Through this publication, the Spearfish Community Coalition hopes to provide the community with a comprehensive tool for resources and activities available to youth and families in the Spearfish area.

This guide is funded primarily through SAMHSA funds and by the Spearfish Community Coalition. SCC is a collaborative organization of community members that combine efforts to create a healthy community by reducing risk and increasing protective factors such as developmental assets. Products, such as the Youth and Family Resource and Activity Guide are a piece of the collaborative puzzle of efforts to improve the quality of life in Spearfish and by raising awareness of youth and families to the positive resources and activities offered in our beautiful community.

Coalition Works to Reduce & Prevent Underage Substance Use The Spearfish Community Coalition is a volunteer-driven 501(c)3 non-profit organization whose mission is to, “mobilize the community to support positive, healthy and drug free youth.” Dedicated to the improvement of our community and to providing healthy opportunities for our youth, Coalition members work hard on a number of initiatives that reduce and prevent underage drinking, tobacco use, and other drug use. The Coalition also works to build protective factors through developmental assets and youth leadership opportunities.

With grant funding through the Drug Free Communities Grant (DFC) through the Substance Abuse and Mental Health Services Administration (SAMHSA), the SD State Tobacco Control Program, and local foundation and corporate grants, the Coalition operates to provide education, skill enhancement, policy modification and development, physical design change, reduction of barriers to prevention efforts, and changing consequences.

The Coalition functions through the Strategic Prevention Framework, which includes assessment, capacity building, planning, implementation, evaluation and sustainability.

The Coalition provides safe, drug free activities for youth, community education presentations, community speakers, prescription drug takeback events, ID Tent at Downtown Friday Nights, and Youth Leadership events. The general coalition meets every third Tuesday at noon at various locations. New members are always welcome!

The ultimate goal of the Spearfish Community Coalition is to provide a safe, healthy community for our children to grow, learn and lead in the future.

These efforts cannot be done alone. It takes many people in the community working together to succeed. The Coalition strives to include active representation from parents, media, businesses, law enforcement, schools, youth serving organizations, civic/volunteer organizations, health care professionals, state and local government agencies, religious organizations, those involved in reducing substance abuse and most importantly, youth.

Brain Researcher Illustrates That

Marijuana Is Not Safe Marijuana Effects On Young Brains About half of the states have legalized marijuana for medicinal purposes, and a handful have also legalized cannabis for recreational use. But marijuana is still illegal in South Dakota and nationally.

With a mission to “strengthen and promote healthy lifestyles by reducing youth substance abuse ...,” the Spearfish Community Coalition is concerned about the adverse effects of marijuana, specifically on youth and the increased use by all ages once the substance is legalized.

Bertha K. Madras, PhD, is a professor of psychobiology at Harvard Medical School. As the keynote speaker at the Community Anti-Drug Coalitions of America 26th Annual National Leadership Forum in Washington, DC, in February 2016, Madras presented strong scientific data that marijuana is in fact, unsafe.

She presented several points: l Marijuana is only a plant, but plants can be and are often toxic. Consider hemlock or oleander – both of which are deadly. A plant’s primary method of protection is to produce toxins, and these toxins act on the nervous system. l Marijuana use degrades brain function. “The brain is by far the most magnificent organ in our body,” Madras said. Marijuana use impairs learning and memory (short and long term) verbal IQ, memory, word associations, processing speed, etc., and impairs decision making and motor functions. l Marijuana may not kill quickly and directly like heroin or other opioids, but marijuana use can lead to death. Its use can affect judgement, perception and coordination, which can cause fatal injuries. l Marijuana use is statistically tied to a significant increase in the rates of psychosis and schizophrenia. l Marijuana can be addictive. It was thought that about 9% of users had a cannabis use disorder, but Madras detailed

There are an estimated 22 million users in the United States. l Marijuana is not universally accepted by qualified experts as a medicine.

Its drug chemistry is not known and is not reliably reproducible. There is no accountability in terms of medicine, and the substance entirely circumvents the nation’s rigorous and widely-accepted FDA approval process. l Despite recent attempts to have it changed, marijuana is still classified as a Schedule I drug by the United States Drug Enforcement Agency’s Controlled Substance Act. Schedule I drugs are determined to have a high potential for abuse, have no currently accepted medical treatment use in the U.S., and have a lack of accepted safety for use of the drug or substance under medical supervision. l All adverse effects are more significant with frequency of use and especially when marijuana is used by youth.

Adolescent brains are still growing and changing, making the brain extremely vulnerable to drugs during this time. Adversity associated with marijuana use is higher for adolescent initiates including addiction to marijuana and other drugs, marijuana poisoning, brain changes, cognitive impairment, poor grades at school,

• Reduces ability to plan • Reduces organizational skills • Reduces problem solving • Reduces decision making • Reduces perception of facts • Reduces emotional control • Reduces behavioral control • Impairs motor coordination • Increases impulsivity • Increases hunger • Distorts perception of time, distance, sounds l Promotes euphoria, relaxation, sedation l All adverse affects are more pronounced when used by youth.

less academic achievement, psychosis, and more. l Marijuana leads to a documented loss in IQ, especially when use starts young. One study followed the same people for 38 years and found that early, persistent use can result in up to an eight-point drop in IQ. The amount of IQ drop depends on how much has been used and how often, but if you use marijuana before 18 and then quit, the IQ still is lower. l While we cannot deny the negative effects of alcohol, each drug has its own unique characteristics and should not be compared to alcohol. There is no data associating the use of alcohol with the onset of schizophrenia, for example.

One alcoholic beverage clears the human system within a couple of hours; but marijuana effects linger much longer, and it can remain in the system for up to one month. More people who use marijuana in high school do not graduate, do not enroll in university and do not obtain a degree, if they used marijuana compared to alcohol. l Marijuana use appears to prime the brain to “like” opioids, and we could be passing this attraction on to our offspring. Marijuana use has been studied during adolescence and preg-

nancy in humans and rodents, both resulting in an increased desire for opioids as adults. Marijuana use during adolescence by rodents before conception also led to more heroin seeking as adults, and event future offspring – who had not yet been conceived when marijuana was used – sought heroin at higher rates. This study indicates a propensity to seek heroin was transmitted through DNA to the next generation. l Since marijuana was first commercialized and then legalized in Colorado, the number of traffic deaths related to marjuana use in the state has increased. l Colorado is now number one in youth drug use from ages 12 to 17. The rate of drug use by youth in Colorado has increased, while it has slightly decreased nationally. The percent of school suspensions and expulsions tied to drug use in Colorado has increased significantly. l On the bright side, parents do have a massive influence on child drug use, whether they believe it or not. The children of parents who take strong stands against marijuana will use marijuana at a rate of about 5%. But if parents don’t take a strong stand, if they don’t say much, if they use themselves, if they feel that it’s no big deal, their children will use marijuana at a rate of up to 35%. So parents do have an enormous influence.

Madras is convinced that eventually, the growing amount of inarguable scientific evidence will prevail.

“This is not a war on drugs. It is a defense of our brains,” Madras said. “The brain is a repository of our humanity, wisdom, our ability to love, learn, create, compute, compose, contemplate, think, to remember, to feel empathy for others, to administer justice and compassion.

Medical Marijuana Initiative May Go Before SD Voters South Dakota voters may vote on the legalization of medical marijuana during the 2018 General Election, but they will not decide on the legalization of marijuana for recreational purposes.

Petitions were circulating for two initiatives – recreational and medical – but enough signatures were collected and submitted only for the medical marijuana initiative.

Validating Signatures Some 15,000 signatures were submitted to the Secretary of State’s Office by the November 2017 deadline. Initiated measures require just under 14,000 valid signatures. A random sampling of signatures is done to determine validity, and it could be February or March 2018 before the measure is approved or rejected for the ballot.

The initiative would allow patients with serious medical conditions and a health practitioner’s recommendation to use marijuana. Qualifying patients, such as people with cancer, AIDS and hepatitis C, would be able to get a registration card to possess up to 3 ounces of the plant.

According to the website ballotpedia.org, the South Dakota Department of Health would be responsible for regulating medical marijuana.

Ballot Summary This 95-section, 22-page proposed measure would legalize medical use

of marijuana by qualifying patients, including minors. No person or entity may be penalized, or denied any right or privilege, for conduct that is lawful under the measure.

Qualifying patients must be certified by a practitioner as having a debilitating medical condition. South Dakota patients must obtain a registration card from the State Department of Health (“Department”). Nonresident patients are permitted to use their registration cards from other jurisdictions.

Qualifying patients may designate caregivers to assist with their use of marijuana. A designated caregiver must obtain a registration card from the Department for each qualifying patient. Allowable amounts of marijuana include three ounces of marijuana, a minimum (not maximum) of six marijuana plants if cultivation is permitted for that cardholder, and quantities of other marijuana products as determined by the Department.

The measure legalizes marijuana testing, manufacturing, and cultivation facilities, as well as dispensaries where marijuana may be acquired by cardholders. These establishments must register with the Department.

Schools and landlords cannot penalize, or refuse to enroll or lease, based solely on a person’s cardholder status, absent federal law to the contrary.

Marijuana possession, use, cultivation and distribution remain illegal under Federal law.

Court Appointed Special Advocates Serve Children With compassion and kindness, Northern Hills Court Appointed Special Advocate (CASA) volunteers serve area children who have been abused or neglected. Dedicated community members are trained to advocate for foster children in the county’s juvenile dependency court system. Staff assist volunteers throughout the case.

As officers of the court, CASAs ensure the children’s needs are recognized and best interests are considered both in the courtroom and in the community.

In 2016, 35 advocates served 95 Northern Hills area children. With many children waiting for a CASA volunteer, more volunteers are always needed. Be the voice for a child and apply today! Visit our website at www.nhcasa.org for more information.

ABC Coalition Provides Prevention Services to Schools Action for the Betterment of our Community is currently providing prevention, intervention, and outpatient services in four school districts including: Belle Fourche, Lead-Deadwood, Spearfish and Sturgis. These services include Chemical Abuse Assessments, Individual Sessions, Phase I diversion, Phase II diversion, Phase III Diversion, Tobacco Diversion and Truancy Diversion.

ABC is accredited through the State of South Dakota Community Behavioral Health for prevention, intervention, and outpatient treatment services and completed the McCourt School of Public Policy (Georgetown University) Juvenile Diversion Certificate Program.

Spearfish Student Survey Results For Grades 6-12 Introduced in 1982, the Pride Student Survey for Grade 6-12 has been employed in thousands of schools across the country. Much more than just a substance abuse survey for students, this questionnaire also gathers school climate data (on bullying, harassment, etc.) as well as 50 risk and protective factor items.

The Pride Questionnaire for Grades 6-12 is our longest-running and most utilized survey to date, with more than 7.7 million respondents since 1982. Using this student behavior survey, we have been able to track significant longitudinal data and trends, and have released multiple national data sets, allowing our customers to compare their local data with our national data.

Our grade 6-12 student survey contains the updated Core Measures required by the Substance Abuse and Mental Health Services Administration (SAMHSA) for their Drug-Free Communities Grant, and community coalitions and other grantees use this survey to provide data for funding. All data tracks closely to the Monitoring the Future survey data, which reinforces both surveys’ validity and reliability.

Middle School Student Council Trains Leaders The Spearfish Middle School Student Council is a place for any student looking to take an active role in their school’s initiatives. Participation in the Student Council is not based on election methods but rather the desire to belong.

The goal is to help students become better leaders of tomorrow by allowing space for them to practice. Paula Farley oversees the Student Council in an advisory role, but it is the students’ job to decide which projects to take on and devise a solution to achieve their goals.

One of the most significant community projects that the students take on every year is the honoring of our Veterans in an assembly on Veteran’s Day. This year in addition to that, they are also preparing, serving, and eating meals with the local VFW each month before their monthly meeting.

Helping to stock the Spearfish Food Pantry with non-perishable food items is another key activity in the Middle School community outreach. The students help by promoting a competition of generosity within the school to gather as many donations as possible. The real winners, however, are those in need.

The Student Council also spends time taking on responsibilities around the school. The group has planted memorial trees, put out tables and benches, purchased an electronic sign, and held dances for all grade levels, just to name a few.

In addition to serving others in the community, the students also take on initiatives that encourage growth in themselves and their peers. Over the past few years, the students have planned and executed an annual Leadership Day for students in the Northern Black Hills.

School Program Teaches LifeSkills The LifeSkills school program is a comprehensive, dynamic, and developmentally appropriate substance abuse and violence prevention program designed for upper elementary, middle school, and high school students. This highly effective curriculum has been proven to help increase self-esteem, develop healthy attitudes, and improve their knowledge of essential life skills - all of which promote healthy and positive personal development.

This prevention program was implemented into the Spearfish School District over nine years ago through a prevention grant written by Jackie Kary. At this time, school staff were trained in grades 3 -12 in our district. Currently this program is presented in grades 3rd through 5th at Creekside Elementary by classroom teachers and elementary counselors. YOUTHWISE provides LifeSkills lessons as a part of the Health curriculum at Spearfish Middle School. We have found though pre-tests and post-tests that the Lifeskills curriculum is beneficial to both students and our entire school district climate.

Program learning objectives include the following: l Personal Self-Management Skills Students develop skills that enhance self-esteem, develop problem-solving skills, help them reduce stress and anxiety, and manage anger. l General Social Skills Students gain skills to meet personal challenges such as overcoming shyness, communicating clearly, building relationships, and avoiding violence. l D rug Resistance Skills Students build effective defenses against pressures to use tobacco, alcohol, and other drugs.

According to a recent report on the economic benefit of evidence-based prevention programs, the LifeSkills Training (LST) program produced a $50 benefit for every $1 invested in terms of reduced corrections costs, welfare and social services burden, drug and mental health treatment, and increased employment and tax revenue. LST had the highest return on investment of all substance abuse prevention curricula studied. The analysis of the return on investment of LST and other evidence-based prevention programs is part of a series of reports prepared by researchers at the Washington State Institute for Public Policy.

Together, these reports consistently show that effective prevention programs not only work but can produce dramatic savings!

Through a group effort including Spearfish Community Coalition, Spearfish School District, YOUTHWISE and the South Dakota Department of Health we are able to provide this prevention program to the youth in our community.

Developmental Assets In 1990, Search Institute released a framework of Developmental Assets, which identifies a set of skills, experiences, relationships, and behaviors that enable young people to develop into successful and contributing adults. Over the following decades, the Developmental Assets framework and approach to youth development became the most frequently cited and widely utilized in the world, creating what Stanford University’s William Damon described as a “sea change” in adolescent development.

From Cigarettes to Vaping The tobacco plant comes from the Nicotiana and Solanaceae (nightshade) family. It is an insecticide by nature, using nicotine as its weapon of defense.

It poisons all that touches it except for the tobacco hornworm. The hornworm adapted to use the nicotine ingested in the larval stage as its defense mechanism, protecting itself by emitting a smell to ward off predators. This release of poison known as a “breath of death,” seals an animal of prey’s fate, as death overtakes them (Kumar, et.al, 2013).

For humans it takes much longer to see the poison cause harm and death, due to the difference in body weight.

Humans require longer exposures over time for the poison to be visible. Over the past decade, researchers and those in the medical field have provided empirical data to demonstrate the harmful effects. This information helped to create prevention and recovery programs to communities. The tobacco industry continues to create a variety of ways to use nicotine. Some of these claim to be better or healthier alternatives such as smokeless tobacco, e-cigs, and the most recent vaping pens that use e-liquid.

Vaporizers hit the stores with the disclaimer that “it helps to quit smoking,” or that it was better because “it does not cause second hand smoke.” The transition from nicotine to non-nicotine, including the options of endless flavors, sparked interest almost immediately. Flavors available include apple pie, key lime, strawberry, mango, watermelon, and more.

Storefronts and businesses began selling products. Vape shops soon opened, giving customers a chance to try out and learn about the equipment,

sample flavors, and acquire information. The equipment used is completely customizable with interchangeable tanks, and atomizers to increase the amount of smoke released.

It was not long before the youth caught on and joined the trend, often using the non-nicotine option under the fallacy that it is not harmful because it does not contain nicotine, the cancer-causing ingredient. Once a habit, it is now a full-blown hobby for many adolescents and younger adults. Ruthless Vapor is a website that promotes the Vaping Capitol Cloud Championship, a competition full with cash and prizes in the categories of biggest cloud, best in vaping tricks. In fact, Ruthless Vapor calls this competition is “a sport” among the vaping community.

According to CVS Health Foundation’s campaign #BETHEFIRST, smoking among the youth is now at an all-time low. For the first time in history, this generation has a chance to be the first smoke free generation. It is time to spread awareness about the possible harmful effects of vaping. Regardless of the absence of nicotine, some of the e-liquid flavors contain the harmful ingredient diacetyl, which is known to cause “popcorn lung,” an irreversible condition (Sauler & Gulati, 2012). The ingredient causes damage to the tiny air sacs resulting in wheezing, coughing, and shortness of breath. Although not all flavors contain the ingredient, this is not a risk the future generation should take; after all it took decades for researchers to prove the harmful effects of cigarettes and for humans to be exposed long enough to see the deadly consequences.

Students Against Destructive Decisions For more than 30 years, SADD has been committed to empowering young people to lead education and prevention initiatives in their schools and communities. Founded as Students Against Driving Drunk in 1981 in Wayland, Massachusetts, SADD has grown to become the nation’s leading peer-to-peer youth education and prevention organization with thousands of chapters in middle schools, high schools, and colleges. In 1997, in response to requests from SADD students themselves, SADD expanded its mission and its name and now sponsors chapters called Students Against Destructive Decisions.

SADD continues to endorse a firm “No Use” message related to use of alcohol and other drugs. With its expanded focus, SADD now highlights prevention of all destructive behaviors and attitudes that are harmful to young people, including traffic safety, substance abuse, and an array of issues dealing with personal health and safety.
