at reasonable rates. As an organization, we recognize and appreciate the graciousness of our host courses in donating their facilities. It is crucial for OJG players to appreciate that we are guests at our host facilities.

Additionally, OJG players must understand and appreciate that they are the face of Oregon Junior Golf. The conduct of players reflects directly upon the Oregon Golf Association. To that end, all players will be responsible and held accountable for their actions both on and off the course and course property. The following Code of Conduct and disciplinary system shall be adopted as a Local Rule (see Rule 1.2b) which govern all OJG participants at Oregon Junior Golf events. This Code of Conduct is intended to be an evolving system and will certainly grow and expand with the future of golf.

TIER 1 INFRACTIONS (Unsportsmanlike conduct) Tier 1 infractions will not be tolerated. Such infractions include, but are not limited to: - Abusive language (including defamation) towards OJG Staff affiliates, volunteers, other players and/ or host facility personnel.

- Deliberately cheating; deliberate unreported Rules of Golf violations.

- Physical Abuse and/ or threatening physical abuse.

- Bullying.

- Willful destruction of golf course property.

- Deliberately causing serious damage to a putting green.

- Use or association with drugs, alcohol, or smoking/chewing tobacco.

- Dishonesty and/or vandalism.

- Gambling.

- If two or more players deliberately agree to ignore any Rule or penalty they know applies, they will be disqualified. Rule 1.3b(1)/1 OJG Tournament Director and Rules Committee shall determine whether a specific act constitutes a Tier 1 infraction. Upon the occurrence of a Tier 1 infraction, The Tournament Director shall immediately provide the player with DISQUALIFICATION. www.oga.org/junior-golf

CODE OF CONDUCT TIER 2 INFRACTIONS Tier 2 infractions, while generally categorized as less serious than Tier 1 infractions, can qualify as a Tier 1 infraction if the OJG Tournament Director and Rules Committee of the tournament determines that the subject conduct was a willful, malicious, deliberately destructive and/ or otherwise severe enough to qualify as a Tier 1 infraction. Tier 2 infractions include, but are not limited to: - Club throwing; dropping the club behind back on the follow-through, slamming club into the ground.

- �Throwing� golf ball in anger.

- Swearing or obscene vulgar language or gestures; displaying poor attitude.

- Disrespect to OJG affiliates, volunteers, officials, another player or host facility.

- Willful golf course etiquette infractions (not replacing ball marks, littering, failing to rake bunkers, failing to replace divots and otherwise failing to care for the golf course).

- Willful conduct not becoming an Oregon Junior Golf player, such as expressing anger, acting in anger, creating distractions or otherwise expressing a temper tantrum.

- Soliciting advice from a spectator or coach.

DRESS CODE OJG has developed the following standard dress code that is in effect at all OJG Sanctioned Tournaments, OJG Majors, and all USGA Qualifiers administered by OJG Staff. Juniors who are at an event and fail to comply with this code may not be permitted to play. This dress code will be in effect before, during and after your round of golf and applies to all club premises.

Acceptable attire does not include denim, spandex body-wear, cut-offs, running shorts, short-shorts, tank tops, halter tops, or tee-shirts. The OJG Committee and OJG Staff has the right to deem attire inappropriate and if your attire is unacceptable, you will not be permitted to compete. Please contact OJG Staff with any questions, prior to arriving at a tournament site.

BOYS DRESS CODE Bottoms: Acceptable attire includes neat and clean pants, slacks, cords, or shorts, appropriately tailored. Shorts must be no more than 6 inches above the top of the knee or 2 inches below the bottom of the knee. A belt must be worn with all bottoms that have belt loops.

Tops: Acceptable tops include sweaters, sweatshirts and golf shirts with collars. Shirts must be tucked in at all times. Baseball style and similar styled hats must be worn forward at all times and should be removed anytime you enter a building.

Shoes must be worn at all times, however metal or traditionally designed spikes are not permitted and their use will result in an immediate disqualification.

GIRLS DRESS CODE

Bottoms: Acceptable attire includes neat and clean skirts, pants, slacks, cords, capris, or shorts, appropriately tailored and/or hemmed. Shorts and skirts must be no shorter than mid-thigh. It is recommended shorts and skirts be no more than 6 inches above the top of the knee. Rain suits are also acceptable. If you are unsure if your attire is acceptable, it is recommended you bring an additional pair of pants to be sure you will be able to compete.

Tops: Acceptable attire includes sweaters, sweatshirts and golf tops. Shirts do not need to be tucked in, however the midriff must be covered at all times (including during the swing).

Shoes must be worn at all times, however metal or traditionally designed spikes are not permitted and their use will result in an immediate disqualification.

SPECTATOR INFORMATION OJG encourages parents to attend and passively participate in spectating at our events. However, please understand that spectators must never take action to influence play in any way and must abide by the following rules. Failure to follow the below rules may result in penalties and sanctions against both the spectator and the player, including removal from the course.

I. Spectators may not leave the rough or the cart path during their time on the course. They may not stand or walk in the following areas: the fairway, teeing areas, fringe or putting greens and water hazards or bunkers.

II. Spectators must remain at least 20 yards (60 feet) from ALL players when spectating. (Exception: Spectators may be located within 20 yards for the following reasons only: Medical assistance, food, water or clothing exchange and assisting players in searching for a ball.)

III. Spectators must not communicate (either visual or verbal) with any player in a way that could influence or suggest how a player should play the game. This includes information related to the Rules of Golf. Spectator carts are not allowed. (Exception: with DMV/Disabled Sticker.)

SPECTATOR CART POLICY OJG only permits spectator carts when one of the riders has been issued a permanent or temporary DMV Disabled Person Parking Permit.

Spectator carts must stay on the cart path and remain 20 yards (60 feet) from all players at all times and may not under any circumstances be used to transport or carry anything for any player in the competition (including rain gear, umbrellas, food & water, or other items).

Spectator carts are not to be used to shuttle other spectators around the course and at no time should a cart be in motion without the disabled individual driving or riding. However, spectator carts may be used to provide transportation in the event of a medical emergency to a player or another spectator.

If you wish to rent a cart, you must present your DMV permit in the golf shop and pay any applicable cart rental fee which is determined by the host facility.

NOTE: The Spectator Cart policy is modified during OJG Winter Series events where spectators may rent a cart regardless of reason if the host course allows. www.oga.org/junior-golf

WAITING LIST If an event receives more entries than can be accommodated, some players will be placed on a waiting list. These lists are maintained by division and your place on the waiting list is determined by OJG criteria for approval of entries or in the event of after close of entry based on cancellation in the division. All players on the waiting list will be notified via email in the days leading up to the event. The message will include the participants position on the waiting list and instructions on what to do while awaiting your chance to be added.

STARTING TIMES Starting times for upcoming events are made available in two ways on our “Junior Golf Schedule.� To help you plan your day far in advance, general times and teeing order will be available by clicking on an event. However, exact times cannot be posted until all players are approved after the closing deadline for an event. Exact times are posted approximately five days prior to each event in the right hand column of each respective tournament.

At multiple round events, starting times for subsequent rounds will be posted as soon as possible on the Junior Golf Schedule. Please understand that OJG Staff may be delayed for numerous reasons during an event and will post them once they are finalized.

CADDIES, CARTS, & PULL CARTS OJG does not permit the use of golf carts at any of our events by players except as permitted due to a medical condition. Please contact OJG for more information. OJG does not permit the use of a caddie, except when players are originally scheduled to play 36-holes in a single day. In such cases, the player may select anyone to caddie except a parent, step-parent or guardian. The use of pull carts are permitted at all times, though players must follow any course specific rules governing their use. Players using pull carts should always avoid tee boxes, the fringe, and the putting green.

FOOD & BEVERAGE All OJG tournaments include a small lunch and beverage. If this is not part of your registration fee, this will be noted in your approval notification after the close of entries. If you have any dietary needs or restrictions please make OJG aware at least 1-week before the date of the event. We will do our best to accommodate your dietary needs. www.oga.org/junior-golf

TIE BREAKERS At all OJG Majors, a tie for first in any division will de decided by a hole-byhole sudden death playoff. If more than two players are tied, the playoff will only be used to determine the Champion. The Champion, following the playoff, will receive an invitation to the Tournament of Major Champions.

All remaining places will be determined by the USGA recommendation on how to handle a scorecard playoff, which is the following:

If this method is used in competition with a multiple tee start, it is recommended that the tie breakers listed above will always come from the back-nine (Hole #10-18).

At OJG Sanctioned Events, the OJG Staff will recommend that a tie for first in any division be decided by an on-course playoff. However, an on-course playoff is not used, all players involved will be deemed the winner and will each receive an invitation to Charlotte’s Tournament of Champions.

PACE OF PLAY POLICY The following Pace of Play guidelines will be in effect at all OGA Adult Championships and select Oregon Junior Golf Events.

Compliance with Pace of Play is the player’s responsibility. However, if you feel a fellow competitor or opponent is unduly delaying your group, it is your responsibility to notify the Committee as soon as practicable.

CHECKPOINT HOLES: The Pace of Play Committee will designate four (4) holes on the course as Pace of Play checkpoint holes. A Checkpoint Official will be stationed at each checkpoint hole to monitor and indicate (if needed) a group’s position on the course. A hole is deemed to be completed when the flagstick has been replaced into the hole after all players in a group have completed play of the hole.

MAXIMUM TIME:

The maximum time is defined by the time listed on your score card and relates to the official time. The maximum time includes time spent searching for lost balls, rulings and poor play. Each group is expected to play efficient golf in order to “bank time” throughout the round. The maximum time may be adjusted by the Committee.

OUT OF POSITION: Lead Group –the lead group is out of position if they complete any checkpoint hole over the maximum time.

Following Group– A following group is out of position if they complete any checkpoint hole over the maximum time and are 15 minutes or more behind the group in front (≤14:59 = In Position; ≥15:00 = Out of Position).

PENALTIES: When a group misses their maximum time and is out of position, the group will be notified by the checkpoint official that they may be in breach of the Pace of Play Policy. Any group so notified may be monitored by a Rules Rover or member of the Committee. A Rules Rover, when monitoring a group, may individually time strokes made by a player(s). A time exceeding 40 seconds to play a stroke may be considered excessive if the group becomes liable to penalty.

Information gathered at any time by a Rules Rover or a member of the Rules Committee may be used by the Pace of Play Committee during the review process to determine whether a group or player(s) is in breach of these guidelines. www.oga.org/junior-golf

PACE OF PLAY POLICY If a group completes a checkpoint hole above the Maximum Time and is out of position, the following penalties may be applied to the hole where the breach occurred. Any penalties will be applied at the end of the round in the scoring area.

1st missed checkpoint – Warning* 2nd missed checkpoint– Liable to a one stroke penalty 3rd breach – Liable for additional two stroke penalty 4th breach – Liable for disqualification

*If a group has cleared the first three check points but misses the final check point and is out of position, the group is liable for a one stroke penalty.

APPEAL PROCESS: 1) Appeals will only be handled in the scoring area at the completion of the stipulated round. Discussion of missed checkpoints during the round will only cause further delay of the group.

2) Once you have arrived at the scoring area, you will be notified of any breach(es) and you may submit a written appeal to the Committee before you have exited the scoring area. If you leave the scoring area for any reason you may no longer submit an appeal.

3) If the group misses more than one checkpoint, separate appeals must be submitted and each will be addressed separately.

4) Appeals will be successful if there is evidence that the player or group was: i. delayed by the Committee,

ii. delayed because of a circumstance beyond control of the player or group; or iii. delayed because of another player in the group.

EARNING TEAM POINTS OVERVIEW Junior Team Points are awarded based on the point schedules at selected events (available online in the Junior Points List section). Two Junior Team Points Lists are maintained, one for girls and one for boys. These lists will play an integral part of determining which players are selected to represent Oregon Jr. Golf at regional and international team competitions.

ELIGIBILITY REQUIREMENTS I.

Only OJG Members are eligible to receive Junior Team Points.

II. Junior Team Points are awarded based on a player’s overall finish within the Open Division of the player’s respective gender at all OJG Majors except where noted below.

A. At the Bob Norquist Oregon Junior Amateur, Junior Team Points are awarded by division in the Championship flights as no Open Division exists for match play brackets. However, during stroke play qualifying, points are awarded by gender based on the overall finish of all players of the same gender playing the longest set of tees (i.e. Junior and Boys Divisions compete from the same tee markers and points are awarded based on overall finish between the two divisions).

B. At the Oregon Junior Stroke Play and USGA Junior Amateur qualifying, points are awarded based on finish within your gender as these events do not use divisions.

C. At the US Junior Amateur Qualifier and US Girls’ Junior Qualifier hosted

by OJG, points are awarded only to OJG Members based on their finish among other OJG Members, not based on their finish among the entire field. Those competing at a qualifier not run by OJG, a limited number of points will be awarded if they were to qualify or earn an alternate position.

III.

All team competitions OJG currently participates in require that players are under the age of 19. Depending on the date of a player’s 19th birthday, he or she may not be eligible for selection to some team competitions even though the points earned may merit selection.

In addition, players may not participate on a team if they have already matriculated in a college or university.

IV.

All players selected must be a permanent resident living within the OGA’s region of Oregon and SW Washington. Special consideration may be given to unusual or unique circumstance. www.oga.org/junior-golf

GIRLS TEAM EVENTS 2019 NORTH PACIFIC LADIES TEAM MATCHES Quilchena Golf & Country Clu British Columbia, Canada May 24-26, 2019 EVENT DESCTRIPTION: These matches feature an elite group of 24 junior girls selected from the Pacific Northwest and British Columbia. The field consists of six girls from Oregon, Washington, Idaho, and British Columbia.

OJG covers all expenses including transportation, housing, and meals for all the juniors selected to represent Oregon.

HOW TO QUALIFY: The selection of the 2019 Oregon team is based on the final 2018 Junior Team Points List. The 2020 team will be selected based on the Girls Team Points List from the upcoming 2019 season.

GIRLS JUNIOR AMERICA’S CUP Bear Creek Golf Club - Murietta, CA July 28-Aug 1, 2019 EVENT DESCRIPTION: The Girls Junior America’s Cup was established in 1978. Today the tournament brings girls together from various states and countries fostering new friendships and mutual respect. Each team consists of four girls from each state/country.

These golfers exemplify not only outstanding skill and experience, but also true sportsmanship, discipline, courtesy, and strength of character. OJG covers all expenses including transportation, housing, and meals for the juniors selected. OJG receives significant support from Nike Golf who provides team uniforms and Jones golf bags to the Oregon Team.

HOW TO QUALIFY: The 2019 team selections will be based on the Junior Team Points Lists at the conclusion of the Oregon Junior Stroke Play Championship. Selections will be announced during the awards ceremony of the Junior Stroke Play on July 4, 2019.

BOYS TEAM EVENTS BOYS JUNIOR AMERICA’S CUP Blackhawk Golf Club Edmonton, Alberta July 22-25, 2019 EVENT DESCRIPTION: The Junior America’s Cup showcases the best junior golfers throughout the western region. The competition brings together an elite international field of 17 teams of the top four boys representing 12 Western States, two Canadian Provinces, and Mexico competing in a team format.

Team results based on the lowest three gross scores of the four team members. Competitors also compete for low individual medalist honors, the Sally Pini Award.

JAC Alumni include Tiger Woods, Phil Mickelson, and Fred Couples, to name a few.

HOW TO QUALIFY: The 2019 team selections will be based on the Junior Team Points List at the conclusion of the Oregon Junior Stroke Play Championship on July 4th. Selections will be announced during the awards ceremony.

51st HOGAN CUP TEAM MATCHES Riverside Golf & Country Club Portland, OR - Aug. 9-11, 2019 EVENT DESCRIPTION: The Hogan Cup 36-hole team matches pit the best junior golfers from the Western United States and Canada against each other in a team format with the three lowest scores each day determining the team total. The event began in 1969 as a partnership between Riverside Golf & Country Club and the Oregon Golf Association in commemoration of the achievements and contributions to the sport by Eddie Hogan, Riverside’s long-time Head Golf Professional. Hogan Cup alumni include Tiger Woods, Fred Couples, Bryson DeChambeau, and Peter Jacobsen, to name a few.

HOW TO QUALIFY: Rank in the Top 8 in points at the conclusion of the Bob Allard Portland City Championship and not have any major previous breeches of OJG’s Code of Conduct (as determined by the OJG Committee).

PACE OF PLAY POLICY Named after long time Director of Oregon Junior Golf Charlotte Plank, Charlotte’s Tournament of Champions is an invitation only golf tournament held at the end of each Summer. Plank held her position as the Director of OJG from 1986-2010 and established many of the tournaments that remain on the schedule in 2019. To this day, she’s still an avid golfer and supporter of OJG. To qualify for this event, golfers must finish 1st place in their division in at least one Major or Sanctioned Tournament during the Summer of 2019.

The AJGA would like to recognize and award Performance Stars to OJGers in 2018. Please note: The 2018 OJG Schedule is currently under review by the AJGA. The AJGA has made several updates with their new Performance Based Entry Recognition System (PBERS) to be rolled out in 2018.

The AJGA is considering OJG Majors, USGA Qualifiers, Eddie Hogan Cup Team Matches, and Player of the Year Awards.

HISTORY Originally developed by the Northern California Golf Association (NCGA), Youth on Course has become one of the fastest growing youth golf programs in recent memory. As of the beginning of 2019, there are nearly 50,000 cardholders in the United States that can play over 1,000 golf courses for $5 or less.

HOW IT WORKS Youth on Course is a subsidy based program that reimburses golf facilities to allow youth golfers to play golf for no more than $5. Participating facilities charge youth golfers the $5 fee when they check-in at the golf course and track the number of rounds played at their course. Golf facilities are allowed to set restrictions on when they will accept the YOC card.

OJG reimburses each facility between $5-$10 per round played. In 2018, OJG reimbursed over $45,000 to the 60 participating facilities in Oregon & SW Washington.

WHERE CAN I FIND A LIST OF LOCAL COURSES/RESTRICTIONS? The Oregon Junior Golf website will keep an up to date account of all Youth on Course partnering facilities in Oregon & SW Washington. YOC FAQ What are the Age requirements to participate in YOC? Age requirements for Youth on Course participants are between Age 7 to Age 18 (and terminates when a player begins college). Please refer to the YOC Golf Course Directory to ensure age permission for each particular course, as a select few golf courses have an adjusted age agreement.

Where Can I Play?: Your Youth on Course Member Card is currently accepted during limited times of the day at over 65 golf courses across Oregon and SW Washington. Your card also provides benefits in neighboring states as more courses are joining the Youth on Course program. See list of courses at www.oga.org/junior-golf/yoc_listing When Can I Play?: Each golf course has different windows and availability for play, so it is important to reference the YOC Course Directory for the exact days and time.

What if the Golf Course is Busy?: If the course is too busy to get you on the golf course, it is possible that you will not be able to play. This program provides you access only if there are open tee times when you wish to play.

Please be prepared for this possibility if you have arranged to be dropped off and picked up.

Can I Play With My Parents or Friends?: Yes, however, only Youth on Course Members who show their member card to the golf course will be able to access the $5 fee.

What is a GHIN Number? GHIN stands for “Golf Handicap Information Network”. The USGA Handicap System is a set of rules, procedures and formulas for Handicapping, and GHIN in turn crunches all of the numbers.

Each OJG member has a specific GHIN number to post scores to. It is your record to maintain and be responsible, but it is open to review by others. Your GHIN # will also be your Member # for Youth on Course.

How Long Will My Member Card Be Valid?: Your Member Card states “2019 Member”, and you will be able to use this card until the end of December 2019.

JACOBSEN YOUTH INITIATIVE

In 2018, Youth on Course reimbursed nearly $50,000 of green fee subsidies to participating facilities in Oregon & SW Washington. Oregon Junior Golf wouldn’t be able to subsidize this incredible program without the financial support of The Jacobsen Youth Initiative.

With the Jacobsens’ support, we have been able to provide local youth with over 20,000 rounds of golf (for $5 or less) over the past five years.

HANDICAPPING FAQ Every player wants to enjoy a fair game on any golf course. The USGA Handicap System is the best method to allow all players to compete equitably.

Even though you will have your own GHIN number which enables you to post scores and build your own record, a handicap is more than just a personal possession. Because you will likely be playing against and with others in both casual play and in competition, a handicap is ultimately shared and communal.

This is why it is very important to be honest and thorough in posting all of your scores and in following the rules of the Handicap System.

WHAT IS A HANDICAP INDEX? A Handicap Index indicates a measurement of a player’s potential ability, and is not about determining averages. It is expressed as a number taken to one decimal place (example: 10.4). A Handicap Index is a great way to track your improvement, because it indicates your best performance – what you will play to approximately one out of four or five rounds.

HOW MANY SCORES DOES IT TAKE TO PRODUCE A HANDICAP INDEX?

After at least five 18-hole scores have been posted to your GHIN number, you will be issued a Handicap Index. Indexes are updated on the 1 st and 15th of the month throughout the OGA’s active season (March 1 – November 30). Keep playing and posting! It’s fun to see your Handicap Index change.

WHY DO I HAVE A HANDICAP INDEX AND A COURSE HANDICAP?

A Handicap Index represents potential playing ability and is based on a standard calculation for everyone who has one. A Course Handicap represents a whole number of strokes needed on a specific set of tees, based on that tee’s Slope Rating. You never actually play with your Handicap Index, but you need it to convert to a Course Handicap so you can use it to play. There are several ways to convert an Index to a Course Handicap, but the common method is to use a Course Handicap Table (Slope Chart) found posted at every golf course. www.oga.org/junior-golf

HANDICAPPING FAQ WHAT IS COURSE RATING AND SLOPE RATING? Each golf course is rated following USGA standards and procedures, measuring length and evaluating obstacles such as bunkers, trees, water hazards and green surface and size. This assessment gives us two important numbers that are part of the handicap formula. One is Course Rating, which is denoted as a number taken to one decimal place, like 70.1, and Slope Rating, which is denoted as a whole number, such as 125. Look at a scorecard from your favorite course, and you’ll see these numbers listed, usually by each set of tees for both men and women. For example, at the OGA Golf Course, the men’s white tee rating is 68.9/119, and the women’s white tee rating is 73.9/134. Because Course Rating and Slope Rating are crucial to the Handicap Index formula, it is very important that you post your score using the correct information provided.

IF I AM PLAYING A SET OF TEES THAT IS NOT RATED FOR MY GENDER, CAN I STILL POST THE SCORE? Yes. The OGA is able to provide a Course Rating and Slope Rating for those sets of tees that are yet unrated for either men (boys) or women (girls). This happens sometimes where you will see a rating for women only on the forward set, and for men only from the set farthest back. Contact us whenever you cannot locate a Course Rating or Slope Rating on a scorecard or a database.

WHEN I POST, IT ASKS FOR MY ESC SCORE. WHAT IS ESC? ESC is a mandatory procedure in the Handicap Course Max System, short for “Equitable Stroke Control”. This Handicap on any keeps an exceptionally bad hole score from changing hole your Handicap Index too much and sets a maximum 9 or less Double number that a player can post on any hole depending Bogey on that player’s Course Handicap. Figuring this out is 10 — 19 7 easier than it sounds! Remember to start with your Handicap Index, then convert it to a Course Handicap 20 — 29 8 using a Slope Chart. Refer to the ESC Chart here – it will tell you your maximum hole score number. For 30 — 39 9 example, if my Handicap Index is a 10.5 and I’m playing a set of tees with a Slope Rating of 125, my 40 or 10 Course Handicap is a 12. On the ESC chart, this more would mean that for handicap purposes, you can’t post a score higher than a 7 on any given hole. If your ESC was 7 and you had two 8’s on your card with the rest 7 or less, you would subtract two from your final score. You shot 92 but would post your ESC score of 90. www.oga.org/junior-golf

UNFINISHED HOLES Posting Scores for Unfinished Holes & Holes Not Played the USGA Handicap System requires players to post scores for all rounds where 13 or more holes have been played. In Match Play, holes are often conceded before they are completed or, the match can end before all the holes have been played. So, how do you post a score for those holes where you picked up your ball or those you didn’t play at all because the match ended?

UNFINISHED HOLES A player who starts, but does not complete a hole or is conceded a stroke must record for handicap purposes the most likely score (*see definition below). On the scorecard, an “X” should precede this score. There is no limit to the number of unfinished holes a player may have in a round, provided that failure to finish a hole is not for the purpose of handicap manipulation.

MOST LIKELY SCORE The most likely score should have an "X" preceding the number. For example, player A is just off the green in two strokes, and player A’s partner just holed out for a two; therefore, player A decides to pick up. Player A determines the most likely score would have been to chip on and two putt; therefore, player A will record an X-5 on the scorecard (two strokes already taken plus three more strokes to complete the hole). Player A does not automatically put down the Equitable Stroke Control (ESC)™ maximum. First, player A determines the most likely score and then after the round checks to see if the most likely score is above the ESC limit. In this case, player A has a Course Handicap™ of 24 and an ESC maximum of eight. Recording X-5 is not above ESC limit and therefore, X-5 is the score that must be posting for handicap purposes.

HOLES NOT PLAYED If a player does not play a hole, the score recorded for that hole for handicap purposes must be par plus any handicap strokes (using their full Course Handicap) the player is entitled to receive on that hole. This hole score, when recorded on the scorecard, should be preceded by an "X." Example: Player A beats Player B 4 and 3 in a singles match so neither of them played holes 16, 17 or 18. Player B was entitled to receive one stroke on 16 (a par 4) and 18 (a par 5). For 16, Player B would record “X-5” (4 plus 1) on her scorecard and on 18 she would record “X-6” (5 plus 1). www.oga.org/junior-golf

JACOBSEN YOUTH INITIATIVE EVENT VOLUNTEERS Without the assistance of the TAG (Tournament Assistance Group), it would be impossible to provide the enjoyable experience juniors have come to expect at OJG Majors.

Additionally, at each event there is always a need for walking scorers with PeeWee groups. This is a wonderfully rewarding position that serves a critical function helping our youngest members around the course. As a parent for our Pee-Wee players, you will often be asked to help in this function at events where your child is participating.

WHAT TASKS DO OJG TAG TEAM VOLUNTEERS PERFORM OJG’s Tag Team Volunteers are instrumental in preparing for and hosting a successful golf tournament. Volunteers are always given a specific task to focus on during the tournament. A few of the more notable roles include: •

OJG 100-HOLE MARATHON 2019 OJG 100-Hole Marathon Charbonneau Golf Club September 28th, 2019 EVENT DESCRPTION The OJG Marathon is an annual fundraiser that features 18 teams (of two youth golfers) that are willing and eager to fundraise for OJG and play 100-holes of golf in a single day.

In the weeks leading up to the OJG Marathon, participants are asked to receive monetary pledges in support of their mission to finish 100-holes in a single day. Prizes and awards are handed out to teams that can meet specific fundraising goals. Last years OJG Marathon saw 14 Scotty Cameron putters handed out!

The format is a 2-person best ball in which partners are asked to play 50-holes each (combined 100-holes). The day also includes complimentary food/drink
