A well-executed project requires cooperation among the developer, regulatory agencies, local review boards, consultants, and the community. Careful consideration must be given to impacts on traffic, stormwater drainage, water and sanitary services, and the environment. Aviation Planning Experience

Airport Master Plan

Norfolk International Airport

CHA is currently providing professional planning services to assist in updating the Master Plan and Airport Layout Plan at Norfolk International Airport to meet all of the criteria established by the FAA and the Virginia Department of Aviation.

A comprehensive community outreach program is included as an integral component of the update.

Key components of the Master Plan Update include the development of a passenger terminal expansion and improvement program, evaluation of crosswind Runway 14/32, including a cost-benefit analysis of reconstructing or closuring Runway 14/32, reconstruction of the primary Runway 5/23 and construction of associated improvements as required to maintain commercial service operations at all times, need for and location of a future parallel runway, relocation of the fuel farm, and construction of additional parking garages for rental car return, employee parking and long term parking.

Master Plan Update & Environmental Assessment Bowling Green-Warren County Airport

CHA was tasked to begin the development of a new Airport Layout Plan (ALP) and supporting narrative for Bowling Green-Warren County Regional Airport (BWG) in July 2014. The development of the ALP/Master Plan Update follows the FAA’s new standard operating procedure 2.0 for the development and submittal of an ALP. Coupled with the ALP, this effort included a collection of aerial imagery and survey to develop an Airport GIS database for BWG. The AGIS database will set the foundation for future improvements planned for the airfield, specifically Runway 3-21. BWG has been on the cusp of starting commercial airline service for the past several years. As part of the planning process, aspects related to commercial service coupled with general aviation activities had to be considered.

Airport Master Plan Study

Fort Wayne International Airport

CHA was retained to update Fort Wayne-Allen County Airport Authority’s Master Plan for Fort Wayne International Airport, which was previously written in the late 1990s. A new Master Plan was needed to reflect more current conditions and recent changes in the aviation industry. This Master Plan provided the airport with a comprehensive evaluation of all components of the airport, with a major focus on on-airport development opportunities and the development of a strategic business plan and viable financial plan for implementing the recommended capital improvement program. In addition, the project scope included a comprehensive, “state-of-the-art” GIS aerial mapping survey of the airport and its environs. This mapping exercise was a new technology that the FAA was evaluating, and it chose Fort Wayne International Airport as one of its pilot airports for this effort.

CHA, the prime consultant, provided the full range of professional airport consulting services needed to complete this Master Plan Update, which included aviation demand forecasting, airfield facility planning, on-airport development analyses, terminal area facility planning, strategic business planning, preliminary engineering services, and comprehensive financial evaluations.

Aviation Planning Experience

On-Call Real Estate Services

Hartsfield-Jackson Atlanta International Airport

CHA is serving as a subconsultant on the team being led by Jones Lang LaSalle (JLL) that is providing on-call real estate and land use consulting services to the City of Atlanta at Hartsfield-Jackson Atlanta International Airport (ATL).

CHA’s role on the team is to provide professional consulting services associated with the airport, transportation, and infrastructure planning and design for surplus airport-owned land that is intended to be used for non-aeronautical uses.

The focus of this assignment is four separate large land areas, three of which are adjacent to ATL but do not have direct access to the airport itself. The fourth land area is a 10,000-acre tract remotely located and will likely have a multitude of varying uses that are viable and will produce revenue to ATL.

Airport Master Plan Study Huntington Tri-State Airport

A new Master Plan needed to reflect more current conditions and recent changes in the aviation industry and regional demand. This Master Plan is a comprehensive evaluation of all components of the airport with a major focus on the passenger terminal, automobile parking, and available land development areas.

In addition, the project scope included a comprehensive aeronautical mapping survey of the airport and its environs to the latest FAA-AGIS survey standards.

This mapping exercise served as the base map for the ALP update and supported the FAA’s future electronic ALP initiative.

CHA, the prime consultant, provided the full range of professional airport consulting services needed to complete this Master Plan Study, including aviation demand forecasting, airfield facility planning, on-airport development analyses, terminal area facility planning, strategic business planning, preliminary engineering services, and comprehensive financial evaluations.

Airport Master Plan Update Bradley International Airport

CHA was retained by the Connecticut Airport Authority to complete a Master Plan Study for Bradley International Airport. As the prime firm, CHA was responsible for leading a team of specialized industry experts on this planning exercise. The Master Plan Update focused on the development of AGIS/eALP, terminal area improvements, parking and access development, airfield configuration, and needed improvements to satisfy new FAA guidelines, on-airport development for both aeronautical and non-aeronautical uses, air service considerations and forecasting of aviation demand, environmental considerations, and financial planning evaluations.

Aviation Planning Experience

Airport Master Plan

Nashville International Airport

CHA was retained to update and re-evaluate the Master Plan in light of the many changes that have occurred in the aviation industry, and in the regional, national, and global economies. BNA had recently been subjected to an ambitious development program that included major improvements to the passenger terminal building, construction of an onsite consolidated rental car facility, expansion of vehicular parking facilities, realignment and expansion of ground access facilities, and a variety of improvements to the airport’s airfield facilities.

CHA developed a comprehensive 20-year plan of development on and around BNA that considers a long-term visionary program that meets the needs of BNA and the region that it serves. The planning program considered additional airfield facility improvements, terminal area improvements (passenger complex, parking, access, and support facilities, on-airport land use, and financial considerations.

Airport Planning Services

Baton Rouge Metropolitan Airport

The intent of this project was to identify aviation/real estate relationships; determine which types of development are appropriate for, and desired by, the Greater Baton Rouge Airport District; and develop an initial land use strategic plan that will guide and facilitate desired aviation-induced real estate and land use development on the north side of Baton Rouge Metropolitan Airport (BTR).

The objective of the overall project was to prepare a comprehensive master land use strategic plan for the north side area that is adjacent to, and south of, Plank Road (relocated) at BTR. The ultimate goal was to create a reuse plan for noise land and to develop a unified land use and development strategic plan to provide framework for future development and identify near-term development areas with flexible build out scenarios.

Under a separate contract, CHA conducted a threshold feasibility study on Runway 13-31 to maximize the available take-off and landing lengths of this runway.

Airport Master Plan Study

Northwest Florida Beaches International Airport

The Master Plan Update provides strategic guidance necessary to address landside and airside facility needs for the next 20 years and beyond and includes a comprehensive evaluation of all components of the airport with a focus on terminal configuration and expandability, parking and landside access, financial sustainability, and instrument approach capability.

CHA produced a forecast of future aviation activity, prepared a demand-capacity analysis, developed terminal configuration concepts, improved parking facilities, assessed current instrument approach capability for potential upgrade to a Category-II ILS, evaluated on- and off-airport land-use, prepared a financial analysis, and generated an updated Airport Layout Plan consistent with the FAA’s ongoing ALP initiative.

CHA has recently been retained by the Authority to complete a Master Plan Update, which will focus on improvements to the passenger terminal area.

Aviation Planning Experience

Airport Master Plan Akron Canton Airport

CHA updated the Airport Master Plan and Part 150 Noise Study. The Master Plan Update analyzed the airport’s facilities and its position within the national airspace system and local communities. It also defined development plans that will help the airport meet future aviation demand.

This project involved AGIS aerial survey and mapping, 20-year aviation activity forecast, terminal planning and expansion concepts, on-airport land use planning and commercial development, and airspace analysis and feasibility of a Cat-II instrument landing system.

The update also included an electronic airport layout plan, implementation plan, financial feasibility, revenue generation, public involvement program, and analysis of parking needs, facility expansion and off-airport competition. Additionally, the Master Plan recommended a major gate and concourse expansion program. This $30M program is on-going and is expected to be completed in 2020.

Airport Land Reuse Study T.F. Green Airport

CHA developed a formal implementation plan for the disposition of the airport’s noise lands, with consideration of the requirements of the runway improvements. The FAA mandates that Sponsors dispose of their noise land per the standards of FAR Part 150. The implementation plan recommends three general approaches for over 400 former residential properties. These include combining and rezoning parcels into commercial/industrial districts, selling the property for private development, combining and redeveloping the property for non-residential low density activities, and retaining the properties needed for the proposed runway improvements.

The plan alternatives and recommendations were developed and reviewed by the FAA. This study was progressed consistent with the airport’s recent Environmental Impact Statement (EIS) and includes coordination with the City of Warwick and general public.

On-Call Planning Services Port San Antonio, Kelly Field

This project involved the realignment of a major roadway through Port San Antonio property, which made an additional 100 acres available for redevelopment. We evaluated this area in an effort to optimize use of this site and provide the most flexibility for future tenant needs. Considerations included grades, utilities, taxiways, aprons, hangar and corporate buildings, automobile access and parking, security, and noise regulations.

We also prepared the 2012 MAP application for the Port and assisted with their corresponding NPIAS application in a continued effort to support and act as the Port’s advocate. A peer airport comparison was also done to evaluate factors such as quality of life, workforce, real estate, and business costs, as well as airport facilities and operating costs, in an effort to support the Port’s ongoing marketing and industrial development efforts.

Aviation Planning Experience

Obstruction Study/Removal, EA & Avigation Easements Morrisville-Stowe Airport

CHA conducted a comprehensive series of projects to remove off-airport tree obstructions. This process included evaluating Part 77 Obstructions to Runway 1-19, conducting the preliminary design of the tree removals, preparing an FAA Environmental Assessment for the obstruction removal, assisting with obtaining avigation easements for 12 private residential parcels, and design and bid of the obstruction removal plans.

This effort also entailed preparing individual easement and obstruction removal maps of each parcel containing tree obstructions, obtaining appraisals for each affected property, managing the acquisition process, and testifying at associated hearings. VTrans successfully pursued condemnation of the remaining parcels so that the clearing could commence in 2013.

Planning Services

Connecticut Airport Authority

CHA has extensive experience working with all six Connecticut Airport Authority (CAA) airports. CHA’s first planning study for the state airports was the full Environmental Impact Statement (EIS) for Runway Safety Area (RSA) improvements at Groton-New London Airport. Since successfully completing that project, CHA has continuously provided services for all six CAA airports.

To date, CHA has completed various environmental assessments, noise studies, and wildlife hazard assessments for all six airports and Master Plans for Waterbury-Oxford, Hartford Brainard, Windham, Danielson, and Groton-New London airports.

CHA was recently selected to begin work on the Airport Master Plan and Airport Layout Plan Update for the Bradley International Airport.

Airport Master Plan and Update

Greater Rochester International Airport

CHA was selected as prime consultant for the update to the Airport Master Plan and Airport Layout Plan. The project consisted of a complete evaluation of airport activity and forecasts, facility requirements, and site evaluations for new and expanded airfield, air cargo, ARFF, and general aviation activities.

Short term recommendations included multiple taxiway upgrades and design standard improvements, additional airport security roads, obstruction removal and property acquisition, and pavement rehabilitation. Several specialty studies were completed, including a pavement management system, air service and cargo evaluations, a concession plan, and updated Noise Exposer Maps.

The project team consisted of CHA and six subconsultants. Several of the study’s recommendations are currently being implemented.

Airside & Landside Experience

Runway 18R Departure End EMAS Memphis International Airport

This project involved providing preliminary engineering, final design, bidding, and construction support services for the design and installation of an Engineered Materials Arresting System (EMAS) for the Runway 18R Departure End at Memphis International Airport. The FAA and Memphis-Shelby County Airport Authority (MSCAA) selected EMAS to rectify the non-standard Runway Safety Area (RSA) beyond the Runway 36L landing threshold.

CHA completed a Project Definition Report, where three EMAS alternatives were analyzed and presented to the MSCAA. The project definition report included preliminary design for the three alternatives, construction safety, and phasing concepts, cost estimates, and construction schedules.

Runway 18-36 Rehabilitation

Myrtle Beach International Airport

As a part of a three-year continuing engineering and planning consulting services contract with Horry County Department of Airports, CHA provided planning, design, and construction phase services for the rehabilitation of Runway 18-36 and the construction of a new taxiway/taxilane and apron.

Project services included aeronautical survey, topographic and obstruction survey, geotechnical investigation, instrument approach and NAVAIDS preliminaries design, ALP update, environmental assessment, and preliminary design and engineering.

In order to keep the airport fully functional during construction, we provided a series of alternatives that took into account the FAA’s ability to provide roughly $10M per fiscal year to fund the project.

New Runway 9-27 Program Blue Grass Airport

This program constructed a new 4,000-foot by 75-foot E-W runway replacement for Runway 8-26, parallel and connector taxiways, and a large aircraft remote parking apron. The project also developed a new Taxiway G and a portion of Taxiway F at Group V standards to accommodate 747-400 aircraft taxi. In addition, the design included the relocation of the existing airfield electrical vault.

Reconstruction options for Runway 8-26 were analyzed and a realignment to a 9-27 orientation minimized noise impacts and created space for terminal expansion and general aviation development. Due to this new orientation, relocation plans were developed for glide slope equipment shelter, glide slope antenna array, ASOS, SAWS, LLWAS, and RTR. Construction phasing was crucial for minimizing closure times and completing the project before the FEI World Equestrian Games. Our responsibilities included preliminary engineering, final design, and construction administration services.

West End Utility and Roadway Relocation LaGuardia Airport

CHA developed contract drawings and associated documents for the relocation of roadways and utilities to accommodate the construction of the new west parking garage. Due to the size and configuration of the garage, all of the surrounding roadways, including LaGuardia Road, 94th Street, the Frontage Roadway, and Runway Drive, have to be reconfigured and reconstructed in order to accommodate the west parking garage. The roadway reconfiguration involves the removal of two existing traffic signals and the installation of two new signalized intersections, relocation/modification of ITS systems (variable message signing and communications), and the reconfiguration of an existing taxi stack area.

Fence & Embankment Restoration Newark Liberty International Airport

CHA performed civil and electrical engineering design services for the restoration of approximately 500 feet of the perimeter fence and peripheral ditch bank damaged during Hurricane Sandy. The project involved an analysis of the pre-Sandy topographic mapping and the post-Sandy topographic surveys to assess the extent of the bank erosion/failure and determine the extent of the improvements required to reestablish pre-Sandy conditions. Whereas the restoration work was being funded in part by FEMA, the restoration work was required to employ the use of marine mattresses to further stabilize the peripheral ditch embankment. Removal and replacement of the perimeter fence included the removal and replacement of existing obstruction lights as well. CHA prepared contract drawings, including removal, layout, grading, and drainage plans, as well as all associated pipe profiles, site sections, and details.

Rehabilitation of East & West Hangar Roads JFK International Airport

These sections of East and West Hangar Roads are approximately 2,800 feet long and are used primarily by aircraft refueling tankers and aircraft service vehicles.

CHA performed pavement inspections along the full length of the roadways to assess the pavement condition and determine the most feasible and economical methods for rehabilitating the pavement structure. CHA developed contract documents for the complete rehabilitation of the roadway structures, including full depth pavement replacement, pavement milling and replacement, and pavement overlay. The project also included an evaluation of the West Hangar Road profile and cross slopes to facilitate proper drainage of the roadway surface.

Airfield Modernization Program McGhee Tyson Airport

The Metropolitan Knoxville Airport Authority (MKAA) has embarked on a multiyear Airfield Modernization Program (AMP) at McGhee Tyson Airport (TYS). The AMP is driven by the fact that the Runway 5L-23R pavement has reached the end of its useful life and requires reconstruction. The reconstructed runway will bring the runway geometrics, lighting, and navigational aids up to current FAA design and safety standards.` CHA is providing program management, final design engineering, and construction phase services for Runway 5L-23R reconstruction. This scope of services and work authorization includes professional engineering, surveying, and consulting services necessary to complete the final design and bidding services for Runway 5L-23R reconstruction.

Runway 4-22 Improvements Evansville Regional Airport

CHA served as the engineer for Evansville Regional Airport and assisted in the coordination and implementation of environmental, planning, design, and construction efforts related to the relocation of Runway 4-22.

Major elements of the program included environmental assessment, integrated noise analysis and modeling, land acquisition, coordination with local, state and federal agencies, COE 401/404 permitting, secondary runway approach improvements, shifting Runway 4-22, decommission, relocation and installation of airfield navigational aids, utility relocations, relocation of Oak Hill Road and Indiana Southern Railroad, realignment of Indiana State Route 57, and Runway 4-22 and Taxiway A demolition and reconstruction.

New Taxiway A

Austin-Bergstrom International Airport

In 2012, CHA was selected by the City of Austin to provide continuing engineering consulting services to the Austin-Bergstrom International Airport. As part of that contract, CHA was tasked with the completion of Taxiway A, which is located west of Runway 17L-35R and serves as one of two westerly parallel taxiways to this runway.

This project completed the parallel taxiway by constructing the remaining portions of Taxiway A between Taxiway F and Taxiway G to the north and Taxiway M and Taxiway L to the south.

Due to FAA funding of the project, the project was split up into two separate projects. The first project is the completion of Taxiway A to the north, including the pavement modifications to the north and south portions of the airfield for AC compliance. The second project is the completion of Taxiway A to the south.

Rehabilitation of Parking Lot #1 LaGuardia Airport

CHA developed contract documents for the rehabilitation and reconstruction of the entire 450-space Parking Lot #1. The required improvements included a complete removal and replacement of the existing pavement structure, a complete replacement of the existing drainage system, and the addition of water quality control facilities. The project also included the redesign of the pedestrian access facilities, including the provision of concrete ramps, walkways, and handrails. CHA prepared contract drawings, including removal, layout and alignment, grading, drainage, paving, utility plans, and all associated site sections and details. During the construction phase of the project, CHA’s responsibilities included the review of shop drawings, review for approval of working drawings, evaluation of alternative construction details, and provision of interpretations of contract drawings and technical specifications.

Runway 11 EMAS Stage I Report

Newark Liberty International Airport

CHA prepared a Stage I Design Study and Report in order to determine the feasibility of installation of an EMAS, the maximum length of EMAS that can be accommodated, the development of technical components, construction cost estimate, and anticipated work schedule. CHA’s analysis included investigating the feasibility of relocating Brewster Road, removal of an existing earthen berm, relocation of perimeter security fences and barricades, modifying Taxiways Z and CC and with all associated site improvements required to install an EMAS. The final engineering study was prepared and presented in accordance with PANYNJ standards and included a comprehensive narrative report, preliminary drawings, construction staging plans, and a planning level construction cost estimate packaged in a single document.

Development of Ingraham’s Mountain LaGuardia Airport

CHA provided civil, traffic, electrical, structural, environmental, and landscape architecture design services for the development of Ingraham’s Mountain. The scope involved selective tree clearing, removal of existing soil/rock material to provide an approximate 8-acre “level” area sufficient in size to serve as a contractor laydown/staging area, installation of an access road to provide access to and from Berrian Boulevard, installation of a Bowery Bay Extension to provide access between Bowery Bay Boulevard and the intersection of 19th Avenue and 81st Street, installation of a stormwater management and conveyance system, including bioretention facilities, and installation of retaining walls associated with the roadway construction. In addition, since the project involved approximately 200,000 tons of soil removal and 100,000 tons of rock removal, CHA assisted the PANYNJ in locating suitable disposal facilities.

DHL-ILN Hub Expansion Summary DHL Wilmington Airpark

CHA provided airfield engineering and construction services necessary to accommodate the relocation of DHL to the Air Park. Projects included Apron A expansion, Apron D expansion, new Apron E, Building F site development, and a new employee parking lot.

These projects were fast-tracked to complete the preliminary designs concurrently in six weeks. Final designs for these projects were completed concurrently in seven weeks.

CHA’s services included full-time construction observation, shop drawing reviews, responses to RFIs, participation in coordination meetings, overseeing construction acceptance testing, preparing and maintaining daily logs of construction activities, documenting construction with photographs, reviewing quantities and contractor pay requests, and preparation of record drawings. The construction was completed under the program budget, and it was finished by the required completion dates.

DHL-CVG Hub Expansion

DHL Express - Cincinnati/Northern Kentucky International Airport CHA provided all civil site/airfield design, and construction services for the expansion of DHL’s U.S. hub at Cincinnati/Northern Kentucky International Airport. Projects included Taxiway Sierra extension, south apron expansion, GSE parking apron, new 150,000 square foot sort building, new welcome center/pilot crew facility, employee parking lot, north apron expansion, and apron utilization/ remarking plan.

CHA provided pavement designs, earthwork and grading calculations, stormwater and deicing capture and conveyance design, site utility design, and electrical/ lighting designs. Construction engineering/administration services included full-time construction observation (airfield projects only), shop drawing reviews, responses to RFIs, participation in construction coordination meetings, and preparation of record drawings.

DHL-CVG Hub North Apron Expansion

DHL Express - Cincinnati/Northern Kentucky International Airport CHA provided civil site/airfield engineering and construction services for the North Apron Expansion of DHL’s U.S. Hub at Cincinnati/Northern Kentucky International Airport. The expansion included adding 47 acres of concrete for the addition of 16 aircraft gates. These gates included 10 for B-767s (Group IV) and 6 for B-747s (Group V) aircraft.

The project also included pavement designs, earthwork and grading calculations, stormwater and glycol capture and conveyance design, site utility design, and electrical/lighting designs. CHA also provided construction safety and phasing plans and preparation of required FAA 7460 forms and erosion/sediment control permits. Construction engineering/administration services were also included.

This program was privately funded and had critical completion dates in order not to impact DHL’s overnight delivery operations.

FedEx Cargo Apron Expansion Indianapolis International Airport

To accommodate the increased number of operations at the Federal Express Sort Facility at Indianapolis International Airport, an apron expansion was required. To reduce the overall capital expense, the expansion was divided into four phases.

Phase 1 of this project was fast-tracked to meet the ambitious schedule for completing the design and construction within 11 months to have the pavement available for the holiday rush. Phases 2 and 3 followed suit by each being completed by the forthcoming holiday rush. Design for Phase 4 was initiated in late September of 2010 and was under construction by May 2011.

CHA was responsible for the survey, design, preparation of project construction documents, bid evaluation and recommendation, construction administration, and resident inspection for Phases 1-3.

After the completion of Phases 1-4, 56 wide-body gates became operational.

Centralized Deicing Facility

Cleveland Hopkins International Airport

CHA provided final design, permitting, engineering, bidding, and construction administration services for a new centralized deicing facility at Cleveland Hopkins International Airport. The project included two deicing pads, five new taxiways, apron and taxiway pavement, deicing fluid storage and delivery systems, and spent fluid collection systems.

Other components included the conversion of a closed runway to a taxiway, taxiway edge and centerline lighting systems, and electrical vault and computerized lighting control system modifications. Gas, electrical supply, and communications were also developed for a deicing operator control building and administrative facilities.

Due to scheduling, the facility was completed and operational within fixed schedule requirements. The project was constructed within the $50 million budget and included additional facilities for the deicing operator.

Airport Surveillance Radar Tampa International Airport

CHA provided professional engineering services for the relocation of the ASR-9 radar facility, roughly 1.5 miles east of its existing location at Tampa International Airport. The construction of this new facility eliminated the height constraints associated with the future development of the North Terminal Complex.

The radar facility included a tower constructed of pre-cast reinforced concrete at a height of approximately 140 feet with stairs and elevator access to a machine/ equipment room on the top floor. The project also included associated site work and construction of an underground duct bank for communications between the new radar equipment and the FAA air traffic control tower.

UPS Ramps 9 & 11 Expansion and Feeder Guard Facility Louisville International Airport

CHA provided engineering services for the expansion of aircraft parking ramps 9 and 11 at the Louisville International Airport to accommodate the increased fleet of aircraft. This expansion included three design packages to maximize available ramp space and minimize airfield interruptions. The first two packages accommodated ramp parking for six additional wide-body aircraft during the 2008 peak season. Feature design elements and construction plans for this 38-acre concrete project included removal of existing pavement and internal coordination of existing building demolition, removal and/or relocation of all associated utilities, closure of two public roads that will be directly impacted by the ramp expansion, construction of a new feeder guard entrance and guard facility, installation of new apron storm drainage system and associated diversion structures and oil/water separator, construction of concrete and bituminous pavement, and installation of new apron lighting, blast fence, and AOA security fence.

Approach Light Support Structure Federal Aviation Administration

CHA provided engineering design services to the FAA Western Service Area for a structural steel bridge to support the high-intensity Approach Lighting System with Sequenced Flashers (ALSF-2) serving Runway 10R at the Boise Air Terminal in Boise, Idaho.

The 1,020 foot-long steel truss bridge was required for the system to meet the FAA’s approach light spacing tolerances and extended over an existing county highway bridge and irrigation canal that borders the airport. The bridge was designed within strict FAA requirements for access and maintainability of the ALSF-2 lights and required extensive coordination with the Board of Control for the New York Canal and with the ADA County Highway Department to meet their overhead clearance standards.

CHA was also responsible for coordinating civil design with local, state, and federal agencies, including the FAA, BOC for New York Canal, and ADA County Highway Department.

Taxiway ‘L’ Extension & Obstruction Removal Baton Rouge Metropolitan Airport

CHA designed a 620-foot extension of parallel Taxiway L to connect to the recently extended Runway 4L at Baton Rouge Metropolitan Airport (BTR).

This was a fast-track project with a 60-day design schedule to attempt to take advantage of federal economic stimulus funds as part of the American Recovery and Reinvestment Act. The project safety and phasing, pavement section, details, and specifications were coordinated with another consulting firm that was simultaneously designing the reconstruction of the existing portion of Taxiway L. In addition to design services, CHA provided bid and construction phase services.

The construction of this project was completed in November 2012. #

Rehabilitation of Pan Am Road Pavement JFK International Airport

CHA was selected to develop contract documents for the rehabilitation of approximately 4,000 feet of Pan Am Road, including a complete redesign of a substandard horizontal curve and the inclusion of super elevation to meet current AASHTO standards.

CHA performed pavement inspections along the full length of the roadway in order to assess the pavement condition and determine the most feasible and economical methods for rehabilitating the pavement structure. CHA developed contract documents for the complete rehabilitation of the roadway surface, including full-depth pavement replacement, pavement milling and replacement, and pavement overlay.

Contract drawings were prepared, including removal, layout and alignment, grading, drainage, paving, and utility plans as well as all associated roadway sections, profiles and details.

Localizer-Type Directional Aid (LDA) Platform Aspen-Pitkin County Airport

CHA provided engineering design services to the FAA for a structural steel platform to support a Localizer-type Directional Aid (LDA) serving Runway 15 at the Aspen-Pitkin County Airport in Aspen, Colorado. The LDA is an integral part of the Runway 15 Localizer/DME instrument approach procedure and is utilized to provide positive guidance away from the surrounding mountains during a missed approach maneuver.

The platform was designed according to FAA requirements and required extensive coordination with the National Forest Service (NFS) to meet their design standards.

CHA was also responsible for coordinating civil design with local, state, and federal agencies, including the FAA, National Forest Service, and the Aspen Building Department.

Consulting & Planning Services Fort Wayne International Airport

CHA was selected to provide consulting services for several capital improvement projects at Fort Wayne International Airport. Services provided for these projects included environmental and permitting assistance, land acquisition, grant administration, planning, preliminary and final design, plan and specification preparation, competitive bid evaluation and recommendation, and construction administration and observation services.

Terminal Building Assessment Asheville Regional Airport

CHA was retained by the Greater Asheville Regional Airport Authority (GRAA) to undertake a Terminal Building Assessment Study at Asheville Regional Airport (AVL). With the continuing high growth in passenger activity levels, the authority needed to explore ways to expand and improve the terminal building at AVL. In light of the fact that the original building structure is over 50 years old, periodic expansions to the building without any building system upgrades has placed increased stress on a variety of these systems, including water, sewer, electrical, fire protection, mechanical, and roofing systems. The initial task of the assessment study was to evaluate in detail the location, condition and capacity of all of the terminal building systems, to document the deficiencies, and to make recommendations on how to upgrade and improve these systems so that they could effectively handle increased loadings.

The assessment study included a forecasting exercise of passenger activity, terminal facility sizing, and conceptual planning task to address what portions of the building needed to be expanded and how to best accommodate these improvements. The forecasting effort had to take into account the increasing activity of service by Allegiant at AVL, in addition to the expansion of service by existing carriers and potential new carriers serving AVL. Because of external funding requirements, the terminal building assessment study was put on a fasttrack schedule so that it was substantially complete within six months from the Notice-to-Proceed. The authority’s goal with the study was to have it completed in order to meet a funding timeline to allow it to secure the necessary funds to initiate the implementation program for the systems upgrade effort on an immediate basis.

CHA has recently been retained by the authority to serve as its on-call planning consultant through 2023.

Terminal Area Plan

McGhee Tyson Airport

The Metropolitan Knoxville Airport Authority (MKAA or the Authority) has retained CHA to prepare a terminal area planning study for the McGhee Tyson Airport (TYS). The study will evaluate the current space utilization and operational characteristics of the terminal area, which includes the passenger terminal complex, general aviation facilities, landside facilities, ground access, and land development considerations. The results will be used to develop alternatives for the best use of space and provide guidance for continued terminal area improvements needed to accommodate project aviation activity in a logical and financially feasible manner through a 20-year planning period.

Aviation Facilities Experience

Terminal Gate Replacement and Expansion Akron Canton Airport

Akron-Canton Airport hired CHA to develop their long-term Master Plan to address terminal and airfield plans for the next 20 years. We developed airside concepts that will allow demolition of the outdated concourse servicing gates 3 through 6, and replace it by extending the existing concourse to maximize aircraft and passenger flexibility. The new concourse provides adequate hold rooms, concessions, TSA screening, baggage tug access, GSE parking, landside service access, and airfield modifications.

The renovated and expanded facility will provide flexibility to board a mix of CRJ, MD-80, A320, and B737-800 aircraft and accommodate occasional larger aircraft on a flex position. New parking apron, tug road, RON parking positions, and deicing support areas are included.

Terminal Modification Project Huntington Tri-State Airport

The existing passenger terminal building at the Huntington Tri-State Airport (HTS) has approximately 38,700 square feet of usable space and accommodates a variety of users. Following a recent kitchen fire in early 2012, the authority has been coordinating with the State Fire Marshal’s office to remedy several electrical and fire code deficiencies identified during a site inspection following that fire. Because of these issues, immediate investment in the existing terminal was needed to repair HVAC, electrical and fire prevention systems to satisfactorily maintain existing customer service levels.

The design, bidding, and award were completed in three months to meet the FAA grant application deadline to ensure that entitlement funds could be applied to this project.

Ticketing Lobby Security Enhancements Dayton International Airport

The City of Dayton Department of Aviation completed a major terminal renovation project that expands the ticketing lobby and provides in-line checked baggage screening capabilities in accordance with TSA requirements and regulations. CHA provided resident construction observation services as a subconsultant to BEAC, Inc. The extensive renovation included demolition and improvements throughout the terminal ticketing lobby and required current airline tenant and TSA coordination to ensure that scheduled air carrier operations were not affected. The scope of the project was to install an in-line baggage screening system and baggage makeup area, remove existing baggage screening equipment from the terminal lobby, expand and renovate the existing terminal lobby, including new and additional ticket counters, and install a skylight in the existing terminal roof.

Aviation Facilities Experience

Continental Hangar #1 Expansion & Renovation Cleveland Hopkins International Airport

Continental Airlines, now United, utilized Hangar #1 for maintenance of their B-737 fleet of aircraft. Due to the increased wingspan and wingtip height resulting from adding winglets to their 737s, Hangar #1 had to be expanded. CHA completed a study and found sufficient space was available to achieve independent aircraft movements of two Boeing 737-800 series aircraft into the building.

Significant design elements included the addition of one new bay on both sides of the hangar and relocation of administrative offices, restroom, locker, shops, and maintenance storage into the expanded portion of the hangar. The project also included a new AFFF fire suppression system, and relocation of building transformers, water, sanitary, and storm sewers. Increased water service and booster pumps were added to supply water to the fire suppression system of Hangar #1 and adjacent Hangar #2.

The project included new foundations, structural framing, roofing, architectural finishes, electrical, HVAC, plumbing, drainage, and fire suppression.

Continental Airlines: Concourse D Gate Planning & Remarking Cleveland Hopkins International Airport

Continental Airlines, now United, operated Concourse D with a mix of narrow body and regional jet aircraft. The existing concourse facility included passenger boarding bridges on the north side and ground boarding by way of pier extensions to service the hub operations at the Cleveland Hopkins International Airport.

CHA was hired to study and redesign the entire boarding area and apron surrounding Concourse D in order to accommodate a fleet change to add three new Bombardier aircraft, the CRJ 200, the Q200 and the Q400. All three have wingspans wider than the ERJs and Beach aircraft operating on the ground boarding areas of the concourse. The project included assessment of the existing gate configuration, aircraft taxilanes, GSE movements, aircraft service points, power-in/power-out operations, and operability of existing boarding equipment.

CHA prepared marking plans and assisted United in field layout of the revised parking positions.

Concourse A: FIS & TSA Checkpoint Relocation Cleveland Hopkins International Airport

CHA provided design services to relocate FIDS monitors, TSA EDT screening, and the TSA checkpoint area and install a bus hold area addition for arriving international passengers at Cleveland Hopkins International Airport.

The project included new EDT baggage screening equipment, conveyors, and tug access. The project challenges included a requirement to have the design and construction of the TSA checkpoint area completed in seven weeks.

Aviation Facilities Experience

Terminal Modernization

Birmingham-Shuttlesworth International Airport

This project included the renovation and expansion of the BirminghamShuttlesworth International Airport commercial air terminal. The existing facility was approximately 287,000 square feet with 19 gates, and the gates were arranged in two concourses.

The facility size was increased to approximately 440,000 square feet at the conclusion of the modernization. The facility now has 25 gates arranged in three concourses and has the capability of receiving international commercial flights.

The project was designed to be constructed in two phases to keep the airlines operational during the renovation. CHA’s responsibilities included the development of two sets of phased construction documents to accommodate the tenants telecommunications needs.

Baggage Claim Expansion

Buffalo Niagara International Airport

As a subconsultant to Jacobs’s Engineering, CHA provided structural, mechanical, and electrical engineering for this Baggage Claim Expansion project at the Buffalo Niagara International Airport in Buffalo, New York.

The objective of this project was to address the passenger, automobile, and baggage congestion that resulted from increased passenger traffic and 9/11 security requirements. To achieve this objective, this project constructed an approximately 60,000 square foot two-story addition adjacent to the west side of the main entrance of the airport. The first level houses two new sloped plate baggage claim carousels, covered/canopy passenger pickup area, corridor to the existing FIS offices, and the new baggage loading area. The second level is used for a min passenger exit, a meeter and greeter area, miscellaneous passenger amenities (excluding public restrooms), and shell space for future use. This project also included the replacement of two existing flat plate baggage claim carousels with one new slope plate carousel in the existing terminal area. In addition, a new single story approximately 5,000 square foot addition was added on the air-side adjacent to the east side of the main entrance to house the new baggage inbound load belts.

Airport Revitalization Grant Program: Terminal Improvements Greater Rochester International Airport

The Greater Rochester International Airport (ROC) was awarded a grant by New York State as part of the Upstate Airport Revitalization and Renewal program.

Rochester received $39.8M to make changes and upgrades at the airport. The funding is part of a $63.4M transformation awarded to Rochester. CHA was selected to lead parts of this program with a number of proposed renovations to the terminal building. Proposed renovations as described in the grant are as follows: • • • •

Aviation Facilities Experience

East Side Development & Ground Support Facilities Tampa International Airport

CHA provided design, permitting, and construction administration services for the new cargo and GSE facilities at Tampa International Airport. Additionally, a portion of the airport perimeter road was rehabilitated, and a new service road connecting the facilities to the airport was constructed.

The facilities were designed to replace the existing buildings in a “like-for-like� fashion to maximize square footage available while minimizing additional lease costs. Both facilities were planned to accommodate future airport growth in the Drew Park area.

During construction, the authority requested that we redesign the alignment of the new service road and the rehabilitation of Taxiway Echo. These changes did not affect the construction schedule, and the project was completed on time and under budget.

Deicing Facility Interim Pavement Improvements JFK International Airport

The Port Authority of NY & NJ (PANYNJ) contracted CHA to develop contract documents for temporary improvements to the existing pavement structure leading to the existing deicing structure at JFK International Airport.

In order to accommodate the larger Group V aircraft, a revised access route had to be established immediately south of the previously demolished Hangar 12, via Taxiway PB. The revised route consists of Portland cement concrete pavement, previously used to access Hangar 12, and some of which served as the Hangar 12 floor. CHA performed field inspections to determine where concrete pavement repairs would be required and designed an asphalt concrete pavement overlay to support the larger aircraft.

CHA prepared contract drawings, including removal, layout and alignment, grading, drainage, paving, and utility plans as well as all associated site sections and details.

Hawaiian Airlines Hangar & Cargo Facility Honolulu International Airport

As part of a $2.3B statewide airport modernization program, Honolulu International Airport redeveloped most of their Mauka Concourse. A central program component is the addition of a hangar and cargo facility that can accommodate simultaneous maintenance of A330, A350, and B717 aircraft.

We served as the hangar/air cargo/airfield consultant and provided design quality control peer review services for this 240,000 square foot project. In conjunction with the lead design firm, we also advised the design team on critical issues inherent to the facility.

Our design services were provided for airfield aprons, taxiways, lighting, markings, fuel systems, and the facility’s telecommunication and security systems. Other responsibilities included bidding and construction administration services.

New 747 Hangar

Oscoda Wurtsmith Airport

The Oscoda Wurtsmith Airport Authority has undertaken the construction of an aircraft maintenance hangar approximately 240 feet wide, 270 feet long and 85 feet tall to accommodate a Boeing model 747-8, with the hangar structure being pre-fabricated metal.

The hangar user group requested that the airport authority have the hangar in place prior to winter 2007 to allow for aircraft maintenance indoors. This established the project schedule and allowed seven months to clear government approval of the site, conduct pre-design meetings, complete design, permitting and construction.

To meet the project’s aggressive schedule, a fast track approach was chosen.

CHA was responsible for project management, funding management, pre-design meeting and coordination, utility coordination, and architectural, electrical, mechanical, plumbing, and fire protection services.

D/B: C-130 Maintenance Hangar Huntsville International Airport

CHA provided design and consulting services to develop a build-to-suit facility, consisting of a mixed-use helicopter and fixed wing maintenance, repair and overhaul (MRO) hangar, for WestWind Technologies, Inc. at the Huntsville International Airport.

CHA led the conceptual design phase and worked closely with WestWind to design a customized facility based on WestWind’s needs, while meeting building development standards. Per WestWind’s specifications, the completed MRO hangar accommodates two C-130 aircraft or various configurations of military helicopter models.

Belly Cargo/GSE Maintenance Building Indianapolis International Airport

CHA designed a new 40,000 square foot belly cargo/GSE maintenance building at Indianapolis International Airport. The building and site can accommodate future expansion to 80,000 square feet.

To meet scheduling requirements, this fast-track project was broken into two phases. Phase 1 included earthwork and drainage, and Phase 2 involved building construction and site improvements.

Our responsibilities included survey, engineering, architecture, construction documents, bidding services, and construction administration.

Aviation Facilities Experience

TSA Checkpoint & Terminal Improvements Greater Rochester International Airport

CHA provided engineering services for the relocation of two existing security checkpoints to a new six-lane centralized checkpoint at the Greater Rochester International Airport. The project included installation of new escalators and an elevator; upgrading HVAC, fire protection, electrical, and telecommunication systems; and renovating affected concessions, airline ticketing offices and counters, and rental car areas.

We designed the for renovation of two public restrooms, replacement of existing escalators, replacement and installation of new elevators, replacement of four terminal entry vestibules, and a new chapel and veterans area. Additional improvements included lighting upgrades, flooring finish upgrades, and upgrades to security system, paging system, and signage for affected public areas.

Construction management services were also provided.

Aircraft Deicing Fluid Collection System Westchester County Airport

Westchester County Airport deices aircraft at six gates on the terminal apron. EPA and FAA environmental requirements stipulate that an airport capture and treat or otherwise dispose of excess used deicing and anti-icing fluid. The Department of Public Works and Transportation retained CHA to provide design, bidding, and construction phase services for permanent aircraft deicing fluid collection system improvements at Westchester County Airport.

Improvements included terminal ramp reconstruction, four new passenger boarding bridges, reconstruction of Taxiway A, north and south enclosed passenger walkways, electrical and communication upgrades, two 200,000 gallon underground storage tanks, and a truck upload station for off-site disposal of spent aircraft deicing fluid.

Construction is currently underway, and CHA’s services during construction include performing all as-built surveying and mapping that will enable the construction to be included in the FAA’s E-GIS and ALP initiative.

Etihad First Class Lounge

Washington-Dulles International Airport

CHA was the architect of record, design manager, and construction manager for the interior construction of a new first class/business lounge located at gate A14 Dulles International Airport in Washington, D.C. The project was a high-level first class business lounge interiors build out project to accommodate first class, business class, and the loyal customers of Abu Dhabi-based Etihad Airways.

The scope of work included the demolition and renovation of an existing 5,700 square foot lounge. Seating for 100 patrons is carefully arranged throughout the facility in smaller semi-private zones. This lounge also includes a generous seating area for majlis located on the mezzanine level. In addition, the business lounge includes a full kitchen, warming pantry, coffee/juice bar, family toilet room and private showers, and private toilet facilities.

Continental Hangar #3 Renovation & Expansion Cleveland Hopkins International Airport

This project modified an outdated maintenance hangar to accommodate larger aircraft. Dynamic aircraft modeling was used to determine the minimum required size to accommodate the design aircraft.

CHA worked within the confines of the facility to deliver an expanded footprint, updated systems, and a revitalized site. Improvements included use of a vertical lift fabric door, a new fire suppression system, hangar retrofitting, new administrative offices, break room, locker rooms, and tool room.

Disruptions to adjacent hangars were minimized during construction.

Airport Rescue Fire Fighting Facility Long Island MacArthur Airport

CHA conducted the planning and design of a new aircraft rescue firefighting facility (ARFF) and demolition of the old air traffic control tower (ATCT) at Long Island MacArthur Airport (LIMA). The new ARFF will replace the aging, undersized existing ARFF currently located immediately north of the ATCT. This project included topographic surveying and mapping, siting and response time analysis, and site/civil, architectural and utilities design. The project will be phased to allow for construction of the new ARFF and concurrent demolition of the existing ARFF without disrupting firefighting operations.

CHA has completed surveying and mapping, analysis of FAA eligible ARFF spaces, conceptual floor plans and elevations, and initial analysis of ARFF response times.

The design team is currently performing schematic design of the new ARRF and finalizing demolition design of the old ATCT.

Eclipse Aviation Factory Service Center Gainesville Regional Airport

Eclipse Aviation is a business venture that produces economical business jets, known as Very Light Jets (VLJ). The demand for Eclipse aircraft in Florida led Eclipse Aviation to choose Gainesville Regional Airport as the first of several regional sites for Eclipse Aviation factory service centers. The Gainesville-Alachua County Regional Airport Authority agreed to develop, construct, and lease such a facility to Eclipse Aviation by early 2007, and this aggressive schedule was achieved through a design-build delivery process.

CHA was selected as the engineer to facilitate this process. Our responsibilities included preliminary design, design-build package development, and design-build phase oversight/administration.

New Midfield Terminal - Airside Planning & Design Indianapolis International Airport

CHA provided airside planning and design for the development of a 40-gate Midfield Terminal complex at Indianapolis International Airport. The proposed site for this development was a green field site located between parallel runways.

Total program costs were approximately $1B. CHA worked closely with the owners technical representatives, the master architect, and the program construction managers to facilitate a coordinated effort to complete the design and construction for this major development project.

CHA aggressively involved a high-level of minority/women-owned consultant firm participation to complete meaningful aspects of the airside planning and design scope of work.

Passenger Terminal Renovation Evansville Regional Airport

The Evansville-Vanderburgh Airport Authority District has recently commenced an extensive passenger terminal renovation to bring the William H. Dress Terminal up to date. The terminal was opened in 1989 and has served the community well, but it is showing the effects of continual use and the ever increasing gap in new technologies and styles.

CHA is partnering with local architectural and engineering firm, Hafer Design, to bring the airport’s aspirations to reality. Hafer is leading the effort to provide the airport with a fresh face to the community through their expertise in architecture and multi-use facility design, with support from CHA’s depth of experience in both airside and landside airport design. CHA will also facilitate coordinating security and the FAA for federal grant administration.

Terminal Area Study

Fort Wayne International Airport

In association with Leo A. Daly, CHA is leading the efforts to set a baseline for all planning needs with an updated forecast. Included with the forecast analysis will be aircraft operations, aircraft fleet mix, and most importantly, passenger enplanements and peak activities. CHA’s forecasting efforts accounted for major factors such as recent air service announcements and new service destinations, evolving aircraft fleet changes (i.e. larger regional jets, transition to narrow-body aircraft, etc.), potential impacts of pilot shortages, loss of service, air carrier load factors, and historical leakage analysis reports.

Additionally, CHA is assisting with the evaluation of existing airside and landside site conditions and future needs. Based on the outcome of the program, elements, such as gate configurations to best suit the evolving fleet mix, will be evaluated for potential expansion needs on the terminal apron. On the landside of the terminal area, passenger ingress and egress will be evaluated in order to improve the efficiency of existing roadway network, layout, space, and location of rental car pick-up and ready/return areas, as well as short-term, long-term, and economy parking lot configurations.

Aviation Facilities Experience

American Airlines CTX Relocation LaGuardia Airport

CHA provided mechanical, electrical, fire protection and structural engineering design and construction phase services to American Airlines for a new 1,600 square foot TSA screening room located within LaGuardia Airport’s Hangar 1, adjacent to the existing baggage make up area. The room was constructed of light gage steel and houses three CTX EDS machines and associated work areas for TSA employees.

The project scope included design of structural column and roofing elements, independent climate control from the rest of the hangar, light systems, tie-ins to the existing communications systems, power, and tie-ins to the fire suppression system. Of particular note was the need to work within the constraints of the existing and proposed baggage conveyor system when developing building design elements.

American Airlines Hangar 10 CCTV System & Fire Protection Professional Services JFK International Airport

CHA provided electrical design services for the implementation of a new CCTV system and upgraded fire alarm system for the Hangar 10 Complex. Additionally, CHA has performed, and is in the process of further developing, a fire protection study for the foam systems within the aircraft hangar bays. Of particular note with these projects has been the coordination with the PANYNJ and CHA’s experience with the TAA process.

The ARK at JFK

JFK International Airport

The ARK project at John F. Kennedy Airport (JFK) International Airport is a world class multi-purpose animal handling facility that offers a wide variety of services, ranging from small animal veterinary care, boarding and grooming to large animal import/export, quarantine and veterinary services. The proposed facility included veterinary hospital, animal boarding facility, great lawn area for exercising small animals, animal handling and quarantine facilities, and an air cargo handling component. CHA was retained to complete an existing facility structural assessment, utility evaluation, and completion of facility base mapping into an AutoCAD format.

Aviation Military Experience

North Ramp Utilities Increment & Parking Increments Andersen Air Force Base

The purpose of this project is to provide a fully functional aircraft rinse facility, refueling pads, and associated taxiways to support the relocation of United States Marine Corps (USMC) aviation units from Okinawa, Japan, to Andersen Air Force Base, Guam. The facilities will accommodate both permanently stationed aircraft and transient units.

The primary function of the new aircraft rinse facility is to provide a clear water rinse for aircraft returning from flights to remove corrosive materials.

A secondary function affecting the project design entails the potential for longterm absence of USMC aircraft. Any pavement or embedded structure falling within the limits of the existing Air Force apron along Taxiway Delta is designed to support the Air Force KC-135 and B-52 aircraft.

Airfield Arresting Gear Repairs Naval Air Station Key West

CHA teamed with Head, Inc. for this design-build project that repaired asphalt pavement, steel strike plates, and underlying concrete pavement for arresting gear on three runways. Work was phased to minimize impacts to airfield operations.

The design for this project incorporated NAVFAC details for arresting gear systems.

The arresting gear strike plates and underlying concrete pavement were replaced and extended to the arresting gear edge sheaves. New concrete pavement was installed to provide approach slabs to the arresting gear.

The additional concrete approach slabs and the strike plate extensions were designed to reduce the potential for arresting cables to damage runway pavement.

P-442 Vertical Landing Pads & F-35 Fighter Program MCAS Beaufort

CHA performed project management, design quality control, airfield civil engineering, drainage design, and airfield electrical engineering. As with any project conducted on a busy critical airfield, minimizing airfield operational impacts were of primary concern. In this case, minimizing runway closure time was a prime goal, and through coordination with the airfield operations staff, the design team was able to achieve this.

The need to manage stormwater effectively was also a concern. To keep from attracting birds to impounded water, the stormwater management system could not be above ground. We looked at these limitations and chose infiltration trenches as the best alternative. To minimize any time delays associated with permitting, the design team was proactive and met with South Carolina Department of Health and Environment (SCDHEC) immediately following the PAK meeting and obtained their buy-in to the concept. This resulted in a smooth permitting process, and the permit was received ahead of schedule.

Aviation Military Experience

New Presidential Helicopter Hangar & Airfield Improvements NAVFAC Marine Corps Base

This design-build project involved the construction of a new LEED Silver certified hangar facility that houses the Presidential Helicopter Squadron HMX-1. The facility provided clear-span hangar space, maintenance shops, a clinic, and office areas.

Additionally, the project included a new airfield taxiway and apron pavement. The apron can accommodate eight HMX-1 aircraft and two transient aircraft.

Airside improvements comprised airfield apron and taxiways, taxiway lighting, airfield markings, and signage. Landside improvements included grading and drainage, parking, roadways, and water, sanitary and stormwater systems.

Air Traffic Control Tower & Building 19710 Addition Fort Drum

CHA was commissioned to provide engineering services related to the expansion of an existing hangar facility and the construction of a new air traffic control tower at Fort Drum in Watertown, New York. CHA is working for Upstate Construction Services of Watertown on this design-build project.

CHA has previously successfully completed two other projects with Upstate Construction at Ft. Drum. For the current project, we are providing civil, mechanical, plumbing, and electrical services for the hangar expansion, and civil services for the air traffic control tower.

In addition to design services, we also assisted Upstate Construction by providing required construction phase services during project construction.

Repairs to Aircraft Parking Apron

Chambers Field, Naval Station Norfolk

Teamed with Head, Inc., CHA functioned as the designer of record for repairs to aircraft parking aprons, landing plane areas, and landing field areas at Naval Station Norfolk. This design-build project was designed to accommodate fixed wing military and cargo aircraft, helicopter landing and parking positions, military passenger traffic, and aircraft movements for hangar operations.

The project involved the construction of the new PCC taxiway, in addition to the full-depth reconstruction of 8,500 square yards of PCC concrete pavement. The “South 40� asphalt landing area and taxiway was milled and overlaid.

The inlet structures were rehabilitated and adjusted to improve apron drainage.

In addition, a new infiltration drainage system was installed to meet requirements of low impact design. Other improvements included a new helipad and taxiway light system, signage and pavement markings, and airfield components.
