Thank you for the opportunity to submit a proposal for the Methacton School District Construction Management and Owner Representative Services. CHA is an innovative, full-service engineering, design, consulting, and program/construction management firm providing a wide range of technology-enhanced services to public, private, and institutional clients. CHA is excited to provide a proposal which encompasses both the High School and Master Facility Plan projects.
Experienced Local Team. CHA is a local, dedicated team of engineers, architects, and construction experts with extensive experience in Pennsylvania school construction. More than 90% of our local work is in the K-12 market. We are currently providing CM services for Pennsylvania school districts including Methacton, Council Rock, Boyertown, Salisbury, Easton, Wilson, Reading, Parkland, Hatboro Horsham, North Penn, Nazareth, Bethlehem, Pleasant Valley, and numerous others. Additionally, we have substantial experience with additions and renovations of high school buildings throughout the state.
Our team is familiar with all of Methacton School District's buildings. We have assisted with updating the district's capital plan and implemented various improvements successfully for the district. The district has relied on us for budget, schedule, quality and risk management to deliver successful projects.

PLEASANT VALLEY SCHOOL DISTRICT
Brodheadsville, PA
CHA was first engaged by the Pleasant Valley School District (PVSD) in 2020 under a retainer agreement to provide a Capital Improvement Plan for their district buildings and to act as the owner’s representative and CM for current and future capital projects. This CIP document was updated in 2022 and the district approved moving into design for their $88.5M high school renovations. Project bids were recently received $15M under budget for the district. Over the past two years, CHA has served the district on five projects, and Construction Manager for a dozen more while identifying capital needs in the district’s educational facilities in the Capital Plan. Our team serves as the single point of contact for the district, keeping them informed and in control of their projects. Pleasant Valley School District is located in the Pocono Mountain area of Pennsylvania and educates approximately 4,100 kindergarten through 12th grade students living in five surrounding townships.

Year Partnership

SPRINGFIELD HIGH SCHOOL
School District of Springfield Township
CHA provided project management services for additions and renovations to Springfield High School. The addition primarily included a new auxiliary gym with public toilet facilities, an athletic wing entry lobby with Hall of Fame displays, and new coaches’, referees’, and team locker rooms. Renovations to the existing building encompassed all locker room areas, athletic storage, and new team meeting rooms. Mechanical systems throughout the building were upgraded, and lighting was completely replaced.
The most significant changes for the school involved an entirely reconfigured site. In addition to a new synthetic turf field installed in the stadium in 2017, a second synthetic turf field was part of the high school project. Parking lot locations and vehicle circulation were modified to improve the separation of student and staff traffic from the buses. The entrance of the school building was enhanced with new lighting fixtures. Furthermore, all remaining grass athletic fields were completely new. Dugouts, storage buildings, and ticket vending areas were constructed of split-face block with brick accents, putting the finishing touches on the new site layout.
All work was conducted while school was in session. Our extensive phasing knowledge and milestone planning expertise helped minimize disruption to school operations while prioritizing safety and educational programming. The constructibility reviews performed prior to construction resulted in clear, concise, and complete documentation, allowing for efficient and expedited construction of the project.

AVON GROVE HIGH SCHOOL
Avon Grove School District
CHA was brought on board during the pre-design phase of the district’s new high school project to assemble the design team and provide valuable input throughout the design process. We offered expertise in value engineering of all systems, cost estimating, review and coordination of design documents, construction phasing, and bid document review. During construction, we provided full-time resident project representative services.
The greenfield site required more than just standard earthmoving activities. We implemented soil improvements such as rammed aggregate piers for foundations and soil cement stabilization under roads and drives. Local authorities mandated a “loop road” with two PennDOT intersections and signaling improvements to align with the locale’s Town Center Master Plan.
The school itself is a state-of-the-art facility designed to meet 21st century learning requirements. High-speed wireless access is available throughout all interior and exterior spaces, and classrooms are equipped with smart boards, full active and passive lighting controls, and individual temperature controls.
The building’s central plant features three high-efficiency gas boilers and three chiller units for redundancy and maximum efficiency. Heat Recovery Units equipped with enthalpy wheels provide a conditioned mix of outside air and recirculated air to individual VAV boxes for most small building spaces. These VAV boxes come with reheat coils for individualized space control. Larger spaces like the gym and auditorium have multiple HRUs for each space, ensuring efficiency and redundancy. A building management system, running off the common data backbone, controls and monitors lighting, HVAC, building access, and security.
The auditorium, gymnasiums, cafeteria, and music rooms are all equipped with individual sound systems using wireless technology for maximum flexibility to conduct events, shows, meetings, and presentations in any of these spaces.

UPPER DUBLIN HIGH SCHOOL
Upper Dublin School District
CHA assisted the district in planning and selecting the design team for this first referendum school project in Pennsylvania. Once the design team was selected, we played an integral role in managing the preparation of the plans and providing value engineering recommendations to ensure the district received the highest quality project at the best value.
The complexities of this three-phase construction project included demolishing the existing structure and constructing the new facility virtually on top of the existing footprint without disrupting school programs or extracurricular activities.
This LEED Gold® project includes an HVAC ground source water heat pump system, a white reflective roof, three-inch exterior spray-on insulation, and lighting controls to maximize LEED credits for energy savings. CHA implemented sustainable practices during the construction phase, including a waste management program that diverted over 80% of construction debris from landfills and an indoor air quality program to minimize the introduction of moisture into building systems and reduce the quantity of VOCs in building components. The installation of regionally harvested materials, recycled materials, and certified wood products was a critical factor in obtaining LEED® certification. CHA completed this complex project on time and below budget.

BENSALEM HIGH SCHOOL
Bensalem Township School District


CHA assisted Bensalem School District in planning the modernization of the existing school, focusing on mechanical, electrical, and plumbing (MEP) infrastructure, safety, and program improvements to meet curriculum needs and renovate the building to current standards. CHA’s focus was to ensure these goals were met while keeping in mind the district’s requirement to continue delivering its educational program to students during construction.
Our primary responsibility was to prepare and develop a comprehensive phasing plan based on the school’s program needs and calendar. CHA’s focus was to minimize any disruption of school programs while maximizing safety, meeting construction timelines, and providing efficient construction costs. We also provided document review and value engineering services to save the Owner project costs and unnecessary change orders. Our construction processes included temporary facility requirements such as defining temporary heat and power to accommodate occupied spaces.
The project includes an extensive HVAC ground source heat pump system and a new 22,800 SF, eight-lane natatorium. In addition, the project received a $2 million high-performance building grant from the Commonwealth Financing Authority and participated in a waste management program to divert construction debris from area landfills. This project has been awarded a LEED-Gold® certification.

BOYERTOWN AREA SENIOR HIGH SCHOOL
Boyertown Area School District
Boyertown Area School District retained CHA to provide project planning and management services during the design, bid, and construction phases for the renovations and additions to the existing Boyertown Area High School. The original high school consisted of a 1930 building with a 1954 addition, and a 1992 addition of 350,000 SF.
Initially, the high school was planned for a $70 million demolition. CHA recommended renovating the existing school instead of demolishing it and provided value engineering solutions that reduced the original project budget by $21 million. The project involved extensive phasing to replace a complete HVAC system, install a new fire protection system, upgrade the electrical systems, and replace selective plumbing systems. The construction phasing included storm and erosion control systems, upgraded utilities, and a new access drive requiring significant highway improvements.
CHA’s construction planning and phasing expertise allowed the high school to be renovated while maintaining the school’s educational programs and activities. The complexity of this multi-phase project included converting the school into a 9th12th grade high school. The new facility’s redesign provides an academy educational concept. Upon the completion of the project, the school added a new gymnasium and four new art classrooms, and 355,000 SF of newly renovated space. Ultimately, the Boyertown community is benefiting from its state-of-the-art designed high school.

LIBERTY HIGH SCHOOL
Bethlehem Area School District
CHA has been providing facilities engineering, design, and project management to the Bethlehem Area School District for over 30 years. Our projects range in size and complexity, from roof repairs and boiler replacements to multi-million dollar phased renovation and addition projects. Liberty High School is one of those major projects.
Originally opened in 1928 as a combination high school and war memorial, the main building is a historic structure with years of tradition for Bethlehem residents. In addition to restoring the limestone and brick exterior of this original structure, new athletic facilities and a commons building were constructed to blend with the overall aesthetic of the building.
The failure of the 80-year-old swimming pool in the basement posed some particularly complex structural challenges for the construction team. Portions of the building were completely removed to access the area, and the original structure was supported on dozens of micropiles to allow for the excavation of the new natatorium.
Phasing a complete MEP system replacement required the construction of a standalone boiler room before any new construction could take place. After two years of construction, the boiler room was seamlessly integrated into the new commons building.

NORTHAMPTON AREA HIGH SCHOOL
Northampton Area School District
CHA has been planning and implementing projects for the Northampton Area School District since 2003, with the largest being the Senior High School additions and renovations. The building addition includes a 2,000-seat gym, cafeteria, kitchen, science rooms, and 24 classrooms. The renovations involved converting the existing gym into an administration and guidance suite, expanding the library, and completely replacing the mechanical and plumbing systems.
We provided assistance in developing the project scope, selecting the architect, and developing the budget. Because the building was occupied during construction and site circulation needed to be maintained, our development of a detailed construction phasing plan was extremely important.
CHA planned and managed the design team in laying out key features of the building and site to ensure that bus traffic, staff, and student traffic would not interfere with each other or with traffic in the local community. A new access road, bus loops, and parking were provided and coordinated with the requirements of local municipalities.
We provided field representation during the 40-month construction phase, giving the Owner assurance that the project proceeded with minimal disruption to site circulation and the use of the school.

POTTSGROVE HIGH SCHOOL
Pottsgrove School District
CHA managed a multi-phased, LEED-Gold® Certified addition and renovations project for Pottsgrove School District, overseeing Pottsgrove High School’s additions and renovations while classes were in session. We supervised extensive renovations of major building systems, including mechanical, plumbing, and electrical. These systems featured new energy generation equipment, terminal units, ductwork, piping, and control systems. Electrical renovations included new switchgear, generator installation, panelboards and feeders, lighting, and 120v devices. The school received a new fire alarm system, access control system, intercom, paging and clock system, data closets, fiber backbone, and ports. Plumbing renovations involved the installation of new fixtures, faucets, flush valves, and new main sanitary piping.
The High School received additions, including a gymnasium, cafeteria, secure vestibule and guidance suite, and science wing. The renovations encompassed new finishes, casework, and fixtures, as well as demising wall relocations to comply with code and LEED standards. A new single-ply roof and insulation were installed. In addition to interior upgrades, the high school had sitework for greater site efficiency. A new artificial turf field completed the exterior improvements.

SALISBURY HIGH SCHOOL
Salisbury School District
CHA has served as the Engineer of Record for the Salisbury School District since 2003. The Salisbury High School project involved three additions and complete renovations of the existing building to accommodate the inclusion of ninth grade at the Senior High. Given that students would occupy the building during construction, CHA developed a phasing plan to maintain existing building systems while minimizing construction disturbances.
We provided conceptual and design development, project cost estimating, constructibility reviews, continuous value management, and construction observation for the project. Extensive site work modifications and interior renovations were completed during the summer to prepare for the start of the 2009/2010 school year. The second phase of the project was completed in September 2011 and handed over to the district for use.
The additions included a new two-story classroom wing housing six science labs, two art rooms, one family and consumer science room, classrooms, and supporting spaces. A new music wing and a secure entrance were also part of the project. The renovations involved a complete replacement of the building’s HVAC, plumbing, and electrical systems. The administration/guidance suite, library, and auditorium were fully remodeled. Classroom upgrades included new multimedia systems and finishes.
CHA continues to provide resident project engineering services to the Salisbury School District, assisting with all of the district’s capital projects and facility management needs.

Scranton School District

CHA has been the Facilities Engineer for the Nazareth Area School District for more than 20 years and is responsible for the planning, design and construction of all new and renovated facilities. In 2007, the district embarked on an athletic improvements plan to upgrade its existing stadium, add an athletic fieldhouse, add a new LEED Gold® certified middle school with synthetic track and field, add new natural turf performance fields and install a synthetic turf baseball field. PROJECT UNDERSTANDING
Understanding of the Project
The Methacton School District is seeking a Construction Manager Owner’s Representative (CMOR) to oversee the implementation of its 10-year Master Facilities Plan, which encompasses multiple school buildings and support facilities, as well as a major capital project at Methacton High School. The CMOR will act as an extension of district staff, providing comprehensive project management services including timeline and budget oversight, coordination among architects, engineers, and contractors, and ongoing communication with district stakeholders. Key responsibilities include attending board and committee meetings, maintaining and updating the Master Plan, assisting with capital improvement scheduling and budgeting, conducting constructability reviews, managing procurement and bid processes, monitoring construction activities for compliance and quality, and ensuring proper project closeout with all required documentation. For the high school project, the CMOR will provide full-time, on-site representation, maintain detailed schedules and cost records, facilitate meetings, and ensure all safety, quality, and regulatory requirements are met.
Proposed Scope of Services
CHA will serve as the district’s professional representative throughout all phases of Methacton School District's projects. Our technically sound team will deliver our comprehensive construction management services listed below according to your RFP below as well as the value provided by our CM Methodology following this section.
• Preconstruction Phase: CHA will manage the coordination of project programming, schematic design, and early cost modeling. We will lead Project Coordination Committee meetings, develop phasing plans, and oversee preliminary investigations including zoning and DEP requirements.
• Design Development & Construction Documents: CHA will conduct constructibility reviews at key milestones (SD, DD, 90% CD), manage value engineering sessions, and prepare system-by-system budgets. Our team will implement web-based project management software (e.g., Procore) for real-time collaboration.
• Bidding & Procurement: CHA will manage the entire bid process, from pre-bid conferences to bid tabulation and contractor qualification reviews. We will assist in preparing bid packages and contract documents.
• Construction & Post-Construction: CHA’s full-time onsite team will monitor construction activities, maintain daily logs, coordinate inspections, and manage commissioning. We will oversee punch list resolution, final closeout documentation, and warranty phase support.
Pursue RACP Funding
CHA has assisted numerous districts in identifying and applying for Redevelopment Assistance Capital Program (RACP) grants. We have established groundwork and prepared preliminary work including assisting MSD in getting legislator support in this area.
Sustainability Strategy for School Buildings
CHA is committed to sustainable design and construction. For this project, we will:
• Integrate Solar Readiness: Evaluate rooftop and site conditions for solar installations, including conduit planning and structural load assessments. We have extensive experience in assisting Pennsylvania school districts reach energy-efficient solutions for their facilities and we will pursue solar for school grant.
• Promote LEED Principles: Apply LEED-based strategies such as daylighting, low-VOC materials, and water-efficient fixtures to enhance indoor environmental quality.

Cost Estimating Services
CHA is a recognized leader in delivering projects on time and on budget. CHA offers design, project/construction management, and cost estimating to ensure that bid documents are clear and concise, thus making complex phased construction clear for the contractor and effective in maintaining the client’s services and programs. CHA’s integrated approach to estimating services promotes the fact that cost, value, time, quality, and scope are interrelated, and the balance of these is something that we have refined in our delivery approach. CHA has a long and successful history in establishing accurate budgets and cost controls, delivering value and innovation in the project components, and in the manner and sequence of their construction.
Establishing dependable cost estimates prepared by CHA’s Certified Professional Estimator early in a project and updating those estimates throughout the project life cycle is critical to project success. Poor initial estimates can cause projects to be canceled, delayed, or require owners to remove sorely needed project elements in order to meet available funding. To avoid these pitfalls, CHA offers design, project/construction management and cost estimating services that help project teams deliver clear bid documents, realistic construction phasing documents, and cost estimates that accurately capture project costs, and include necessary contingencies to account for project unknowns.
Methodology & Approach to Cost Estimating
CHA’s approach to any estimate is to break the project down into individual systems based on the project specifications. The assumptions for each system will be listed based on input from the client and the design team. If information is not available, we will establish and document assumptions based on our experience, and our client along with the design team will be asked to verify the assumption. All estimates and assumptions are then reconciled with input from the client and the design team.
CHA has been involved in the budgeting and schematic design of more than $800 million in building projects over the last three years. The key to success is to establish the total project cost early in the design and then deliver on that model. CHA uses WinEst Estimating software combined with our own database of cost information. Engaging early in the design phase allows us to help the entire project
team understand the value and cost implications of every decision and ‘line’ on the drawings. This budget process is further used as a tool to make value engineering and life cycle cost analysis comparisons. Continual monitoring of the budget provides a benchmark for all team members to base their decisions and has resulted in no-bid day surprises on projects.
The key to maximizing cost savings is to maximize effort, through constructibility, and value engineering reviews, early in the design development process. If constructibility and value engineering reviews are minimized and/or prolonged closer to the construction phase, there is greater potential for increased costs associated with any changes. Our cost-estimating methods integrate cost awareness into the entire design process which always provides a tangible and transparent presentation of project costs to our clients.

Value Engineering (Cost Benefit Analysis)
CHA’s value engineering (VE) process is continuous throughout the project, encompassing both design and construction. This means we consistently look for ways to reduce costs and enhance value. Our formal value engineering studies adhere to the SAVE (Society of American Value Engineers) format and are conducted by a multi-disciplined team. We actively seek the participation of the architect as well as the owner, as both are crucial to reinforcing the project goals and the design foundation.
Our value engineering and constructibility services enhance the overall value of building additions and renovations, eliminating ambiguities that may lead to unnecessary change orders. The importance and timing of these services cannot be overstated. Making changes to improve the project, ensuring the incorporation of all owner criteria, and correcting errors often incur no cost when addressed in the early stages of design. Our value engineering and constructibility services consistently direct the design team and the owner towards the costs involved and the necessity of adhering to the owner’s project budget.
VE starts from the ground up
HVAC systems: We assess the proposed system. Is it appropriate for the building? Is it energy-efficient and straightforward to maintain? Are multiple vendors included to ensure competition? What is the control system? Does it align with the district’s preferences? How are special areas, such as locker rooms, ventilated? Is adequate operator training provided? What is the warranty, and how many spare filters/ parts are included?

Lighting: What are the designated lighting levels for building spaces? Are the fixtures specified energy-efficient? How is the lighting controlled? How many different lamps will the district need to keep in stock? Are multiple lighting vendors specified to ensure competition on bid day?
Roofing: What roof system is proposed, and how does its warranty and installation practices compare to others? Can bid alternates be utilized to enhance competition on bid day? How do hot or cold applied systems affect the educational process?
Exterior wall construction: What system is proposed?
Are the construction details for flashing, windows, brick, block, and roof coping suitable? Will the system safeguard the building from moisture? How much insulation is required and which type? Can the system be upgraded for improved energy efficiency? What are the exterior finishes, and what alternatives can be explored to ensure competitive pricing on bid day?
Site grading and utilities: We challenge and support the architect in identifying the most efficient cut/fill and grading options, the best and most cost-effective design and layout of stormwater systems, and site utility efficiencies, including electric, water, and even low-voltage systems.
Structural systems: Foundations and structural systems offer significant opportunities, including straightforward strategies such as using trench footings, various wall systems, load-bearing masonry or steel walls, and, of course, different types of structural framing.
SUCCESS STORY: Value Engineering at Council Rock School District
The VE studies for the Council Rock School District’s two new middle schools led to a combined savings of more than $4 million. These VE studies encourage brainstorming of ideas for the project, pinpoint first costs and lifecycle cost savings, and even include work estimates (and costs) for the architect to implement suggested ideas. Once again, our experience as Facility Engineers greatly benefits us. Our VE strategies reduce construction costs, simplify maintenance, and extend the lifecycle of building systems.
Value engineering is not confined to the studies we conduct; it is a continuous effort for the CHA team. We are always searching for ways to save the district money and enhance the overall value of the project.

CM Role During the Design Phase
In the design phase, the CM focuses on providing cost and value engineering suggestions, develops phasing plans and sequencing for the renovation, and concentrates on input that results in clear and concise bid documents and successful bids. CM Role During the Construction Phase
In the construction phase the CM takes a lead role to monitor the work, the schedule and the budget. While working to ensure education operations are uninterrupted, the CM’s primary role is to make sure that all of the priorities of the district are incorporated in the project. The CM is to be meticulous in documenting the work and reporting continuously to the owner. The CM works hand in hand with the architect to make sure shop drawings and requests for information are processed promptly and that the contractors are working from the very latest information. The CM must respond to schedule, cost or quality issues rapidly, making sure defective work is replaced, recovery schedules are provided for any slippages and that cost events are mitigated quickly. The CM also needs to focus on start-up from Day 1 to provide an orderly start-up of new or renovated systems and make sure the punch list is short and the time required to complete it even shorter.

PROJECT APPROACHHIGH SCHOOL RENOVATION
Project Management
CHA understands that the current project estimate of approximately $170 million represents a significant capital investment that may not be feasible to fund within a compressed timeframe. Accordingly, the District may consider a phased implementation strategy, extending over a period of 10 years or more, to align capital expenditures with available financial resources.
A phased funding and construction approach will also provide the flexibility to advance other capital priorities identified in the District’s 10-Year Master Facilities Plan, thereby supporting a balanced approach to facility improvements across the District.
If a phased strategy is pursued, the following considerations must guide planning and execution:
1. Initial Phase - Natatorium and Educational Space Conversion
• The first phase of construction is anticipated to include a new natatorium facility. Completion of this facility will enable the conversion of the existing natatorium into classroom spaces, providing additional instructional capacity to support the District throughout subsequent renovation phases.
2. Facility Continuity and Completeness
Each construction phase must deliver a self-contained and functional scope of work, ensuring that the facility remains operational and not left in an incomplete state.
• Critical aspects such as the building envelope, circulation pathways, communication infrastructure, and life safety systems must be maintained at all times.
3. Site Logistics and Access
Phasing must also address internal campus roads, parking areas, and access to athletic facilities to ensure safe, efficient circulation for students, staff, and visitors throughout the construction period.
4. Early Replacement of Core Systems
• To provide the necessary backbone for phased implementation, major building systems should be prioritized in the earliest phases. Specifically, early replacement should include:

• Multiple bid packages and contractors across phases also create potential systems integration challenges, which will require careful planning and oversight.

Phasing

This sequence is preliminary and will be refined during detailed design and scheduling, but it illustrates how phasing can deliver incremental improvements while maintaining a safe, functional, and complete educational facility at the end of each stage.
A phased implementation strategy provides a practical path forward to balance the High School Renovation Project with the District’s financial capacity and broader Master Facilities Plan. Budget
Effective budget development and management is a cornerstone of CHA’s services. Our team employs comprehensive cost estimating methods informed by historical project data, current market conditions, and industry benchmarks. Throughout each project, CHA provides ongoing budget monitoring and transparent reporting, ensuring that fiscal resources are maximized while unnecessary costs are avoided. Our technical specialists have a proven record of delivering accurate and reliable cost controls tailored to the unique requirements of school district projects.
CHA will regularly review the intended scope for each project as outlined in the 10-year Master Facility Plan and make recommendations for budgeting adjustments and bid procurement strategies to maximize value to MSD. As the technical scope of each Master Facility Plan project is further refined, CHA will provide a detailed cost estimate for individual systems and categories of work, inclusive of soft costs and project contingencies.
We develop budgets early and update them often so that our clients can feel confident about the numbers. Our record for change orders for similar projects averages only 3.11% of construction costs, most of which are due to owner requested scope changes.

By continuously tracking progress and implementing corrective measures when necessary, CHA ensures that project delivery is consistently aligned with district requirements and deadlines.
Schedule development and oversight is critical from the very beginning of the design team selection process. Regular meetings with the design team and MSD will ensure that project requirements and scope are clearly identified, and the team is hitting key milestone dates for timely bidding and material procurement well ahead of the construction phase. Setting the project up for success in the design and bidding phase is critical in order to maximize the summer timeframe for project implementation.
Quality Control
CHA maintains rigorous quality control procedures designed to uphold the highest standards of engineering practice. Our process includes systematic peer reviews, compliance verification, and field oversight to ensure adherence to project specifications and regulatory requirements. The depth of technical expertise within our staff allows us to provide quality assurance measures that safeguard both the integrity of the project and the long-term performance of the completed work. CHA’s staff of design specialists will complement the owner-selected design team to review technical accuracy, completeness, and constructability of procurement drawings and specifications. Our management services will include the preparation of third party QA/ QC services including but not limited to HVAC balancing, equipment commissioning, and materials testing.

Our team has successfully obtained Pennsylvania Department of Community and Economic Development (DCED) grants for multiple school district projects. These grants have provided funding for infrastructure upgrades, safety improvements, and energy efficiency initiatives. FEE PROPOSAL
FEE PROPOSAL
CHA is pleased to provide the following fee proposal for construction management/owners representative services for the Methacton School District. We provide these services on for over 20 Pennsylvania school districts and have a sound reputation for completing work on schedule and below budget. More important, however, is our focus on the owners and their stakeholders’ specific needs and ability to deliver far above initial expectations. As stated in our proposal, the unique qualifications of our team include:
A team with more than $800M of completed public projects in Pennsylvania in the past 3 years.
• The team proposed for this project is senior level team with specific experience on public projects and excellent technical experience.
• Six Licensed Engineers with specific and relevant experience that will add value to the district: Arif Fazil, PE, Josh Grice, PE, Peter Garland, PE, Dean Batten, PE and Nolan Zambelli, PE. Also, a registered architect, Rick Babyak, AIA.
Over 65 years of experience of combined team experience.
• Multiple licensed professionals and certified cost estimators assigned to your project.

We would propose to assist the district with the development of the scope, budget, and schedule for the project in a concept format at no cost to the district. This would allow the board to authorize the project with a budget, schedule, and scope. Once that is determined, in particular the schedule, we can establish a fixed fee that is very competitive and consistent with the services and timeline.

LITIGATION STATEMENT
CHA is a large professional engineering firm with approximately 50 offices throughout the United States and Canada. CHA performs thousands of projects each year. For a firm of its size and diversity, CHA’s involvement in legal claims and lawsuits is remarkably infrequent, due chiefly to its competent and well-trained staff and its rigorous and comprehensive Quality Management System. CHA has not been involved in any criminal matters nor had any disciplinary sanctions imposed against the firm or any of its officers. Nor has the firm been involved in any bankruptcy proceedings or had any civil judgments entered against it. However, claims against CHA do occur, and CHA has, over the past 5 years, been involved in ordinary civil litigation, as is typical in the
normal course of business for any firm in the industry. CHA is confident in its ability to successfully defend, or settle on favorable terms, all such outstanding claims. Furthermore, for the protection of CHA and its clients, CHA always maintains a comprehensive insurance program that includes professional liability, workers’ compensation, comprehensive general liability, automobile, and umbrella policies, with limits sufficient to cover the defense and payment of all outstanding claims against CHA. In the opinion of CHA’s management, no claim or lawsuit currently pending against CHA will materially affect CHA’s ability to perform any ongoing or potential future project.
