Dynamic Business Community Keeps Palm Beach County Moving Forward

With a strong business community and unparalleled quality of life, Palm Beach County offers an appealing home to successful companies of all sizes. The region’s dynamic economy encompasses life sciences, financial and business services, healthcare, agriculture, information technology, tourism and many other industries.

Since its founding in 1913, the Chamber’s goal has been to strengthen Palm Beach County’s business community. Today, the Chamber’s partners include the Business Development Board of Palm Beach County (BDB), as well as municipal, county and state governments. Tax and financial benefits, as well as workforce training subsidies, are available to eligible expanding and relocating companies, including businesses in the County’s foreign trade zones and enterprise zones. In addition, Florida has no state income tax and a low corporate tax structure.

Palm Beach County has a long list of blue-chip employers such as NextEra Energy (parent to Florida Power & Light), Pratt & Whitney Rocketdyne, Lockheed Martin, AT&T and Office Depot. “This area has all of the ingredients for a company to thrive, from its favorable business climate and wonderful quality of life to a diverse education system and a talented workforce,” says Don Kiselewski, director, external affairs, Florida Power & Light Company in Juno Beach. “As a leading clean energy company that prides itself on providing reliable service and low electric bills, we believe there’s no better place to call home than Palm Beach County.“ In recent years, Palm Beach County has emerged as a key player in the life sciences sector, attracting two world-renowned research institutes – Scripps Florida and the Max Planck Florida Institute – to the Jupiter campus of Florida Atlantic University.

NUMEROUS BUSINESS ADVANTAGES A well-educated skilled workforce, supportive business climate and strategic location are among Palm Beach County’s top business advantages. Another asset is the region’s efficient domestic and international transportation network. From West Palm Beach – the County’s business and governmental hub – it takes just 90 minutes to reach Miami and a little over two hours to drive to Orlando. That central location makes Palm Beach County an ideal platform for serving the 5.6 million South Florida region.

West Palm Beach is also home to Palm Beach International Airport (PBIA), which serves more than 6 million passengers a year, and was voted third best airport in the U.S. and sixth best in the world by the readers of the Conde Nast Traveler magazine. PBIA was also named one of the ten “Most Relaxed and Stress-Free Airports” by SmarterTravel.com.

Established in 1915, the Port of Palm Beach in Riviera Beach is the fourth busiest container port in Florida. It is a key shipment point for bulk sugar, molasses, cement, utility fuels, water, produce and breakbulk items.

The Florida East Coast Railway Company (FEC) services the docks and piers, and a Foreign Trade Zone has been in operation at the Port since 1987. To prepare for the future, the Port signed a strategic alliance with the Panama Canal Authority in advance of the scheduled 2014 opening of a wider hemispheric canal.

Agriculture generates more than $2 billion annually to Palm Beach County’s economy, primarily through the production of sugarcane and the processing of raw sugar and winter vegetables. Overall, Palm Beach is the largest agricultural county in Florida and the eighth largest in the United States.

Engineering and Construction Land planning and engineering firms support new investment and development in Palm Beach County’s commercial and residential sectors. Taking advantage of real estate market conditions, many property owners are constructing new facilities, as well as renovating and modernizing existing commercial properties.

Financial Services With an affluent business and population base, Palm Beach County has enjoyed a strong financial services sector for many decades. The region’s banks, brokerage companies, insurers, investment managers and wealth management firms cater to successful individuals, families and businesses.

Key service providers range from global financial institutions to community banks and smaller professional firms that focus on personal services.

Healthcare Palm Beach County is known for its strong healthcare system with skilled providers throughout the region. Good Samaritan Medical Center is a 333-bed acute care hospital that has been providing medical care to the region for more than 90 years, with advanced services such as its Accredited Chest Pain Center. “Hospitals with accredited Chest Pain Centers have improved patient care delivery, outcomes and survival rates among patients with acute heart attacks,” says Mark Nosacka, CEO. “This accreditation and special PCI designation is the direct result of Good Samaritan Medical Center’s highly skilled team’s relentless focus on advancing cardiac care in our community,” St. Mary’s Medical Center is a 460-bed, acute care hospital founded in 1938 whose special services include a trauma center, high-risk obstetrical unit, rehabilitation institute, and memory disorders center. The Children’s Hospital at St. Mary’s Medical Center provides level III neonatal intensive care, a 24-hour children’s emergency department, and a pediatric intensive care unit.

Next to Scripps Florida, the Max Planck Society for the Advancement of Science – Germany’s largest research institution – completed its 100,000-square-foot permanent facility in 2012. Today, the institute focuses on molecular imaging, biosensing and cellular mechanism studies. “Florida is poised to become an important player in biotechnology, having already created a sustainable, knowledge-based economy here,” says Barbara N oble, president, Max Planck Florida Foundation. “All of Max Planck Florida’s research group leaders have relocated to Palm Beach County from distinguished institutions around the world, thus creating a nexus of excellence in scientific leadership that will continue to draw others to this area.”

Tourism For more than a century, tourism has been a driving force in Palm Beach County’s economy. Today, the County’s visitor assets include more than 47 miles of white sandy beaches, 170 golf courses, boating and fishing, and 200-plus hotels and resorts from Jupiter to Boca Raton.

Each year, the County welcomes approximately 4.9 million visitors with an overall economic impact of $5 billion, according

to Discover Palm Beach County (CVB). For visitors and residents, Palm Beach County’s calendar of festivals and cultural events includes SunFest, the state’s largest music, art and waterfront festival, and the Palm Beaches Marathon.

Other attractions include Major League Baseball, as the Miami Marlins and World Series champion St. Louis Cardinals play their spring training games at Roger Dean Stadium in Jupiter. In the summer, residents can watch the Jupiter Hammerheads and Palm Beach Cardinals at the 7,000-seat stadium, which also hosts youth leagues, concerts and corporate events.

Another tourism asset is the Palm Beach County Convention Center, which features a 100,000-square-foot exhibit hall, a 25,000square-foot ballroom and 23,000 square feet of flexible breakout space. Each year, the convention center hosts leading consumer and trade shows, as well as noted speakers and other special events, such as the World Stem Cell Summit, an event that attracted research and medical professionals from around the globe.

Grants

to Start a Business

Hidden Trove of Small Business Start Up Capital

Would-be entrepreneurs often ask us: Where can I find grants to start a business?

And sadly, some of these individuals pay big money to attend business financing seminars that travel from city to city talking enticingly about “free” government money for your business. All you have to do is pay these folks up front and they will fill out some paperwork for you to apply for these “grants.”

Trouble is, the rare few that are available are so highly specialized in research fields that the odds of getting them are astronomical. In practical terms, it is a dead end. Forget about government grants to start a new business. It won’t happen.

The U.S. Small Business Administration (SBA) gets the same question daily at their small business Answer Desk. And their response is always the same: “The SBA does not offer grants to start or expand small businesses.”

But here’s the good news, and one of the best-kept secrets in the cutthroat world of venture financing. It’s called the Small Business Investment Company (SBIC) program, and it has provided nearly $30 billion in financing (both loans and equity investments) to 90,000 small businesses since 1958.

This program is for real. And while it is 1 4

still going strong, it maintains a low profile by design, so the folks who manage the funds that invest in small companies don’t get totally devoured by cash-hungry entrepreneurs.

SBICs – some 450 of them nationwide – represent a uniquely successful partnership between Uncle Sam and private investors.

Each SBIC – while licensed and regulated by the SBA – is actually a privately owned and managed investment firm that provides venture capital and startup financing to small businesses.

Seed money for some of America’s most beloved businesses originally came from SBICs, including America Online, Apple Computer, Callaway Golf, Federal Express, Gymboree, Outback Steakhouse, Staples, Sports Authority and many more.

SBICs also are funding up-and-coming small firms like N etSpend, an Austin, TXbased business that offers debit card processing and marketing services. Two brothers, Roy and Bertrand Sosa, who moved their family to Austin from Mexico in 1986, founded NetSpend. They launched the business from their one-bedroom apartment in 1998 with $750. In 2000, several SBICs invested in the fledgling firm, helping fuel a period of rapid growth that landed the company

Where to find them Locate SBICs under the member listings of the National Association of Small Business Investment Companies (NASBIC). NASBIC claims to be the world’s oldest, continuously operating venture capital organization.

Yet another organization, the N ational Association of Investment Companies (NAIC), is geared toward financing for minority-owned business.

SBICs have been a marvelous mechanism for catapulting promising small companies into the big time. The government itself does not make direct investments, nor does it select the firms that will be backed. That’s all left to the qualified private fund managers.

The funds set their own policies and make their own investment decisions.

What the SBA does do is match funds.

For every dollar the private funds put up, they are eligible to receive another two dollars from the SBA – a huge boost. Here, the SBA invests alongside private risk-taking investors.

And while hardly anyone knows it, this program has made Uncle Sam the largest single investor in U.S. private equity funds.

Each SBIC is free to define its own area of interest. Some specialize in specific industries, geographic areas or personal interests of the fund managers. Checklist for Your Start-up

So you want to start a business – congratulations! Once you get over the initial excitement, it’s timeto break down the process of launching your startup into manageable chunks. You might get overwhelmed with the sheer number of items on your to-do list. But not to worry; I’ve broken it down into the primary tasks you need to do now, and those that you can defer until later.

WHAT YOU NEED TO DO NOW Do the following tasks either before launch or during the early days of your startup.

1. Determine viability Be brutally honest. Your startup needs to be something you can make a profit doing or delivering. Ask yourself: would you buy it?

Run the numbers: will customers pay enough so that you can cover costs and make a profit?

2. Create a business plan It’s easy to convince yourself that you don’t need a business plan, but creating a business plan with financial projections forces you to think through details. Keep your 1 6

plan a living breathing thing that you revisit and adapt regularly.

3. Figure out the money Most startups take a lot more time to get off the ground than you expect. Know where your living expenses for the first year will come from (savings, a job, spouse’s income, etc.). If you need financing for the business start investigating as soon as possible.

4. Get family behind you Spend time to make sure your spouse and other close family ‘buy into’ your startup.

You’ll have enough challenges without resistance from family.

5. Choose a business name You want a name that will stick in your target audience’s heads. And it shouldn’t already be taken by another company. Do Google searches and use a corporate name search tool to see if the name you have in mind is unique. Check at the State and Federal level.

6. Register a domain name Get a matching domain to your business name. An AOL email address or a website with free hosting and a name like mysite.wordpress.com makes it seem like ei-

ther (a) you are not running a real business or (b) you don’t plan to be around long.

7. Incorporate / figure out legal structure Incorporating your startup can protect your personal assets. Talk over structure (corporation, LLC, sole proprietorship) with your attorney and accountant.

8. Apply for an EIN An Employer Identification Number (EIN) helps you separate yourself from your business.

You’ll need it if you plan to incorporate your business or open a business bank account.

Plus, with it you can avoid giving out your social security number (an opening to identity theft).

EIN numbers are free; apply online.

9. Investigate and apply for business licenses You may need one, if not several, business licenses for your startup, depending on your industry and where you are located.

Most licenses are at the state or local level.

Here in the United States, the SBA has a helpful business license & permits tool.

10. Set up a website Get your website up and running as soon as possible. Today, it’s necessary for

credibility. Even if your product is not yet built, you can start with company information.

11. Register social media profiles Getting set up on the major social media channels (Facebook, LinkedIn, and Twitter, to start) will make marketing on them later easier. Also, it’s important to reserve your brand as a profile name. Try Knowem.com to reserve the names.

12. Start your revenue stream Start generating revenue as soon as possible. At the early stages of a startup, there is never enough money – resist the temptation to wait until things are “perfect.”

Oh, and get your lawyer to create any customer contract forms necessary.

13. Rent retail or office space If you’ve got a brick-and-mortar business, you’ll need to sort this out early. If you plan to run a retail business, pay attention to foot traffic, accessibility, and other factors that will affect the number of people that will walk in your store. EXCEPTION: If you don’t have a brick and mortar or retail business, then hold off renting an office as long as possible to avoid saddling your startup with lease payments.

WHAT YOU CAN DO A BIT LATER While you don’t want to put off these tasks too long, they don’t need to be checked off your list before you launch.

18. Upgrade your smartphone and choose apps As an entrepreneur, you are going to be on the go – a lot. A good phone with good business apps can be very useful in running your startup. Get a credit card swipe device to accept payments, too.

14. Order business cards As a startup founder, you’ll be doing a lot of networking, so order plenty of business cards. They are inexpensive enough that you can reorder them later if things change.

Without cards, you lack credibility.

15. Open a business bank account It’s all too easy to use your personal bank account to pay for business expenses, but it becomes a gnarl to untangle later.

16. Set up your accounting system Once you have your bank account set up, choose an accounting program. Start as you intend to go. Few things will doom your business faster than books that are a mess.

17. Assign responsibilities to co-founders If you have one or more founders, it’s imperative that you decide who will do what up front. Put it in writing. Co-founder disagreements can destroy your business.

19. Find free advice Your local SBA, SCORE, and other small business resources can provide you with free advice, access to business templates, and other tools.

20. Consult your insurance agent and secure coverage Depending on the type of business you’re starting, you may need insurance of one kind or another, like liability, workers’ comp, or health insurance, especially if you hire full-time staff.

21. Hire your first employee Depending on the type of business you have, you may need staff from day one (retail) or you may be able to outsource to freelancers, interns, and third-party vendors for a while (service and tech businesses). Just remember, trying to do everything yourself takes you away from growing the business.

22. Line up suppliers and service providers Finding a good source of inventory is crucial, especially in certain types of businesses (retail, manufacturing). Beyond inventory, line up good reliable suppliers and service providers so you don’t have to sweat the details.

23. File for trademarks and patents The best thing to do is consult an attorney early about the need for patents, especially. Get the advice early. Then you may be able to defer filing for a while, depending on the nature of your business.

24. Work your network Reach out to former co-workers and colleagues, as well as friends and family. Don’t pressure them to buy your products or services. Instead, tap into them for introductions and help with other things on this startup checklist.

25. Don’t waste time on “partnerships” Be careful about wasting time on “business partnership” discussions. Your business won’t be attractive to potential partners unless and until you start making headway.

Focus your precious time to make sales and get customers.

26. Refine your pitch You need a good elevator pitch for many reasons: potential investors, customers, prospective new hires, bankers. If you can’t persuasively and clearly pitch your business, how can you expect key stakeholders to buy in?

27. Refine your product, and marketing and sales approach As you go along, you will learn more

about the marketplace. Use customer feedback to refine your product and service offerings, and your go-to-market approach.

28. Secure your IT Whether you’re a tech company or not, you likely have sensitive data on computers and devices that you want protected. Protect it from intrusions and disasters. Back it up! IT problems can derail a fledgling company.

29. Get a salesperson or sales team in place In many startups, the business owner starts out as the chief sales person. But to grow, you need a dedicated sales function, so you can focus on activities other than day to day sales.

30. Get a mentor It’s easy to work “in” your business rather than “on” it, as Michael Gerber tells us in The E-Myth. A mentor who has succeeded in your industry can provide you with priceless advice and serve as a sounding board.

Your checklist might be longer than this, but organizing what needs to be done before you launch and what you can take care of down the road makes it easier to prioritize your tasks.

Your Mission Statement Summing up your business’s mission helps you focus on the steps you need to take to succeed. Here's how to create a mission statement that’s uniquely yours.

A mission statement is a key tool that can be as important as your business plan. It captures, in a few succinct sentences, the essence of your business’s goals and the philosophies underlying them. Equally important, the mission statement signals what your business is all about to your customers, employees, suppliers and the community.

The mission statement reflects every facet of your business: the range and nature of the products you offer, pricing, quality, service, marketplace position, growth potential, use of technology, and your relationships with your customers, employees, suppliers, competitors and the community.

“Mission statements help clarify what business you are in, your goals and your objectives,” says Rhonda Abrams, author of The Successful Business Plan: Secrets and Strategies.

Your mission statement should reflect your business’s special niche. However, studying other companies’ statements can fuel your creativity. One sample mission statement Abrams developed: “AAA Inc. is a spunky, imaginative food products and service company aimed at 2 0

offering high-quality, moderately-priced, occasionally unusual foods using only natural ingredients. We view ourselves as partners with our customers, our employees, our community and our environment. We aim to become a regionally recognized brand name, capitalizing on the sustained interest in Southwestern and Mexican food. Our goal is moderate growth, annual profitability and maintaining our sense of humor.”

Or consider the statement one entrepreneur developed for her consulting business: “ABC Enterprises is a company devoted to developing human potential. Our mission is to help people create innovative solutions and make informed choices to improve their lives. We motivate and encourage others to achieve their own personal and professional fulfillment. Our motto is: Together, we believe that the best in each of us enriches all of us.”

THE WRITE WORDS To come up with a statement that encompasses the major elements of your business, start with the right questions. Business plan consultant David Tucker says the most

important question is, “What business are you in?” Since you have already gone through the steps of creating your niche, answering this question should be easy for you.

Answering the following questions will help you to create a verbal picture of your business’s mission: Why are you in business? What do you want for yourself, your family and your customers? Think about the spark that ignited your decision to start a business.

What will keep it burning?

Who are your customers? What can you do for them that will enrich their lives and contribute to their success — now and in the future?

What image of your business do you want to convey? Customers, suppliers, employees and the public will all have perceptions of your company. How will you create the desired picture?

What is the nature of your products and services? What factors determine pricing and quality? Consider how these relate to the reasons for your business’s existence.

How will all this change over time?

What level of service do you provide?

Most companies believe they offer “the best service available,” but do your customers agree? Don’t be vague; define what makes your service so extraordinary.

What roles do you and your employees play? Wise captains develop a leadership style that organizes, challenges and recognizes employees.

What kind of relationships will you maintain with suppliers? Every business is in partnership with its suppliers.

When you succeed, so do they.

How do you differ from your competitors? Many entrepreneurs forget they are pursuing the same dollars as their competitors. What do you do better, cheaper or faster than other competitors? How can you use competitors’ weaknesses to your advantage?

How will you use technology, capital, processes, products and services to reach your goals? A description of your strategy will keep your energies focused on your goals.

What underlying philosophies or values guided your responses to the previous questions? Some businesses

choose to list these separately. Writing them down clarifies the “why” behind your mission.

PUTTING IT ALL TOGETHER Like anything with lasting value, crafting a mission statement requires time, thought and planning. However, the effort is well worth it. In fact, most start-up entrepreneurs discover that the process of crafting the mission statement is as beneficial as the final statement itself. Going through the process will help you solidify the reason for what you are doing and clarify the motivations behind your business.

Here are some tips to make your mission statement the best it can be: Involve those connected to your business. Even if you are a sole proprietor, it helps to get at least one other person’s ideas for your mission statement. Other people can help you see strengths, weaknesses and voids you might miss. if you have no partners or investors to include, consider knowledgeable family members and close friends, employees or accountants. Be sure, however, to pick only positive, supportive people who truly want to see you succeed.

Set aside several hours — a full day, if possible — to work on your statement.

Mission statements are short — typically more than one sentence but rarely exceeding a page. Still, writing one is not a short process. It takes time to come up with language that simultaneously describes an organization’s heart and soul and serves as an inspirational beacon to everyone involved in the business.

Plan a date. Set aside time to meet with the people who’ll be helping you. Write a list of topics to discuss or think about.

Find a quiet, comfortable place away from phones and interruptions.

Be prepared. If you have several people involved, be equipped with refreshments, extra lists of topics, paper and pencils.

Because not everyone understands what a mission statement is about, explain its meaning and purpose before you begin.

Brainstorm. Consider every idea, no matter how silly it sounds. Stimulate ideas by looking at sample mission statements and thinking about or discussing the questions in the previous section. If you’re working with a group, use a flip chart to record responses so everyone can see them. Once you’ve finished brainstorming, ask everyone to write individual mission statements for your business. Read the statement, select the best bits and pieces, and fit them together.

Use “radiant words.” Once you have the basic idea in writing, polish the language of your mission statement. “Every word counts,” says Abrams. The statement should create dynamic, visual images and inspire action. Use offbeat, colorful verbs and adjectives to spice up your statements. Don’t hesitate to drop in words like “kaleidoscope,” “sizzle,” “cheer,” “outrageous” and “marvel” to add zest. If you want customers to boast about your goods and services, say so — along with the reasons why. Some businesses include a glossary that defines the terms used in the statement.

Once your mission statement is complete, start spreading the word! You need to convey your mission statement to others inside and outside the business to tell everyone you know where you are going and why.

Post it in your office, where you, employees and visitors can see it every day. Print it on company materials, such as brochures and your business plan or even on the back of your business cards.

How to Ring

Customer referrals are one of the most powerful and lucrative ways of building business. While word-of-mouth gets you noticed, referrals are even better because the best ones bring purchase-ready customers or clients right to your doorstep (or website) complete with an existing customer’s endorsement.

So it simply makes sense to not only foster more referrals, but also be smarter about the ones you get.

Membership type businesses, such as health clubs, constantly run referral programs by offering existing members discounts or freebies for bringing in others. But small business owners of all types know the magic of referrals, which offer instant credibility for what you sell.

Finding and using referrals effectively, however, can be harder than it looks. Referrals come in several different flavors. If someone merely provides you a name or email address, that’s a low-grade referral. But if an existing client actively talks up your product or service, sets up a meeting or brings the prospect in, that’s a superstar referral.

Here are eight ways to get more and better referrals: 1.

Create a referral-generation plan and put it to work: Referrals aren’t automatic.

Some business owners assume that a great product or terrific customer service will automatically generate referrals. Not so. You have to ask. Don’t be shy. Most loyal customers are open to providing referrals.

Some even appreciate the opportunity to tell friends, family and associates about something good they’ve discovered.

Ask at the right time: Timing is important, but many businesses ask for referrals at the wrong time. The worst time to ask is at the cash register or when you present a bill. Instead, look for opportunities earlier or later in the process when customers are more receptive. There’s really no predetermined time to ask. Do it whenever opportunities arise.

Provide some support: Don’t ask customers to recommend you to others without providing them some kind of backup or support. It can be as simple as a supply of business cards, a link to a special page on

your website. It could also be a brochure or some other type of printed material that reinforces the referral and describes what you do.

Offer appropriate incentives: The incentive you offer must fit with the kind of business you run. It could be a discount, service credits, an upgrade, a free item or some other trigger that will entice clients to provide referrals. Test different offers to find out what works best.

5. Get the right information: When asking for referrals, consider using a form, checklist or web-based system that requests details that will make the referral more valuable. A simple name and number isn’t really a referral at all. It’s just a lead.

At the other end of the spectrum are referrals where the customer actually facilitates a meeting, visit or purchase by the referred person. This makes the customer an active agent on your behalf. Between these two extremes are referrals where the customer authorizes you to use their name when contacting somebody.

6. Target your most influential customers: If resources are limited, consider seeking referrals only from your most influential customers. These might not actually be your best customers, but they are the people whose opinions would carry the most weight with other people in your industry, community or customer base. By targeting these influencers, you avoid spreading yourself too thin or generating weak referrals.

Target related businesses: The health care profession is one of the most adept at fostering referrals between complementary disciplines – specialists, imaging services, physical therapists, medical equipment suppliers and others. Consider the same strategy yourself. Contact businesses that provide complementary services to your own and ask for referrals.

Build your relationships: This takes time, but it’s critical because many of your most influential customers won’t provide referrals until you gain their complete trust. You’ll want to treat each customer contact as if it’s critical to your next referral. Through each sales, marketing or customer service “touch” you are building a foundation of trust that that will one day lead to a valuable referral.

Entrepreneurship is a popular topic of discussion these days; news headlines highlight multibillion dollar acquisitions of companies like Nest by Google and Whatsapp by Facebook, and these startups’ success stories are fueling a fire of curiosity about how to become an entrepreneur and create the next billion dollar company. This fast rising popularity of startups and enthusiasm for entrepreneurship is causing a crisis; there are not enough resources to support aspiring entrepreneurs.

In February 15th,West Palm Beach’s first entrepreneur resource center, startup incubator and accelerator officially opened it’s doors on Clematis Street. Startup Palm Beach is uniting public and private sponsors to promote economic growth and empower entrepreneurs through education, mentorship and funding. Startup Palm Beach is the centrifugal force building and growing a strong ecosystem for entrepreneurs.

By hosting regular events such as StartupWeekend and Crowdfunding and Cocktails, the organization is attracting talented, creative, motivated entrepreneurs, and helping launch, build and manage new companies. Startup Palm Beach is welcoming an abundance of local support from politicians, academics, thought-leaders and corporate executives.

Startup Palm Beach was granted a scholarship to attend MIT Global Startup Workshop in Marrakech, Morocco, where Bill Aulet, Managing Director of the Martin Trust Center for MIT Entrepreneurship, made a 2 8

presentation on the educational crisis for entrepreneurs. Mr Aulet discussed some of the key factors that help encourage entrepreneurs. Mr. Aulet noted that generally, people are confused about basic concepts and hence may have trouble getting started on what is already a very challenging track.

These messages resonate in Palm Beach County and there is a growing trend to foster entrepreneurship and drive economic development in the City of West Palm Beach.

Enthusiasm for entrepreneurship is creating opportunities in South Florida and the market is primed for further development.

There’s a vibrant, focused, collaborative environment in West Palm Beach. The culture quality of life can not be beat.

The Constitutional Tax Collector’s office collects and distributes over $3 billion annually in taxes and fees. There are eight permanent office locations conveniently located throughout the county. Call (561) 355-2264 or visit www.pbctax.com for a complete list of office addresses. Hours are Monday – Friday (excluding holidays) 8:15 a.m. – 5 p.m.

Local Business Tax The Constitutional Tax Collector is contracted by the Board of County Commissioners to collect Local Business Taxes. The tax is collected for the privilege of operating a business anywhere in the county, including municipalities. Anyone providing merchandise or services to the public, even a oneperson company or home-based business must pay the Local Business Tax. Local Business Tax Receipts are renewable annually July – September.

Real Estate & Tangible Personal Property Taxes The Constitutional Tax Collector, Serving Palm Beach County, collects property taxes

for every government agency in Palm Beach County that has the authority to levy taxes.

Property taxes are payable from N ovember 1 through March 31 and delinquent April 1. Discounts for early payment apply according to the following schedule: 4 percent in November, 3 percent in December, 2 percent in January and 1 percent in February.

Property taxes can be paid quarterly, with the first installment due by June 30. Applications for the Installment Payment Plan are available at www.pbctax.com or by calling (561) 355-2264, and must be received on or before April 30.

Tourist Development Tax Tourist Development Tax is collected on any unit rented or leased for 6 months or less, as well as on licenses granted to rent or lease a unit for 6 months or less. Tourist Development Tax is collected by the owners or operators of those facilities and remitted to the Constitutional Tax Collector. Tourist Development Tax is vital to our community. It strengthens our local economy by creating jobs, restoring beaches, funding Art and Cultural events, and professional sports facilities

of the purchase price. The $5,000 limit does not apply to commercial rentals, transient rentals, or services. Consumers pay sales tax and any county-imposed taxes to the seller at the time of purchase.

State Taxes The Florida Department of Revenue administers 32 taxes and fees, including sales and use tax, reemployment (formerly unemployment) tax, communications services tax, corporate income tax, and fuel tax. They collect the money that pays for state and local government services Floridians depend on and they continually improve their technology and customer service, so reporting and paying taxes is as convenient and easy as possible.

Sales Tax Florida’s general sales tax rate is 6 percent. Each retail sale, admission charge, storage, use, or rental is taxable, along with some services. Some items are specifically exempt.

Some counties impose a discretionary sales surtax in addition to the 6 percent state tax.

Use Tax Unless specifically exempt, merchandise purchased out of state is subject to tax when brought into Florida within 6 months of the purchase date. This “use tax,” as it is commonly called, is also assessed at the rate of 6 percent. Examples of such taxable purchases include purchases made by mail order or the Internet, furniture delivered from dealers located in another state, and computer equipment delivered by common carrier. Items purchased and used in another state for 6 months or longer are not subject to use tax when the items are later brought into Florida.

No use tax is due if the out-of-state dealer charged sales tax of 6 percent or more. If the dealer charged less than 6 percent, you must pay the difference to equal 6 percent. For example, if the dealer charged 4 percent, you must pay the additional 2 percent to Florida.

Complete an Out-of-State Purchase Return (Form DR-15MO) to file and pay use tax. You can get this form from our Internet site at www.myflorida.com/dor. If the tax owed is less than $1.00, you do not have to file.

Other Taxes and Fees Florida does not impose personal income, inheritance, gift taxes or intangible personal property taxes. However, there are other taxes and fees that, in certain counties or circumstances, Florida residents may be required to pay, such as: convention development tax, local option tourist tax, fuel taxes, communications services tax, gross receipts tax, lead-acid battery fee, new tire fee, motor vehicle fee (Lemon Law), or rental car surcharge.
