The How We Stand Legislative document that we publish each year is a guide to our standing principals as an organization, and one of our core missions as a Chamber.

We know it is critical for our voice to be heard at the city, state and federal levels when it comes to issues that our board of directors and membership feel are crucial for the success of their businesses.

This document gives one clear voice on a range of issues from Water, Infrastructure, Tax Policy, Education and many other areas that effect our members.

Please take time to read this important document and see where we stand as an organization representing over 1,400 companies and 170,000 workers here in the Chandler area.

To govern our community effectively there must be a set of guidelines. Through extensive research and discussion, the members of the Chandler Chamber have drafted this booklet of policies to measure the pulse of the Chandler business climate. It is our hope that these guidelines will offer a deep-dive into the concerns of the Chandler business community.

One of our main responsibilities is to research and inform our members of any legislative issues that would affect the outcome of a prosperous future. Thank you for your dedication to assist in furthering business development and opportunity in Chandler.

WE ARE AWARD WINNING The Chandler Chamber was awarded the Chandler-Gilbert Community College Teal and Silver Award for Business Partner of the Year.

President and CEO, Terri Kimble was awarded “Leader of the Year” for the Chamber’s work in public policy regarding economic development by the Arizona Capitol Times. Each year, the Capitol Times recognizes men, women, and organizations that have contributed greatly to Arizona’s growth.

The Chandler Chamber of Commerce was the proud recipient of the National Award of Excellence from the American Chamber of Commerce Executives (ACCE) for our How We Stand legislative agenda. This award is reflective of the commitment and the cooperation of our members, businesses, community leaders, and elected official addressing the legislative issues that are critical to the business community.

DEVELOPMENT OF POSITIONS The Chandler Chamber of Commerce is an organization driven by more than 1,400 member businesses representing over 170,000 employees of businesses operating within the Chandler area. The Chandler Chamber’s Board of Directors develops and executes an annual strategic plan by adopting public policy positions. Recognizing the impact on the business community, the efforts of public policy and government relations are a high priority for the Chandler Chamber of Commerce.

The Chandler Chamber’s mission is to build a strong economic environment conducive to business success in Chandler and the surrounding area. The Public Policy Committee stays involved with policy issues being discussed by Congress, the Arizona State Legislature, Maricopa County, Chandler City Council, and Local Governing Boards to ensure decisions support the overall mission of the Chamber.

The role of the Public Policy Committee is to determine the effect that different policy decisions have on the business community. The Committee composes statements that are submitted to the Chandler Chamber Board of Directors to be reviewed, approved, and ratified. This process allows the Chamber to develop its positions on public policy issues.

ECONOMIC VITALITY & EXPANSION

GUIDING PRINCIPLE: The Chandler Chamber of Commerce supports collaborative efforts with the City of Chandler through regional, statewide and federal efforts that attract, grow, and retain businesses in order to provide jobs and services at all levels of the economic spectrum.

KEY ISSUES: A. Advocate for free trade policies to promote Chandler’s competitive position within the global market.

B. Continued support through collaboration with the City of Chandler and regional partners for further economic development.

POSITION STATEMENTS:

• Support economic development incentives that protect and improve Arizona’s competitive position for diverse business attraction, retention, and expansion, with Chandler as a regional hub for innovative, international, and capital-intensive industries.

• Support the continued efforts of readily available and comprehensive educational assistance programs for small businesses regarding the procurement process for business owners.

• Support the Chandler Chamber of Commerce and the City of Chandler’s entrepreneurial activities that expand innovative business enterprises, which help attract and retain businesses in Chandler.

• Support collaborative job creation measures, including workforce training at a local and state level.

• Support public and private investment in infrastructure necessary to enable high-tech innovations in all industries, including Chandler’s efforts to serve as a hub for safe artificial intelligence and smart-city technology1.

• Support programs and agreements that expand trade opportunities for US businesses, easing their ability to compete globally, including the continuation of the Export-Import Bank2, free trade policies, and specialty zoning.

• Support the responsible use of eminent domain and incentives when prudent and necessary to maintain or expand long-term economic development opportunities.

• Support recovery efforts for businesses following the effects of pandemics/contagious illnesses.

LOCAL • Work with Arizona’s congressional delegation and business community to promote Arizona’s military installations and emphasize the ability of these installations to take on new missions and expand economic development.

• Support efforts encouraging adaptive reuse of empty spaces due to an increase in remote work.

The Export-Import Bank of Chandler is the first of its kind in the state of Arizona. • Strengthen Arizona’s economy by encouraging increased public-private partnerships that align with the city’s mission for economic vitality.

• Support the Business Retention and Expansion program3 (BR&E) between the Chandler Chamber of Commerce and the City of Chandler by developing timely and consistent information on business climate, trends and data by providing results that are accessible to all stakeholders.

• Increase the funding level for tourism promotion for the State of Arizona and encourage the office to seek a chamber of commerce or other qualified private non-profit organization as the first option designation as a destination marketing organization (DMO)4.

• Oppose raising citywide minimum wage and workplace benefit policies above the state-mandated minimums.

• Support market-driven solutions, such as repurposed or renewed infrastructure, to provide sustainable and affordable workforce housing.

• Support the effort to brand and the creation of financing mechanisms to improve Arizona’s competitive position for business attraction, retention, and expansion, as well as tourism marketing, film, and multi-media attraction.

GUIDING PRINCIPLE: The Chandler Chamber of Commerce acknowledges the need for a nationally-recognized education system which produces college-ready graduates and skillbased workers who can compete globally and fulfill workforce needs to attract and retain a comprehensive range of industries to the state.

KEY ISSUES: A. Focus on maintaining equity and accessibility in education.

B. Emphasize diverse workforce development programs that include universities, community colleges, vocational schools, and public-private partnerships.

POSITION STATEMENTS:

• Support a strong, world-class education system that is stable, equitable, and utilizes regularly reviewed performance-based funding1 that creates a more educated and skilled workforce to attract and retain businesses, both local and international.

• Advocate for financial investments for P-202 education and public higher education programs to ensure Arizona has the qualified workforce it needs in the 21st Century.

• Support public funding assistance for students including Arizona’s 50/50 Resident Tuition model3 to lessen student debt claims in coordination with an increased discipline of student debt issuance.

• Support innovative methods that increase student access to modern technology to help improve results and further advance remote-learning at all grade-levels to ensure equitable access across different education platforms.

• Support metrics4 that evaluate widely-accepted education indicators for Arizonans to measure the state’s progress in education from early childhood through college and career.

• Support policies that require trained and qualified proctors for mandatory student performance evaluations in district, charter, private and online schools as well as colleges, universities, and placement tests.

• Support funding for a higher quality of education for district, charter, and online schools to better meet the needs of the individual student including Career Technical Education District (CTED) and trade school options to ensure adequate workforce pipeline options.

LOCAL • Support the modernization and simplification of the state’s P-20 funding system, with an emphasis on replicating high-performance educational models, retaining qualified educators and faculty5, and accommodating all students’ needs, especially those in low-income areas and rural areas.

• Support curriculum focused on financial and economic literacy, civics, history, entrepreneurship, research methodology, reading, business education, and STEAM7 to prepare students at the P-20 levels to meet rapidly evolving workforce needs with particular focus on the technology industry.

• Support greater equity of cross-delivery models8 pursuant to student transportation, special needs students’ requirements, and reconsideration of rural, small, and poverty-stricken districts’ access to property taxes and their ability to dictate their own budgets.

EDUCATION

• Support equitable funding for community colleges and universities, including opportunities for strategic investments and research funding.

• Support the efforts of Achieve60AZ to reach the goal of 60 percent of our adult population, ages 25-64, having a professional and/or trade certificate or degree by 2030.

• Support continued improvement of P-20 student tracking systems6 to ensure accurate attendance counts and identification of funding needs, particularly at the pre-school level.

EFFICIENT & EFFECTIVE GOVERNMENT PROCESSES

GUIDING PRINCIPLE: The Chandler Chamber of Commerce expects that city, state and federal policy-making decisions and monetary appropriations be made by elected officials.

KEY ISSUES: A. Encourage transparency and accountability in all levels of government.

B. Modify the voter initiative process.

C. Support policies that reduce state overreach and empower stronger local control.

POSITION STATEMENTS: • Support dollar limits designated for clean election candidates and the abolition of publicly-funded elections.

• Support vetting processes to ensure only sound, legal initiatives receive approval and the capability to rescind any adverse consequences from ballot measures, executive orders, and multi-state coalitions.

• Support reforms to the Voter Protection Act1 system that would allow two thirds of the legislature approval to amend, supersede, or transfer funds to further the ballot measure.

• Support increasing the terms for State Senators and House Representatives from two to four years with staggered elections.

• Support the formation of a local City Charter Review Committee to make necessary adjustments to the Charter in order to ensure continuity between current laws and city needs, with city officials working in collaboration with citizens and business leaders.

• Support the Secretary of State’s position as the state’s chief elections officer.

• Support streamlining governmental processes, effective intercommunication, and local and state services through the use of technology-based, sustainable solutions.

• Support the reduction of federal and state debt as well as the unmitigated growth of entitlement programs that impact Arizona negatively.

• Support regular unilateral reviews of city and state elected officials’ compensation to reflect their responsibilities and time commitments.

• Continue to support a state regulatory moratorium2.

LOCAL • Support reauthorization of state voter-approved initiatives every ten years.

• Support efforts to reasonably reduce costs in the correctional system and reforms to reduce recidivism to provide an educated and skilled labor force.

• Support efforts to improve upon gaming contracts with Native American tribes to ensure gaming revenues to fund statewide public needs.

• Support fiscally-sustainable reforms to city and state pensions that create solvency within the system and do not harm taxpayers.

• Prioritize the modernization and streamlining of technology and processes at all levels of government to better serve the community particularly within the Arizona Corporation Commission and the Department of Economic Security.

• Support the City of Chandler’s dedication to maintaining a strong credit rating3, as well as efforts to educate the community on the economic factors that can affect the rating, such as bond initiatives.

• Promote policies that support trade and economic development, and protect Arizona’s competitive interests.

• Support local and state restructuring efforts so as to maintain a competitive environment that prioritizes timeliness and certainty for businesses, without undue burden on business owners.

• Support a reduction in business property taxes to assist in economic growth and vitality.

• Oppose accounting gimmicks and fund sweeps as budget balancing mechanisms, especially when related to transportation, infrastructure, and education.

ENERGY, WATER, UTILITIES & ENVIRONMENT

GUIDING PRINCIPLE: The Chandler Chamber of Commerce supports safe, affordable, reliable, and resilient water and utility services and environmental policies that protect our natural resources, are sensitive to Arizona’s unique needs, and do not place an undue burden on businesses, as well as policies and legislation that continue the development and maintenance of statewide energy, water, and telecommunications infrastructure.

KEY ISSUES: A. Sustainable water policy should be a priority and given critical attention.

B. Promote sustainability in all resource management and distribution.

C. Continue to build upon and improve our energy infrastructure.

POSITION STATEMENTS:

• Support legislation and innovations that keep utility rates fair among consumers while keeping the industry competitive­­ without compromising service, safety, reliability, and giving high priority to water.

• Support state primacy in setting policy for reasonable air and water quality, and energy efficiency that provides practical options for businesses within consensus of our state legislature, the Arizona Corporation Commission1, and utilities.

• Support legislation and regulations to maintain and improve all of Arizona’s infrastructure to propel our state’s economy ensuring safe, reliable, and sustainable practices.

• Support market-based and regulatory policy approaches in the state of Arizona that recognize and combat climate change.

• Support reliable, innovative, and technological strategies for acquiring and storing water.

• Support cost-effective green initiatives, including clean and renewable energy.

• Support more cost-effective recycling policies and innovative solutions for municipalities within the state.

• Support the State and City of Chandler’s overall water management and drought contingency plans2, as well as the promotion of public awareness campaigns encouraging best water practices to ensure stable, affordable, and reliable water supply to all Chandler residents and businesses.

• Support policies and incentives that advance the use of solar power and greywater systems in new and renewed residential and business developments.

LOCAL • Support policies that provide for major sources to secure a limited number of required air quality permits to locate or expand operations for business attraction and retention.

Article 15 of the Arizona Constitution establishes the Arizona Corporation Commission. By virtue of the Constitution, the Commissioners function in an executive capacity. In addition, they function as a legislative capacity by adopting rules and regulations and a judicial capacity, sitting as a tribunal and making decisions in contested matters.

The City of Chandler has committed to securing a “diversified water supply” and has implemented water conservation programs and strategies to combat drought conditions. In response to drier seasons Chandler and local utilities have promoted innovative storage methods and infrastructure as well as improved water recovery methods. The State of Arizona has promoted sustainable water for its river systems, reservoirs, and groundwater systems. Through Annual Water Use Reports and System Water Plans, Arizona is continuously evaluating vulnerable areas across the state and developing comprehensive conservation methods for water. 3 The Verde River Sediment Mitigation Study is a project to develop and implement water storage solutions along the Verde River. As sediment is carried through the watershed it settles and accumulates which can drastically reduce the storage capacity for reservoirs.

4 The Drought Contingency Plan is a set of agreements designed to protect the Colorado River system through reductions and increased conservation. As part of the Lower Basin DCP, Arizona works in collaboration with California, Nevada, the federal government, and Mexico in negotiation and implementation of water-saving measures.

• Support innovative solutions for water storage such as the Bartlett Dam Project proposed by the Verde River Sediment Mitigation Study3.

• Support energy policies that encourage the continued development and maintenance of statewide energy infrastructure such as generation transmission and distribution facilities in order to ensure safe, affordable, reliable, and resilient energy supply.

• Support statewide public-awareness programs and rate plan options that encourage and help customers to manage their energy usage and reduce peak demands on the system.

• Support statewide public awareness campaigns about water issues.

• Support legislation increasing allocation of funds to forest fire prevention services over fire suppression.

• Support routine testing of our water supply, as well as air quality non-attainment standards to ensure the long-term health and safety of all Arizonans.

• Support water-management efforts to protect and fully utilize Arizona’s Colorado River entitlement, including the implementation of the Drought Contingency Plan4 (DCP), to assist in balancing water reductions throughout the state.

• Support Arizona in developing a State Implementation Plan (SIP) in response to federal carbon emission reduction requirements under the EPA Clean Power plan and the Clean Air Act.

• Support innovations in renewable natural gas technology.

GUIDING PRINCIPLE: The Chandler Chamber of Commerce supports the defense of all U.S. critical infrastructures as key to the economic integrity of Arizona. The Chandler Chamber advocates for legislation that provides information and security designed to shield businesses from cyberthreats while protecting their rights to privacy.

KEY ISSUES: A. Promote the continued development of cyber security and intellectual property protection to prepare for and defend against evolving threats.

B. Continue support of public-private partnerships within the defense sector and increased communication between agencies.

POSITION STATEMENTS: • Support a fiscally-responsible defense budget that protects national security while eliminating automatic sequestration budget reductions1.

• Support federal privacy legislation to enact nationwide standards governing the collection, use, and sharing of personal data consistent with the Fair Information Practice Principles2.

• Support Arizona’s congressional delegation in their efforts to promote Arizona’s military installations to take on new and expanded missions that increase economic development.

• Support the partnership between U.S. defense and intelligence sectors and private security stakeholders for the nation’s evolving cyber defense strategy to include the most up-to-date technological security measures and education of best practices.

• Support efforts to incorporate and improve smart technology and infrastructure as well as remote work and cyber security capabilities, ensuring Chandler and Arizona remain leaders in “smart city” adaptations allowing for future technological advances3.

• Support strengthening intellectual property protection and enforcement while punishing malicious perpetrators in the international arena.

• Support actions to ensure that upcoming elections are efficient, verifiable, and secure from outside interference, and promote collaboration between stakeholders to encourage transparency in the election process.

GUIDING PRINCIPLE: The Chandler Chamber of Commerce believes in sustainable economic development that encourages entrepreneurship, business attraction, retention, and expansion with a balanced emphasis on local control of planning, orderly growth, and open space preservation.

POSITION STATEMENTS: • Support the City of Chandler’s ongoing planning efforts and land use decisions that encourage increased density in the downtown and mall areas.

• Support appropriate zoning and land use around military installations and airports that limit residential encroachment and advances the mission of those facilities.

HOW TO VOTE IN ARIZONA Qualifications For Voting:

To vote in the state of Arizona you must be a U.S. citizen, at least 18 years old before next election day, and a resident of Arizona and current-listed county. A person in Arizona cannot vote if they are a convicted felon or have been deemed incapacitated by a state or federal court of law.

How to Register in Arizona:

Arizona residents can register by mail, online, or in-person through services including ADOT, vote.gov, and the Maricopa County Recorder’s Office. To register, an Arizonian must provide proper state or federal I.D. along with current residence.

Registrations must be received by the country recorder at least 29 days before the next eligible election.

Absentee/Early Voting:

Early voting in Arizona allows citizens to cast ballots by mail or in person at voting centers prior to scheduled election days. Any Arizonan eligible to vote can register for early voting. In Arizona, absentee ballots require no excuses or reasons for obtaining the ballot. Absentee ballots must be requested 11 days before the next eligible election.

Common Questions How do I update my registration?

A person should update their voter registration if they have changed addresses, especially switching states, between elections or have switched party affiliations. This should be done at least a month before the next eligible election. Voter registration can be updated online through Service Arizona, by mail, or in-person with the County Recorder’s Office.

How can I vote in primaries?

Arizona has “semi-closed primaries” where-in persons registered to a political party can only vote in their own party’s primary. However, unaffiliated voters may choose which party’s primary they wish to vote in.

What form of I.D. do I need to register to vote?

To register to vote, Arizonians can use US federal, state, or local government-issued IDs, Tribal enrollment cards, or two other forms including: utility bill, bank statement, valid AZ vehicle registration, AZ vehicle insurance card, property tax statement, or official mailing labeled as “official election material.”
