HE Greater Kokstad Municipality came under fire at a council meeting on Tuesday when Economic Freedom Fighters councillors questioned the importance of a strategic planning session that was held at a holiday resort outside Kokstad, for new coun-

cillors.

EFF councillor Dumisani Dlamini asked why the municipality arranged the session before new councillors agreed on the budget.

“Before calling a strategic planning session, the municipality should have waited for the official handover of former councillors and for budget approval by new councillors.

“Council should have overseen the budget

before attending the planning session. Instead of paying extra money for accommodation and food at the resort, they should have considered using municipality boardrooms, which are supposed to be used to save costs,” said Dlamini.

EFF councillors didn’t attend the session because procedures were not followed, this according to Dlamini.

Speaker Zolani Mhlongo called Dlamini to order and advised him not to question the issue because it was not on the agenda.

Mhlongo said if councillors want to raise a motion in council they must send him a proposal 12 hours before a council sitting.

Mayor Beki Mtolo said it was important for the municipality to call councillors for strategic planning sessions.

“GKM is the only municipality in the province that has gone far with orientation of its councillors. This shows that the municipality is effective and competent and the new municipality leadership wants to hit the ground running.”During the sitting council committees were elected.

OLLOWING elections, ANC members in Kokstad sub-region are divided.

This comes after a story was published in 26 August Fever about a vote of no confidence against regional chairperson Zamo Nxumalo.

The vote of no confidence was tabled by ANC regional executive committee members at a meeting at the Ixopo regional offices.

“Harry Gwala region is one of the strongest regions in the province known to have a large support base,” said Mkhatshwa.

SIPHELELE NKETO Siphelele@media24.com THE Horseshoe community are worried about the fire that damaged sewerage pipes that were installed in the premises of the JJ Mhlongo Hall.

They installation of the pipes was for flushing toilets for their homes, which are next to the hall.

Municipal fire fighters were called out to put the fire out, after which a huge black of smoke covered the area. “We don’t know where the fire began, but we suspect it started by children who

were playing next to the hall,” said a concerned community member.

Residents have asked government to install flushing toilets, and during his speech, after being elected Harry Gwala mayor, Mluleki Ndobe said that Horseshoe as one of the areas that will receive decent sanitation.

GKM Community Development Services manager Nyaniso Msiya said lots of pipes were destroyed and cannot be used.

Investigations into why or how the fire began are under way.

Sleeping rapist killed

A 30-YEAR-OLD man from Mafube village in Matatiele was allegedly killed by community members after a 20-year-old woman was raped recently.

The woman was alone in the house when the man entered the domain and when she saw him, she screamed for help, and he threatened to kill her.

He raped her, then fell asleep in the bed next to the woman.

HE Harry Gwala District Municipality mayor, Mluleki Ndobe, told the new councillors in four local municipalities to “equip themselves with education” in their fiveyear term of office.

Ndobe was addressing a special council meeting in Ixopo after his appointment as mayor last Thursday.

He said councillors without matric that they must study to get junior degrees or diplomas before their term ends in 2021.

“Let us make education fashionable.”

Between 2011 and 2016 the district was made up of five municipalities, after the merger of the former KwaSani and Ingwe municipalities, and is now called the Dr Nkosazana Dlamini Zuma Municipality.

Ndobe said the responsibility of the new municipality is to fast-track service delivery for citizens.

“We want to make sure that the bucket eradication initiative, costing more than R20 million, is complete in order to provide descent sanitation for the people. The new municipality is going to be assisted when building its administrative centre in Bulwer.”

He added that projects of revamping infrastructure that results in water leaks and sewer spillages in Kokstad will continue especially in townships.

“In the next two years we must have resolved all the leaks and spillages around Kokstad. We must also speed up the process of connecting households to decent sanitation particularly in Horseshoe.

“Umzimkhulu is the most populous municipality in the district with more than 200 000 people, and which in terms of population size, accounts for almost half of the population in the district.

“The municipality has a huge backlog

in water and sanitation and electricity.

We are going to work around the clock to complete projects that are currently under way.”

Harry Gwala ANC Youth League spokesperson Sbusiso Phuzi congratulated the new councillors and mayors and called for youth empowerment.

“Young people must be empowered in skills development and education.

The youth league is happy about the election of young people as executive committee members in all four local municipalities and the district.”

At a special council meeting former GKM Mayor Nosisa Jojozi was elected speaker.

AT the inauguration of the new Umzimkhulu councillors recently the KZN MEC of Human Settlements Ravi Pillay commended political parties and the Umzimkhulu community for being peaceful during local government elections.

He said provincial government will support Umzimkhulu through economic development and the establishment of capacity building programmes.

“Government is going to support the municipality to achieve sound financial management and intensify service delivery responsibilities.”

At the event at Esayidi Tvet College Hall in Umzimkhulu, Khaya Thobela was elected speaker, Mphuthumi Mpabanga was re-elected mayor and Sindisiwe Nkala was elected deputy mayor.

SIPHELELE NKETO Siphelele@media24.com A TOTAL of 40 young people from Cavals Modelling Management Agency spent Saturday entertaining orphans at the Home of Comfort in Kokstad, they also donated clothes and sweets to the little ones.

Asanda Phungula, the founder of the agency, said orphans need love and entertainment.

“Members of the agency decided to spend the day with orphans to spread the spirit of ubuntu by donating clothes and sweets.

“The clothes were collected by agency members and GKM Municipality also sponsored some.”

The agency was formed in February as a non-profit organisation to equip young people with talent and skill.

“We have talented young people who are doing drama, some are poets and artists and other are modelling.

The aim is to take the youth off the street away from crime.

“To earn money we receive invitations to perform at weddings, government events and schools,” said agency manager Zabakho Sakeni.

Sakeni encouraged talented young people to join their agency to prosper their dreams.

On Mandela Day agency members visited Elonwabeni Old Age Home in Bongweni and entertainment residents.

ARL Malcomess High in Bongweni Township in Kokstad received a special visit on Tuesday from the KZN Director of Cultural Development in the Department of Sports Arts and Culture in KwaZuluNatal, Mpumelelo Ntlapho.

Ntlapho was accompanied by ward councillor Lwanda Madikizela, two members of the Sukumasakhe programme Nwabisa Mondi and Kholeka Mevana.

The purpose of the visit was to try to solve problems the school is facing during Public Service Week.

The school has been in the news about the misbehaviour of pupils, that has resulted in the suspension of four pupils for allegedly throwing a “cracker bomb” inside a classroom last week.

The pupils were supposed to return to school this week.

Substance abuse is allegedly high among pupils and was also something that had to be addressed.

When Ntlapho went to a Grade 10 geography class he was unhappy to see that there were 109 pupils in the class.

The shortage of classrooms and a library was also highlighted by the school.

Ntlapho said he is going to draft a report and send it to the Department of Education.

“The purpose of this visit is to empower pupils to love their country

and choose careers that will contribute to the skills shortage. I want the school to produce good results at the end of the year.”

He encouraged pupils to choose mathematics, physical science and geography, which will contribute to the country’s skills shortage.

Madikizela told pupils to stop misbehaving.

“I want to see you passing with flying colours at the end of the year, so you must focus on your studies.”

He said the situation where pupils arrive at school late must stop.

Siphelele@media24.com A RETIRED Franklin High School principal, Tembinkosi Masakala, encouraged teachers to work hard and look at teaching as a calling at his farewell speech at the school on Sunday.

He has been teaching for 31 years and started Franklin High in 1994 for farm children to get secondary education.

“Before 1994 there was no high school in the area. Pupils had to travel to other areas for secondary education. Community members agreed to open a high school for their children, but it was difficult getting classrooms.

“Under difficult circumstances I ended up teaching pupils in an old building that was used by a farmer to keep horse food. Other pupils were taught under trees,” said Masakala.

The school started with four teachers, today the school has 23.

In 1997 the school has a 50% Grade 12 pass rate. In the following years parents and the community built a four-room mud structure and the Department of Education donated prefab classrooms and computers.

Masakala said it was not easy for him to find teachers as they refused to work in Franklin because it is far from town and there was no accommodation close to the school for them.

“Nevertheless the school survived and produced good results.

“There are people in high government positions that attended this school and some have become lawyers.

“Others have studying in Cuba.”

Masakala is upset to leave the school while they are waiting for government to build classrooms for them.

Pupils who come from farm areas around Franklin walk to school because there is no scholar transport.

“I want to motivate teachers to take the school to a higherlevel and I encourage them to look at teaching as a calling, not a profession,” concluded Masakala.

Parents and SGB at the farewell thanked Masakala for starting the school.

Public hearing on Languages Bill THE Eastern Cape Sport, Recreation, Arts and Culture portfolio committee met with stakeholders and the community in Matatiele to talk about the Language Bill that is to be debated by the legislature.

Committee member Mninawa Nyusile said there are four languages - Xhosa, English, Afrikaans and Sotho - that are mostly used in the Eastern Cape, however in some government offices people struggle to get assistance because of the language barrier.

In Matatiele where many people speak Sotho, the committee was told that in government departments some notices are written in English and Xhosa, because some officials don’t understand Sotho, making it difficult for Sothospeaking people to be assisted.

Nyusile said the legislature is embarking on public hearings across the province to talk to communities about the official Languages Bill that is going to be passed if approved by the premier, Phumullo Masuale.

“Next week committee members will consolidate a final report and submit it to the legislature for debate. Our aim as government is to make sure that people get enough help when visiting government departments.”

Nyusile was also assisted by a Sotho translator to explain the Languages Bill.

MZIMKHULU fashion designers showcased their outfits at an Umzimkhulu Fashion Experience on Saturday.

Organiser Philani Dlamini said the purpose of the show was to open up opportunities for Umzimkhulu designers to showcase their products.

“Umzimkhulu has people that come from different tribes, including Xhosa, Zulu, Bhaca and Hlubi, and

their culture and what they wear needs to be represented and accommodated by designers.

“The fashion show was to bring designers together in order for people to see what to wear during Heritage Month.

“It is upsetting to see people wearing casual clothes to traditional ceremonies instead of traditional outfits.

“I want to organise that people from other areas come and shop here, which will boost the Umzimkhulu economy,” said Dlamini.

Female inmates honour Women’s Month SIPHELELE NKETO Siphelele@media24.com FEMALE inmates at the Kokstad Medium Correctional Centre commemorated Women’s Month on Wednesday by singing and dancing at the commemoration.

Co-ordinator of Development and Care at Kokstad Management Area, Ntombizodwa Sibutha, reminded female offenders about the role played by the women who marched to Union Buildings in 1956.

She encouraged them to play a meaningful role in their communities when they are released from prison.

“Prison is not a place to keep offenders for the rest of their lives, however, it is a place to rehabilitate them.

“When they go back to their homes they should show love and care for their families and neighbours.

“You [offenders] are talented and should use your talent to make a positive difference in the world. You are not created to stay here,” said Sibutha.

She told offenders that being incarcerated doesn’t mean they can’t accomplish their dreams.

“There is life after prison and you can fulfill your dreams.”

At the commemoration pupils from Carl Malcomess High School put on a play to motivate female offenders.

The women shared their stories of abuse, rape, loss and isolation and found consolation in sharing.

“My book tells about my life story. I have been broken, hopeless after an attempted rape when I was young.

“I lost seven siblings and it hurt me. I realised that God was shaping my life. I believe that God uses pain to heal people,” said Webster.

ARGATE bodybuilder and bikini model Francisca Labuschagne (30) has been chosen to take part in the provincial International Federation of Bodybuilding and Fitness Championships

in Durban on 4 September.

Labuschagne came second in the bikini fitness regional phase in Durban at the Playhouse Theatre on 21 August.

She said it takes many years for bodybuilders to accomplish what she has after only starting training six months ago.

“Since I started training my life has changed in so many ways. I had to learn to put my social life aside and follow a very strict diet.”

Labuschagne trains two to five hours a day, six days a week.

“I signed up with a fitness coach in Durban and she trained me online.

“She sends me my diet plan and

training schedule and all I do is send her photos, weight and centimetre charts every week.”

Online training is booming at the moment she said because it is easier.

“I do an hour cardio in the morning and weight training in the afternoon.

“My diet changes every week and as I get closer to the competition [date] everything is ready, bikini, shoes, jewellery and spray tans.

“I feel as though I am getting ready for Miss South Africa.”

In just six months’ training she jumped the novice competitions and entered this IFBB provincials competition.

Swimmers equal personal best times TWO young South Coast swimmers took part in the South African short course (25m) swimming championships in Pietermaritzburg last week.

Some Olympic swimmers competed as it was the trials for the World Short Course Championships.

Samantha Labuschagne and Michelle Kretzschmar competed and both swam personal best times in their events.

Samantha made finals in the 50m backstroke and 50m freestyle in which she placed seventh in the country. She also placed third in the 100m freestyle, which puts her in third position in the country over all age groups.

As a result of this, Samantha is going to complete internationally, starting with the Middle East leg of the World Cup Series in Dubai and Doha in October.

Michelle improved on her two events by 11.83 seconds and is looking forward to making senior nation-

THE Community Enrichment Centre Christian Assemblies held a fishing competition at Joiners Dam on Sunday Morning. It was an exciting day for many as the weather was conducive to the event.

Their swimming coach Mandy Koegelenberg said starting from next month there is going to be hard training and fine tuning of Samantha’s swimming and racing to get her ready to compete in the international stage.

Refreshments were available throughout the day and prizes were given in the afternoon.

First prize of a sheep went to Pastor Alain King. Second prize of R500 went to Leonard Fynn and Lenarque Kok received R300 prize for coming third.
