Minister Davies Launches New National SMME Newspaper. 2013-09-04 The Minister of Trade and Industry, Dr Rob Davies launched a new national newspaper which is supported by the Department of Trade and Industry (the dti) and is targeted at the Small Medium Micro Enterprise (SMMEs) at the Council for Scientific and Industrial Research (CSIR) in Pretoria, today. According to Minister Davies, the newspaper, called Small Business Connect will improve the flow of relevant opportunity-related information and business improvement resources in the SMME sector. “Our intention is for Small Business Connect to become the preferred source of information for SMMEs and for it to provide enterprises with information on access to markets, new technologies and networking opportunities; also, to equip them with a better understanding of the environment in which they operate and keep them abreast of developments in the various sectors of the economy,” said Minister Davies. Minister Davies added that the newspaper was part of the bigger plan to create productive entrepreneurs. “Apartheid neglected SMMEs and we really need serious commitment. To build and strengthen the SMME sector, extraordinary effort is required,” added Minister Davies. Small Business Connect is a free full colour 20 page monthly publication. 30 000 copies will be distributed to various government departments and business-focused areas throughout the country. The Oscar of entrepreneurship By Nabelah Adams on 15 October 2013 in News AT an event that the Western Cape Government hopes to turn into “the Oscars of entrepreneurship” where entrepreneurs were celebrated for their achievements, it was clear that award winners faced great adversity such as red tape and the unwillingness of local retailers to stock their products. At the Premier’s Entrepreneurship Recognition Awards held in Cape Town in September Helen Zille, Western Cape Premier, spoke of how important it was for entrepreneurs to develop their businesses locally. “Africa has great growth potential. Entrepreneurs must put the CAN in African,” says Zille. However, these words were in contrast to local business that in the instances of at least two award winners had left them no option but to pursue business opportunities outside of South Africa. Ludwick Marishane, owner of Headboy Technologies who developed a waterless bath lotion, was turned down by a big South African airline and has since won several awards which includes overall winner at the Premier Entrepreneurship Recognition Awards. “Our product is being used in a number of countries and a deal for an infomercial in the US is currently pending,” says Marishane. Another business owner who was forced to take her business elsewhere is Vivian Kleynhans owner of African Roots Wines after local retailers refused to stock her wine. “I approached local retailers but that didn’t work out so then I approached the US and am now exporting to 42 states,” says Kleynhans. She says the business has gone from exporting one container to 110 000 containers per year and this number will soon double as she has just managed to get giant US retailer Walmart on board. Zille, who started a communications consultancy in 1991 and is no stranger to business, spoke of the responsibility carried by entrepreneurs as employers. “Starting a business keeps you busy day and night. But I never realised the responsibility (of employing people) until my employee went and took out a bond and a car based on jobs that I was waiting on,” says Zille.

Paul Raphaely, who co-owns food manufacturing business Nomu with wife Tracy Foulkes, says businesses in the spice industry are now facing more red tape as a result of the removal of the Eur1 Cerificate. The Eur1 Certificate is a form used in the international commodity traffic which enables exporters from member countries to profit from a preferential rate. “This has created a 12,5% increase on the price of exporting goods and some businesses are losing up to R20 million,” says Raphaely. He says he was in discussions with Minister of Finance, Economic Development and Tourism, Alan Winde, on how the Western Cape Red Tape to Red Carpet programme could address this issue. The Red Tape to Red Carpet programme is the Western Cape Department of Economic Development and Tourism’s initiative to combat red tape facing business owners in the province through research, reporting and providing long-term solutions. “We want to take red tape head on so that it is easier for business owners to do business in the Western Cape so that they can compete with the rest of South Africa, Africa and the world,” says Winde. He said government had already assisted some 3515 business owners in starting up their businesses in the previous financial year and encouraged business owners present to make use of the Red Tape Reduction Unit which heads up the Red Tape to Red Carpet Programme.

Will small business take advantage of convergence? By Nabelah Adams on 14 October 2013 in News CONVERGENCE has become a buzzword in the information technology sector, but will small business owners catch on to these products as quick as service providers have caught onto the term? It is still not clear if the merging of different business requirements such as data, fixed-line telephone, mobile services, computer technology and online services into one product, will be received well by business users.

He says ideally one would want technology to be demystified, especially when marketing to small business owners. “Business owners don’t just buy into a concept and small business owners typically are cautious buyers,” says Goldstuck. Despite not being overly impressed with the term being so loosely used, Goldstuck does concede that there are advantages to convergence. “Broadly the range of products and services are more seamless because they are already integrated. There is less complexity,” says Goldstuck. However, whether this translates into savings for business owners is not always guaranteed. “It is hard to say whether convergence is more cost effective. It is possible to

These projects are estimated to be worth R4 trillion over 15 years. The huge prospects for companies at all levels of the construction industry that this represents are clear. But when opportunities like these become possible, they bring with them several dangers. Notably, small construction firms make more or less the same mistakes when big projects are in the offing.

shouldn’t rely solely on profiting from single projects, a report published in August 2011 by two members of the University of Cape Town’s Department of Construction Economics and Management, Dr Abimbola Windapo and Prof Keith Cattell, indicates that “the ability of a company to grow, improve turnover and gain greater market share is linked to its ability to diversify its services and products.” Most of the successful companies that they surveyed were “active in at least three types of product or service markets – most commonly in civil engineering contracting, general building contracting, property development and housing development.” Special Construction Focus In other words, to ensure the sustainability of their operation, a construction firm should focus not only on having a number of projects at hand, but also on diversifying the range of products and services they offer. WORKING CAPITAL

Firstly, many small construction companies spend all their time and energy on bidding for and servicing large projects. This is understandable – on paper, the figures attached to these projects look extremely tempting. However, this single focus leads companies to become simply project-based operations, making them highly susceptible to a feast-or-famine situation. When their single big project is finished, many such companies do not have a pool of smaller projects that will sustain them until the next big opportunity arrives. The single project focus must be avoided by dedicating time to continually looking for new opportunities, even when at work on a large project. In addition, the profits attached to these projects are not as high as the contractors expected them to be. This is due to a number of factors, chief among which is a lack of experience and understanding in project costing. This leads to the expected profits being gradually eaten away by unplanned expenses. The net effect is that profits on big projects are often nominal, if not ultimately negative. The lower than expected profits is a major cause for concern in the industry. A 2011 report on financial support options published by the Construction Industry Development Board (CIDB) states that the reason that between 2007 and 2009 more than 1 400 construction enterprises failed is “the current lack of profitability in contracting”. Backing up this general claim that contractors

The second issue that I’d like to raise is an almost Catch-22 situation that many construction companies find themselves in when they are handling projects. To increase their turnover and improve their CIBD ratings, thereby making themselves eligible to bid for even larger projects, these companies overextend themselves in the projects that they take on. Having taken on projects too big for their own resources to cope with, they find themselves both without the working capital they need to continue with the project, as well as having to subcontract various aspects of their projects continually to other companies – which reduces profits even further. The lack of working capital and access to finance is a major constraint on contractors at all levels of the industry. In their report referred to previously, Windapo and Cattell found that the leaders of the successful firms whom they interviewed were unanimous in “acknowledging that the specific strategy responsible for their company’s development, growth and success, was their decision to develop a strong financial base for the company.” Developing a strong financial base – which is often described as a company having cash reserves of between one-and-a-half and two times its monthly turnover – is not an easy feat, particularly given the low profit margins in the industry. It is made even

more of a challenge in the South African context by the extreme delays in payment that are often encountered when projects are undertaken for public sector clients. To build a strong construction sector, the development of financing mechanisms that take into account the specific needs of upwardly migrating contractors must be promoted. In its 2011 report on financial modelling options mentioned above, the CIBD found that there are “limited options available from banks or other lending institutions to cover (the contractors’) large working capital requirements, especially in the absence of sufficient collateral. The various banks in South Africa have developed and implemented a project finance model but it has not been implemented successfully.” ENTERPRISE DEVELOPMENT An aspect of financing that may assist lenders to overcome their reluctance, and which is described as “not fully understood, recognised and exploited” and “a missed opportunity for many companies” in the mentioned CIBD publication, is enterprise development. Enterprise development programmes offer an opportunity for emerging black-owned construction firms to build their capacity, which will enable them to bid for larger projects, as well as improve their profitability. The CIBD report on financial modelling options lists several benefits of enterprise development programmes for emerging black-owned firms, including recognition by both banks and large construction companies for sub-contracting purposes. Furthermore, enterprise development is a focused intervention designed to grow emerging businesses with measurable results, which encourages large corporations to support these programmes for the various rating credits they can obtain. The impact that an appropriate enterprise development programme can have on an emerging construction firm is dramatic.

Choma. Prior to the recession, Choma built Turnkey Group into a recognised name in construction, with a turnover of about R21 million. But then the recession hit. The company struggled to get paid for the work they had done, their suppliers were demanding payment and threatening legal action, and a severe cash-flow crisis was looming. Turnover spiraled down to R7 million and the company faced a bleak future. At that juncture, Choma applied to join the Arize programme run at the Becsa Business Support Centre in eMalahleni. The learning and guidance provided by the programme enabled Turnkey Group to rapidly implement the processes and structures required to turn the company around. Moreover, the company was able to create a strong platform for future growth in terms of capacity for new work and job creation. Within a year of Turnkey Group being accepted into the programme, the company’s turnover grew by 114%, and they won the Govan Mbeki Housing Award for the Best Informal Settlement Project of the Year 2012. DIVERSIFY FOR PROFITS The coming infrastructure boom and the opening that this presents for contractors to diversify their offerings, as well as the possibility of using enterprise development programmes to increase capacity and develop business skills, there is a great opportunity for contractors with an entrepreneurial approach to lay firm foundations for their companies’ future growth and profitability. With 3 000 different stock items in the business, he had to learn a great deal about storage space, planning, management and control systems.

It took 25 years for Makhatho to grow BiBi Cash ‘n Carry Supermarkets into the success it is today. And, in September, he received his due recognition when he was announced the winner of the 2013 Sanlam/Business Partners Entrepreneur of the Year Award. According to Nimi Naidoo, project manager of the competition, he was awarded the overall title because of his ability to build and grow a sustainable business. He also won the Job Creator of the Year title due to the contribution he made to providing jobs in the local community. Makhatho believes that his determination to operate close to the townships and communities where most of its consumers live is what has led to his success. ATM Skimming Device From P19 ATM skimmers: How can you spot a skimming device? Disguised to seamlessly look like part of an ATM, "skimmers" are devices installed by thieves to surreptitiously swipe your credit and debit-card information. How can you tell whether an ATM may have a skimmer installed? And what can you do at an ATM to protect your information? If you look at one of these skimmers, they look like part of the machine. Before swiping your debit, cheque or credit card, wiggle the protruding slot in which you slide your card, thieves often install skimmers on top of the ATM's actual slot and secure the skimmer with adhesive. Check the device and wiggle it to see if it's loose or if it falls off. Look for remnants or residue of double-sided tape. Anything that looks unusual, check it out. When you type in your PIN on the machine, cover it up so no one can see it, because some have cameras that is reading or viewing your PIN as you enter it. Finally, if you're not sure, just don't use the machine!

FIVE YEARS AFTER THE LEHMANN INCIDENT Five years after the Lehmann incident : Part II

(although the end result of the sharp rise in credit in China since 2008 from 130% to 200% of GDP is still uncertain). 2

In the first part of my retrospection of the collapse of the American investment bank, Lehman Brothers, in September 2008 and the ensuing financial crisis in the North-Atlantic countries, I focused on the crisis countries. In this part I look at the consequences thereof for South Africa. The direct consequences of the crisis for South Africa are obvious, for example the volatility in South African financial markets in 2008-2009, the 2009 recession, the reform of financial regulation in imitation of international trends, South Africa's higher international profile as member of the newly formed G20 group and later the BRICS countries, and the shift in South Africa's foreign trade from Europe to China. However, one should not lose sight of the indirect consequences and the long-term effect thereof. From a South African perspective, the financial crisis could hardly have come at a worse time. The crisis hit South Africa during a period of political transition and policy shutdown following the ANC congress at Polokwane in December 2007. South Africa had an interim president in the person of Mr Mothlanthe in anticipation of the 2009 elections and Mr Zuma's acceptance of the presidency, after which it would obviously take time for the new administration to find its feet. The result was not only a change of president, but effectively a change of government. Although in name the same party was in power, the post-Polokwane ANC differed in many respects from its predecessor, specifically with regard to its economic ideology. The change from Mr Mbeki's government to that of Mr Zuma was more comparable to a change in government from, say, the Conservative Party to the Labour Party in Britain. This discontinuity played a decisive role in the South African government's response to the global crisis. The new Zuma cabinet included several ministers with a strong ideological preference for a larger role for the state in the economy and they regarded the financial crisis as justification for their point of view. For them it was the end of neo-liberalism (a highly misused term, but let's leave it at that), and the announcement of the victory of the development state – the crisis did originate in the USA and not China!

Unfortunately the mistakes of the international investment banks were generalised as if they were typical of the private sector as a whole and the business sector should therefore be placed under the authority of the state to ensure it acts in a socially responsible way. This is one of the main causes of the tension between the state and the business community with which we are saddled today. The crisis brought the disadvantages of an insufficient divide between state and party to the fore. The dominant role played by the ANC as political party in the policy formulation process and its institutionalisation in decisions taken by congress every 5 years results in a lack of adaptability to changing conditions. Decisions take at Polokwane in December 2007 were thus enacted without taking account of the negative impact of the financial crisis on the South African economy. Secondly, the crisis created the climate for a global deterioration in fiscal parameters against the backdrop of the Great Recession. Anticyclical fiscal policy Ă la Keynes was the order of the day and those countries that had the necessary fiscal room to manoeuvre were expected to stimulate their economies, not only in their own interest but in the interest of the greater good. South Africa was one of these countries (with a budget surplus and low level of government debt) and policymakers referred to the shovel-ready capital projects that could be implemented. Unfortunately the end result was quite different: a sharp increase in consumption spending by the state, specifically social grants and the wage and salary bill, financed by loans, was justified as anticyclical policy. Compared to its peer group, South Africa showed the greatest reversal in its fiscal position for the smallest benefit in terms of growth and employment. The loss of growth momentum in the economy over the past two years is an indication that this stimulus has had no permanent benefits. The crisis thus laid the foundation for the fiscal predicament in which South Africa finds itself today.

From page 26 Economic Commentary Jac Laubscher Group Economist 5 November 2013 Escaping from the vice of slow-growing state revenue and an imbalance in government spending at the cost of capital spending will require more than just putting on the brakes as envisaged in the recent mediumterm budget. If government consumption spending is not reduced in absolute terms, the degree of freedom within which the government pursues its economic policy will remain extremely restricted for years. The third indirect consequence of the financial crisis for South Africa was that the achievability of a sustained growth rate of 6%+ was shown to have been an illusion. The impact of the Great Recession on the South African economy has once again highlighted our dependence on global windfalls such as a sharp increase in commodity prices and the inflow of foreign capital. South Africa's potential growth rate of 3,5% has been reconfirmed and the question has even been asked whether it is not in fact lower. South Africa's inability to formulate a comprehensive growth policy and adhere to it over a long period of time has also been exposed once more. The political discontinuity referred to earlier has contributed to this. Apart from the fact that GEAR was never implemented fully, ASGISA died a silent death after Polokwane 2007. In its place came the New Growth Path, followed by its little brother, the Industrial Policy Action Plan. In spite of these plans the performance of the economy has continued to deteriorate. Still later the National Development Plan with its long-term vision followed. Even if the current discord over the NDP were to be resolved, a question mark would still hang over South Africa's ability to persist with such a strategy for 20 or 30 years, notwithstanding changes of government. 3 The question of whether the financial crisis has ushered in a new era is therefore also resonating in South Africa. That era is already starting to unfold and until now it has unfortunately now been a positive picture. To turn it around will be a challenge, but not impossible.
