Golden Bay Community Board’s monthly meeting took place via Zoom on Tuesday morning. Attendance was depleted due to absence and illness, and some technical gremlins dogged the early part of the proceedings, but the meeting was quorate and the bugs were quickly ironed out. Public Forum Chair of the Pakawau Community Residents Association Nigel Lloyd was the main victim of technical issues and a poor connection meant that his prepared statement had to read aloud by GBCB acting chair Grant Knowles (see main story, left). The second contributor had better luck; Duncan Cavaye came through loud and clear with his opposition to the penguinprotecting fence proposed for Tarakohe Port. “We have to be very careful where we put fences and restrict access. I’m getting a lot of support from the community who value fishing, walking and picnicking there.” Duncan said that “a senior manager at DOC” believed the fence to be unnecessary as the penguins were thriving, and questioned whether the proposal was based on objective data. “It’s all subjective hearsay.” Later in the meeting councillor Chris Hill pointed out that a defined public consultation process, including a hearing panel, would be followed in order to make a decision. Annual Plan TDC strategic policy manager Dwayne Fletcher and community policy advisor Amy Smith made a presentation on the Annual Plan 2022-23 consultation document. Amy said that public consultation was necessary because there had been “significant and material changes” from the Long Term Plan 2021-2031. These, she explained, were caused predominantly by financial pressures including inflation, supply chain issues and the Waimea Dam cost blowout. The main purpose of the consultation is for the public to choose between two rates increase options – 5.51 per cent and 7.66 per cent. Amy also provided a summary of planned projects and programmes, and changes to fees and charges for council services.
