Wow! What an amazing month of March with the Chandler Chamber Ostrich Festival in the books. As we look toward the future, we have a lot of great education and other events coming up over the next few months. Our Education & Workforce Committee is hosting a panel to hear from local business leaders about a booming industry in our community: the semiconductor field! Another one of our most popular events is the 36th Annual Community Awards to celebrate and honor our outstanding Chandler residents and businesses on June 1st at Gila River Hotels and Casinos, Wild Horse Pass. The Chandler Chamber has always
been a leader in public policy. We are monitoring many bills that are being worked through the legislative process. Our next Policy Impact Series will touch on two hot topics: water and transportation! On April 7, listen to the leaders in water policy talk about steps we are talking to reach a sustainable Arizona at Thirsty for Change: The Arizona Water Crisis and Solutions for a Sustainable Future panel. Then, on May 5th start your morning off at On the Move: Transportation and Infrastructure in Arizona panel. We are a very active Chamber. Exchange Club of Chandler
Exchange was founded March 27, 1911, in Detroit, MI, by a group of business executives who wanted simply to exchange ideas. Those ideas grew and were shared, and have resulted in innumerable benefits to the nation. The National Exchange Club is the only service organization exclusively serving communities in the United States.
More than 630 local clubs throughout the U.S. and Puerto Rico provide individuals with opportunities to use their time and talents to benefit their local communities and the country as a whole. Exchange’s Core Values are family, community, and country. Currently, Exchange has more than 18,000 members in the U.S. and Puerto Rico. The organization’s National Headquarters, located in Toledo, OH, acts as a resource to local-level clubs and its members.

Spring is in the air, and it is bringing with it an abundance of exciting business news in Chandler. Here are some examples.
First, on April 13, the City’s Economic Development team will host a lunch-and-learn for small to medium-size businesses that will highlight how to navigate city and state procurement processes. This can be a huge benefit for business owners who may
not know all the ins and outs of government contracts. The workshop is free, but registration is required at chandleraz.gov.
Later this month, global semiconductor supplier Edwards will host a ribbon cutting to officially open its new 200,000 square foot manufacturing facility in Chandler. The facility will leverage the latest manufacturing and digital technologies to support the fast-growing North American semiconductor market, further solidifying Chandler’s place as a Community of Innovation.
We’re also looking forward to the expansion of Mastek, which is a leader in cloud and
digital transformation services for businesses. The company is growing its presence here in Chandler, adding jobs and an innovation center.
You can see that first-hand as my Council colleagues and I work through the budget process for Fiscal Year 2023-24. Chandler’s city budget is always fiscally sound and conservative, with strong commitments to public safety, parks, streets and water. Next year’s proposed budget is no exception. Even better, it is a true reflection of Chandler residents – the City received the highest number of budget survey responses it ever has. Chandler and U.S. Chamber of Commerces Partner for Business Rights
On Sept. 15, 2021, the US Federal Trade Commission (FTC) proposed a new rule to ban noncompete clauses in employment contracts. The proposed rule, if approved, would prohibit employers from using noncompete clauses to prevent employees from working for competitors after leaving their current job. Noncompete clauses are contract provisions that restrict employees’ ability to work for competing companies or start their own businesses in the same industry for a certain period of time after leaving their current employer. These clauses are often used in tech and knowledge-based industries, such as software development and pharmaceuticals, to protect trade
secrets and prevent employees from taking their expertise to competitors.
The Chandler Chamber of Commerce is working with the U.S. Chamber of Commerce to protect companies’ abilities to
use noncompete clauses. Without these clauses, employers will be reluctant to invest in employee training and development, which will harm innovation and growth in many industries across the board. The benefit of keeping noncompete clauses is it ensures job security and higher wages for employees by offering the security wages in exchange for their agreement not to work for a competitor. Here at the Chandler Chamber of Commerce, we believe in preserving the ability for businesses to manage their workplace and workforce without undue government overreach, and allowing noncompete clauses will be something we continue to fight for.
House and Senate Bills Would Jepardize Local Control in Arizona Cities, Towns
The very essence of Arizona is rooted in local control. The Arizona Constitution is different than other states, designed to protect cities and towns – and the citizens who live in them – from government overreach. Our system allows local municipalities to develop their own charters and govern themselves. That’s why the recent actions of the state legislature are so surprising.
House Bill (HB) 2061 and Senate Bill (SB)1063 are my first examples. Several city and town councils across the state have elected to levy a Transaction Privilege Tax (TPT) – or “grocery tax”, as it’s being called in current news reports.
Chandler’s TPT is one of the lowest in the state at 1.5%. The City collects a little over $14 million that is used to help fund police, fire, parks and street projects. These bills would ban cities from collecting that tax. One of the problems with this is obvious – cities will be on the hook to either find that money in other places or make cuts to services. Shouldn’t these issues be decided by cities and towns, instead of the state attempting to usurp your authority?
And over the years, the Arizona Supreme Court has created a clear line in the sand – is the issue at hand local or statewide? With this in mind, how can these bills represent a statewide issue when not all cities and towns even have the TPT? Their residents wouldn’t see ANY benefits from the ban.
My second example is SB1117, which will create new and burdensome rules for housing developments. This bill would undo local zoning laws with new building height rules and density requirements. First, the premise that cities and towns
are to blame for the housing crisis is not accurate. There are several issues at work in the crisis we face. For instance, in Chandler there are four multifamily projects ready to break ground in our city. They’ve been approved by the City Council, have all the necessary approvals and zoning worked out. The problem is, they can’t get built. Developers are struggling to get financing, labor and supplies.
The bill’s effectiveness in facilitating the construction of over 800 multifamily units is questionable. Additionally, legislators who typically advocate for fewer obstacles for developers cannot expect to enforce new limitations on cities to push them into action. This approach is unlikely to work, and it undermines the authority of the city and the citizens who elected local leaders to make such decisions. Therefore, it’s essential for state lawmakers to collaborate with the municipalities they represent and devise feasible solutions instead of pushing for unproductive bills.

Wrangler News WritePhotographer Lowowski Wins Heart’s Journalism Top Prize
Wrangler News writerphotographer, Andrew Lowowski, won first place in the Hearst Journalism Awards Program, which is known as the Pulitzer Prize of collegiate journalism. He received $3,000 for the first place prize in the Sports Writing category for the article “Fields of dreams: How farming and football helped Elov harvest NFL Talent” that was published in Arizona’s State University Cronkite News. His story features Santa Cruz Valley High School in the small city of Eloy, Arizona, and chronicles its history of harvesting
NFL players. The Santa Cruz football program has produced five NFL football players, which is the most per capita in the state of Arizona. Andrew’s story was chosen out of 131 entries from 70 schools across the country. Andrew currently working for Wrangler News but also does freelance in Varsity Xtras and Phoenix Magazine. He hopes to someday work at an outlet such as Sports Illustrated or The Athletic where he can write enterprise stories and investigations. Congratulations, Andrew!

Dignity Health announces creation of new graduate programs to meet healthcare needs of East Valley
Dignity Health East Valley is launching graduate medical education programs (GME) to address Arizona’s critical physician workforce shortage and meet the healthcare demands of the rapidly growing community in the East Valley. The programs, which have received accreditation by the Accreditation Council for Graduate Medical Education, will provide high quality training to medical graduates in general surgery, internal medicine and family medicine. The residency program is expected to grow to include 126 medical residents by 2028 and include residents in emergency medicine and OB/GYN

Arizona, like many states, is facing a critical shortage of physicians. Based on data from the Arizona Center for Rural Health Policy Brief, the state will require more than 1,900 more primary care physicians by 2030 due to population growth, and higher rates of chronic disease and aging.
“There is no question that Arizona is experiencing a shortage of healthcare workers,” says Roger Bies, MD, Chief Medical Officer for Dignity Health East Valley. “The development of our GME program is a crucial step to ensure our commitment of providing high quality healthcare services to our growing community and to strengthen Arizona’s physician workforce.”

The robot, which is about four feet tall and weighs around 120 pounds, has eight trays on its sides for plates of food. The kitchen places them on the robot and it delivers it to the tables. It enhances the experience all around and takes away the menial task of running food.

Local company Jeff Reynolds Productions premiers movie Woman in the Maze
Congratulations to Jeff Reynolds Productions on the successful premier of the new movie “Woman in the Maze.” The movie debuted at Look Dine in Theater in Chandler, Arizona on Friday, March 3, 2023.
The film was shot here in Arizona, and you may see some extra’s from the Chandler Chamber membership – Crystal King and Madhu Chadha. Jeff also was an actor in the movie.

Hilen Cruz is bilingual and bicultural. Born and raised in Chicago, Jerry married a Chandler girl in 1977 and moved to Chandler in 1981. They have two sons, Kyle who is an integrated plastic surgeon in the Valley and Clint who is a licensed massage therapist based in Chandler.
In 1995 he opened an auto glass wholesaling business. Within five years he sold the $5M enterprise to a national glass company. In 2000 Jerry opened Laser Creations and moved the business to Chandler in 2006. As Laser Creations grew, their product base grew and now includes wide format printing, vehicle wraps, embroidery, vinyl decals, paper products such as business cards and fliers and even those political signs you see every election cycle. We currently offer online stores for companies to offer their product to their employees or customers and avoid the problem of excess inventory.
John began his career with Wells Fargo in 2005 and has served as a personal banker, service manager and a branch manager. John was appointed in 2012, to the region bank president for Wells Fargo Bank in Arizona Southern. John is responsible for 991 employees and 98 branches with $17.2 billion in deposits.
John has held numerous leadership positions within his community, as well as served on serval board of directors. John was also honored with the “40 Under 40” award by the Tucson Hispanic Chamber in 2013 and the Phoenix Business Journal in 2019.
John holds a bachelor’s degree and a master’s degree in business administration from Arizona State University.
John resides in Phoenix with his wife, Mistie and their two daughters.
