About This Publication Through this publication, the Spearfish Community Coalition and Spearfish Parks and Recreation department hope to provide the community with a comprehensive tool for resources and activities available to youth and families in the Spearfish area. This guide is funded primarily through SAMHSA funds and by the Spearfish Community Coalition. SCC is a collaborative organization of community members that combine efforts to create a healthy community by reducing risk and increasing protective factors such as developmental assets. Products, such as the Youth and Family Resource and Activity Guide are a piece of the collaborative puzzle of efforts to improve the quality of life in Spearfish and by raising awareness of youth and families to the positive resources and activities offered in our beautiful community. About the Coalition
About the Coalition The Spearfish Community Coalition is a volunteer-driven 501(c)3 non-profit organization whose mission is to, “mobilize the community to support positive, healthy and drug free youth.” Dedicated to the improvement of our community and to providing healthy opportunities for our youth, Coalition members work hard on a number of initiatives that reduce and prevent underage drinking, tobacco use, and other drug use. The Coalition also works to build protective factors through developmental assets and youth leadership opportunities. With grant funding through the Drug Free Communities Grant (DFC) through the Substance Abuse and Mental Health Services Administration (SAMHSA), the SD State Tobacco Control Program, and local foundation and corporate grants, the Coalition operates to provide education, skill enhancement, policy modification and development, physical design change, reduction of barriers to prevention efforts, and changing consequences. The Coalition functions through the Strategic Prevention Framework, which includes assessment, capacity building, planning, implementation, evaluation and sustainability. In its sixth year as a Drug Free Communities grantee, the Coalition continues to build capacity and strengthen collaborations with community partners, parents, youth, businesses and civic organizations.
Current Initiatives Include: ** Promoting smoke-free multi-unit housing policies; ** Implementing a tobacco-free parks and play spaces ordinance; ** Providing support for the Life Skills prevention curriculum in Spearfish School District and Teens Against Tobacco Use (TATU) group; ** Provide training and ID checks using

the ID Scanner at Downtown Friday Nights and other community events; ** • Youth opportunities such as the Youth Leadership Conference and Red Ribbon Week Activities; ** Positive Community Norms campaign - an effort that focuses on changing community misperceptions that all kids drink, or smoke or are in trouble, to correct perceptions that most kids do not engage in risky behaviors; ** Developmental Asset Building Please consider getting involved with the Spearfish Community Coalition and volunteering your time to ensure a healthy and safe environment for our youth. The Coalition provides safe, drug free activities for youth, community education presentations, community speakers, prescription drug takeback events, ID Tent at Downtown Friday Nights, and Youth Leadership events. The general coalition meets every third Tuesday at noon at various locations. New members are always welcome! The ultimate goal of the Spearfish Community Coalition is to provide a safe, healthy community for our children to grow, learn and lead in the future. These efforts cannot be done alone. It takes many people in the community working together to succeed. The Coalition strives to include active representation from parents, media, businesses, law enforcement, schools, youth serving organizations, civic/volunteer organizations, health care professionals, state and local government agencies, religious organizations, those involved in reducing substance abuse and most importantly, youth. Teens Against Tobacco Use (TATU) is a program that allows students ages 14-17 to mentor youngsters about the dangers of smoking. Research indicates that teens enjoy opportunities to positively influence their younger counterparts. Consequently, this mentoring also serves to reinforce their decisions to remain smoke-free. Evidence suggests that peer-led programs such as TATU are more effective in reducing tobacco use among youth.
The Need for Tobacco Education: ** Tobacco use begins at an early age. Almost 90 percent of all smokers begin before the age of 18. ** Everyday more than 4,000 kids try their first cigarette; and each day more than 2,000 other kids under 18 years of age become new regular, daily smokers. That’s more than 750,000 new underage daily smokers each year. ** The tobacco industry concentrates its marketing efforts on our nation’s children. They recognize that new smokers must continually be recruited to replace the nearly half-million who die annually of tobacco-related illnesses.
Effective Solutions: ** The TATU program transforms teens from consumers to consumer advocates. They learn to recognize the tobacco industry’s efforts to target them as the next generation of smokers. ** Teens learn the vital role they will play in education children on the dangers of smoking ** Empowered with this new knowledge, the teens take their anti-smoking message to schools throughout their community. ** TATU teens have been involved in advocacy issues in their own communities, which have broadened their roles as youth leaders and role models. ** In elementary and middle schools, high school youth presentations are a refreshing departure from the traditional lessons taught by adults. Underage Drinking
Underage Drinking SAMHSA provides information on the dangers of underage drinking and offers tips on how to prevent this threat to adolescent development and health.
Prevalence Underage drinking is a significant, but often overlooked, problem in the United States. More teens use alcohol than tobacco or other drugs. Although adolescents and young adults drink less often than adults, they tend to drink more than adults, frequently drinking as many as 5 or more drinks on a single occasion. Rates of binge and heavy alcohol use among people under the age of 21 declined from 2002 and 2014, according to SAMHSA’s 2014 National Survey on Drug Use and Health; however, over 5 million youth between the ages of 12 and 20 reported being binge drinkers, and 1.3 million reported being heavy drinkers. The results showed 77% of current underage drinkers reported drinking while with a group, while 6.3% reported drinking alone. The remaining youth reported they drank with one other person the last time they drank. For young people between the ages of 12 and 20, the reported rates of alcohol use in the past month in 2014 were: • 13.5% of Asian Americans • 17.3% of African-Americans • 21.1% of people reporting two or more races

• 21.2% of Hispanics • 21.9% of American Indians/Alaska Natives • 26% of whites Reports of underage alcohol use were highest in the Northeast (28.3%) and lowest in the South (22.3%). Rates in the Midwest and West were both around 24.5%.
Risk Factors Although adolescence brings increased risk for alcohol use, some factors put teens at higher risk for abusing alcohol. These include high levels of impulsiveness, novelty seeking, and aggressive behavior; having conduct or behavior problems; and a tendency not to consider the possible negative consequences of one’s actions.
Underage drinking: • Is responsible for more than 4,300 annual deaths among underage youth • Is linked to 189,000 emergency rooms visits by people under age 21 for injuries and other conditions • Contributes to the likelihood of risky sexual behavior, including unwanted, unintended, and unprotected sexual activity, and sex with multiple partners • Increases the risk of encountering legal problems, such as being arrested for drunk driving or physically hurting someone while drunk

• Increases the risk of physical and sexual assault
• Increases the risk of memory problems • Increases the risk of using and misusing other drugs • Increases the risk of changes in brain development that may have life-long effects Is a risk factor for heavy drinking later in life, which can lead to other medical problems (youth who start drinking before age 15 are almost 5 times more likely to develop alcohol dependence or abuse later in life than those who begin drinking at or after age 21) Addressing underage drinking has historically been a top priority for SAMHSA. SAMHSA’s Strategic Initiatives, as outlined in 2011, underscored the importance of public awareness and health education to address and prevent underage drinking. As SAMHSA looks to the future, it remains committed to engaging with parents and other caregivers, schools, communities, and youth in a coordinated national effort to prevent underage drinking.
Mandated by the Sober Truth on Preventing Underage Drinking Act (STOP Act) of 2006, SAMHSA’s underage drinking prevention campaign—“Talk. They Hear You.”—helps parents and caregivers start talking to their children early—as early as 9 years old—about the dangers of alcohol. The goals of the campaign are to: • Increase parents’ awareness of the prevalence and risk of underage drinking •
Equip parents with the knowledge, skills, and confidence to prevent underage drinking
• Increase parents’ actions to prevent underage drinking Over the past few years, thousands of communities across the United States have held events to educate people about the dangers of underage drinking and to involve people in proven prevention strategies.

Our Mission Counter Tools, based in Carrboro, NC, began as a startup venture out of the University of North Carolina at Chapel Hill, led by a collective 50 years experience in tobacco control research and practice. Counter Tools is the only nonprofit technical assistance provider focusing specifically on tobacco control in the retail environment. We are quickly becoming the national leader in this sector. Counter Tools serves public health workers in federal, state and local government agencies (most commonly health departments) as well as nonprofit organizations, universities and foundations conducting public health practice or research. Policy solutions to public health problems require a local evidence base: our tools help advocates build their policy case and streamline the policy change process. The goal is to work in tandem with clients and their grantees to understand the current retail landscape through Geographic Information System (GIS) mapping and store observations to identify priorities and to set the agenda for health promoting policy, systems and environmental change. *The following four pages reflect data collected on tobacco point-of-sale in the Spearfish community using Counter Tools. Introduced in 1982, the Pride Student Survey for Grade 6-12 has been employed in thousands of schools across the country. Much more than just a substance abuse survey for students, this questionnaire also gathers school climate data (on bullying, harassment, etc.) as well as 50 risk and protective factor items. The Pride Questionnaire for Grades 6-12 is our longest-running and most utilized survey to date, with more than 7.7 million respondents since 1982. Using this student behavior survey, we have been able to track significant longitudinal data and trends, and have released multiple national data sets, allowing our customers to compare their local data with our national data.
Our grade 6-12 student survey contains the updated Core Measures required by the Substance Abuse and Mental Health Services Administration (SAMHSA) for their Drug-Free Communities Grant, and community coalitions and other grantees use this survey to provide data for funding. All data tracks closely to the Monitoring the Future survey data, which reinforces both surveys’ validity and reliability. Why Should I get trained in Mental Health First Aid?

Mental health challenges – such as depression, anxiety, psychosis and substance use – are shockingly common in the United States. In fact, more than one in five American adults will have a mental health problem in any given year. The National Council for Behavioral Health certifies individuals throughout the nation, including YouthWise, to provide Mental Health First Aid courses to prepare their communities with the knowledge and skills to help individuals who are developing a mental health problem or experiencing a mental health crisis. Identified on SAMHSA’s National Registry of Evidence-Based Programs and Practices, the training helps the public better identify, understand and respond to signs of mental illnesses. The Mental Health First Aid course is designed to give ordinary people the skills to help someone who is experiencing a mental health crisis or intervene early to prevent a crisis from occurring. The program is based on the principle that early intervention prevents mental illness from becoming more severe by encouraging people to seek help early. MHFA teaches people ways to connect to the appropriate professional, peer, or self-help care. Mental Health First Aid has been rigorously evaluated and is proven to improve mental health literacy and reduce the stigma surrounding all mental illness. Because the training increases access to treatment, evaluations demonstrate that the program reduces the damaging and costly effects of mental and emotional disorders such as job loss, school dropouts, relationship issues, and drug and alcohol problems. The core message of MHFA is communicated through a 5-step action plan encompassing the skills, resources, and knowledge to help connect an individual in crisis with appropriate professional, (40)
peer, social, and self-help care. After years of substance abuse prevention programing and Life Skills education in schools and communities, YouthWise willingly took on the challenge as the community Mental Health First Aid Educating Agency for the Northern Black Hills. “We felt this role was instrumental as an agency in building a bridge between individuals who were in fear of seeking treatment because of the stigma in our community,”…. “More importantly we felt we could become the voice of those who are rarely listened to, and Mental Health First Aid was the right program to engage all areas of business, home, and community,” stated Executive Director, Dominique Charlson. “Mental Health problems are treatable, mild, moderate, or severe….. It’s not a life sentence, all sorts of combinations of help and treatment are available right here in our community and as a Mental Health First Aid trained individual you will have all the knowledge and steps to help someone with confidence by the end of the training. You will not leave in (8) hours knowing how to diagnosis or treat mental health challenges, this is for the experts in mental health, but you will know your role as an everyday citizen on how to recognize signs and symptoms along with encouraging the individual to seek some form of appropriate support or help. Celebrates 20 years of service Lawrence County Teen Court is celebrating 20 years of service in the Northern Hills. Teen Court is a real justice program run by teens for teens. Juvenile’s aged 12 through 17 who have committed a misdemeanor crime appear before a jury of their peers. The crime is generally a first offense, and the respondent must admit involvement since this is a disposition (sentencing) hearing only. Volunteers that lead Teen Court range in age from seventh graders in Middle School to seniors in high school. Marlene Todd, founder and director of the Lawrence County Teen Court started this program from a small office in her basement in 1995. When Todd started this program it was the first of its kind in South Dakota. There is now at least one teen court program in every judicial circuit within South Dakota.
Teen court takes place in lieu of the juvenile court systems. Teens under the age of 18 or graduation from high school can opt to use the Teen Court system. Choosing Teen Court can keep misdemeanor offenses off of their record, while also creating accountability for juvenile offenders. According to Marlene Todd, “Teen Court goals consist of helping teen offenders in acknowledging that they are responsible for their behavior and that the consequences they experience are a direct result of their own behaviors. Goals that are set in Teen Court include promoting a positive attitude toward authority by showing respect and courtesy to anyone they encounter; providing a forum for teens to experience the judiciary system while reducing the likelihood of youth committing repeat offenses”.
