Spring is right around the corner! I enjoy this time of year when the days get longer, and the sun shines brighter. I find myself planning for good weather activities and getting outside every chance I get to breathe in the fresh air, plant a garden, welcome back the migrating birds, enjoy the flowers and buds on the trees that greet us each year at this time. Spring truly is a time of rebirth and new opportunity. Recognize the signs and seize the opportunities that are presenting themselves to us.

This year it feels like our business and professional growth opportunities are mimicking spring. I see a multitude of opportunities springing up within CHA Aviation. We have produced dozens of statements of qualifications and scope and fee proposals through the first quarter of 2024 and the pace is continuing through the first half of the year. Based on our track record, this flurry of proposal activity will mean new opportunities for you on new projects and sometimes new clients. We have several growth initiatives generating opportunities in sustainability, environmental compliance, and drone usage and advanced aerial mobility. Our core services continue to lead the way with new opportunities with existing and new clients. When you see an opportunity that excites you, I encourage you to jump at the chance. Take the responsibility. Embrace the chance to learn something new. Increase your personal value to our team and to our clients. Recognize the signs and seize the moment.

Welcome to the Sustainability Corner!

This space serves to provide greater insight into the sustainability practices, programming, and onging efforts of CHA Aviation.

Congratulations to the IND Runway 5L-23R & Taxiway B Rehabilitation Project project team, which helped a longstanding Aviation client design a fully rehabilitated runway but also implement a significant sustainability program. The team’s work helped mitigate potential environmental and social impacts while also earning Envision verified status, the most significant sustainability rating system for infrastructure projects and a first for a CHA aviation project.

The Envision citation describes the spirit of CHA’s approach: ““It is an honor for the Institute for Sustainable Infrastructure to recognize the 5L-23R Runway and Taxiways B Rehabilitation Project. The entire project team deserves credit for emphasizing strong collaboration and teamwork around shared project goals.”

Brief Description of the work provided: Sherwin Williams, a global leader in the coatings industry for both commercial and residential markets, came to Welty (Builder) and CHA (Designer) to assist them in a design/build opportunity developing a new corporate aircraft hangar to house their existing (and future) aircraft and operations at Cleveland Hopkins International Airport. The project involves the design and construction of a 34,000 sf hangar bay and 17,000 sf of support areas including lobby and meeting spaces with a total area over 51,000 SF. Primary programmatic elements included the design the hangar to accommodate four aircraft and critical support areas including maintenance and offices complete with restrooms, break rooms and meeting areas along with the lobby to incorporate thoughtful space planning and interiors to create an inviting gateway to corporate travelers and their partners. CHA’s design team worked with the client’s corporate workplace strategy group to incorporate their corporate standards and branding.

The services provided by CHA included feasibility study, civil/ building design and construction administration (CA) services starting with assisting with site selection and generating various options for the new hangar to meet Sherwin Williams’ current and future aircraft maintenance, storage, and flight operations requirements. The feasibility study effort was completed in 2020 and advanced to an approved concept late 2021. This prior effort resulted in the following project features being approved by Sherwin Williams for further programming and design. The project included a new hangar and flight operations facility capable of accommodating four Falcon 2000 LX type aircraft. Features include a 34,000 SF hangar bay; 17,000 SF single story lobby, office, and maintenance facilities (eave height to be 20’ or less); 5,000 SY apron and taxiway; 80 space parking lot and access drive; aircraft fueling including two 15,000-gallon tanks of storage and dispensing equipment; and site grading, utilities, and security fencing.

Specific features of the hangar bay include a 190’ x 28’ clear span with fabric door; 400 Hz power; pre-conditioned air; compressed air; fall protection system; and a performance specification for the hi-expansion foam and water fire protection system. Maintenance shops provided for tool and parts storage, parts wash, battery storage, and other equipment to service the aircraft.

The passenger support areas were sized to accommodate 30 passengers awaiting to depart. Exiting the building to board the aircraft was done through a vestibule directly accessing the apron. Included within the public space is conference space, private offices, pilot offices, and public restrooms. Also programmed in the office space are pilot rest areas, locker rooms, a catering kitchen, private offices, and a break area.

The project is currently under construction anticipated to be completed this summer (June 2024). CHA is currently providing construction administration (CA) services which includes answering RFIs and reviewing shop drawings/submittals.

Any challenges or major hurdles CHA had to overcome to complete this project?

There was a major VE effort at the 30% Design submittal which required CHA to work with our Design/Build partner Welty (General Contractor) to identify creative ways to reduce the overall construction cost. The main VE effort focused on big-ticket items (building size, steel roof truss system, and foundation design) that would have the most opportunity for construction cost savings. CHA worked with Welty to evaluate alternative design solutions which lead to comprehensive cost analysis before final design direction was formalized.

Another challenge that arose during the design process was the late notification/issuance of corporate standards (by the owner Sherwin Williams) as well as late design change requests from the end-user (tenant). These late changes were issued well after CHA’s 65% design submittal and caused major drawing updates that rippled through many design CHA disciplines. The collection of changes caused an entire (out-of-scope) drawing issuance.

The last and most important challenge to the project was CHA’s prompt identification and timely submission of Extra Work Authorization (EWA) to the client. Like most large design projects, CHA team members didn’t want to pursue EWAs for each/every minor design change. However, when all individual design changes were tallied up at the end of the design phase, CHA spent tens of thousands of dollars that may not be recoverable. Lesson learned: Submit any/all EWAs for design changes initiated by client/owner/ tenants/GC/Subcontractors as they occur. Don’t wait until the end of the design phase to realize you’re over budget.

Nathan Lienhart and Rob LaFayette recently had the pleasure of speaking with Nick King, Airport Manager, at Warsaw Municipal Airport.

Q: Thanks for agreeing to meet with us today. Please tell us about yourself.

A: I have been flying out of the Warsaw Municipal Airport (ASW) since 1990. My dad is a pilot, so ASW has been my home airport for 33 years. I learned how to fly there – it’s been my root of fascination for aviation ever since. I attended high school at Warsaw Lakeland Christian Academy, and then did my undergrad at University of Dubuque, where I studied aviation flight science and aviation management. I did the airline thing for a little while but trying to find a job as an airline pilot in 2009 wasn’t fun. I ended up working for a few years in higher education – admissions office for flight program at University of Dubuque, etc. – before finding my way back into aviation when I accepted the job as Airport Manager of ASW in 2013. I’ve been married to my wife, Rachel, for 8 years; and we have a fur baby, Dottie, who is a Jack Russell/Beagle mix. As for hobbies, I really like my cars (a 2001 Porsche 911 and 1984 BMW 635 CSi) and woodworking. It’s nice to see a tangible result from your work which you don’t always get in your professional life.

Q: You have been a pilot throughout your career – How did your experiences prepare you for your role in airport management?

A: If you had asked me then if I would be an airport manager, I would have laughed! My career goal was always to come back to Warsaw and fly for one of the corporates. But while I was in college, a lot of those companies changed their flight programs, and I quickly realized flying as a corporate pilot wasn’t the glamorous lifestyle I thought it was. That’s when I went into higher education. I’d never been so unhappy – I thought of aviation every day and knew I had to make my way back somehow. I flew corporate in Iowa for a couple of banks and even tried an airline gig with one of the regionals, but it wasn’t my cup of tea. Then the Airport Manager slot opened at ASW, and I threw my name in the hat. The mayor told me, “I’ll give you 6 months, and you’re gonna either sink or swim.” Well, I guess I swam because here we are 10 years later!

Q: What is your vision for ASW? What impact does the airport have on the region?

A: I think the linchpin project is one we’re finally getting across the finish line – the lowering of power lines. That will allow us to move ahead with everything else – extend the runway, decouple RSA issues, etc. And we need to get constituents in the county behind the airport like they were 50 years ago and teach them what we do. We’re bringing the ground school back to the airport in 2024, and I think we’ve got 35-40 people signed up for January. Moving the airport forward and making it a bigger presence in our community – I think that will be my legacy at the airport. I like what I do; I’ve been

here for 10 years and plan to be here another 30!

Q: You are very active in the aviation industry. Why is this important to you? What do you think are some of the challenges our industry is facing (i.e. Pilot/Mechanic shortage, AIP funding levels, UAS/UAV and Electric Aircraft, etc.)?

A: I was brought up with a very firm guidance that you try to leave the world around you better than when you received it. I’m a firm believer that there needs to be a restructuring and rethinking of how we train pilots. And the best way to do that is by working with state and federal agencies. As for funding, there is a lack of understanding amongst FAA, state agencies, etc. – we do not effectively tell our story and educate the public. We have an international industry in our small little town of 14,000; and I think one of the largest challenges is educating people who don’t use the airport everyday to understand what we do and what our mission actually is.

Q: We have the pleasure of being your on-call consultant. From your perspective, what are the most important things you, your team, and the Board need from your airport consultant?

A: Every airport consultant needs good PEs, planners, accountants, etc. – that’s the baseline for every consultant. But what you guys brought to the table were fresh ideas that nobody else had thought of. I’ll never forget the interview. The mayor asked if CHA would be willing to work with the former consultant to transition, and Rob said, “Why do we need to? We know what we’re doing.” CHA staff are great listeners and collaborators. There were times when I didn’t understand something, and Rob would text me a picture. You guys let me bounce things off of you, and then you take what is in my head and make it even better. You can’t put a price on that!

Q: A big reason we are doing this is to give insight to our staff into the aviation industry, particularly our young professionals. What advice do you have to people coming into our industry?

A: I’ve got a 2-fold answer for that on my pilot side and then the passion for aviation side. I grew up riding my bike to the airport and hanging out with the older generation – what great camaraderie! I’ve got such a passion to pass that on to the next generation of pilots – the elementary, middle, and high school students; Eagle scouts, etc. Then on the professional side, which translates into networking, when you’re at an industry event, go and sit down and talk to just one person. Get to know people. And get involved with professional organizations!

A: During my college winter breaks, I worked for a local florist making floral arrangements, which was owned by a family friend.

A: Custom workworking.

A: I love making custom tables, bars, furniture, etc. using a combination of wood and epoxy.

“The Rhode Island Airport Corporation (RIAC) is a new and growing client for CHA in 2023. They prefer working with consultants that have staff located in Rhode Island. To help support our services to RIAC, the aviation team asked a few planners and engineers on the team to consider relocating to Rhode Island to help support this client and to help grow our aviation practice in Rhode Island, Connecticut, and Massachusetts. Calvin responded to this opportunity with a nearly immediate ‘Yes” (always have to check with significant others). He has started to work with RIAC on our existing contracts and is working with his managers to finalize his relocation to our Providence, RI office in the first quarter of 2023. Calvin’s willingness to embrace this new opportunity that will be good for him personally and for CHA is the type of behavior we need from our technical and early managerial staff as we grow the aviation business nationally. He is a great example to the rest of the aviation team.“

“With myself being located in Columbus and serving as the section manager for this design team, but the rest of the team being located in Indianapolis, Sunie has stepped up over the past year to help lead and mentor the team. Sunie is always willing to take on new responsibilities and sets a great example for younger staff. She takes initiative with project tasks and finds solutions through obstacles rather than deferring to outside help at the first sign of a dilemma. Sunie is a great asset to the team and very deserving of this award.”

“Clint has went above and beyond to provide assistance with tasks that generally would not be on his plate. Over the past year, construction projects have overcome our workload in the Evansville office. Juggling all of the construction projects, Clint has stepped up to provide the necessary assistance to keep everything moving in the right direction. Clint continues to do a great job. I feel very fortunate to have Clint on my team.”
