Executive Summary

T

he Caraga Region is located at the northeastern part of the island of Mindanao. At present, the region is comprised of five provinces, namely, Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and Dinagat Islands; and six cities, namely Butuan, Cabadbaran, Surigao, Bayugan, Tandag, and Bislig.

CHED-Caraga Regional Office has a total of 15 personnel headed by its Regional Director, Dr. Leonida S. Calagui. The Office has two main divisions, namely, the Administrative Division headed by the Ms. Alma Sy-Patron which is composed of six (6) administrative staff and the Technical Division headed by Dr. Julia Felisa C. Martinez which is composed of one (1) OIC-Supervising Education Program Specialist and four (4) Education Supervisors II.

In the Academic Year 2020-2021, Caraga Region has a total of 56 recognized Higher Education Institutions (HEIs), 16 of which are public and 40 are private. Out of the 16 public HEIs, four (4) are SUC main campuses, eleven (11) are satellite campuses, and one (1) is a local college.

Out of the 40 private HEIs, fifteen (15) HEIs are non-sectarian and non-stock, thirteen (13) are non-sectarian stock, and eight (8) are sectarian and non-stock, and two (2) are sectarian stock.

The top two (2) most offered programs by the public and private schools in Caraga for undergraduate level are Education Science and Teacher Training which is offered by 45 HEIs and Business Administration Related Courses offered by 40 HEIs. On the other hand, only two (2) HEIs are offering Maritime and Religion and Theology programs.

Caraga Region has a total enrolment of 81,266 with Education Science and Teacher Training as the discipline w ith the highest number of enrollees at 22.84%. In contrast, the disciplines with low enrollees are Mass Communication and Documentation. Further, the region produced 14,632 graduates for this Academic Year with Education Science and Teacher Training as the discipline with the highest number of graduates accounted to 2,353.

Recognizing quality higher education through its programs and projects, CHED identifies Centers of Excellence (COEs) and Centers of Development (CODs) for various disciplines in different HEIs. For this year, Philippine Normal University Mindanao is the region’s Center of Excellence in Teacher Education, while the Region’s Centers of Development are Caraga State University-Main Campus for Biology, Information Technology, and Mathematics programs and Father Saturnino Urios University for its Teacher Education program.

Executive Summary

Several HEIs in the region have also levelled-up their program offerings by having their respective academic programs accredited by agencies such as PAASCU, PACUCOA, ACSC, and AACCUP. To date, there are 18 HEIs which have academic programs accredited by the accrediting bodies. The total number of accredited programs in the region is 217 out of 667 programs or 32.53%, of which 5.84% programs are Level I accredited, 13.79% are Level II accredited, 11.99% are Level III accredited, and 0.8% are on candidate status.

Moreover, it is worth noting that there are eight(8) HEIs that are certified by the International Organization for Standardization (ISO 9001:2015) for having Quality Management System: 1. Saint Joseph Institute of Technology (SJIT); 2. Saint Paul University System; 3. Surigao Education Center (SEC); 4. Caraga State University – Main Campus; 5. Caraga State University – Cabadbaran Campus; 6. Surigao Del Sur State University (SDSSU); 7. Saint Michael College of Caraga; and 8. Surigao State College and Technology (SSCT).

HIGHER EDUCATION DEVELOPMENT SERVICES

For the Fiscal Year 2020, CHED Caraga in coordination with the K to 12 Program Management Unit spearheaded the conduct of various regional conferences, information sessions, and regional workshops with the Heads and Key Personnel of Caraga HEIs in relation to the K to 12 Transition Program implementation. The CHED Caraga K to 12 Project Technical Staff actively participated in the online webinars/trainings conducted by the CHED Central Office in order to be capacitated.

CHED Caraga conducted teleconferences, via zoom online platform, on various organizations, consultations, orientations, and meetings with professional institutions and other stakeholders. The CHEDRO supported the activities organized by the council of deans as part of their development activities towards quality higher education.

On promoting access to quality higher education, CHED Caraga has processed a total of 10,986 applications for Student Financial Assistance Programs (StuFAPs).

HIGHER EDUCATION REGULATION SERVICES

The virtual monitoring and evaluation activities of this Region covered 138 programs of the 56 Higher Education Institutions in Caraga. Series of virtual online inspections were conducted by the supervisors, the members of the Regional Quality Assessment Team (RQAT), and the Technical Panel Members from the Commission on Higher Education – Central Office to ensure that the HEIs are compliant with the Policies, Standards, and Guidelines for specific programs set by the commission. The CHEDRO also joined the CHED-Maritime Education Section (MES) and the Maritime Industry (MARINA) in the conduct of evaluation at two Maritime HEIs.

The Regional Office has monitored the StuFAPs implementation and the delivery of student services of the 56 HEIs. On the other hand, 38 out of 56 HEIs which applied for an increase in tuition and other fees were approved. In addition, as part of ensuring adherence to rules set, the remaining 55 HEIs which have no increase for tuition and other fees were also monitored.

As part of CHED Caraga functions, total of 26 initial permits, 11 renewal permits, and 10 government recognition certificates were issued to deserving HEIs this year. Furthermore 30 Certificates of Program Compliance (COPC) were issued to 7 State Universities and Colleges in Caraga.

The Regional Office conducted online regional teleconferences with various groups in higher education, in relation with the different programs of the Commission. The CHEDRO conducted several activities for the successful implementation of the following CHED programs/projects: (1) Conversion from College to University, (2) Research and Extension, (3) Assistance to SUCs on the NBC 461, (4) StuFAPs, and (5) Outcomes-Based Education, among others.

SUPPORT TO OPERATIONS

Among the frontline services of the Commission on Higher Education are the issuance of Certifications, Authentications, Verifications, Special Orders and other certifications, and the conduct of mediation and conciliation activities on different cases involving students and HEIs.

For the Year 2020, CHED Caraga processed and issued a total of 5,713 Certifications, Authentications, Verifications (CAVs), 2,128 other Certifications, and 2,550 Special Orders (SOs) to students who graduated from the different private HEIs in the Caraga Region.

Further, all 56 HEIs in Caraga were able to submit the needed data as part of the 2020-2021 Higher Education Management Information System (HEMIS) data collection. Hence, CHED Caraga has published the Regional Statistical Bulletin for 2020-2021 at the Regional Website.

CHED Caraga conducted 6 mediation proceedings of the handled cases and 9 investigation activities on cases involving HEIs and students. There were also 24 complaints and queries from various stakeholders that were properly addressed.

The office made 125 procurements on various goods and services, processed 1695 vouchers both from Funds 101 and 151, a total of 55 Notice of Transfer Allocations (NTAs) were acted upon and a total of 281 checks and ADA were issued as payments for various procurements and scholarship allowances.

GENERAL ADMINISTRATION AND SUPPORT SERVICES

To enhance the capabilities of the personnel and productivity, the office has conducted in-house virtual activities and teleconferences of its personnel to webinars, seminar-workshops, and teleconferences, conducted online platform either in google meet or zoom cloud meeting.

CHED-Caraga Initiatives • Developed and implemented the CHED Caraga Online CAV Application.

• Implemented the cashless frontline services transaction in coordination with Landbank of the Philippines (LBP), Commission on Audit - Resident Auditor and the Bureau of Treasury (BTr) • Developed and implemented the portal on online application of HEI’s tertiary programs for Academic Year 2020-2021.

• Strengthened and enhanced the CHED Caraga Verification System (CCVIS).

• Conducted series of webinars to capacitate all school officials, deans, faculty and other stakeholders for flexible learning modalities.

CHED-Caraga Initiatives (Continuation) • Developed and implemented the Web-based Student Financial Assistance Programs (StuFAPs) Management System where students file their CHED Scholarship applications.

• Assisted and supported the Caraga Higher Education Institution Association of the Philippines (CHEIAPH) in the distribution of Personal Protective Equipment in hospitals in Caraga.

• Coordinated and Provided Technical Assistance to Civil Service Commission - Caraga and to Caraga Region Human Resource and Management Officers (HRMOs) of LGUs on CAV issuance for appointment of plantilla positions.

• Provided CHED Caraga employees with Personal Protective Equipment (PPEs) such as face shields, face masks, alcohols, sanitizers, survivor kits, transportation assistance, communication/load expenses, accommodation to stranded employees during ECQ. • Conducted periodic virtual meetings and conversations with HEI Presidents, key officials, student leaders and other stakeholders on the issues and concerns on the six advisories issued by the Commission.

• Attended and monitored the status of COVID-19 Pandemic in the region through the participation to IATF One Caraga Shield in its virtual meetings and activities.

• Retrofitted the Caraga Regional Office spaces for the Alternative Work Arrangement of CHED Caraga employees.

• Installed ingress and egress of our stakeholders to secure their health and safety on the spread of COVID-19.

• Coordinated and participated with Local Government Units relative to the prevention of the spread of COVID 19 in the region.

• Coordinated and assisted the two SUCs: ASSCAT and SSCT in the region to be utilized as a Quarantine Center for the suspected cases of COVID 19. Conducted virtual / remote institutional and program monitoring of HEIs vis a vis the pandemic crisis.

• Distributed food packs to frontline health service providers in Tertiary Hospitals in Caraga Region through the financial contribution of CHED Caraga employees.

• Participated to virtual meetings, planning and assessment of the Caraga Regional Task Force for COVID 19.

• Conducted series of webinars for CHED Caraga staff to boost their morale, mental, social and spiritual well-being.

• Installed the handwashing facilities and document quarantine space in the entrance area of the Regional Office for all our stakeholders.

• Conducted weekly building / office disinfection and sanitation.

• Developed module exemplars in General Education Courses in partnership with Saint Paul University Surigao (SPUS) to be used by all HEIs in Caraga Region.

• Conducted the virtual celebration of the ASEAN 2020 which was participated virtually by all Presidents, key officials of HEIs and other partner agencies in the region with Commissioner Aldrin Darilag as the Keynote Speaker.

• Conducted conferences and consultations on the newly issued CMOs and PSGs by the Commission to all the stakeholders.

• Conducted weekly virtual meetings and / or as the need arises with the staff vis a vis the quarantine status in the Region and other related issues and concerns.

I - The CHED and Caraga Region

1.1 The Caraga Region and CHED

O

n February 23, 1995, President Fidel V. Ramos signed Republic Act No. 7901; this ushered into the creation of Region XIII – the Caraga Administrative Region, located at the northeastern part of the island of Mindanao.

Section 2 of the aforementioned law provides that the regional center of the Caraga Region shall be established in the historic city of Butuan. At present, the region is comprised of five provinces, namely, Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and Dinagat Islands; and six cities namely, Butuan, Cabadbaran, Surigao, Bayugan, Tandag, and Bislig.

The Caraga Map and its’ selected beautiful spots in the region

Unlike newly created regions, specifically, CAR and ARMM, the name Caraga is not an acronym. It comes from the word “Calagan” that is derived from the Visayan word “Kalag”, which means spirit or soul. In 1622, the entire Provincia de Caraga was labelled as the “land of spirited men”. The early inhabitants of Caraga were ethnic tribes belonging to the Manobo, Mamanua, Mandaya, Lapaknon, and some other migrants from the Visayan Provinces.

Moreover, the law that created Region XIII mandates that national offices, with some exceptions, shall be located in Butuan City; one of which is the Commission on Higher Education – a government institution created under Republic Act No. 7722, also known as the Higher Education Act of 1994, in an effort to promote relevant and quality higher education and ensure that such education is accessible to all. Under the principle of decentralization, the Caraga Regional Office of CHED was created in 1997 to ensure the unqualified fulfilment of the Commission’s mandate and objectives, including those at the peripheries of the state. Building the country’s human capital, the Commission, with its commitment towards people empowerment, academic freedom, and sustainable development, ought to become an essential part of Caraga’s pursuit of regional development.

1.2.1 Vision and Mandate Historical Background

T

he Commission on Higher Education (CHED) was created on May 18, 1994 through the passage of Republic Act No. 7722, or the Higher Education Act of 1994. CHED, an attached agency to the Office of the President for administrative purposes, is headed by a chairperson and four commissioners, each having a term of office of four years. The Commission En Banc acts as a collegial body in formulating plans, policies and strategies relating to higher education and the operation of CHED.

In 1997, Republic Act (RA) No. 8292, otherwise known as the “Higher Education Modernization Act of 1997” was passed to establish a complete, adequate and integrated system of higher education. The said law also modified and made uniform the composition of the Governing Boards of chartered state universities and colleges (SUCs) nationwide in order to:(a) achieve a more coordinated and integrated system of higher education;(b) render them more effective in the formulation and implementation of policies on higher education;(c) provide for more relevant direction in their governance; and (d) ensure the enjoyment of academic freedom as guaranteed by the Constitution

1.3 CHED Caraga Organizational Structure

HED-Caraga Regional Office is composed of fifteen (15) plantilla personnel headed by its Regional Director, Dr. Leonida S. Calagui as shown in Figure 1. The Office has two divisions, the Technical Division and the Administrative Division.

The Technical Services Division, headed by Dr. Julia Felisa C. Martinez has three (3) units, namely, (1) Programs and Standards/Monitoring and Evaluation Unit, (2) Planning, Research and Knowledge Management Unit, (3) Student Services and StuFAPs Unit; the units are manned with one (1) Officer-in-Charge, Supervising Education Program Specialist and four (4) Education Supervisor. The Administrative Division, headed by Ms. Alma Sy-Patron, is composed of the Administrative Unit and the Finance Unit with a total of six (6) personnel.

To complement the demands of higher education, two (2) units have been part in the workforce, namely, K to 12 Program Management and the UNIFAST Units that are manned with five (5) Project Technical Staff as Regional Coordinators. Due to CHED-Caraga’s lean structure, the Office has also hired a total of twelve (12) support staff for year 2020 to effectively and efficiently meet its deliverables.

1.4 Distribution of Higher Education Institutions

I

n 2020, there are 56 Higher Education Institutions (HEIs) in the Caraga Region, 16 of which are public and 40 are private. Among the 16 Public HEIs, there are 15 State Universities and Colleges and 1 Local Government College. Out of the 40 Private HEIs, 15 are non-sectarian and non-stock; 13 are non-sectarian stock; 8 are sectarian and non-stock, and 2 are sectarian stock.

As shown in the graph below, the province of Agusan del Norte has 20 HEIs, the highest in the Region. Surigao del Sur ranks second showing a total of 18 HEIs and Surigao de Norte following with 12.

1.5 Graduate and Undergraduate Program Offerings

F

or Academic Year 2020-2021, there are two disciplines that rank the most offered program among the schools of Caraga both public and private institutions. There are 45 (14 Public and 31 Private) HEIs offering Education Science and Teacher Training followed by 40 HEIs offering Business Administration Related Courses. On the other hand, only 2 HEIs are offering Maritime and Religion and Theology.

ecognizing quality higher education through its programs and projects, CHED identifies Centers of Excellence (COEs) and Centers of Development (CODs) for various disciplines in different HEIs. These centers have demonstrated and maintained the highest level of standard in complying with the Commission’s policies, standards and guidelines (PSGs) and these serve as models of excellence and resource centers for other HEIs.

Still this year as extended, per CMO No. 3 s. 2019, the Philippine Normal University (PNU) Mindanao is the Region’s Center of Excellence in Teacher Education, while Caraga State University-Main Campus and Father Saturnino Urios University are the Region’s Center of Development in Biology, Information Technology, Mathematics and Teacher Education respectively as shown in Table 1.

o strengthen quality and excellence in higher education, several HEIs in the Region have level-up their program offerings by having their respective academic programs accredited by agencies such as Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU), Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA), and Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP).

In 2020, there is an increase of about 50% of HEIs with ISO Certification as shown in Table 3 and as compared in the previous year. To date, there are eight (8) HEIs have valid ISO certification, namely: Saint Joseph Institute of Technology (SJIT), Saint Paul University – Surigao (SPUS), Surigao Education Center (SEC), and Caraga State University – Main Campus (CSU-Main), Caraga State University – Cabadbaran Campus (CSU-CC), Saint Michael College of Caraga (SMCC), Surigao del Sur State University (SDSSU), and Surigao State College of Technology (SSCT). Both SJIT and SEC operate Maritime Education programs which require a certified Quality Management System (QMS).

1.9 Profile on Enrollment 1.9.1 Baccalaureate Degrees

F

or the Academic Year 2020-2021, the three disciplines with the highest number of enrollments for Baccalaureate Degrees are Education Science and Teacher Training with 18,562 students; Business Administration and Related Courses with 16,844 students; and Other Disciplines (include Criminology, Social Work, Social Development, Social Services, Environmental Studies, and Human Resource Development) with 12,444 students.

In contrary, the discipline with the least number of enrollees is Mass Communication and Documentation with 301 students only.

onsidering the enrolment data in last two years (2018 and 2019), it can be seen in the graph presented that the trend has been consistently placing the same programs in the top five (5) highest.

These disciplines include the Education Science and Teacher Training (ESTT), Business Administration and Related (BAR), Information Technology Education (ITE), Engineering, and Agricultural, Forestry and Fisheries (AFF).

When enrolment data is grouped according to gender, it can be concluded that Education Science and Teacher Education is the discipline that is consistently female-dominated while the Engineering is also consistently male-dominated. On the other hand, there is a significant gradual increase among female enrollees in Agricultural, Forestry and Fisheries (AFF) discipline. It can be inferred therefore that the need of the Region in terms of the said area has been eventually responded by not only the males but also the females aspiring to take part of what used to be male-dominated programs. Hence, the effort of advocating that both genders should consider taking any of the programs regardless of how the mass has perceived at its applicability is still to continue.

As indicated in the map below, Agusan del Norte has the biggest share of the enrolment in Caraga Region with a total of 25,551 or 31.46% of the Region’s total enrolment. While it can be observed that there are only 1,701 or 2.09% of enrollees in Dinagat Islands in comparison to the Region’s total enrolment.

1.9.3 Enrolment Profile: Master’s Degrees

T

he three disciplines with the highest number of enrollment for Master’s Degree are Education Science and Teacher Training with 2,440 students; Business Administration and Related Courses with 798 students; and Agricultural, Forestry and Fisheries with 95 students. Subsequently, the two disciplines with the least number of enrollees are Humanities with 14 students.

It is shown in the following Table that Agusan del Norte has the biggest share of the enrolment in the doctoral level in Caraga Region with a total of 132 or 48.71% of the Region’s total enrolment. In comparison there are only 66 or 24.35% number of enrollees in Agusan del Norte.

1.10 Profile on Graduates 1.10.1 Graduates by Discipline and Gender

T

he total number of graduates in the Region for academic year 2020-2021 is 9,087 while the total number of graduates in the previous academic year is 14,632. The discipline with the highest number of graduates is Educa tion Science and Teacher Training while graduates in Mass Communication and Documentation and Social Behavioral Sciences have minimal graduates.

1.11 Expanded Tertiary Equivalency Accredited Program Implementation (ETEEAP)

The International Organization for Standardization (ISO) certification that is important in enhancing quality assurance system is being promoted by CHED in the implementation of CMO 46, Series of 2012. In 2017, four (4) HEIs have valid ISO certification, to wit, Saint Joseph Institute of Technology (SJIT), Saint Paul University – Surigao (SPUS), Surigao Education Center (SEC), and Caraga State University – Main Campus (CSU-Main).

Both SJIT and SEC operate Maritime Education programs which require a certified Quality Management System (QMS).

2.1 Provision of Assistance to Higher Education Institutions ( HEIs)

F

or year 2020, original activities planned were not fully realized due to the emergence of COVID 19 pandemic crisis and were replaced instead with alternative activities which were deemed needed. The Region by the able leadership of RD Leonida Calagui focused on ensuring the readiness of the HEI administrators, teaching and non-teaching staff in the upcoming opening of classes in Academic Year 2020-2021. The Region has provided them with the necessary support and guidance in their preparations for the opening of classes for AY 2020-2021 by enhancing the capacities of their manpower as well as helped them

Assistance extended to the HEIs include the following:

1. Conduct and facilitate series of teleconferences which aimed to provide updates and guidance to the HEI administrators and different professional organizations on the CHED Advisories, policies and guidelines in this new normal scenario.

CHED extends assistance to HEIs in various forms such as technical assistance, programs for faculty and student development, financial assistance for accreditation, typology and quality assurance initiatives and others. This year, CHED Caraga has provided HEIs with assistance in the areas of amalgamation, K to 12 Transition Program, Scholarship for Instructors’ Knowledge Advancement Program (SIKAP), SUC Levelling, research and extension, among others, through virtual orientations, regional conferences, consultations, and meetings with professional associations and other stakeholders.

2.1 Efforts on K to 12 Transition Program Implementation Orientation Workshop / Regional Conferences / Consultations, Orientations, and Meetings Pursuant to Republic Act No. 10533, an Act enhancing the Philippine Basic Education System, CHED continued the implementation of the K to 12 Transition Program for School Year 2020-2021.

The K to 12 Program implementation covers kindergarten and twelve years of basic education to provide sufficient time for mastery of concepts and skills at the tertiary level. The additional two years of SHS decongests the curriculum for tertiary education and minimizes the need to review basic subjects in college. As a result of the full-scale implementation of Senior High School, a multi-year low enrolment in colleges nationwide ought to be experienced.

2.1.1 At a Glance: K-12 Scholarships and Grants in Caraga a Glance: K to 12 Scholarships and Grants in Caraga

Status Update of the Implementation of K to 12 Transition Program in Caraga

T

he K to 12 system was signed into law with the passage of the Enhanced Basic Education Act of 2013 (Republic Act 10533). This presents the whole landscape of Philippine education and labor, making a unique impact on each sector, while at the same time requiring all agencies to work together to ensure a smooth transition into the new system. In Caraga, there were a total of 396 applicants where 346 were accepted into the program when it opens in Academic Year 2017-2018. As of January 2020, there are 315remaining active scholars who are now in their thesis and dissertation writing and currently completing graduation requirements. While there are 40 scholars [ 24 master’s degree, 16 doctorate degree] who already finished their study program and are now working to seek scholarship clearance from the Commission.

Fifty-four (54) higher education institutions in the region were engaged in the various programs and activities conducted by the K to 12 project management unit. The program augmented up to 85% of professional qualifications among faculty and staff with masters and doctorate degrees, while majority of these scholars, 67% are equipped to teach priority courses in the college level such as science and math, technology related, engineering, agriculture, forestry and fisheries while 33% were enrolled in the area of governance, management, leadership, arts and health related courses.

The program also initiated 35.5% academe-industry partnerships in the region, the highest share in Mindanao and ranked 6th nationwide. And lastly, the commission has funded a total of nine (9) initiatives in research, development and innovation. Overall, CHED Caraga has achieved the goals of the implementation of the K to 12 transition programs in the region.

T

he distribution of scholars for graduate studies in Caraga by province shows that the majority of scholars are from Agusan del Norte with 123 (36%) out of 346. This data show also that most of higher education institution in the region are geographically located in the said province. While there are 11 (3%) no matter how remote, the CHED was able to successfully engage teachers and staff to further their graduate studies endeavors from the Dinagat Islands.

Moreover, the majority of 108 (31%) of scholars are from HEIs situated in Butuan City, 32 (9%) from Surigao City, while on the third spot is Tandag City with 26 (8%), 14 (4) from Cabadbaran City and finally the 8 (2%) among the scholars are from Bislig City.

To date, an expected 67% of these scholars will complete their study program by the end of the 4th quarter of Academic Year 2020-2021. This scholarship for graduate studies has also helped members of our Indigenous People’s to continue in their graduate studies endeavor.

esearch and development include activities that the region undertake to innovate and introduce new knowledge and relevant input to improve quality of life amongst the people of Caraga. The CHED Regional Office facilitates the call for applications of the various projects authored

by Caraga HEIs, conducts the regional vetting and recommends shortlist of researches to the CHED Central office for approval and funding.

For the continuous pursuit of the Commission’s commitment for faculty development and in the interest of improving the implementation of the scholarship program, the CHED Caraga and its Scholarship Unit conducted an orientation via online video teleconferencing platform on October 5, 2020. In attendance to the activity were authorized representative of HEIs in the region, scholarship coordinators, faculty and instructors. The launching of SIKAP Grants was able to (a) launched the call of applications for SIKAP Grants in the region and presented the implementing guidelines of the SIKAP Grants to the general public.

2.1.4 2020 CHED Caraga Multidisciplinary Research Congress

T

he growing trend of the digital world and the continued struggle of the new normal is transforming society in all aspects and all fields. It is interesting to note that the Commission on Higher Education - Caraga Region organized the 2020 Caraga Multidisciplinary Research Congress via online video teleconferencing platform on November 26 and 27, 2020.

The activity also serves as an excellent opportunity for building a network of research enthusiasts within the region and provided a supportive environment as we all move forward as one community.

Overall, the activity successfully provided an avenue for the K to 12 scholars to present their research papers; established academic and professional relationships among research inclined faculty and staff in the region; encourage regional collaboration to promote professionalinteraction and lifelong learning; recognize outstanding contribution of Caraga HEIs in the field of research in the region; and produce a compilation of research outputs (CHED book of abstracts).

2.2 Assistance Extended by HEIs Affected by COVID-19

C

2.2.1 B2HELP Implementation Efforts of CHED Caraga in responds to COVID-19 Pandemic

HED Caraga was allotted a total of 1,373 students or slots equivalent to Php 6,865,000.00 for the entire region prioritizing the 38 private higher education with students affected by the COVID-19 pandemic as beneficiaries for the implementation of the signed and issued CMO No. 10, series of 2020 or the Implementing Guidelines for Bayanihan 2 for Higher Education Tulong Program (B2HELP) as Provided in section 4(n) of RA 11494, otherwise known as the “Bayanihan to Recover as One Act” that aims to provide cash assistance to 60,000 students nationwide with unpaid school tuition and other fees.

A one-time fixed grant of five thousand pesos (Php 5,000.00) was awarded to qualified students with outstanding balances incurred in AY2019-2020 or during the second semester of AY2020-2021 and with no other government educational financial grants received.

On November 20, 2020 (Figure 1). Theoffice conducted a regional orientation thru an online video teleconferencing platform to all HEI scholarship coordinators and other school presidents and offices.

In response to the call for the endorsement of qualified students, HEIs submitted the requirements within the prescribed period.

Per record, thirteen (13) private HEIs declared to have found no qualified students for the grant since all of their students already availed of other CHED/UNIFAST scholarship and grants such as the Tulong Dunong Program, CHED Scholarship programs/StuFAPs and the Tertiary Education Subsidy (TES) of UNIFAST.

Based on data, the highest accumulated balance of the student who ranked first in the list is Php 135,588.12.

Actual conduct of processing the B2HELP grant

Funds were then downloaded to all HEIs with qualified students for the grant from December 16-17, 2020.

According to one of the HEI scholarship coordinators, the program greatly helped the students in their academic financial debts to the school especially those who are hardly affected by the pandemic. The regional Office extended its effort to disburse the fund on-time for the HEIs to provide an ample time in processing the deduction of funds to the student’s balances and in preparing for the liquidation of the said grant.

2.2.2 CHED Scholarship Program (CSP) Application for AY 2020 - 2021 goes Online

I

n the vast availability of affordable internet-enabled devices like smartphones, tablets, and laptops, CHED Caraga, in 2019, has conceptualized the implementation of the online portal, as the main online application platform for students of Caraga, to maximize the accessibility of application services and ensure fast, reliable, and accurate sources of data from student applicants. The idea has been realized to comply with the CHED memorandum issued on February 27, 2020 which instructed the regional offices on the launching of the StuFAPs Online application for the Aca demic Year 2020 – 2021.

On March 1, 2020, CHED Caraga finally launched the first online scholarship portal to the public thru the domain name (http://cspcaraga.com). Just before the declaration of the nationwide lockdown/quarantine caused by the advent of COVID-19 spread, the online portal has already started catering the applications of the students from both the rural and urban areas. It made them feel convenient to just simply access the portal and automatically they could already input necessary data needed to express their intent to apply as scholars.

The pandemic threat has not indeed hindered the continuity of online acceptance of applications. The online portal has enabled the student to apply for scholarship even when they are contained in their respective homes, refrained them from coming to the regional office to personally process their application and protected them from possible exposure during their transit. Submission of supporting documents were even allowed through courier or emails hence the extension of its submission.

2.2 Provision of Assistance, Incentives, Scholarships and Grants 2.2.1 Student Financial Assistance Programs

T

he Commission on Higher Education (CHED) under Republic Act 7722 is mandated to provide financial assistance through scholarships to qualified and deserving students, preferably the Underprivileged and Homeless Citizens under RA No. 7279, Persons with Disability (PWDs) under RA No. 7277 as amended, Solo Parents and/or their Dependents under RA 8972, Senior Citizens under RA 9994, and Indigenous Peoples under RA 8371.

Annually, the CHED Regional Office Caraga has been allotted with slots that distributed to qualified students from both private and public higher education institutions (HEIs) in the region.

In order to further effectively implement the program, revision of guidelines has been made thus, JMC No. 7, series of 2019 or the Guidelines on the Tertiary Education Subsidy (TES) Program pursuant to special provision (SP) No. 3, CHED budget on Republic Act No. 11260 also known as General Appropriations Act (GAA) OF FY 2019 has been released. It made sure that it is in conformity with existing laws, policies, rules and regulations and to clarify the roles and responsibilities of the agencies in the implementation of this Circular. Moreover, it is very essential in prescribing the guidelines relative to the implementation of SP No. 3, Volume I-B Page 545 of the appropriations of the CHED on RA No. 11260 or the FY 2019 GAA, in compliance with the Veto Message of the President on the Conditional Implementation of TES. 3.1 Development of Standards for Higher Education Institutions 3.1.1 Application for Permits and Recognitions, Certificate of Program Compliance, and Permits and Recognitions

C

HED Caraga issued a total of 26 initial permits (14 from PHEIs and 12 from SUCs), 11 renewal of permits (9 from PHEIs and 2 from SUCs), 10 government recognitions (8 from PHEIs and 2 from SUCs), and two (1 from PHEI and 1 from SUC) additional majors last March with two (2) applications on pending status that are still on process of compliance. These applications cover one (1) initial permit and one (1) additional major.

In the same year, the office received another batch of applications that totaled to 39 from both private higher education institutions (PHEIs) and state universities and colleges (SUC).

Later in the third quarter of the year, as reflected in the graph, applications for new programs were already accommodated via an online portal developed by the office. The new applications include the following: six (6) for initial permit to operate a program where five (5) are from PHEIs and one (1) is from an SUC; eight (8) for renewal of permits from PHEIs and 12 are from SUCs; ten (10) for government recognition where seven (7) are form PHEIs and three (3) are from SUCs; and there are only three (3) applications for additional majors from a PHEI.

The CHED Academic Program Application Portal or CAPAP is an initiative of the office that addresses the face-to-face restrictions brought by the COVID-19 pandemic. Processing and transactions relevant to program applications are already available through the said portal. Applications from state universities and colleges (SUC) for certificates of program compliance (COPCs) are catered as well.

For this year, a total of 30 COPCs still on process of completion. Majority the CHED Office of Programs Standards complying with the deficiencies noted by

were already issued while 16 applications are of these applications are processed through and Development (CHED-OPSD). SUCs are still the Technical Committee for specific programs.

With the implementation of CMO 4, series of 2019, also known as the Policies and Guidelines in securing Certificate of Program Compliance (COPC) to State Universities and Colleges (SUCs) and Local Universities and Colleges (LUCs), SUCs in the region have already started to apply all other programs that are still without COPCs. Before the year ended, the office has received another seven (7) new applications for COPCs.

3.2 Monitoring and Evaluation of Performance of HEI Programs 3.2.1 Monitoring of Higher Education Institutions

he first online assembly of all the members of the Regional Quality Assessment Team of CHED Caraga held via Zoom platform November 17, 2020 was attended by 185 participants from various disciplines consistent to the program offerings of HEIs in the region.

Participants were regular and new RQAT members from the academe and industry sectors who will serve as partners of CHED Caraga in the assessment of program compliance for all fields of specialization namely, Engineering; Agriculture, Fishery, Forestry; Criminology; Information Technology Education; Business Education; Health Sciences; Mathematics and Natural Sciences; Humanities and Social Sciences; Teacher Education; and Languages and Communication.

The activity aimed to virtually gather all assessors and give them updates related to their roles as RQAT members. Topics presented helped in strengthening their credibility and trustworthiness as CHEDRO partners in the implementation of CHED Policies, Standards, and Guidelines (PSGs). Major talks shared by the CHED Caraga Technical personnel were the following: 1. CAO No. 3, series of 2014: Revised Guidelines in the Operation of Regional Quality Assessment Teams (RQATs) 2. by CHED Caraga was attended by 221 participants identified as presidents, vice presidents, and other key personnel concerned from all the higher education institutions (HEIs) in the region.

The orientation mainly focused on the discussion of the salient points of the CMO delivered by Dr. Leonida S. Calagui. Specifically, highlights in her presentation included the general guidelines for the implementation of flexible learning and teaching and the guidelines for the creation and development of consortia. Best practices of some HEIs were also mentioned and set as a benchmark for those who are still complying with the required procedures, mechanisms, and systems.

The Regional Director also stressed that the objective of reiterating the new order was to ensure that the Learning Continuity Plans (LCPs) prepared by the HEIs are in compliance to the said CMO. 3.3 Student Financial Assistance Programs

T

hirty-eight (38) private and public HEIs in the region were monitored of their scholarship program implementation through onsite visits from January to February 2020 and through remote or virtual visits from July to November 2020. Online remote monitoring was a joint evaluation of of program compliance and CMO 4, series of 2020 or the “Guidelines on the Implementation of Flexible Learning�.COVID-19 Pandemic extended its effect to the monitoring of scholarship programs of CHED Caraga regional office to its Higher Education Institutions. However, resiliency is the name of the game during the season of pandemic. Conduct of monitoring was thru remote arrangements using video teleconferencing platform available in the market.

The virtual visit was a good opportunity for the HEIs to raise their issues and concerns which were also addressed by the regional office such as delayed payments to students, and qualification issues for the merit-based programs.

3.4 Tuition Fee Increase

I

n 2020, CHED Caraga has received and evaluated a total of eleven (11) applications for increase in tuition and other school fees for the ongoing students based on CMO 3, Series of 2012 otherwise known as “Enhanced Policies, Guidelines and Procedures Governing Increases in Tuition and Other School Fees, Introduction of New School Fees, and for Other Purposes” and CMO 8, Series of 2012, “Amendment on CMO No. 03, S. 2012, “Enhanced Policies, Guidelines and Procedures Governing Increases in Tuition and Other School Fees, Introduction of New Fees, and for Other Purposes”. Among the eleven (11) applicants, only one (1) was pre-approved by the Regional Office and awaiting confirmation by the Commission en Banc. Table below shows the details of the applications.

IV - Frontline Services

Among the frontline services of the Commission on Higher Education are the issuance of Certifications, Authentications, Verifications, Special Orders and other certifications, and the conduct of mediation and conciliation activities on different cases involving students and HEIs.

4.1 Processing of CAV, Special Order, and Other Certifications

F

or the Year 2020, CHED Caraga processed and issued a total of 5,713 Certifications, Authentications, Verifications (CAVs), 2,128 other Certifications and 2,550 Special Orders (SOs) to students who graduated from the different private HEIs in the Caraga Region.

As a Region that has developed and implemented the CHED Caraga Certification, Authentication and Verification Information System, CHED – Caraga’s system has become the system to be implemented regionwide. The system was enhanced by the CHED-Caraga IT Support Staff through series of pilot testing and was named as Electronic Verification and Certification System – Special Order Application Information System (EVCS – SOAIS).

This initiative was aimed at streamlining business processes that is meant to improve efficiency of service provision, increased productivity, and customer satisfaction through intensification of action to clientele’s CAV requests for local purposes. The originating system was done by the Commission on Higher Education-Caraga Regional Office in collaboration with the IT Department Faculty of College of Engineering and Information Technology (CEIT) of the Caraga State University - Main Campus, being the Region’s Center of Development for Information Technology.

4.2 Higher Education Management Information System

All 56 HEIs in Caraga were able to submit the needed data as part of the 2017-2018 Higher Education Management Information System (HEMIS) data collection. As an output of the data collected, CHED Caraga published the Regional Statistical Bulletin for AY 2020-2021.

4.3 Mediation, Investigation and Complaints

CHED Caraga conducted six (6) mediation cases handled and eighteen (18) investigation activities on cases involving HEIs and students. There were also Twenty (24) complaints and queries from various stakeholders that were properly addressed.

4.4 Procurement Activities

The Office made 125 procurements on various goods and services for the year 2020 which strictly followed the implementing guidelines of Republic Act 9184 otherwise known as the Government Procurement Reform Act.

T

he Accounting Unit has processed 2,176 vouchers both from Funds 101 and 151. Moreover, a total of 55 Notice of Transfer Allocations were acted upon and a total of 281 checks and ADA were issued as payments for various procurements and scholarship allowances. In terms of budget utilization, CHED-Caraga has efficiently and effectively utilized its budget through the conduct of all the plans, programs, and activties for 2020. Table below shows the budget utilization for 101 and 151 funds.

Issued Memoranda

The Office have issued a number of Memoranda to its HEIs, employees and stakeholders throughout the year. For the period January to December, it was able to issue twenty-two (22) endorsements of virtual activities conducted mostly by HEIs in Caraga. For regional activities, requests and announcements of this Office, it has issued fifty-five (55) Regional Memoranda. Lastly, for employees and staff, forty-two (42) Office Memorandum/Order were issued.

T

he Technical and Administrative staff of CHED Caraga, headed by Director Leonida S. Calagui attended weekly, monthly, and quarterly teleconferences via zoom cloud meetings to keep abreast on the status of CHED – Caraga in terms of the targets committed.

All meetings aimed at resolving issues and concerns foreseen to be bottlenecks for the successful conduct of plans being set. Identified interventions and agreements were summed up after sessions for follow-up on the next scheduled meeting.

5.2.2 Program on Awards and Incentives for Service Excellence (PRAISE) and Recognition of Employees

G

eneral Assembly is the gathering of all CHED Caraga employees to discuss the pressing concerns of employees and recognize them in the competence where they excel.

The expressed concerns were along the policy on absences incurred during COVID-19 pandemic, support to health and well-being of employees and its security and protection while at work. As a response, the management with the leadership of our ever dynamic, considerate but just and full of wisdom regional director, Dr. Leonida S. Calagui, decided to invite resource persons from different government agencies to talk about those that concerns us. Hence, half of the day will be spent for employees’ welfare by

This year’s theme of our assembly is Sustaining Culture of Excellence in the Midst of Challenges. This is timely as Employees need recognition to feel good enough, respected and improve confidence in the Maslow’s Hierarchy of Needs (Presenta Plaque, 2012). Chapman and White (2012) further posit that appreciation, as a fundamental human need, when observed and communicated at the workplace, affirms the employees hard work and are valued by the management and the co-workers.

This promote job satisfaction and improved work performance. Thus, the Civil Service Commission passed Resolution No. 010112 dated January 2011 revising the existing Employee Suggestions and Incentive Awards System and requiring all government agencies to prepare their agency’s Programs on Awards and Incentives for Service Excellence (PRAISE).

I

n CHED Caraga, one of the Human Resource Systems and Pillars is the Programs on Awards and Incentives for Service Excellence (PRAISE). This system identifies outstanding accomplishments, best practices, among others, of employees and support staff on a continuing basis. This is to encourage, recognize and reward employees and staff for their suggestions, innovative ideas, inventions, discoveries, superior accomplishments, heroic deeds, exemplary behavior, extraordinary acts or services in the interest of the public and other personal efforts which contribute to the efficiency, economy and improvement in office operations, which lead to organizational productivity.

G

iving credit to whom credit is due, the Commission on Higher Education – Caraga Regional Office conducted its Year-end Recognition of Employees’ Outstanding Performance in the afternoon of December 18, 2020 via zoom cloud meeting. Cash Awards and Certificate of Recognitions were awarded at CHED Caraga Function Hall. All awardees followed religiously the health protocol in the Office.

5.3 Planning and Assessment Activities

CHED-Caraga conducted planning and assessment activities to harmonize the different programs and initiatives of the Commission and to ensure their effective and efficient implementation.

a. Monthly Convocation cum Staff Meeting

T

he Technical and Administrative staff of CHED Caraga, headed by Director Leonida Calagui, regularly convene for the Monday Convocation cum Staff Meeting since the start of COVID 19 pandemic crisis.

The said regular activity aimed at discussing updates from the individuals units and served as the venue to resolve issues and concerns which were foreseen to be bottlenecks on the achievement of office targets. Interventions and specific tasks of employees were also identified and summed up after sessions for follow-up discussion on the next scheduled meeting.

Furthermore, part of the activity also includes spiritual enrichment which grant the employees the opportunity to enhance and enrich their lives through scripture sharing. This was done prior to the meeting proper.

b. Quarterly Assessment of Targets and Accomplishments

T

he conduct of quarterly assessment of targets and accomplishments was strengthened especially when the pandemic crisis happened. Original activities planned were not realized accordingly due to certain limitations and restrictions. Thus, some activities were put on hold to give way for alternative activities which were deemed necessary in preparation of the opening of classes in the new normal scenario. The Regional Office focused on capacitating the faculty members, school administrators and other support staff in their readiness for the opening of Academic Year 2020-2021.

Despite the emergence of COVID 19 pandemic crisis, CHED Caraga Regional Office is still on track in the achievement of its deliverables vis-a-vis the targets set.

Development of Module Exemplars in General Education Courses

C

HED Caraga in partnership with St. Paul University Surigao conducted a 5-day Online Writeshop on Development of Module Exemplars in General Education Courses last July 20-24, 2020 via zoom cloud meeting. The online writeshop was exclusive for participants who represented their respective HEI in the region.

CHED-CARAGA ASEAN 2020 CELEBRATION

#CHEDCaraga launched its Regional Virtual Celebration of the 53rd ASEAN Founding Anniversary live on Facebook via Zoom on August 11, 2020 with one hundred and eighteen (118) participants and a thousand viewers.

Despite today’s crisis, the CHED Central Office, Caraga Regional Development Council Chairperson Gov. Dale Corvera, City Mayor Lagnada represented by Atty. Glenn Carampatana, and Caraga HEIs were virtually present to support and celebrate with the Regional Office.

Building on Vietnam’s ASEAN Chairmanship theme “Cohesive and Responsive ASEAN” and the current challenges faced by the country and the region due to the COVID-19 pandemic, this initiative aimed to be a platform for higher education stakeholders to highlight ideas on how ASEAN’s efforts as a unified regional bloc help its member states address opportunities and challenges globally and regionally, with special focus on the pandemic’s socio-cultural repercussions.

5.4 Development of Three Web-based Software Applications

R

ecognizing the need to address the issues of system automation and digitation in the administrative and technical divisions of the office and contributing to the mitigation measures on the spread of COVID-19 pandemic in the region, the CHED-Caraga MIS Unit, utilizing its own available resources, independently initiated to develop three (3) web-based software applications which are customized to the region’s needs.

The systems developed and deployed are: (1) Program Application Portal (https://capap-chedcaraga.online). This system facilitates the higher education institutions (HEIs) application on the initial permit, renewal, government recognition, and certificate of program compliance (COPC) via uploading all digitized/scanned documents relative to the programs being applied.

T

hrough the program application portal, the Supervisor-in-Charge, the members of the Regional Quality Assessment Team (RQAT), and the applicants (HEIs) will have the privilege to navigate and browse the contents of each option in the system.

A notification will be sent via email to the HEI applicant as an update of the processing. During the virtual monitoring, all authorized users will have the access in the system where status of the applications are viewable.

The second application facilitates the application of the higher education institutions (HEIs) on CAV and provides status of its processes.

V - General Administration and Support Services

The third system was implemented in the first quarter of year 2020. Using this customized app, clienteles are properly guided and quickly served.

The three (3) web-based applications implemented in CHED-Caraga are considered noteworthy efforts of the office’s MIS-Unit. The initiatives made are manifestattions that the CHED-Caraga IT personnel are indeed capable to develop systems that could provide solutions to some prevailing problems in the region.

VI - Gender and Development

6.0 Gender and Development and Related Laws

C

HED Caraga Regional Office conducted a webinar on Gender and Development (GAD) and Related Laws via Zoom on November 18-19, 2020 which was attended by a total of 204 participants including the Presidents/Heads, Guidance Counselors, GAD Focal Persons, Clinic Staff, Student Leaders and Representatives from the private and public HEIs all over the region. CHEDRO personnel also attended the activity headed by the CHED Caraga Regional Director Dr. Leonida S. Calagui, CESO III. The activity aimed to increase awareness and knowledge on GAD basic concepts and laws related to promoting women rights and reducing discrimination and violence.

6.1 Women’s Month Celebration

C

HED Caraga Regional Office joined the observance of the annual advocacy on 18-Day Campaign to End Violence Against Women (VAW) from November 25 to December 12, 2020 as mandated by Proclamation 1172 s. 2006. This year’s theme “VAW-free community starts with Me” focused on elevating the campaign into becoming positive advocacy as it enjoins everyone to pursue the common vision of a community free from violence against women and girls.

As member of the General Assembly by the Regional Development Council (RDC) – Regional Gender and Development Committee (RGADC), the Office fully participated the celebration by attending the virtual activities such as the Virtual Press Conference, Children and Youth Zoomgress, Presentation of the Research Study on the Human Rights Awareness in the Caraga Region, and other related activities. To further show support to the advocacy, a banner was displayed in front the CHEDRO building and token assistance was offered in the conduct of some competitions.

On the same note, CHED oversight commissioner for Gender and Development (GAD) Dr. Aldrin A. Darilag issued a memo to all CHED Regional Offices and UniFAST as well as to State Universities and Colleges (SUCs) to attend and participate in a webinar conducted on December 11, 2020 by the GAD Focal Committee in observance of the campaign which tackles issues within the parameters of violence against women and children. The speakers of the said activity were Dr. Ferdinand M. Lopez of the Women and Gender Studies Institute, University of Toronto and Atty. Antoni Pauline P. Pascual, Office of Cybersecurity, Department of Justice.

n response to the pressing issue on the rising cases of teenage pregnancy in Caraga Region as second among the top three regions in Mindanao who have registered the highest number of teenage pregnancies per Population Commission 2019 report , the CHEDRO conducted a webinar on Adolescen t Health and Development Program (AHDP) and Teenage Pregnancy on December 4, 2020 which was virtually attended by the Presidents/Heads, Guidance Counselors, GAD Focal Persons, Clinic Staff, Student Leaders and Representatives from the private and public HEIs in the region.

As stated in the Regional Development Council (RDC) Resolution No. 39-A, Series of 2019, with subject, “Enjoining the Commission on Higher Education (CHED), Department of Health (DOH), and Commission on Population and Development (PopCom) to Institutionalize the Conduct of Comprehensive Sexuality Education (CSE) Sessions in Higher Education Institutions in Caraga Region”, three agencies were tasked to promote awareness and knowledge on teenage pregnancy in the Region hence the conduct of activity.

Speakers in the webinar were Mr. Dinnes Karl N. Garcia, Regional Program Manager on Adolescent Health and Development Program of the Department of Health and Dir. Alexander A. Makinano, the Regional Director of the Commission on Population and Development – Caraga. They presented comprehensive report on the teenage pregnancy cases in the region and their programs and activities which triggered the interest of the participants hence the engaging question and answer sessions.
