Charnwood pays its respects on Armistice Day

Thousands of people came together in Loughborough to mark 100 years since the end of World War One on Sunday, November 11.

People gathered in the town centre and Queen’s Park to see the annual Remembrance Parade and service at the Carillon Tower.

Silence fell at 11am as people remembered those who gave their lives for this country and poppies cascaded from the top of the tower.

The day also included other events organised by Charnwood Borough Council under the Charnwood 14-18 banner.

Royal British Legion and other local groups followed by a service at the Carillon Tower.

A crowd of thousands stood silent in memory of the fallen as poppies cascaded from the Carillon Tower in Queen’s Park.

The parade then headed to the Market Place for the salute and where a Charnwood Heritage Plaque was unveiled.

The location was used as a gathering point by troops at the outbreak of the war.

Photographs from the time and articles in the Loughborough Echo say the 5th Battalion Leicestershire Regiment met in the Market Place on August 11, 1914 before heading off to join the conflict.

A Charnwood Heritage Plaque was unveiled, a live showcase entertained people in the Market Place, a life-size war horse decorated in poppies was revealed and a beacon lit in the evening.

It is the second plaque to be unveiled as part of the Council scheme which aims to mark interesting people, places and events in Charnwood.

A community poppy cascade of knitted poppies hung from the balcony of Loughborough Town Hall which also hosted a tea dance.

In the afternoon there was a live showcase on a big stage in the town centre where local groups and musicians entertained the crowds.

The day started with the annual Remembrance Day parade with the

All events in the town centre were broadcast on to a giant TV screen.

In the evening, the beacon was lit by Mavis Bell, 91, whose father Henry Wright volunteered to fight in 1914 when he was 16 years old. The beacon was one of more than 1,000 across the country to be lit on Sunday.

The Carillon Tower then took part in a national bell peal before a recital was given. It marked the first time the bells had been played since the Council completed a £282,000 conservation project this year, supported by the War Memorials Trust.

Council’s support of armed forces continues

Charnwood, Melton and Rushcliffe borough councils have received a silver award for their support of armed forces.

The council was given the award by the Armed Forces Covenant Employer Scheme (ERS) which encourages employers to support defence and inspire others to do the same.

Citizens Advice Charnwood signs the Armed Forces Covenant

The silver award follows the councils receiving bronze last year and recognises continuing commitment to supporting armed forces personnel past and present and their families across the region.

Citizens Advice Charnwood has signed the covenant of the Armed Forces in order to show and offer their support for servicemen and women who serve at home and abroad.

The covenant recognises that the whole nation has a moral obligation to members of the Armed Forces and their families, and it establishes how they should expect to be treated.

The covenant was brought to the attention of Citizens Advice Charnwood

by Victoria Coomber, armed forces community covenant development officer for Charnwood, Melton and Rushcliffe borough councils.

The three councils work in partnership and also employ an armed forces community covenant development officer and an outreach officer to help develop and support the Armed Forces community and ensure that military personal do not face any disadvantage as a result of their service.

A ceremony was held at Beaumanor Hall in Leicestershire later in the year where the councils formally received the ERS Silver Award.

Citizens Advice Charnwood has strengthened its commitment further in employing its own Armed Forces Champion, Gill Dunn who will be trained to understand the specific needs of our Armed Forces community and promote advice and services available to them. All of the staff and volunteers at Citizens Advice Charnwood will receive training on Armed Forces needs and have access to a resource database of services that can help them.

Loughborough chosen for Britain in Bloom finals Loughborough in Bloom is hoping to strike gold again at the 2019 Britain in Bloom awards.

The town has been selected to represent the region in the small city category at the national awards organised by the Royal Horticultural Society.

Last year, Loughborough won gold at East Midlands in Bloom for the eighth time since it began competing in the competition in 2009. The town was also crowned the winners of the small city category.

Marion Smith, Loughborough in Bloom chair, said: “We were thrilled to find out we had been selected to represent the region at this year’s national awards, it’s an honour!

Throwing a Lifeline to Charnwood residents In the winter edition of Charnwood News, it was reported that Charnwood Lifeline – the borough’s council-run service that provides 24-hour support to elderly or vulnerable residents and their families – had launched a new online booking system.

The booking system allows residents the freedom to book appointments for free demonstrations of the wearable pendant and alarm system that is used in the event of an emergency.

The council has received overwhelmingly positive feedback since the launch of the service, which has enabled residents to have 24/7 access to the booking system and has reduced the demonstration time by 20 minutes due to the electronic appointment confirmation containing information that the customer should have

Examples of feedback from customers of the service: “Thank you for contacting me every weekend. You are truly my “lifeline” as you are to all of us.”

“The on-call warden was delightful and beautifully clear in his explanation and it was very reassuring to meet the on-call warden in person.”

Julie Moss, Lifeline team leader for Charnwood Borough Council, said: “The online booking system has improved the customer journey, allowing them the freedom to book an appointment to suit their needs.” Charnwood Lifeline

is available to anyone living in the borough and the Charnwood Lifeline personal alarm costs £205.20 per year, which is just £4 per week and a one-off installation cost of £30. Fall detectors are also available and cost an additional £28 a year.

Guided walks in and around Charnwood Working with partners Fusion Lifestyle, the Active Charnwood team support a volunteer led programme of guided walks throughout the year.

The Council is proud to support the weekly Dishley parkrun which takes please each week at Loughborough Rugby Club, Derby Road Playing Fields.

The parkrun is a free, timed walk/jog/run which is led by a brilliant group of volunteers and is open to all abilities from ages four and over.

To help our walkers explore a little further afield we run a Coach Trip walk twice a year. Our next trip is on April 30 which is a nine mile walk along the beautiful and spectacular Monsal Trail in the Peak District.

Twilight Games is a huge hit in the community The Active Charnwood team in partnership with Leicestershire and Rutland Sport has delivered a programme of adapted activities within local care homes and community groups in Charnwood.

Participants had the opportunity to take part in Boccia, target games, audio basketball and seated volleyball.

Feedback from the groups has been overwhelmingly positive. Tracey, who has helped to coordinate the session at Shepshed and John Storer House, said: “It’s a great opportunity for the residents to integrate with different people within the group, whilst being a stimulating activity which provides a great socialising opportunity.”

The Active Charnwood team has supported staff members, volunteers and carers during the sessions to enable them to deliver these games independently.

The equipment is loaned out to the group to enable sustainability, whilst the team supports new community groups and care homes to get involved with this exciting project.

Changes to housing allocations policy Charnwood Borough Council is changing the way in which it processes applications for social housing.

The Council has revised its Housing Allocations Policy to focus on people who have the greatest and most urgent housing needs and who have strong connections to the borough.

This means that some people who are currently on the housing register, including many who are in the lowest housing need band, are unlikely to qualify for the register under the new policy.

Alison Simmons, head of strategic and private sector housing, said: “We are required to review our Housing Allocations Policy to ensure it continues to meet local need. We have made some changes to our policy following consultation with stakeholders.

“There are a number of people who are currently on the Housing Register who do not have a need to move and who are unlikely to secure an offer of accommodation through the Choice Based Lettings scheme.

“The changes aim to make sure our services are focused on helping people who are the most in need and who have a strong connection to the borough.

• Band 3 for applicants who have a housing need

“We are improving our application system to give customers a better online experience.”

• Band 1 for applicants who have an emergency level of housing need

Everyone who is currently on the housing register will need to re-apply online if they want to stay on the register. The Council has written to all current applicants to inform them of the changes.

The Council operates an online Choice Based Letting Scheme which means that if people are on the housing register they can ‘bid’ for available properties.

The Council is introducing a new online housing application and bidding system.

Under the current system, when someone is accepted on to the housing register, they are put in one of four bands depending on their level of housing need: low, medium, high or priority.

Under the new policy, people will be put into one of three bands:

Other changes include changing the local connection criteria from 6 out of the last 12 months residence within Charnwood to 2 years’ residence within Charnwood.

The policy is designed to prioritise applicants who have the greatest and most urgent housing needs.

Currently there are over 2,800 people on Charnwood’s housing register and over 1,300 of these applicants are in the low housing need band.

People on the register can apply to rent a property from the Council or a registered provider (formerly known as a housing association).

Charnwood Community Lottery raises £6,000 so far

People are being urged to get behind the Charnwood Community Lottery in 2019 and support local causes in the borough.

By January, 10,000 tickets have been sold and around £6,000 has already been raised for good causes since Charnwood Borough Council launched the lottery in September 2018.

For every £1 ticket purchased, 60p goes towards helping good causes in the borough and people are able to choose which good cause to support when buying their ticket. Players can also win up to £25,000.

Falcon Support Services is one of the good causes which benefits from the money raised from the lottery. The charity helps those that are homeless or vulnerable in the community and has already received over £250 from the lottery.

“There’s no additional cost to us and so far we’ve been able to use the money from the lottery to provide vital services to rough sleepers such as food,

Loughborough Fair wins top tourism award Organisers and showmen of Loughborough Fair are celebrating after the event won a top regional tourism award.

The fair is organised by Charnwood Borough Council and takes over the town centre for four days each November.

The fair, a fixture in the town for nearly 800 years, won the best free event category at the Leicestershire Promotions 2018 Tourism and Hospitality Awards.

Loughborough Town Hall, also run by the Council, was highly commended in the “best night out” category.

Now in its 8th year, the awards are aimed at finding the best tourism businesses in Leicestershire and this year, around 100 businesses submitted over 190 applications for this year’s categories.

Judges praised the fair for having something for all ages and its community involvement.

A total of 26 local businesses were crowned winners at the glittering ceremony at Athena in Leicester on November 29.

Winners included restaurants, hotels, visitor attractions, cafes, food producers, farm shops, tearooms, pubs, event venues, B&Bs, festivals and events, and Market Towns.

The final award of the evening was Tourism Superstar and was presented to James Bowie, former owner of The Belmont Hotel in Leicester whose family ran the hotel for over 80 years.

Charnwood Sports Awards 2018 Local sporting stars have been celebrated at the tenth annual Charnwood Sports Awards.

The awards ceremony, organised by Charnwood Borough Council honoured over 35 shortlisted individuals and groups at Burleigh Court, Loughborough on Monday, December 3.

Loughborough Town Swimming Club was crowned Club of the Year. The award was named after Councillor John Sutherington, who sadly died earlier in the year.

Cllr Sutherington was well known for his commitment to the community and passion for sport.

MOVE Charity, founded by Gemma Hillier-Moses, won the new Joe Humphries Special Recognition award. Through physical activity and sport, the charity supports children and young people living with and beyond cancer.

The Joe Humphries Special Recognition award was launched this year to celebrate the tenth anniversary of the sports awards and recognises inspirational people who have made outstanding achievements in the face of adversity.

Visit the outdoor gym at Southfields Park an all-round work out. Users are able to adjust the resistance of the equipment to suit their workout needs.

There is also a street fitness frame for gymnastic-style exercises.

Visitors can download a free app called Proludic Sport for instructions on how to use the equipment and track their workouts.

The area is situated on a colourful hardwearing surface and is accompanied with a seating area.

An outdoor gym that comes with its own phone app opened at Southfields Park in Loughborough in a bid to improve the open space and help people get fit.

Charnwood Borough Council has installed

the gym in the summer and residents have been putting the equipment to good use.

Loughborough tennis courts revamped with council funding Tennis players in Charnwood have been served up a treat thanks to a £108,000 revamp of courts in Loughborough.

Charnwood Borough Council has resurfaced six tennis courts next to Phoenix

Bowls Club, off Park Road. Markings for two netball courts have also been included.

The old fencing around the outside of the courts has been replaced and new pathways leading up to the courts have also

been installed to provide better access.

The tennis courts are free to use and will be available on a first come, first served basis.

The Council will be looking to introduce a booking facility in the near future.

What’s on at the Town Hall The Spring season is truly upon us and Loughborough Town Hall hosts another packed programme of shows and performances from the world of entertainment and theatre.

Miners Pension Compensation We are successfully claiming compensation for former Charnwood miners who transferred out of the Mineworkers Pension Scheme.

Many miners were advised to transfer their British Coal Pension to a private pension scheme which paid considerably less! This was bad advice and many retired miners or their widows have lost out.

Example 1 - £110,000 | Mr D. a former miner from WORSBROUGH was made redundant in the 1980’s. After the pits closed he was advised by an agent of the Prudential to transfer £9000 from his mineworkers pension to them. We were able to show this was bad advice.

The Prudential eventually accepted this and agreed settlement of £110,000.

Example 2 - £100,359 | Mr P. of BARNSLEY was advised in 1989 by an agent of Abbey Life to transfer £9300 from his mineworkers pension. He was wrongly advised and Abbey Life paid compensation of £100,359.

Example 3 - £135,000 | Mr J. of GREAT HOUGHTON was advised in 1991 by an agent of Sun Life to transfer £25,000 from his mineworkers pension scheme to them. We were able to show this was bad advice and obtained compensation of £135,000.

What can and can’t you put in your recycling bin?

Charnwood Borough Council provides green bins or bags for recycling to all residents as it is extremely important to recycle. However, not everybody is 100 per centclear on what they should or shouldn’t put in their green bins, and it’s not as obvious as you might think.

Once signed up, you will receive a sticker to show you are a paid subscriber to the service. Please place this on the back of the brown bin beneath the handle. Collection of the bin will only start once the sticker is in place. We advise customers to write their house number on the wheelie bin to ensure the same bin is returned to the property.

Here are some examples of what you can put in the bin for composting and some things that you can’t:

YES PLEASE! – just these compostable materials: grass cuttings, leaves, prunings, hedge trimmings, raw garden fruit & vegetables, weeds, garden & house plants and flowers.

NO THANKS! – fruit and vegetable peelings from the kitchen, plant pots, wire ties, string, seed trays, plastic, glass, metal, soil, turf, gravel, stones, rubble, very large logs, food waste, animal waste - anything not listed in “Yes Please”.

Please ensure that the items placed into the bin are not in bags, as we won’t be able to accept the contents for composting.

Once you have received your bin and your sticker, your collection day will be once a fortnight.

Investment means exciting times for the Outwoods Charnwood Borough Council recently secured £140,000 of funding to upgrade visitor facilities at the popular woodland the Outwoods, and has been busy installing a shelter to hold more activities, a play area and an open events area with more picnic tables, and has also been improving the car park.

All this work has been taking place since the start of the year, and there are also longer term plans by the Council to convert the old ranger’s cottage into a café and visitor centre.

The £140,000 of European funding has been provided by the Rural Payments Agency to support the development of tourism throughout the year in the area.

The project is part of a Charnwood Forest initiative which focuses on providing better facilities and activities for visitors to the site, particularly

during the quieter off-peak times.

The Outwoods is 110 acres of ancient woodland to the south of Loughborough and is one of the oldest surviving woodland sites in Charnwood.

Responsibility of the Outwoods lies with the Outwoods Management Committee which is a separate body to the Council.However, the Council effectively maintains the Outwoods working alongside the committee.

The Outwoods is designated a Site of Special Scientific Interest (SSSI) by Natural England, which means it is protected by law to conserve its wildlife and geology.

Later in the year, the Council is also planning to carry out work to restore native oak trees to the Outwoods.

Warning for lettings agents and property managers after company fined of a government-approved redress scheme which helps resolve disputes between tenants and landlords.

Charnwood Borough Council discovered one letting agent in the borough was not part of a redress scheme in August.

Lettings agents in Charnwood are being urged to ensure they are aware of their legal responsibilities after a business was fined by the borough council.

However, after being contacted by the Council, the company signed up to a redress scheme. The Council fined the company £673 to reflect the

seven-week period that it was not part of a scheme.

Redress schemes give tenants and landlords independent adjudication of disputes.

The Council monitors lettings agents and property managers to ensure that they are registered with a redress scheme.

Cabinet approves proposal to raise Council Tax by 9p a week Charnwood Borough Council has approved a proposal to raise its share of council tax by 9p a week for a Band D. The increase will see the annual charge for an average Band D property rise £5 (4.27 per cent) to £122.09 from April 1, 2019.

The Loughborough Special Rate, paid by residents of Loughborough and the equivalent of a parish precept in villages,

will stay at the same rate of £74.97.

New Loughborough Markets branding Loughborough Markets has recently undertaken a branding exercise and the new logo is now being used across various publicity materials.

As well as adverts, posters and social media, side sheets for market stalls and drop banners for street dressing are also being produced.

Don’t advertise what’s in your house Make sure door and window locks are fitted to the appropriate standards.
