RCMP officer dragged by arm for 30-yards

BY MIKE CARTER Chetwynd Echo Reporter –––––––––––––– CHETWYND – If you heard sirens Saturday night, it was for one of two reasons; or perhaps both.

The Canadian Cancer Society’s, Cops for Cancer “Tour de North” rolled trough town with the help of a Chetwynd Volunteer Fire

Department escort, sirens a blazing.

However, the 23 riders and eight support vehicles, which were scheduled to arrive at 5 p.m., were delayed by a number of factors, including the high-speed pursuit which roared through the centre of Chetwynd just after 6 p.m.

It was at this time that the Chetwynd RCMP detachment says it observed a grey Escalade travelling at a high rate of speed on Highway 29, north of Chetwynd.

The vehicle was driven by Bryan Wayne Best who is known to the police.

Best was allegedly observed earlier in the evening throwing a beer

can out of the window of the Escalade.

Officers proceeded to pull him over and investigate what they assumed was an impaired driving incident. Best then fled from the police on foot, before he was able to jump back into his vehicle.

Once in the vehicle, Best allegedly grabbed a hold of the arm of a Chetwynd RCMP officer who attempted to stop him from getting into the vehicle, apparently dragging him for about 30 yards before the officer was able to break free.

He was not seriously injured.

Best facing several serious charges Continued from page 1

Eyewitnesses reported a four-vehicle pursuit was then initiated as the Escalade sped through an intersection, and up Highway 29 towards Moberly Lake, towards the oncoming Cops for Cancer bike ride.

Organizers of the ride were able to pull the team off of Highway 29 at the Chetwynd weigh scale, as the suspect and officers in pursuit rushed by.

"As we came into Chetwynd we understood that there was a police event that had occurred and a pursuit was underway,�

Deputy Commissioner for E Division Craig Callens, who was taking part in the Cops for Cancer ride said. “We pulled off at the weigh scales and sure enough, within a couple of minutes the individual who was subject to the pursuit went by along with a number of the local

RCMP, but I am pleased to report that they’ve taken them into custody and none of our members were injured and nor was the suspect."

The RCMP says that during the pursuit, Best rammed a police vehicle head on before he was captured and arrested.

Best has been charged with numerous offences including assault of an officer, aggravated assault, dangerous operation of a motor vehicle and failing to stop for police.

According to various Chetwynd Facebook sites, there were several witnesses to the incident.

According to one poster, the driver didn’t seem too concerned as he sped past her house. “Laid back driving with one hand barely on the wheel,� she said.

Best appeared in court Tuesday in Dawson Creek.

BC's municipal leaders gather in Vancouver for UBCM

BY MIKE CARTER Chetwynd Echo Reporter –––––––––––––– VANCOUVER – Municipal leaders from across the province have gathered this week for the annual meeting of the minds, the Union of British Columbia Municipalities convention.

The event promises many opportunities for networking among local leaders.

Topics of discussion set out in the resolutions to be considered at the meeting range from lower the speed limit and giving search and rescue squads guaranteed money, to regulating scooters and funding a reliable air ambulance system.

The theme of this year’s convention is “Navigating the Local landscape�, which should bring about discussions on such key issues as finding new funding structures for infrastructure development, intergovernmental cooperation, and examining how global economic uncertainties impact local communities.

Of the over 150 resolutions put forward, two were from the Peace River Regional District (PRRD), rep-

with an eye towards the potential for massive development of natural resources in our region. In this proposal, the PRRD asks UBCM to consider mimicking the practices in Norway of managing its natural resources for the betterment of its citizens with the goal of adopting a similar approach in BC. The resolution came in the wake of a report from the Canadian Centre for Policy Alternatives that was released at the beginning of 2013, revealing there is much to be learned form the small Nordic country.

The report supports a more handson approach both provincially and federally toward developing resources that would essentially put the government in the drivers seat when it came to resources – instead of large multinational conglomerates – allowing for a more equal divvying up of the resulting riches and reducing environmental impacts. “Right from the beginning in Norway, there was a consensus that the government had to be in the drivers seat, both as an owner and as Please see "MAYORS," page 10

Site C JRP says more information needed from BC Hydro on Environmental impacts

BY MIKE CARTER Chetwynd Echo Reporter –––––––––––––– VANCOUVER – The Joint Review Panel on theSite C clean energy project has rejected BC Hydro’s amended Environmental Impact Statement, determining that more information is required.

By requesting this information, the Joint Review Panel has essentially stopped the regulatory clock.

“The panel is of the view that the additional information required is necessary for the panel to determine if the Environmental Impact Statement (EIS) is sufficient to proceed to a public hearing,” Joint Review Panel chair Harry Swain wrote in a letter to BC Hydro’s director of environmental assessment, Danielle Mechoir.

The panel is also reviewing and considering comments received from the various participants in the pre-panel stage of the review.

The Portage Mountain quarry on Dinosaur Lake was eliminated as a potential source of permanent riprap for the dam site due to the potential effect on traffic in the area. The decision was made after BC Hydro conducted a transportation study, the JRP’s report says.

The West Pine quarry, located west of Chetwynd, was identified by BC Hydro to replace the Portage Mountain quarry as its source for riprap material, used to protect the earth filled dam from erosion.

Lastly, Northern Health stated that the EIS has varying conclusions regarding community services provided by other agencies and requests further assessment be done to address the increased demand for services like mental health and addiction that will be needed once workers are in camp near the dam.

the project site will in fact see the doctor for a check up when they are back in their home town, but would require periodic access to health and social services during their time in the work camps.

Emergency and acute care services would see the greatest increase in demand, but mental health, drug addiction and diagnostic services would also be utilized.

The JRP formally requests that the BC Hydro provide more information regarding specific impacts of the project on mental health and social service agencies in the region, the incremental effects on human health, including mental health and social problems for aboriginal and non-aboriginal populations and take into account the statement from Northern Health by elaborating on mitigation and opportunities for collaboration to address potential effects.

hile Energy Minister Bill Bennett this week vowed to scale down BC Hydro's proposed 26.4 per cent rate increase, he also ruled out any independent review of elected rates by the B.C. Utilities Commission.

"If we were to just turn the whole thing back to the

commission, I'm quite positive that you would have something happen in terms of rate increases that the people of B.C. would not be happy about," Bennett told the legislature press gallery during a conference call.

"So we're not going to do that."

Instead the government has delegated a platoon of senior public servants to review the Hydro proposal and "grind" it down to something more palatable.

Then Bennett himself will take that recommendation to cabinet for review and

final approval, whereupon the new rates will be put in place by cabinet order.

Bypassing the utilities commission is something that Hydro itself suggested in its initial presentation to the government-appointed Rates Working Group on Aug. 23.

The leaked PowerPoint presentation, stamped "privileged and confidential," includes a warning about "regulatory process risk," creating "uncertainty" for the utility and the government alike.

Specifically, Hydro frets

that BCUC, given a chance to scrutinize the rates, "is likely to enforce rate mitigation mechanisms and/or disallow certain costs." The disallowed costs might include "independent power project contracts," which Hydro says account for $135 million of its professed need for a $1-billion revenue boost. The commission might also challenge Hydro's growing practice (encouraged by the Liberals) of putting off current spending to myriad deferral accounts, for repayment in future years.

The document goes on to speculate that the commission might take particular exception to the account sheltering the deferred cost of negotiating, litigating and settling First Nation claims, the ones where Hydro deferred the cost of buying out homeowners along the route of a controversial transmission line in Tsawwassen and the cost of cleaning up a blighted waterway in the provincial capital.

Together those account for more than half a billion dollars in deferred costs.

Also at risk, according to Hydro, is its "rate stabilization regulatory account."

All this could in turn lead "to uncertainty on rates and the government fiscal plan."

The Liberal fiscal plan is heavily reliant on a steady siphoning of cash from Hydro accounts into the provincial treasury, to pay for programs. The combined take in dividends, taxes and water rental fees exceeds $1 billion.

Higher rates may not be liked, but independent verdict Continued from page 4

disallow any part of a proposed Hydro rate increase, the ripple effect could reduce the pool of cash available for those periodic raids on Crown corporation finances.

So, to summarize Hydro's thinly veiled advice to the Liberals regarding any reference of this or other matters to the utilities commission: "Don't go there."

Not that the Liberals needed much of a reminder, given what happened the last time the

commission was poised to review a proposed increase in electricity rates.

It was the spring of 2012, Hydro was looking for 17 per cent over three years, and the commission was preparing for due diligence on the request with a fullblown set of public hearings.

The Liberals, fearing the consequences of public scrutiny of their interference in everything from smart meters to green power to electricity selfsufficiency, tried to head off the process.

But the commission balked at the government's heavy-handed suggestion that Hydro be allowed to negotiate a backroom deal with ratepayer interest groups, which would have bypassed the need for public hearings.

"Decisions made in negotiated settlement processes tend to be in the nature of trade-offs among the parties, each of which has its own particular interest," wrote commissioner Alison Rhodes on behalf of a threemember regulatory

panel.

"However, there is no broad representation of the existing ratepayers.

Further, there is no representation of potentially affected future ratepayers.

The panel considers this a public interest issue and one that is of significant concern."

She went on to cite a range of issues that had not been publicly vetted since the last set of hearings before the commission four years earlier.

"Many of these are public policy and/or public inter-

est related-issues, and as such, they require an open and transparent review," wrote commissioner Rhodes. "The panel is not satisfied that these issues can be adequately addressed in a negotiated settlement process. Rather, the panel finds these issues are better suited to an oral public hearing process."

An open and transparent review? Not on the B.C. Liberal watch. Rebuffed on the overture for a backroom deal, the cabinet brought out its heavy guns, and flatly ordered

the commission to rubber stamp the rate increase, no questions asked.

Nor are the Liberals any more keen to have their rate regime subjected to scrutiny by those meddlesome folks at the commission this time around.

People might not like the higher rates, as Bennett suggests. But at least they'd have an independent verdict on to what extent they can be blamed on the Liberals. Which is why the commission is being neutralized once again.

Chetwynd man crashes through PG house

ALASKA HIGHWAY NEWS –––––––––––––– PRINCE GEORGE – A 29-year-old Chetwynd man is at the centre of a police investigation following the September 14 crash of a pickup truck into a home at the corner of Ospika Boulevard and James Drive in Prince George.

Police believe excessive speed and alcohol were factors in the collision that

left a 2007 Chevrolet pickup partially resting in the home's second-floor bedroom.

A man had been sleeping in the room but had left just moments before, according to RCMP. Two other adults were asleep on the bottom floor and were uninjured while the truck's driver and passenger were transported to hospital with minor injuries.

"It is remarkable that no one was seriously hurt in this collision," Prince George RCMP Cpl. Craig Douglass said. "A few seconds earlier and the results could have been far worse."

Edge and Silverbacks baseball teams place in provincials

CHETWYND ECHO STAFF –––––––––––––– ABBORTSFORD: The Chetwynd Edge Ladies and Silverbacks Men’s Slo-pitch baseball teams placed at provincials in Abbotsford over the Sept long weekend representing and placing Northern BC in the ‘winners circle’.

The Edge Ladies team entered into the C Division and winning in the round robin were placed into the Comp Division (B) placing third overall in the province.

Silverback Men’s placed third overall in the Men’s D division knocking out many teams to get to the top.

Anderson and Mosher first place winners at 2013 mudbogs

BY MIKE CARTER Chetwynd Echo Reporter –––––––––––––– CHETWYNDThere was plenty of action this weekend at the Pine Valley Motocross track on Highway 29, as the Second Annual Chetwynd Mud Bog Fall Brawl entertained crowds for both Saturday and Sunday.

Tye Hoover, a local resident and announcer at the event said that a lot of the spectators he spoke to had said they preferred the Chetwynd track over the others in the region because it allowed for better viewing.

“All the other ones, you are sitting flat and all you see is the cab go by,” Hoover explained.

The motocross track, built by Jason Berlinger, got rave reviews during the motocross races held the weekend of August 23.

The newly built mud bog pits, created last year for the first event, provide a view from atop an embankment, allowing spectators to capture all the action.

For day two of the races, the pits - three in total; small, medium and large were swept, reducing the amount of mud in them, and allowing the boggers to improve their times from the first day. The maintenance also significantly reduced the number of vehicles that had to be

hauled out of the mud because they were stuck.

Race organizers hoped this would also allow the participants to get back on the road earlier than they did last year, when lights had to be brought out for the final Sunday evening runs.

The event was also held earlier in the month than in 2012, which benefited all with a day of summerlike weather as opposed to what some described as “nasty, cold and miserable” conditions at last year’s event.

Director Grace McGregor emphasized that a healthy rural BC is essential to a healthy BC. She outlined the components of a rural strategy, as captured in their report, "The Pathway to Prosperity in British Columbia Runs Through Its Rural Places".

Implementing a focused strategy, the session heard, will assist all levels of government navigate the complex, multi-jurisdictional landscape of social and economic recovery. The Project is a four-year effort by the province's three Beetle Action Coalitions (BACs) to coordinate across regions and draws on successful experiences in other jurisdictions in the U.S. and Canada.

Improved infrastructure, including water supply, roads and broadband Internet service, is fundamental to the any strategy.

Calling for a "rural lens" to be put on provincial decision-making, a key proposal emerging from the project is the appointment of a Minister of Rural BC responsible for rural issues. Donna Barnett, Parliamentary Secretary for Rural Development and long-time BAC member, was in attendance and was singled out for appreciation for her long-stand-

SPARKS FLY AT MARIJUANA SESSION Feedback from elected officials indicates widespread dissatisfaction with both existing and updated federal medical marijuana regulations.

Following his presentation at a UBCM information session Tuesday, Health Canada's Executive Director for Market Development Todd Cain faced the wrath of unhappy local government delegates with numerous objections.

Recent revisions to regulations governing the production and distribution of medical marijuana are intended to provide reasonable access for patients, close loopholes

and increase public health and safety.

Licensed providers will be the only legal source of the narcotic and direct delivery-by mail or courier-the only approved distribution method.

The new Marijuana for Medical Purposes Regulations (MMPR) came into effect in June 2013, while the current Medical Marijuana Access Regulations (MMAR) will be repealed on March 31, 2014. Until then, both the MMPR and MMAR will be in force.

Of particular concern is a responsibility gap for the inspection and remediation of residences used for marijuana cultivation under regulations that will continue until next spring.

Health Canada has no authority to undertake these activities and, in accordance with the Privacy Act, they cannot release names and addresses of individuals who are currently licensed to produce marijuana under the MMAR. This leaves local governments with no means of identifying grow locations, and no resources for enforcing the cessation of growing activities

Ghost Mountain Grunt, Gymkhana Club Pokerride, First Coffee House of the Season

BY MIKE CARTER Chetwynd Echo Reporter –––––––––––––– CHETWYND - The Peace Christian School’s Ghost Mountain Grunt highlights the weekend in Chetwynd. The annual event is set to go on Sunday, September 22.

The muster point for the 15.3 kilometre walk/run will be the Chetwynd Shared Ministry, located at 5214 46th Avenue. There is a $15 race fee. Registration forms can be downloaded at peacechristianschool.ca.

Race day registration is also available, and will begin at 9:00 a.m. at the 46th Ave. location.

Participants will be bused up to the starting point of the course, located at the Chetwynd Community Forest.

Individuals will walk or run through a marked course, travelling through several checkpoints to complete their journey.

GYMKHANA CLUB POKER RIDE The annual fundraising event for the Chetwynd Gymkhana club is also taking place this weekend.

Gymkhana is a local horse club with about 50 members. Every three weeks in the summer, the club holds informal competition events.

The poker ride, a club tradition for over ten years, will begin at a club member’s house in East Pine, 20 kilometres east of town on highway 97, just past the Tembec turnoff to the right.

Organizers say the driveway will be marked.

Poker hands are priced at $20 for adults and $10 for kids.

Along the three-hour trail ride, participants will select cards at certain checkpoints. The highest card will take the grand prize, a training saddle.

The saddle currently on display at the Rein-in Tack on 49th Avenue.

Cash prizes will be awarded for second and third place.

Don’t feel like horse back riding?

Non-riders can also buy hands and take part in the silent auction. Bidding will be held on a barbeque, gift cards, bags of feed, and other prizes donated by various businesses and members of the community.

Although the group has held the poker ride for at least the past ten years, club president Jody Bougerolle says this is the

first time the ride has taken place in September.

Making it hard to tell just how many riders will show up.

“Before, we’ve always done it in June,” Bourgerolle said.

“This is going to be kind of new for us. We are hoping that we get enough people.”

The club is hoping to repeat their average sale of 75 hands, and people are encouraged to purchase more than one hand to increase their odds at winning the big prize.

THE CHETWYND COFFEE HOUSE IS BACK Yes, it’s that time of the year again, when the Chetwynd Coffee House fills the otherwise peaceful public library with the sounds of music.

The first Coffee House gets underway this Saturday, September 21 at 7 – 10 p.m. Admission is by donation and the Bistro will be open for drinks and snacks.

The series will run once a month from now until May or possibly June, organizers say.

This weekend will be an open stage event, with bits and pieces of the Hillbilly Mafia possibly taking the stage for a few songs.

Everyone is welcome, so go enjoy some local talent and support your local public library.

A total of 39 participants and five volunteers headed out from the Northern Lights College parking lot and jogged or walked their way along the five-kilometre route.

Those wishing to do the 10-kilometre option made a second lap.

It has been more than three decades since Terry Fox ran his Marathon for Hope in his mission to raise funds for cancer research. To this day, Fox inspires Canadians and people around the world to take part in the annual event, which celebrated its 33rd Anniversary, this past weekend.

By press time, no final figures were available for the amount of funds raised at events across the country.

Thousands ran in more than 800

communities across Canada.

To date, the Terry Fox run has raised more than $600 million for cancer research since 1980.

Earlier this month it was announced that a Terry Fox research institute-led study had developed a new clinical tool that accurately classifies, nine out of ten times, benign and malignant spots on lung CT scans of smokers.

The findings are expected to have an immediate impact worldwide among health professionals who currently diagnose and treat individuals at risk for or who are diagnosed with lung cancer, and provide new evidence for developing and improving lung-cancer screening programs.

“We already know that CT screening saves lives. Now, we have evidence that our model and risk calculator can accurately predict which abnormalities that show up on a first CT require further follow up, such as a repeat CT scan, a biopsy, or sur-

gery, and which does not,” co-principal investigator and professor of medicine at the University of British Columbia Dr. Stephen Lam said.

James Gerald Thola 1953 – 2013

James Gerald Thola was born on November 13, 1953 in Bellevue, Iowa, USA. He was the fourth of seven children to the late Raymond and Adele Thola. He spent his early years in Iowa and later moved to Mesa, Arizona with his family for ten years. When he was about 13 years old, his family moved to Canada, they spent the <irst two years in Vanderhoof, BC and then settled in Groundbirch, BC until a year after his marriage.

Jim loved to travel in his younger days. One summer he joined a carnival and travelled with them. Jim also loved to hunt and had a share of his exciting hunting stories. He may not have had perfect attendance at school but he found ways to channel his energy through many miles of walking, jogging, biking, and hiking.

Jim went from many years as a logger and then on to numerous years working for Peace Country Maintenance.

Jim loved his mother so much so that when she was diagnosed with cancer, he devoted his life looking after her until she passed away.

In early 1995, Jim met his wife, Marissa Paco and her lovely daughter Marionne. They got married shortly after, stayed with his dad for over a year in Groundbirch, lived in Chetwynd for almost ten years, and moved one more time to Sooke, BC, where he remained until he died of heart failure.

Jim loved to be around family and loved his nieces and nephews.

He spent many hours with them being as much of a kid as they were. He always had such pride in all of them. Jim portrayed a tough exterior throughout his health challenges, he maintained such a positive attitude and was thankful for everything in his life, if you caught him on the right day. He exhibited a great amount of strength and faith through his bad days. It was important for him to be well-groomed at all times and kept an immaculate house.

Our lives are made of both the experiences we have and the people we meet along the way. Jim touched each one of our lives in many different ways, maybe not always in a positive way but he had a kind soul deep down inside and a love that he wasn’t always sure how to demonstrate. Although we will always miss having him near, both our memories and his life will remain with us forever.

Jim was predeceased by both his parents Raymond and Adele Thola and his older brother Tommy Thola and his nephew Ryley Nicholas Smithard.

He is survived by his wife, Marissa Paco Thola, daughter Marionne Lugay, mother-in-law, Roberta Paco, older brothers Leroy (Linda), Dave (Margo), sister Mary-Ann (Ray) Smithard, younger brothers Ken (Beth) Thola, Bob (Brenda) Thola, and numerous nieces and nephews.

A funeral service was held on September 12, 2013 at the Notre Dame Roman Catholic Church, Dawson Creek of<iciated by Father Louis Kwena and inurnment took place the Sunset Prairie Cemetery, Sunset Prairie.

GIVING BACK

Royal Purple preparing for future

BY MIKE CARTER Chetwynd Echo Reporter –––––––––––––– CHETWYND – This is the end for the Royal Purple of Canada Chetwynd chapter.

The club plans to call it quits later this year. But before doing so, it gave the last of its charitable money, a cheque in the amount of $2,500, to the Chetwynd Seniors Housing Society in support of the Surerus Place phase two project.

“We don’t have any more members, none of the young people want to join us anymore and you can see that our group is so small that we just can’t keep going,” Royal Purple president Carol Berlinger said.

With a laugh, Berlinger added, “we would like to present this cheque for phase two of Surerus Place because we all want to get in.”

The Royal Purple, a national charitable organization affiliated with the Elks Club, has been a presence in Chetwynd since 1965. It has raised thousands of dollars since its inception, feeding all that money back into the community.

The group had as many as 100 members at one point, but has found the failing interest in civil engagement among the younger generation has left the current members to make the tough choice to disband the group.

left and young people just are too busy. We just can’t function anymore to raise money.”

When asked what inspired the decision to donate the money, Berlinger said her earlier remarks were not just a joke.

“We are all thinking that someday we would like to be able to live there. We think this place is awesome.”

Chetwynd Seniors Housing Society president Don Hicks was on hand at the cheque presentation, and gave an update on the progress made towards Surerus Place phase two.

“We would like to present

this cheque for phase two of Surerus Place...because we all want to get in here.”

“Our society has been working on all the documentation needed by BC Housing,” he said.

So far, that has included a completed need and demand study to show

that there is in fact a need for more seniors housing in Chetwynd in the immediate future. A business plan has been completed and a project concept document has also been for-

warded.

Hicks says the next step will be going down to Vancouver in November to meet with the BC Housing team.

“Unfortunately it takes a little bit of time, because it is government and the wheels turn slowly.”

The Peace River Regional District has committed to Surerus Place phase two by contributing around $350,000 according to the minutes of the Chetwynd Seniors Housing Society meeting of August 20, 2013.

BC Housing has said that it is waiting on the next round of federal gov-

ernment funding for such projects and has made Surerus Place phase two a high priority, putting it first in line to receive seniors housing funding in Northern BC. “Hopefully within a year or two we will have another building on this site.”

The current building has four assisted living and eight supportive living units. While in the supportive living units, residents are accessed by the Northern Health community health nurse. If it is determined that the person needs additional help, they would then qualify for assisted living.

Phase two will be made up of more independent, affordable housing for senior's that are healthy.

But, by locating the building next to the current seniors housing complex, Hicks says the goal is to create a welcoming community for our seniors in Chetwynd.

"By being on site here, we become a centre for seniors and so, seniors could come here and sort of live through the various stages of independent living to where maybe they need more help. They can stay within this centre of seniors living," Hicks said.

The benefits of living in the area they grew up in, close to family and friends, is a common theme among the residents at Surerus place.

“They stay in an environment that they know, that's the key.”

FUNDING AVAILABLE TO PARTICIPATE IN THE NEB’s REGULATORY PROCESS REGARDING THE NOVA GAS TRANSMISSION LTD. NORTH MONTNEY PROJECT

The National Energy Board (NEB, or the Board) is making available $250,000 under its Participant Funding Program to assist directly affected persons to participate in the regulatory process of the Nova Gas Transmission Ltd. (NGTL) North Montney project.

NGTL intends to seek Board approval to construct and operate a 305 km of pipeline in northeast British Columbia, along with associated metering facilities, valve sites and possible compression facilities.

The potential natural gas pipeline, referred to as the North Montney Mainline, will consist of two sections, Aitken Creek and Kahta. It will connect with the existing Grounvdbirch Mainline (Saturn Section), located about 35 km southwest of Fort St. John and will continue about 187 km northwest of Fort St. John.

Funds will be made available to help persons who are directly affected or have relevant information or expertise review and comment on a project application to be submitted by NGTL. Funding must be used to prepare for and participate in the hearing process, which will be announced by the Board at a later date.

A funding review committee, independent of the regulatory process, will consider all applications for funding and make recommendations on the allocation of funds.

Funding applications can be submitted beginning now until 30 days before the oral hearing. The hearing date has not yet been set, as an application has not yet been filed. When the NEB sets a hearing date, that information will be made public. Funding will only be awarded for hearing related activities conducted after your PFP application has been approved. Please review the Participant Funding Program Guide to determine when and how to apply for funding and what funding will cover.

Interested persons are encouraged to review information on the proposed project before submitting an application. This information, as well as the Participant Funding Program Guide, the Application for Funding Form and the Contribution Agreement can be found on the Board’s website (www.neb-one.gc.ca) under Public Participation.

To receive funding, all approved recipients will be required to apply to participate and be granted intervenor status in the NEB’s regulatory process for this project.

orry I missed my column last week but my energy level on returning from a study tour in Turkey was too much depleted. I simply couldn’t hammer it out (couldn’t find the words in my head, either). I’m writing this column from Vancouver where the Union of British Columbia Municipalities (UBCM) is holding its annual convention and the first day is

drawing down to a welcome close.

Today the Chetwynd delegates were involved in a number of activities and events in support of Chetwynd’s interests. A meeting with Minister Oakes of Community, Sport, and Cultural Development and her staff left us realizing that more work and lobbying for boundary expansion and other goals will be on our agenda in the weeks ahead. (Who told me life would be easy?)

gathering of all the Mayors in British Columbia to commiserate, share ideas, and draw from one another’s good, bad, and sometimes-funny experiences.

Not surprisingly, our experiences and challenges are very similar no matter the size of the community.

That said, I still prefer the challenges we have in Chetwynd to the challenges faced almost any other community in British Columbia. I also prefer the dreams (hopes and plans) we share for our home town.

And, I must say so, as one of the youngest communities in this great province, we are not as

deeply embedded in tradition (or debt or dead industries or aging infrastructure) as some other communities I could name. Our resource base is much more robust than that enjoyed by many other towns. Chetwynd has a lot going for us because of where our grand-parents decided to put down roots.

Which is not to leave you with the idea that I think we will not be facing enormous challenges. To the contrary.

I just believe that, big as are our home-grown challenges, we have the will, the wit, and the muscle to work them through. I say this with confidence in

you, the people with whom I share this town.

Day two of UBCM features, among many other appointments, a SmallTalk Forum at which your delegates will speak to two issues affecting the way we do business in Chetwynd: 1) what we perceive as a down loading of provincial responsibility for safety inspections (by a Local Assistant to the Fire Commissioner – our Leo) of major industries, a circumstance affecting all municipalities but having particular importance for smaller communities with limited capacity to undertake such detailed and, in many cases, technical

inspections, and 2), use of Gas Tax funding exclusively for assets critical to our “health, safety, and economic prosperity.” Some municipalities wish to broaden the use of these funds to include non-critical infrastructure such as recreational facilities.

Chetwynd Council has taken a stand against such use as it would reduce the chances of acquiring a grant for water, sewer, and road projects.

Samuel Lowdon was a civilian rider from the Lakeview Credit Union in Dawson Creek. Lowdon was riding for his partner’s daughter, Livvi Jean Taylor, who has since passed because of cancer.

“We spent a year down in the children’s hospital back in 2009 and on her behalf I am riding,” Lowdon said.

“We spent some time down at Ronald Macdonald House [too] and that place, it’s absolutely amazing the families and the friends that we made there. I just wanted the chance to give back a little bit and help fundraise.”

Lowdon managed to surpass his goal of $3,000.

“It was good, a little long,” he said of Saturday’s journey from Fort St. John.

“Leaving on Friday, we hit three schools and that was fantastic. I've never been ‘we will rock you’d’ into a gym before. It got us really pumped for the first leg. Taylor School filled us up with fresh Roma tomatoes, which was a real treat.”

Craig Callens, Deputy Commissioner of the RCMP and Commanding Officer for the RCMP’s “E” division, covering the entire province of British Columbia, also took part in the ride.

“It is an outstanding fundraiser for a very worthwhile cause,” he said.

day for the ride, it was a 150 km with a few long climbs so we needed to take a few breaks but everybody made it in one piece and that’s the main thing.”

Callens joined the ride for the Fort St. John to Chetwynd section only. In 2012, he rode the Smithers to New Hazelton section of the “Tour de North”, which ran east-to-west.

“The team work and camaraderie of all of those riders encouraging each other making it to the top of the climb, that was the highlight for me.”

Holly Lavin, a Sergeant with the Prince George RCMP’s serious crime unit who has taken part in the Cops for Cancer ride since 2009, was impressed with the event Chetwynd put

on for the riders.

“It’s wonderful,” she said “They didn’t even have a rider this year.”

Lavin has so far raised $2,810 on her way to her goal of $3,000. She has held concession stands at local ball tournaments in Prince George and has published a cookbook with all proceeds going directly to the cause.

“This is not my first ride.

I just wanted to be part of the cure. I’m active, I’m able bodied and I think I should be out there doing it.”

The “Tour de North” wrapped up this week with the finale Sept. 19 in Williams Lake.

BY MIKE CARTER Chetwynd Echo Reporter –––––––––––––– CHETWYND – The “Tour de North”, part of the Canadian Cancer Society Cops for Cancer bike ride, made an overnight stop in Chetwynd over the weekend.

Since 1997, Cops for Cancer BC has raised more than $29 million, allowing the Society to directly fund childhood cancer research and caring support programs, including Camp Goodtimes in Maple Ridge, an internationally acclaimed and accredited summer recreation program that provides a unique summer experience for children and teens with cancer and their families.

The “Tour de North” has raised $194,957 to date.

That money will be used to help fund programs at Camp Goodtimes and sup-

port other childhood cancer research initiatives.

Before resting their heads for the night, the 23 riders and eight support staff members with the tour took part in a community-organized barbeque in Spirit Park.

The northern tour began in Dawson Creek Sept. 13.

Participants overnighted in Fort St. John before trekking the 150-kilometre journey to Chetwynd via Taylor and Hudson’s Hope on Saturday, Sept.

The weather for the ride was optimal, but Community Giving Coordinator for the Canadian Cancer Society Erin Reynolds noted she would be interested in hearing from the riders if they would like to repeat the same route next year.

“There are some pretty steep hills in there, some 10 per cent grades,” she said.

“We were excited to try a little bit of a different route this time and come down through Hudson’s Hope and I’m just wondering if they are going to want to do that again next year because it was pretty intense.”

After spending the night in town, riders made it safely to the Powder King resort Sunday evening to enjoy a day off.

In 2011 when the “Tour de North” rolled through our region, Chetwynd had experienced major flooding that washed out some of the roads through town.

“We had to bus a lot of it [that time]. So, this time we’re looking forward to a really beautiful ride up to Powder King and staying over night in the residences they have there,” Reynolds said.
