Mayor Lovely A. Warren has appointed Cynthia Herriott-Sullivan as the new Interim Chief of the Rochester Police Department (RPD). Herriott-Sullivan, a former RPD Lieutenant who continuously rose through the Department's ranks until her retirement in 2009, will be the first female to hold the Police Chief's position in the history of the Rochester Police Department. She will assume her new role effective October 14, 2020. Cynthia Herriott is a Law Enforcement Expert with years of experience in the field of Criminal Justice – driven community problem-solving. She serves as chair of Unite Rochester Justice Engagement, an initiative that examines the existence of racial disparity in the criminal justice process. "I am extremely pleased to announce my selection of Cynthia Herriott-Sullivan as the City's Interim Police Chief," said Mayor Lovely Warren. "As a former RPD Officer who served with distinction for many years, I am convinced that Ms. Herriott-Sullivan is the perfect person to fill this position at this particular time. She brings a wealth of experience and knowledge to the job, and through her previous service, has proven that she cares deeply for the well-being of our community and our citizens. As the first woman to serve in this role, I am confident she will bring a different perspective and instill a fresh approach to policing, which are very much needed in our city at this particular time." During the announcement, Ms. Herriott-Sullivan expressed her commitment to Rochester and her desire to work with others to improve police/community relations. "I love this city," Herriott-Sullivan stated. "I was born and raised in Rochester and am the proud daughter of Henry and Rosanna Herriott. I am a woman of faith who believes strongly in problem-solving that involves developing sustainable solutions through collaborations and partnerships. These are difficult times for the City of Rochester, and other communities as well. I will do my best to put my experience and commitment to good use in helping Rochester move forward. We will all need to bring our best to the table. Let's work together and get it done." Herriott-Sullivan has been employed at Rochester Housing Authority (RHA) since 2016, originally working in the areas of compliance, diversity, inclusion and public safety. In addition to selecting a new Interim Chief of Police, Mayor Warren also announced the appointment of two new members to the RPD Command Staff. RPD Captain Gabriel Person has been promoted to Deputy Chief of Operations. Additionally, RPD Officer Moses Robinson will be promoted to a position in the Chief's office to work in Community Engagement and Violence Reduction as part of a team that is currently being assembled. Officer Robinson has been a member of the Rochester Police Department since 1985. "It's time for our community to heal," said Officer Robinson. "And we can heal through restorative justice, law enforcement reform and by bridging the gaps that exist. I look forward to working with our community partners to help make this happen."

Citigroup has figured out just how much money systemic racism in the United States has cost the country: $16 trillion over the past 20 years. The total is the combined cost of racial disparities in wages, education, investment in Black-owned businesses, and the housing market. Days after Citigroup released the report, the financial giant announced it will commit more than $1 billion to close the racial wealth gap. In January, Citigroup launched a $150 million fund to support minority businesses. Rochester Chagers MFL Update

Chargers Appoint Teddy McDuffie as Head Coach The Rochester Chargers of the Minor Football League are proud to announce the appointment of Teddy McDuffie as the Head Coach in charge of all football operations. Teddy McDuffie is Teddy McDuffie the founder and owner of WNY – LOC Foundation Inc, which works with at – risk and homeless youth. Teddy was the first player from Buffalo Public School to be named Player of the Year in Western New York history and All Time Leading Rusher in Harvard Cup history. Teddy played three years on Temple University’s football team and finished his career as an All American student-athlete at the University at Buffalo. Teddy has been coaching football as a Coach for Amherst and Bennett High Schools and Erie Community College for over 20 years. Teddy is most passionate about aiding athletes in building life-skills and developing good habits that help them into their adult lives. His work with the WNY – LOC Foundation Inc., has been his way to integrate life skills with sports and football players. (A typo in last week's edition misspelled Mr. McDuffie's name. Bills Win a Thriller Over Rams 35 – 32

I

knew this game could come down to a last possession, but never expected the Buffalo Bills to have a 25-point lead and fall behind in the closing moments, yet still find a way to win with a 3-yard TD pass to often injured tight end Tyler Croft! The Bills defense was on the ropes without a true run stuffing nose tackle on the team. Keep in mind Star Lotulelei opted out of this season and the Bills must find someone to fill his role. I predicted that the Rams would run all over the Bills defensive front due to the fact they are very light in the pants. Bills defensive front Harrison Phillips, Vernon Butler, Ed Oliver and Quinton Jefferson were abused all day long and combined for only three tackles. The defensive backs and safeties will be called upon to make more tackles in future games. Bills cornerback Levi Wallace is almost always in good position to make a play and he did against the Rams. Levi is short and bigger receivers will sometimes get the best of him. Levi had his third career interception and his first of the season. He also had one pass defense and the interception led to a Bills touchdown. Bills safety Micah Hyde said,” You can’t duplicate the speed of the game in practice, and the Rams has an outstanding offense unit. I was trying to catch my breath in the first half and the heat was not an issue. The Rams have many weapons and give you many different looks and the QB had command of their offense going at a very fast pace.” Bills quarterback Josh Allen is starting to show progress under pressure with touch passes to his receivers. But Allen’s low football IQ continues to be a serious problem. Allen cannot afford to take a sack at crunch time or grounding the ball causing a penalty to be assessed. He’s a work in progress and when he’s not pressured, is making excellent plays down the field. The Bills running game must get better in weeks to come in order to take pressure of Allen. The Bills benched Quinton Spain at left tackle and moved Cody Ford in while Brian Winters took over at right guard. It’s very concerning to be moving offensive linemen around and hopefully the Bills will find their right mix of offensive linemen soon. Keep in mind last years starting right guard Jon Feliciano is due to come off IR soon. The Bills will have some decisions to make real soon on which linemen plays and who will be subbed in during games. The Bills might look on waiver wire for a large veteran Nose tackle to help stabilize the middle of the defensive front. It’s only the beginning of playing physical run-oriented teams like Las Vegas Raiders and Tennessee Titans - both on the road. I see Bills traveling to Las Continued Page 15

Cariol is gratified that the Common Council on September 29, passed “Cariol’s Law: Duty to Intervene.” The country has seen a series of events in the recent past where law enforcement officers failed to intervene to protect the safety and health of detainees. This law makes clear that the policy of Buffalo is that every officer has a duty to intervene to protect all of our citizens. We applaud this step by the Buffalo Common Council. One of many to come, this victory solidifies Cariol’s legacy as an activist and police reform advocate as we fought to ensure Cariol Horne’s name, story and road to restoration was not erased. Her sacrifice in doing what most officers won’t, intervening during an unlawful chokehold of an unarmed man, is the minimal requirements when taking the oath to protect and serve our communities. Her sacrifice is the example we want to base our platform off of when reimagining policing. COMMUNITY WE DID THIS!

This win is both symbolic and through the codifying of this law, named in her honor and passing the necessary measures to hold our Police Officers accountable, protect those who want to uphold the law at all costs, and protect civilians who currently fear police interactions. THANK YOU to the Buffalo Common Council body who stood strong today, equipped with their convictions to be on the right side of history in passing of this historic law, Cariol’s Law. Now it’s time to refocus on the seats of the Common Council who have made it clear they do not support us or our desire to reform and reimagine good policing in the City of Buffalo. Common Councilmen Scanlon who felt it necessary to misappropriate the facts of Cariol Horne's back-ground for his personal gain and platform is both shameful and reprehensible. Cariol Horne is confident in her record of service for the BPD and has nothing to hide. Cariol Horne lost her job and pension as a result of retaliatory action by the BPD. She spent years not just fighting for her vindication but to change the system. This is the first step to protecting other officers, to ensure they do not experience the tactful disingenuous false reporting or retaliatory acts as she has fought through for 14 years. We continue to work with the Common Council with this law as we have met the two week aged process to add amendments to this law. This process allows for further transparency of the Police Department and its community members who in fact want safe communities and improved systems where we are all guaranteed life, liberty, justice and the pursuit of happiness. Our amendments will include: •A clause explaining what happens in the intervening of 5 years. What does the officer need to do in that time? •"Objectively reasonable" needs clear definitive wording as to not allow for interpretations of the law. We need concrete proof for force to be used. Patrice Lumumba, a leader of the Congolese independence movement, became Congo's first Prime Minister in 1960. Advocating for an end to colonial rule, he resisted Belgian colonialism and corporate interests. He was assassinated in a USbacked military coup which led to the rise of dictator Mobutu Sese Seko. Born in 1925, Patrice Émery Lumumba was a radical anticolonial leader who became the first prime minister of the newly independent Congo at the age of 35. Seven months into his term, on January 17, 1961, he was assassinated. Lumumba had become an opponent of Belgian racism after being jailed in 1957 on trumped-up charges by the colonial authorities. Following a twelve-month prison term, he found a job as a beer salesman, during which time he developed his oratory skills and increasingly embraced the view that Congo’s vast mineral wealth should benefit the Congolese people rather than foreign corporate interests. Lumumba’s political horizons extended far beyond the Congo. He was soon caught up in the wider wave of African nationalism sweeping the continent. In December 1958, Ghanaian president Kwame Nkrumah invited Lumumba to attend Continued Page 12

Attorney John V. Elmore has been Named “Lawyer of the Year” by the Bar Association of Erie County

ttorney Elmore, has been named Attorney of the Year by the Bar Association of Erie county. Attorney Elmore, along with several other awardees, will be honored at the organization’s 133rd annual awards ceremony Oct. 22 at the Transit Drive-In theatre in Lockport. Born and raised in Olean, N.Y., John received his Juris Doctorate from Syracuse University. He has more than 35 years experience in the criminal justice system and has seen the system from many perspectives. Prior to entering private practice, John, a former New York State Trooper, served as a Manhattan Assistant District Attorney and New York Assistant Attorney General. Currently a personal injury attorney, he is a senior partner of the Law Offices of Steve Boyd/John Elmore. He has served as a member of the New York State Attorney Grievance Committees, which oversees the discipline of lawyers accused of misconduct or neglect. He is an accomplished personal injury attorney in private practice, and is currently co-proprietor of the Buffalo-based Steve Boyd & John Elmore law firm. Elmore has been the recipient of numerous awards and honors including: NAACP Medgar Evers Civil Rights Award; Ebony Magazine’s Phenomenal Fathers Award; the Buffalo News Citizen of the Year; and the Olean high school Academic Wall of Fame. He is the author of Fighting for Your Life: the African American Survival Guide, which addresses the issues of Blacks, especially young people, and the criminal justice system. It has received national recognition. In 2018 Attorney Elmore became the first African- American attorney in history to convene a convention of the 8th Judicial District of New York State. He was nominated for this role by the eight Democratic county chairs of the 8th district, which cover Western New York. Last year he graced the cover the prestigious “Super Lawyers” magazine, where he was cited as a 2019 Super Lawyer for his outstanding legal accomplishments as well as his work in the community with a youth boxing program. This summer he teamed up with the Stop the Violence Coalition to conduct a voter registration drive which resulted in the registration of 1,000 new voters. The effort was largely financed by the offices of Boyd and Elmore. Most recently he serves as a co-chair of the Minority Bar Association of WNY Task Force which completed, and delivered, seven Criminal Justice Reform Recommendations which were delivered to the City of Buffalo in hopes that it will be part of the police contract which is currently being negotiated with the Buffalo Police Department. Arthur O. Eve Jr.’s comment on Attorney Elmore’s historic nomination to convene the convention of the 8th Judicial District of New York State, was a fitting tribute which continues to hold true. Said Eve : John embodies the very best of our community and the legal field, and he is a true son of Buffalo who brings distinction to us, to this city, and to this region." Building New Homes, Strengthening a Partnership

urthering a commitment to promote and protect the health and well-being of Buffalo’s residents, Roswell Park Comprehensive Cancer Center was pleased and honored to join Pastor Dwayne Jones as construction begins on the new Mount Aaron Village housing campus. The long-awaited affordable housing initiative will include 59 units, of which 18 apartments will be dedicated exclusively for people who need supportive services to live independently. Roswell Park has worked closely with Pastor Jones and his Mount Aaron Baptist Church on Buffalo’s East Side for years, from the time Pastor Jones began his work at the church through the development of the Mount Aaron Community Center. “You cannot build a project like this all on your own. It takes a collaboration of the whole community,” Pastor Jones says. “When one building goes up, the whole community goes up. We will continue putting the buildings up. Like Dr. Martin Luther King says, we must keep on moving on.” Lt. Governor Kathy Hochul, Buffalo Mayor Byron Brown, Majority Leader Crystal Peoples-Stokes, and Senator Tim Kennedy all played key roles in getting the project across the finish line. Roswell Park’s commitment to the Mount Aaron community is a longstanding one and part of our larger outreach effort to be a Good Neighbor to Buffalo and Buffalonians. “We provide our services whenever we can, to help in any way we can, to make sure that not only this project but everything Pastor Jones does is a success,” says Candace Johnson, PhD, President and CEO of Roswell Park. Seven Contemplations a New Exhibit on View at Albright Knox Northland Taking things that already exist and turning them into something new requires vision a great collaboration and that’s what NYC based artist Caledonia Curry also known as Swoon has done with Albright Knox Public Art Curator Aaron Ott for her solo show Seven Contemplations at Albright Northland Gallery. The artist has filled the main room with seven of her preexisting large scale sculptural artworks putting them to healing use. The works include, Dawn and Gemma (birth), Memento Mori (death), Medea (fear and suffering), Cicada (flow, transformation, healing), Tree of Life ( that which is given without reason), Cosmos (awe) and the well know and loved Thalassa, (primordial self) pictured above. She is a heroic sculpture from 2011 where the figure is seen rising from the water, representing a mythological spirit of the sea, that some years ago could be seen in a wheat-paste medium on the streets of NYC. “I love old stories that you can tell over and over again in different ways”said the artist last week, while putting the finishing touches on the show just before opening day. For a deeper experience while viewing the show, Seven Contemplations combines these sculptural icons with a meditation and contemplation practice to accompany each work, adding a point of focus for the viewers gaze and thoughts during their interaction with each piece. Along with the sculptures Swoon has also installed her first stop-motion piece that can seen in a customized viewing room in the back of the gallery. The artists goal is to create an empathetic space for contemplating both personal and community healing journeys and hopes the show will have a positive impact in the lives of her audience during these challenging times. Wajed challenges the disconnect between the assumption that children including Black children are essentially innocent while as adults they can be racially stigmatized as dangerous and underserving of love and just treatment – told that their lives do not matter often with deadly results. Comptroller Miller-Williams Says Downgrade to Buffalo’s Bond Rating is Alarming, but Not Surprising Fitch Ratings, Incorporated has downgraded the City of Buffalo’s bond rating to “A” in its latest report, noting a negative outlook for Buffalo’s current financial position. This is the second straight year that the City has received a downgrade from Fitch Ratings. The “A Negative Outlook” rating is one notch lower than the “A+ Stable” rating Buffalo received in September 2019. “This is truly alarming news. The current rating highlights the uncertainties outlined in my budget response for Fiscal Year 2020-2021,” said Buffalo Comptroller Barbara Miller-Williams. Prominent in my response to the Recommended Budget in May 2020 were my concerns surrounding several key questionable budgeted revenue lines with no documented funding source(s) given. However, we are eighty-seven (87) days into the current Fiscal Year and we will continue to monitor uncertain budgeted revenue lines. The concerns raised by myself and echoed by Fitch include but are not limited to: •The budgeted 2020-2021 revenue line of $65 million in federal aid that is surrounded with uncertainty due to the weeks-long stalemate between Federal Officials. •The inclusion of $11 million in Seneca Casino funding; a settlement that has been on-going between the Seneca Nation and State for years. •Projected slow revenue growth despite new implementations of speed zone cameras and parking rate increases · Appropriation adjustments are highly unlikely as 72.5% of expenditures are fixed or contractual and cannot be modified. “The City has generated a pattern of relying on savings, one-time revenue fixes and most recently borrowings, to close budget deficits. I highly encourage the Mayoral Administration and Buffalo Common Council Members to address revenue uncertainties for Fiscal Year 2020-2021 by implementing a contingency plan that would be effective immediately.”

“Using Art to Beautify the Community”

ucked away inside the former Bob Lanier Center in East Buffalo, Black artists have been busy at work over the past several weeks creating beautiful works of art in the form of huge murals that will soon beautify Jefferson Avenue. A collaboration between People Inc. and the WNY Urban Arts Collective, the initiative is dubbed the Jefferson Apartments Art Mural Project . It is an important community effort that will represent the rich history of Jefferson Avenue through artwork by these local artists who were recently commissioned for the project. The mural artwork is expected to soon be unveiled and mounted on the newlyconstructed Jefferson Avenue Apartments, located at 1140 and 1166 Jefferson Avenue. The ground floor of both buildings will contain a total of 16,500 square feet of commercial space, which will include retail shops and house a People Inc. recruitment office. The formal process to bring about this art project began the summer of 2019, as a collaboration between People Inc. and the WNY Urban Arts Collective. Together, with people from around the community, they formed the Jefferson Apartments Art Mural Committee. In November of last year, the community came together to select the mural themes that will now grace the side of each of the new People Inc. affordable apartment buildings on Jefferson Avenue. At the beginning of 2020, the committee turned over those artistic themes and ideas to the WNY Urban Arts Collective. In February, there was also a community-wide call for artists and artwork. Unfortunately, the unexpected COVID-19 pandemic and recent racial tensions reached a tipping point. During this time, the committee and amazing artists stayed committed to creating artwork that would be reflective of the ideas and our community’s history. “This initiative will become a blueprint for using art to beautify the community, instill pride and convey ownership, in an attempt to uplift others,” said Rhonda Frederick, People Inc. president and CEO. “It has been so impressive to see the beautiful artwork progress that has been made to encourage inclusion, equity and acceptance within

our community.” The goals of the project are to create a collection of murals that set the transformative platform for fine arts within community neighborhoods. Activist Slams Kentucky Attorney General In Wake of Grand Jury Ruling in Death of Breonna Taylor: "He’s No Different Than The Sellout Negroes That Sold Our People Into Slavery..." Activist Tamika Mallory had sharp words for Kentucky’s Attorney General Daniel Cameron last week for failing to indict the police officers involved in the killing of Breonna Taylor. Cameron announced that only one of the three officers who fired shots into Taylor’s home would be charged. Former officer Brett Hankison has been charged with three counts of wanton endangerment for shooting into the apartments of Taylor’s neighbors, the night of March 13. Cameron did say at the press conference that many people would not be happy with the result. “I thought about him saying he’s a Black man,” Mallory said. “I thought about the ships that went into Fort Monroe and Jamestown with our people on them over 400 years ago and how there were also Black men on those ships that were responsible for bringing our people over here. Daniel Cameron is no different than the sellout negroes that sold our people into slavery.” Ben Crump, the attorney for Taylor’s family, also spoke on Friday and called on Cameron to prove he tried to get justice for Taylor. " If you did everything that you could do on Breonna’s behalf, you shouldn’t have any problem whatsoever, Daniel Cameron, to releasing the transcript so that we can see you fought for all of Kentucky's citizens, especially including Tamika Palmer’s daughter, Breonna Taylor,” Crump said. “Release the transcript.” Cameron initially said last week that he would not release the Grand Jury transcripts because the situation was still under investigation by federal authorities. However, according to The Daily Mail, a juror says they were never given the option to indict the two other cops involved in Taylor’s killing and that Cameron misrepresented the case. As a result, Jefferson Circuit Judge Ann Bailey Smith has “ordered attorneys to file a recording of the grand jury proceedings” by Wednesday, according to an NPR report. Still, it’s not clear when the recording might be released to the public. Mallory also brought up that the decision on Taylor’s case came on the same day as one of the most brutal murders ever committed on a Black man. “Now, I don’t know if it’s just that Daniel Cameron is stupid or that he is very, very, very clear about history and made a decision to wait six months and come forward with this announcement,” Mallory said. “This garbage that we received Continued Next Column

On a sunny, Sunday afternoon (9-20- 20) in MLK Park, in front of what is now known as the statue of The Universal Black Man, PRP2 hosted a spoken word event to remember the Attica State Prison Uprising of 1971. The advertised theme, "Attikkka is the Knee on Our Neck ... and I Can't Breathe," attracted a small group of people, fully masked and energized to be a part of PRP2's annual tribute to the courageous prisoners who stood tall and spoke out against the abuse and brutality that were the distinguishing features of Attica State Prison in 1971. PRP2 has recognized the importance of the rebellion that took place in September of 1971 with an annual community event for the last 15 years. Films have been screened, guest speakers have been invited to have their say, and panel discussions have been organized. One year a small group staged a rally and march from Buffalo to Attica. We have vowed to always remember and to never forget the importance of what took place from September 9 - 13, 1971. We remember the bravery of the prisoners who demanded no more than to be treated as human beings. And we saw a racist government's response, when Governor Rockefeller called the State Troopers who murdered both prison guards and prisoners. The leader of the Troopers later described it as a "turkey shoot," as a whole division of State Troopers, posted on top of the prison walls, looked down into the prison yard where naked prisoners and guards were, unaware that the order had been given to randomly shoot into the yard. This group of 20 people remembered the most horrendous American prison uprising of the 20"' century. Karima Amin, Executive Director of PRP2 opened the program with a welcome and a brief Libation (African-centered ceremony) that resulted in the calling of prisoners' names: Frank 'Big Black' Smith, L. D. Barkley, Willie West, Jomo Davis, and Herbert X. Blyden, men who were part of the leadership that organized the rebellion. We also acknowledged those with names unknown who were a part of this historic event. Our vocalist, Elle Vie, led the Black National Anthem, "Lift Every Voice and Sing" and, later in the program, she sang a beautiful rendition of "Everything Must Change." "I never had faith in Daniel Cameron to begin with," Taylor's mother, Tamika Palmer, said in a statement after the charges were announced last week. Her family and supporters have urged prosecutors to release the transcript and other information about how they handled the case.

In New Ruling Police Are No Longer Required To Display Their Names On Their Uniforms. Dear Editor: According to a new ruling in the City of Buffalo, police officers are no longer required to display their names on their uniforms. Citizens can only identify them by their badge number. The change came at the direction of Police Commissioner and mayoral appointment Byron Lockwood. The leadership in the Police Union said he was pleased that the city administration is “looking out for the officers.” So who’s looking out for the citizens?The Buffalo Common Council had to approve this new ruling. Police officers took an oath of office and swore to protect and serve the citizens of the community in which they work. Citizens are still required by law to show their ID with our name on it to police officers, when asked to do so. The reasoning behind the change is that reportedly about a dozen police claim they have been “doxed” and their private and other contact information circulated on social media. They are also claims that officers and their family members have received threats. Why would any one threaten “Officer Friendly?” If an officer is doing no wrong and showing respect it seems he should have nothing to worry about. On the other hand if the police decide to use excessive, abusive, even life threatening, force, we need a name! I believe this is an infringement on our rights under the Constitution and the civil rights of citizens to have to identify a police officer by their badge number. I’m praying that this ruling is challenged in the New York State Supreme Court by one lawyer or a group of lawyers.
