The Muscogee (Creek) Nation in Oklahoma wants to “consult” with the College of Charleston about its proposed dormitory on a former city-owned potter’s field, a tribal spokesman told the Charleston City Paper.

The tribe believes the college’s intentions to build the dormitory on an 18th century burial ground could desecrate the graves of its ancestors, a violation of a federal law that protects the human remains and cultural artifacts of indigenous people, the spokesman said.

The tribe hopes to have a meeting with the college in about a month, said a spokesman in the tribe’s Okmulgee, Okla, office who asked not to be identified.

Any indigenous person, including a Muscogee, who died between 1790 to 1807 in Charleston would have been interred in the burial ground, the tribe said in an October letter to the college.

“There is no way to say that there is not a native person buried” in the ‘Strangers and Negroes Burial Ground,’ she said.

The burial ground is bounded by Coming, Vanderhorst and Calhoun streets. Some maps also show St. Philip Street as the eastern boundary.

After a series of colonial-era wars between native Americans and South Carolina colonists, the surviving members of the Edisto, Kiawah, Stono and other tribal groups joined other tribes like the Muscogee in Georgia and Catawba in upper South Carolina. The federal govern-

ment then pushed the Muscogee and other tribes west in the mid- to late-1830s, the spokesman said.

Another spokesman for the Catawba Nation in Fort Mill who also asked not to be named said the tribe is aware of the college’s proposed dormitory. The Catawba’s Tribal Historic Preservation Office “is doing their due diligence,” said the spokesman, who said she could not provide further details.

In an email to the City Paper, the college said it is “aware of the (Muscogee) letter and has acknowledged receipt to the Muscogee Nation. The college’s project team is working with subject matter experts on next steps.”

State approval necessary

The college needs permission from the S.C. Department of Environmental Services (DES) to remove portions of an asphalt parking lot at 106 Coming St., the former headquarters at the YWCA of Greater Charleston. Removing the asphalt is necessary for additional ground-penetrating radio tests to determine whether human remains are in the ground. A previous test was inconclusive. The DES approval is also needed to demolish the YWCA building.

Anna-Catherine Alexander, the Preservation Society of Charleston’s director of advocacy initiatives, said the DES should require the college to “engage in meaningful consultation with Native American tribes before acting on the permit request. This should include immediate and direct response to the Muscogee (Creek)

Nation’s request for consultation as a federally recognized tribe.” Indigenous remains are likely at the property, she said.

Between 4,600 and 12,000 individuals may be interred in the former city-owned burial grounds, according to a report prepared for the college. The deceased also include poor Whites, Africans newly arrived on slave ships, travelers and orphaned children.

The college’s administration has so far held two meetings with a newly formed Community Engagement Council. Some of its members are part of Protect and Respect the Bodies, a coalition of individuals, organizations and faith groups that oppose the dormitory project. The next meeting is scheduled for Jan. 8.

Who has a say?

Biological anthropologist Michael Blakey, one of the nation’s leading experts on the handling of human remains, said people who suspect they could be related to those buried in the cemetery are not the only ones who should have a “large say and the final say” in what happens to the human remains.

Anyone who cares about the most ethical approach to handling the remains are part of the descendant community, Blakely said after he lectured recently at Emanuel AME Church on Calhoun Street.

More than 850 acres of land are currently being proposed to become data centers in Colleton County. But people in a rural area southeast of Walterboro are raising concerns about what that would mean for their livelihoods and the environment.

Residents gathered Dec. 16, voicing their frustrations with emotional but respectful dialogue, according to media reports. The primary concern is the proposed center’s proximity to the ACE Basin, a vast and protected wildlife region southwest of Charleston.

The property is currently zoned for rural development. The owner and a partner reportedly are requesting a special exception to build nine data centers and two substations. The data centers would support the growth of generative AI models and the developers say it will create jobs and benefit the local economy.

In the application for the special zoning exception, the proposed data centers and substations would meet the natural buffer requirements and show the potential impact on the land, but residents are worried about the future costs. —City Paper Staff

Confederate marker materializes at Marion Square

By Andy Brack A controversial 2.4-ton road marker honoring Confederate Gen. Robert E. Lee appeared last week without hoopla at Marion Square on King Street, surprising some history buffs around Charleston.

“It draws more attention to itself by not being discussed than it is if discussed,” said historian Harlan Greene, who chairs the city’s Commission on History. Changes at the park, managed by the city but not owned by it, generally are communicated to the commission, such as the recent addition of a Medal of Honor plaque, he said.

But not this time, which another commission member said really wasn’t needed because the marker, originally donated by the city in 1947, was just a few blocks north along another part of King Street that stretches across the South as the Lee Highway.

“All we did was move it,” said Charleston resident Dale Theiling, a member of the commission who also is board chair of the two militia groups that own Marion Square. “It didn’t fall under the purview of a review by the commission.”

In a Dec. 11 statement provided Tuesday,

Theiling’s group, the Board of Field Officers of the Fourth Brigade, said it was asked by the United Daughters of the Confederacy (UDC) to help settle a spat with the Charleston County School District. In 2021, the district asked the city to remove “the Daughters’ distinguished art object” from in front of the Charleston County Charter School for Math and Science. That became the subject of a UDC lawsuit, which then got “bogged down” in court.

According to the statement, the “board’s guiding precept is that any addition to its historic property would represent Charleston’s place in military service and history, or would further public understanding of Marion Square itself. The legal easement agreement between the UDC and the Board of Field Officers that brought the willing parties together and the Lee roadside marker to Marion Square, advances those purposes. Also, the agreement states this transfer of location and ownership of the 1947 Robert E. Lee Highway roadside marker is ‘in keeping with the memorial’s original purpose.’ ” Theiling said the commission would be briefed on the marker at its next meeting.

at the College of William and Mary in Williamsburg, Va. He was the lead investigator in the 1990s for the analysis of remains of mostly enslaved Africans who were discovered at a federal construction site in Lower Manhattan. The site is now the African Burial Ground National Monument. It is estimated that the site holds the remains of 15,000 to 20,000 Africans and people of African descent who were buried between the 1690s and 1794.

“I wanted them to hear (Blakey’s) expertise,” Turner said. “The care of the dead is an essential act of human service.”

The college has said it purchased the Coming Street property because it needs more on-campus student housing. Before the purchase, the college knew the YWCA property was on the site of an old potter’s field.

“I have the impression that President Hsu

understands that was a mistake,” Blakey told the City Paper following his lecture.

In an email to the City Paper, Hsu wrote: “We understand how complex and sensitive this site is, and we continue to believe that the college is best positioned to develop this site in a manner that respects its cultural heritage and earns the pride of the community.”

Hsu also said: “The college agrees with Dr. Blakey that the descendant community should play an important role in determining the manner in which human remains are treated as well as the content and design of the site’s memorialization.”

Is she OK? A North Charleston woman has stolen nearly $700 worth of Imodium from a Dorchester Road grocery store since August, according to a Dec. 7 police report. Suicide remains quiet killer across the Palmetto State

Every year, more than 800 South Carolinians take their own lives, making suicide the 12th leading cause of death in the state — and the third leading cause for teenagers and young adults. And at a rate of 14.68 people per 100,000, S.C.’s suicide rate is notably higher than the national average of 14.12.

Overseen by the S.C. Department of Behavioral Health and Developmental Disabilities, state prevention efforts are currently focused on four major programs, using a combination of state funding and federal grants.

S.C.’s 988 Lifeline: With call centers in Greenville and Charleston, the state’s 988 Suicide and Crisis Lifeline offers 24/7 counseling and mental health referrals.

Citizen training: Sometimes called “suicide first aid,” this initiative has trained more than 4,000 S.C. residents to recognize the warning signs of suicide and to intervene when necessary.

Youth-focused prevention: A statewide effort to embed suicide prevention outreach and educational materials into schools and local communities.

The Zero Suicide Framework: A national best-practices approach to suicide prevention aimed at adults.

Are guns the real problem?

According to researchers, guns are the primary determining factor in whether any suicide attempt is completed.

In fact, statistics show that 90% of suicide attempts involving a gun result in death — as opposed to 5% to 10% using other means.

In South Carolina, guns are used in twothirds of completed suicides — compared to about 55% around the country.

A memorial bouquet of flowers on the Arthur Ravenel Jr. Bridge over the Cooper River To address that problem, 22 states, including Florida and Indiana, have implemented extreme risk protection orders, or “red flag” laws, which allow police and prosecutors to temporarily remove a troubled person’s guns through a court proceeding where their rights are protected.

And according to a 2024 study by Duke University professor Jeffery Swanson, those laws are having a major impact, saving one life for every 13 red flag law orders issued in cases involving a known suicide risk.

“A red flag law is a unique legal tool that works for our country because it’s not gun control,” Swanson said in a Dec. 11 interview. “It just gives police officers clear legal authority with a court order to remove firearms temporarily from someone who poses an imminent risk to themselves or others.”

A push for a red flag law in South Carolina

S.C. Sen. Darrell Jackson, D-Richland — a pastor who’s had to officiate at funerals for gun-suicide victims — says that kind of careful, rights-based approach makes sense in S.C. That’s why, he said, he’s been introducing red flag legislation since 2022 — and why he plans to push hard for his current bill in 2026.

The question, he said, is whether his GOP colleagues will give the bill a hearing, where people like Swanson could testify about their research. And to get there, he said, he’s prepared to compromise.

“I’m open to any changes that improve the bill,” Jackson said. “I just want to get to the point where we can have a real discussion and debate.”

Of all the myths surrounding suicide, few are more persistent than the ideas that it’s a seasonal problem driven by cold weather and the holiday blues.

But according to research by the Centers for Disease Control (CDC), that’s not true — a finding that Roper St. Francis psychiatrist Dr. Sarah Coker has observed here in Charleston as well.

“It’s cold, it’s dreary, there’s a lot less going on — and there is a spike in depression,” Coker told the Charleston City Paper. “But no, we don’t see a suicide spike at the holidays in our sampling.”

Instead, experts say, suicide levels are a year-round issue, claiming about twice as many lives annually in South Carolina as homicide and alcohol-related car crashes.

Make South Carolina safer in 2026 with two much-needed gun reform laws ifteen people celebrating Hanukkah died on Australia’s iconic Bondi Beach Sunday. At least 40 were wounded in the country’s worst gun massacre in 30 years. The mass shooting by a father-son team was inspired by the Islamic State, Australian authorities said.

At Brown University over the weekend: Another horrific attack. Two died and nine were hurt by a shooter who was at large Tuesday. Classes and exams at the Ivy League school in Providence, R.I., were cancelled.

Across the nation this year as of Dec. 16, more than 41,000 people died in gun violence deaths, almost 17,000 of which were murders, unintentional shootings or deaths not classified as suicides.

In South Carolina in 26 gun violence incidents since Dec. 1, seven victims and two suspects died. More than 25 people were hurt. Police arrested 11.

In the same time period, two shootings occurred in Charleston County: a 17-year-old died Dec. 10 on Ashley Avenue, while a person was hurt two days earlier in a Mount Pleasant shooting.

Lots of blood. Lots of pain. Lots of death. Lots of tornapart families.

Something needs to be done. But in the 10 years since the 2015 massacre of nine people by a White supremacist at Emanuel A.M.E. Church in Charleston, the South Carolina General Assembly has done virtually nothing.

For 2026, it is morally obligated to pass two measures: First, it must pass a hate crimes law to stiffen penalties for hate-motivated crimes, such as the slaughter of state Sen. Clementa Pinckney and eight of his church members in June 2015. South Carolina and Wyoming remain the only two states without such a law. In 2024, the S.C. House passed the measure, but it died in the state Senate without a vote. This year, similar bills sat virtually dormant.

Second, elected state officials must approve a measure to close the so-called Charleston loophole that makes it easier for people like Emanuel murderer Dylann Roof to buy guns. Roof, who had a history of drug use, was allowed to buy a pistol despite an arrest that should have blocked the gun purchase. But because his FBI background check wasn’t completed within three business days, he was allowed to buy the gun.

These are problems that are relatively easy to fix — if Republicans in the legislature can find the courage to join already committed Democrats to pass the bills. To do otherwise is assent to the continuation of mindless killing.

Most people who want these two safety measures don’t want to take away people’s guns. They want to regulate them, just like we regulate another killing apparatus — the automobile. (For more on what the framers of the Constitution might have thought, see that adjectival phrase in the Second Amendment — “well-regulated militia.”)

CHECKLIST of community objectives

We encourage community leaders to act on these audacious priorities: 1. Deal with the water. Build a strong resiliency plan to harden infra structure and make smart climate change decisions about develop ment, roads and quality of life.

2. Fix roads, traffic. Repair and improve roads and reduce traffic.

Speed up alternatives, including more public transportation.

3. Be smarter about education.

Inject new energy into the broken Charleston County school board by focusing on kids, not national mantras.

4. Conduct public business in public.

Be transparent in public business.

Stop the secrecy.

5. Invest in quality of life. Build more parks. Have more festivals. Invest in infrastructure that promotes a broad sense of community.

6. Engage in real racial conciliation.

If we embark on more conversations and actions on racial reconciliation, our community will strengthen and grow.

7. Develop fewer hotels, more affordable housing. Make Charleston a more affordable place to live for everyone.

8. Develop Union Pier at scale.

Let’s not put ship-sized buildings on the coveted Union Pier property downtown. Instead, make what comes appropriate.

9. Build and follow a 50-year plan.

Plan for the county’s long-term future and follow the plan.

10. Pay people more. Pay a living wage.

Push South Carolina lawmakers to set a real minimum wage.

outh Carolina is getting fired up about the 250th anniversary of the Declaration of Independence next year with The Battle of Sullivan’s Island. It’s a new film production by Wide Awake Films commemorating Charleston’s role in the 250th anniversary of the American Revolution, and you’ll feel right at home.

In the opening shot, an SC250 Anniversary logo is afloat on waters off Sullivan’s Island, signalling the state’s commemoration of the American Revolution is underway. On the screen, the surf’s familiar foamy churn then gives way to an equally mesmerizing, rhythmic image: a blue flag with a familiar lone crescent billowing in the ocean breeze.

A stately serif font emerges, revealing more. A date, May 31, 1776, alerts us that we are no longer on the Sullivan’s Island of today, where sun worshippers and olive oil gelato beckon. We have journeyed to the

The rest is American history. In these parts, most locals know the events leading up to a triumphant moment on American soil known now as Carolina Day. On June 28, 1776, the Battle of Sullivan’s Island pitted Moultrie, Sgt. William Jasper and their men against forbidding British forces, cementing South Carolina in the history of the American Revolution to be perpetually celebrated as Carolina Day. this historic Carolina triumph.

“This great and unexpected victory over the Royal Navy and British army was not only one of the first true military victories of the Revolutionary War, but also served to protect and preserve Charleston from British occupation early in the war,” he said.

“The victory at Sullivan’s Island created much-needed heroes for the Patriot cause in South Carolina and established many of South Carolina’s most enduring symbols.”

History buffs aside, the present-day, less-inclined cultural consumer may view a revisit of centuries-old history as dust-mite

dry. Not so much in this film — and on this topic. Around these parts, most folks see a celebration of Carolina Day as serious fun.

When June approaches, they’ll get plenty hot and bothered, decked out in colonial attire in the thick of summer torpor, when celebrating that miraculous day when a scrappy Southern colonel, who was outnumbered and outgunned, held off the swagger of the approaching redcoats.

Moultrie and company did so with little more than palmetto logs, packed sand and the derring-do of state troops, Carolina continentals and allied Native Americans, including 30 Catawba warriors.

Shenk notes that two and a half centuries on, more general knowledge of and appreciation for this astonishing victory have waned.

The film production was commissioned by South Carolina 250, and premiered in partnership with SC250 Charleston, the locallybased nonprofit formed to commemorate and highlight Charleston’s crucial role in the fight for independence. Charleston has been identified by Congressional legislation as one of the four cities that played a key role in the revolution, along with New York, Boston and Philadelphia.

Among the priorities in the commemoration is the celebration of Carolina Day, a transformative moment in the state about which many members of the general public may know very little, “to generate awareness, excitement, appreciation and enthusiasm that we can leverage leading up to the event,” Shenk said.

And it does so with absorbing nuance, drama and pace.

“The film thoughtfully depicts the tensions and passions that were impacting all during this time in history, clearly illustrating how complex this moment was,” Marissa Sams, executive director of SC250 Charleston, told Charleston City Paper.

Clocking in under 15 minutes, The Battle of Sullivan’s Island is free and accessible online. It is also being shown at the S.C. Historical Society museum and at the Fort Moultrie National Park visitor center.

SC250 Charleston anticipates that in the months ahead, it will be available in many more venues.

the hope is that the retelling of the story, featuring cutting-edge animation, live-action sequences and a powerful audio track, will make people more excited and more aware of why Carolina Day commemorations matter.

Gathering historians, filmmakers and reenactors, The Battle of Sullivan’s Island includes period costumes, animated maps, VFX shots and 3D warships, charting the advance of the British with plenty of action.

The film aims to be easy on the eyes and cognition, something Sams says it has delivered.

“It’s also super-digestible and beautifully shot so it’s a great way for those unfamiliar with this historic moment, and a bit intimidated by how to connect with this subject — a way to learn about this significant battle and its relevance to who we are today as South Carolinians,” she said.

Shenk said he is already heartened by the response to the film, which seeks to engage and educate the public.

“If one looks at the current viewership and supportive comments on its YouTube page, we already see that the film is indeed achieving its goals.”

Thirty-six pairs of hands reach out from a pool at the new Anson Street African Burial Memorial fountain “I think of those 36 hands coming apart and asking ‘Why God, why God?’, the silence of thousands of African slaves buried throughout this city seeming to have been silenced in their times,” Scott said. “Today, this memorial, the fountain, represents the living legacy and the answer to that prayer.”

A letter from South Carolina’s U.S. Rep. Jim Clyburn, delivered by Quadri Bell, echoed these aspirations.

“Beginning with the inception of this project to now the opening of the memorial, we are embracing this part of our history revealing the forgotten souls and transforming a story of injustice into a narrative of justice and homage,” the letter said.

Tecklenburg paid homage to the late Dr. Ade Ofunniyin, who initiated the project with his work at the now disbanded Gullah Society, recalling that its founder was known to say “the bones are rattling and speaking truths, telling stories that need to finally be told, finally be known.”

Casting community

At the ceremony, a sense of community was evident, both in the work of art itself and in how the project resonated with its diverse stakeholders.

For Hayes, it was integral to his artistic process, which involved casting the hands of community members representing the 36 interred.

“What brought me the most joy is being able to work with the community, being in the community–able to be with the people who live here and who have a stake in this project,” he told the Charleston City Paper, noting also that it included future generations who would engage with the work.

Redden, the former general director of Spoleto Festival USA who returned to Charleston for the dedication, told City Paper that he was elated by the group of people representing such a wide breadth, and by what the work itself will bring to understanding this story.

“Not everyone will understand what these hands represent, but they will create their own stories,” he said.

“Everyone will create their own story and will understand this in different ways, which is the value of artists. You understand it differently, and you understand it personally.”

The ceremony follows news last week that pressure from state and federal officials to eliminate policies and programs advancing diversity, equity and inclusion was set to impact initiatives of the city of Charleston as well.

The Women and Minority Business Enterprise office was due to be revised to the Small Business Enterprise, which will take place, and the Human Affairs and Racial Conciliation Commission to the Human Affairs Commission was to be revised to the Human Affairs Commission before its members voted to disband the commission in response.

The College of Charleston has received recent criticism over its plans to build a dormitory on an 18th-century burial ground on Coming Street.

The college’s president Andrew Hsu attended the dedication of the Anson Street memorial. It organized the event and the efforts to create the memorial. “We want to emulate this,” he said. “That is why I am here.”

Years in the making, the highly-anticipated Anson Street African Burial Memorial is a new fountain that represents centuries of Charleston history.

The Dec. 14 debut of the ambitious, million-dollar project by Charleston Gaillard Center gathered community leaders and members in the hundreds for an opening and dedication. First announced in 2019, the project in recent months had faced delays due to a change of its location on Gaillard property that affected city approvals.

The memorial fountain commemorates the site of the reinterment of 36 enslaved Africans and African Americans originally buried nearby in the 1700s. Their remains were discovered in 2013 during the renovation of the Charleston Gaillard Center. In 2019, they were reinterred in a vault on the center’s grounds near Anson Street.

Now, the fountain’s sculptural work, created by North Carolina-based artist Stephen L. Hayes Jr., features a bowlshaped basin shaped from the soil in which the interred were found and blended with earth from 36 African burial sites throughout Charleston. Its rim is encircled by three dozen pairs of bronze hands cast from Charleston residents. Raised in a collective upward embrace, each pair holds a single stream of water.

The hourlong dedication program, for which television journalist Carolyn Murray served as emcee, included a ceremonial libation, or water pouring; a poem by former Charleston poet laureate Marcus Amaker; and music by the Gullah Collective. A dais displayed jars of soil from the 36 burial grounds throughout Charleston.

Among the speakers were U.S. Sen. Tim Scott, artist Stephen Hayes, former Charleston Mayor John Tecklenburg, current Charleston Mayor William Cogswell, Charleston Gaillard Center President and CEO Lissa Frenkel as well as Anson Street African Burial Memorial project leaders Brenda Lauderback and Nigel Redden and team members La’Sheia Oubre’ and Joanna Gilmore.

Blue Dogs ‘Homecoming’ set for Dec. 27 at Music Hall

The only complaint received by the Blue Dogs, the veteran Charleston rockers, about its annual “Homecoming” shows is that the band “doesn’t play enough Blue Dogs songs,” one member says.

The 2025 edition of the Blue Dogs Homecoming is Dec. 27. Fans will not have that problem this year.

Typically, the Blue Dogs, which became popular in the mid 1990s with an infectious and easy-going acoustic-electric rock sound, invite buddies to the “Homecoming” shows like Darius Rucker from Hootie and The Blowfish or Edwin McCain or Ranky Tanky’s Charlton Singleton, for example.

This year, the stage belongs to the Blue Dogs all night. In fact, according to frontman/ guitarist Bobby Houck, this year’s event is less of a homecoming than it is a reunion.

“I’m calling it the ‘Blue Dogs Eras’ show,” Houck said in a recent interview with the Charleston City Paper. “All of the special guests this year are former main band members of the Blue Dogs. These are guys that were a big part of the band.”

Specifically, the “Homecoming” show will feature Houck and longtime bassist Hank Futch alongside co-founding guitarist Buck Bradberry, guitarist Philip Lammonds, singer/guitarist David Stewart, drummer Evans Nicholson and mandolin player Darren Shoemaker.

The coincidental series of events that led to all of these guys being in town at the same time is almost comical, but as Houck said, “Short story long — we’re all doing the show.”

“This is the perfect year for this to happen,” Houck said, adding that this show is also meant to commemorate the band’s 38th anniversary.

“We’ll be playing songs that Buck sang on back in the day,” he continued. “Same with Philip. We’ll do some classic songs he wrote with us and then some new songs he co-wrote from ‘Big Dreamers,’ the newest album. David Stewart wrote songs that we never do because there are guitar parts that are unique to him, so these will be songs that people haven’t heard in a long time.”

The evening won’t be all about nostalgia, though. The Blue Dogs will play a couple of new songs co-written by Houck and Bradberry that point the band in a new, unexpected direction.

“I don’t know if I’ve ever mentioned this before now, but Buck and I have been working on a kids-music-type project for a while. It’s an idea that we’ve had for years.

We call them ‘kids’ songs,’ but they’re really fun for adults, too. One of the reasons Buck is coming is we’re going to play two or three of those songs at the show.”

“I’m old enough that I grew up with The Band’s The Last Waltz,” he said, referring to the classic 1978 concert film. “And I just loved seeing Van Morrison, Neil Young, Joni Mitchell and all these great special guests. And I’d always wanted to do a show like that.”

In 2014, the Blue Dogs made the event a fundraiser for pediatric cancer research, primarily benefiting the Medical University of South Carolina (MUSC) Shawn Jenkins Children’s Hospital. Over the last decade, it has raised around $500,000.

While this year’s event isn’t a fundraiser, it’s significant for a couple of reasons. In addition to the expanded, all-star version of the Blue Dogs, the show is important because it’s a return to the Music Hall after a two-year break.

The band had been handling sponsorships and booking for the show each year, and as it became a bigger event, it became more demanding.

“It felt like $500,000 was a good goal,” Houck said. “That was a good place to stop, because by the time it got down to Christmas every year, we were really in the throes of preparing for that show, and it became stressful. It was very time consuming.”

But after doing some festival-type shows at The Refinery in Charleston, Houck said that he and Futch realized they missed the Music Hall and the “Homecoming.”
