Welcome to the first issue of the MSME Spotlight Magazine, a publication of the Ministry of Small and Medium Enterprise Development focusing on the Micro, Small and Medium Enterprises. The editorial team applauds all MSMEs in Zambia for contributing to the economic development of this country. They are the nation’s pillar in poverty alleviation and their economic strength is felt both at

household and national levels.

The purpose of the publication is to shine a spotlight on the MSMEs with the view to close the information gap that may exist with regards sector players linked to the Ministry and its efforts to create an enabling environment for MSMEs to thrive. It also includes actual entrepreneurs who have shared how they have turned their passion and interests into viable businesses to sustain

FOREWORD

On behalf of the Management and staff of the Ministry of Small and Medium Enterprise Development, I have the pleasure to present the first edition of the Micro, Small and Medium Enterprise (MSME) Stoplight Magazine. The MSME Spotlight Magazine is aimed at highlighting the role of the Ministry in fostering the growth and development of MSMEs. It will also showcase the key highlights and opportunities for MSMEs in Zambia. This is a platform through which MSMEs will be showcased and have their products advertised.

As Government, we are aware that the MSMEs play a big role in creating employment opportunities especially among the youth and women. It is for this reason that the Government

through my Ministry will continue to strive in creating an enabling environment to ensure that MSMEs and Cooperatives are given opportunities for them to contribute to the transformation agenda in line with the Eighth National Development Plan (8NDP) and vision 2030.

Government is also mindful that the MSMEs and cooperatives were not spared from the adverse effects of the COVID-19 pandemic. I would like to commend the MSMEs and Cooperatives that turned the pandemic into an era of opportunities in which new innovations were introduced throughout the country, some of these innovations include but not limited to the following; door to door delivery services, online taxi services and online shopping. With such crop of innovative small businesses, I am very confident the country’s economic outlook is bright as both the Government and the small businesses are ready to contribute to the development the country through the reduction of poverty, employment creation and wealth creation

MEET THE PERMANENT SECRETARY

The Ministry of Small and Medium Enterprise Development in Zambia welcomed the Permanent Secretary on April 14, 2023. The Permanent Secretary brings a unique blend of skills and experience to the role, with a background in IT and

Public Relations. She is poised to make a significant impact on the growth of Micro, Small, and Medium Enterprises (MSMEs) in the country.

Mrs. Mutelo is passionate about providing the necessary support and resources for MSMEs to thrive. Recognizing the challenges they face, including limited access to finance and technical expertise, she is actively collaborating with various stakeholders to develop policies and programmes that will enhance the business environment for MSMEs.

The Permanent Secretary’s professional journey demonstrates her capability and commitment to her new role. She is a mem-

ber of several professional institutions, including the Institute of Directors (IoD) and Zambia Institute of Marketing (ZIM).

With her extensive background in IT, sales, marketing, and management, Zambia’s MSMEs can look forward to a brighter future. Her dedication to supporting their growth and harnessing the power of technology to drive innovation gives an assurance that the country’s MSMEs are on a path to contribute significantly to the nation’s GDP and create jobs and wealth.

The Ministry of Small and Medium Enterprise Development was established in September, 2021. The mandate of the Ministry is to promote the growth of Micro, Small and Medium Enterprises and Cooperatives in order to enhance job and wealth creation across the country.

The Ministry is represented in all the provinces where it provides cooperative and entrepreneurship development support services.

Driving Sustainable Agriculture in Zambia

Noah Harris Makwilimba, CEO of M24 Agrihub, is an entrepreneur in agriculture who formalized his business in May, 2021 with PACRA. Just like any other start up SME, in the beginning, the business had its own share of challenges ranging from internal (management) and external (Market and traction).

The business started unfolding when it fully formalized with regulatory agencies

like ZRA, ZPPA, ZDA, and interactions with the Ministry of Small and Medium Enterprise Development.

M24 Agrihub has served farmers in more than 20 districts around the country through their various products and services, ranging from trainings, soil testing, business development, marketing and consultancy.

While on the course of their journey, they have helped quite a number of

businesses formalize their activities as part of our business development service.

The greatest achievement that the business has attained as a result of formalization is exposure to a number of funding opportunities from both the Government and the private sector.

In August 2023, the Ministry of Small and Medium Enterprise Development allocated free exhibition spaces to various SMEs from different industries to showcase their innovations, and M24 AgriHub was one of them. This gave it a spotlight as a business and exposed it to more than 30,000 people inclusive of businesses, prospective customers and partners in the six days of the show activities. M24 Agrihub has so far closed a number of deals from the pool of contacts that visited the stand during the show.

As Noah continues to champion sustainable practices and empower farmers, he is paving the way for a brighter and more prosperous future for poultry farming in Zambia.

SMART GOAL SETTING: A KEY TO SUCCESS FOR MSMEs

Setting goals is an integral part of running a successful business, no matter the size. For micro, small and medium enterprises (MSMEs), in particular, effective goal setting is crucial for growth and long-term success. One popular and

effective approach to goal setting is the SMART (Specific, Measurable, Achievable, Relevant, and Timebound) methodology. SMART goal setting provides MSMEs with a framework to set clear and actionable objectives that can

propel their businesses forward.

In this article, we will explore the benefits of SMART goal setting for MSMEs and how to implement this approach in practice.

S M A R T

Specific

Make sure your goals are focused and identify a tangible outcome. Without the specifics, your goal runs the risk of being too vague to achieve. Being more specific helps you identify what you want to achieve. You should also identify what resources you are going to leverage to achieve success.

Measurable

You should have some clear definition of success. This will help you to elevate achievement and also progress. This component often answers how much or how many and highlights how you’ll know you achieved your goal.

Attainable

Your goal should be challenging, but still reasonable to achieve. Reflecting on this component can reveal any potential barriers that may need to overcome to realize success. Outline the steps you’re planning to take to achieve your goal.

Benefits of SMART Goal Setting for MSMEs:

Elina Chanda, a passionate advocate for poverty eradication and environmental stewardship, embarked on a journey to transform her community through sustainable practices. As the CEO of Elichi Greens, which was established in 2020, in Kang’omba village, Kabwe district, Ms. Chanda is leading the charge

in promoting a clean and green environment through the production of green charcoal and organic farming.

Her mission to fight climate change and uplift vulnerable communities has already started bearing fruit, with 30 women from Soko and Judah villages in Kapiri Mposhi, as well as 12 youths from Kangomba village in Kabwe having benefited from training programs. This includes training in the production of charcoal briquettes and biochar, a beneficial soil amendment which is used as an organic fertilizer made from agricultural waste such as maize husks, cobs, groundnut shells, sawdust, dried leaves, and branches. Her aim is to empower the most vulnerable members of society with the skills and knowledge required to combat these pressing challenges.

Eliina Chanda’s commitment to promoting a clean and green environment extends beyond her training initiatives. She has also established an eco-club at Don Bosco Makululu Secondary School. This club focuses on reducing plastic waste, instilling a sense of environmental responsibility in the younger generation. By imparting knowledge and fostering a sense of environmental stewardship at an early age, Elina is nurturing a future generation of eco-conscious individuals.

Elichi Greens primarily offers green charcoal for commercial use in various industries such as poultry farming, plant boiling, and steam production. Additionally, they produce small charcoal briquettes for domestic use, providing an eco-friendly alternative source of energy.

SNAPSHOT OF 2024 BUDGET MEASURES

The 2024 budget address presented by Honourable Dr Situmbeko Musokotwane, MP, Minister of Finance and National Planning, proposed changes to selected tax provisions, which would impact on micro, small, and medium enterprises (MSMEs) as highlighted below: These measures came into effect on 1st January, 2024.

1. Increase the PAYE exempt threshold to K5,100 per month from K4,800. This means anyone who gets paid from K1 to K5,100 will not be required to contribute Pay-As-You-Earn. This means that an individual who earns income which is below K5,100 per month, will not be required to pay PAYE. This will increase disposable income of individual taxpayers.

2. Extend the 2% local content allowance on income earned from value addition of locally

grown tomato, cassava, mango, and pineapple to include sorghum and millet. This meansure is intended to reduce the cost of production, therefore Agribusiness value chains among MSMEs.

3. Increase the tax concession for businesses in a rural area to 20% from 14.2% of the applicable corporate income tax rate for the first five years in operation and extend to all sectors, except mining.

4. Provide tax holidays to the cotton value chain as follows:

a) 5-year tax holiday on profit for local producers of cotton seed;

b) 5-year tax holiday on profit from ginning of cotton; and

c) 10-year tax holiday on profit made from spinning of cotton and weaving of thread.

5. Exempt for VAT purposes the supply of mains water and sewerage services.

With the reduction of business tax for 5 years, MSMEs will be better positioned to expand their investment

6. Provide for the appointment of Mineral Royalty Withholding Agents. The measure is intended to improve compliance for mineral royalty among the artisanal and small-scale miners.

7. Remove customs duty on importation of motorcycles and tricycles imported in complete knock down form for companies that assemble and source at least 5 % inputs locally.

9. The basis of excise valuation for spirits, liqueurs and other spirituous beverages will be determined on the basis of market price and not the value of the input at importation.

10. Suspend the Excise Duty rate by 50 % on locally produced clear beer, for a period of 3 years for small and medium manufacturers that produce less than 500,000 litres per annum.

11. Remove customs duty on the following:

a) Electric motor vehicles designed for the transport of persons;

b) Electric buses and electric trucks

c) Accessories of electric motor vehicle or cycles such as charging systems

12. Reduce the excise duty on hybrid vehicles designed for the transportation of persons to 25% from 30%. For specific details on the type of vehicles see the Customs and Excise (amendment) Act, 2023 at www.msme.gov.zm

13. Increase the customs duty rate on all imported electrical panels (distribution boxes) from 15 % to 25 %.

14. The working hours at Mokambo, Kipushi and Sakania border post will be extended from 8 hours to 24 hours a day and designate the border posts as Customs Houses.

15. The number of days for goods to be moved in bond are to be bonded or final cleared will be reduced from 15 days to 5 days.

8. Increase the specific excise duty on non-alcoholic beverages (including UHT juices) from 30 ngwee per litre to 60 ngwee per litre.

Extended Concessions Introduced

Prior to the 2024 Budget

The following measures have been extended from the date of their introduction (2023) up to 31st December 2025;

1. Duty free importation of polymers of styrene for green houses, polymers of vinyl chloride for greenhouses, polyurethane for green houses, regenerated cellulose for green houses, other plastics for green houses for individuals holding a letter from the Ministry of Agriculture. The letter should state that the goods are authorised for duty-free importation. See the Customs and Excise (Greenhouse)(Suspension) Regulations, 2022. (Statutory Instrument No. 94 Of 2022) at www.msme.gov.zm

2. Duty free when imported or taken out of bond of tree crop seedlings of cashew nuts, avocados and bananas for individuals holding a permit from the Ministry responsible for agriculture until 31st December 2025. See the Customs and Excise (Tree Crop Seedlings) (Suspension) Regulations, 2022. (Statutory Instrument No. 101 of 2022) at www.msme.gov.zm

3. Duty free importation of wrapping machines, trucks designed to carry waste such as skip loader vehicles and road sweeper lorries, as well as refuse compactors vehicles for a licensed solid waste provider in accordance with the Solid Waste Management Act, until 31st December, 2025. See the Customs and Excise (Waste Management and Recycling Equipment) (Suspension) Regulations, 2022. (Statutory Instrument No. 103 Of 2022) at www.msme.gov.zm

4. Duty free importation for aquaculture equipment for holders of a valid aquaculture license under the Fisheries Act, until 31st December 2025. Some of the items include upper lining foil, reservoirs, tanks of a capacity exceeding 300 liters, life jackets and life belts, vacuum pumps, refrigerators, freezers, self-propelled bulldozers, angle dozers, levelers,

scrappers, mechanical shovels, excavators, shovel loaders and tamping machines. For a comprehensive list of duty free items see the Customs and Excise (Aquaculture) (Suspension) Regulations, 2022; (Statutory Instrument No. 100 of 2022) at www. msme.gov.zm.

5. Duty free importation on selected media, film and music equipment until 31st December 2025 to promote growth in the media and film industry. For a comprehensive list of duty free items see the Customs and Excise (Music and Film Equipment) (Suspension) Regulations, 2022; (Statutory Instrument No. 95 of 2022) at www.msme.gov.zm.

6. Duty free importation of prefabricated housing units until 31st December 2025. For the comprehensive list of duty-free items see the Customs and Excise (Prefabricated Housing Units) (Suspension) Regulations, 2022; (Statutory Instrument No. 96 of 2022) at www.msme.gov.zm.

7. Duty free importation where a tourism enterprise imports goods for a purpose of operation of the tourism enterprise such as motor vehicles, metal furniture, amusement park equipment, dish washing machines, microwave ovens and coffee or tea makers. For the comprehensive list of duty-free items see the Customs and Excise (Tourism Enterprises) (Suspension) Regulations, 2022; (Statutory Instrument No. 102 of 2022) at www.msme.gov.zm. This incentive is applicable to accommodation establishments, casinos, tour operating businesses, travel agents, amusement or theme parks, air charter and gliding businesses, water sport, a vehicle or vessels leasing business, a house boat, businesses in hunting safari, wilderness walks, camping, backpacking, mountain climbing, sight-seeing, tour guide or travel services, tourism guide rescues, restaurants, discotheque, a convention, conference centre, an enterprise or person catering for tourists or events or providing outside catering services or an exhibition.

Kumawa Apparel: Where Craftsmanship Meets

Customization

Kumawa Apparel is a clothing brand under Kumawa Enterprises, a family clothing manufacturing business established in 2019 by uncle and nephew-Timothy Mwandila and Mark Maluleka respectively. The brand started with accessorizing t-shirts to full-on manufacturing of gents’ and ladies’ formal suits, nurses’ and school uniforms, graduation gowns, work suits, shirts, dresses, and many others.

The history of the brand stems from a family business started by Timothy’s mother who has been sewing ladies’ and gents’ clothes for the past 30 years. Part of her retirement plan was to teach all her children and grandchildren how to sew. Timothy is one of her sons who picked up on the craft together with Mark, her grandchild. The two utilized their university school breaks to learn not only how to design but to cut cloth and tailor

clothes as well.

Timothy who is a qualified Civil Engineer and Mark a qualified Quantity Surveyor, did not forsake the talent in tailoring and designing that they picked up but further built on it whilst doubling with their individual careers in the engineering field

The duo then established the Kumawa brand to specialize in

formal and casual gents’ clothes before expanding to other different types such as uniforms, graduation gowns, and ladies’ and kids’ clothing. To date, Kumawa apparel has dressed up countless wedding parties, graduation ceremonies, and various corporate and private event attendees and continues to do so.

The clothes are made on order and are customized to the clients needs. Kumawa’s goal is to create clothing that has the DNA of the owner and that of the creator. The creative minds at Kumawa actualizes the client’s vision to make outfits that are unique and speak to each client’s taste.

Karen Maunge, Pixie Beauty CEO’s remarkable hairstylist’s journey began as a young woman with a dream of pursuing college education. Faced with the financial challenges of funding her studies, she decided to put her passion for hairstyling to good use. Little did she know that this decision would not only help her achieve her educational goals but also touch the lives of countless women.

MSMEs and E-commerce

What is E-Commerce? E-Commerce is any form of business transaction that is conducted electronically rather than through physical exchanges or direct contact.

Emerging technology trends for Micro, Small and Medium Enterprises (MSMEs) are centred around the use of Information and Communication Technologies (ICT’s) and E-Commerce to enhance business services and production. Investments in ICTs have proven to be beneficial for MSMEs because they enable businesses to operate more efficiently. E-Commerce, in particular, plays a significant role in facilitating online business activities for products and services.

For MSMEs, ICTs offer competitive advantages by enabling them to compete with major market players and target the same customer base. There are various methods that can be used to achieve this. One such method is the use of social media platforms. Social media encompasses a range of internet-based and mobile services that allow users to participate in online exchanges, contribute to user-created content, and join online communities. Examples of social media platforms include blogs, such as WordPress, Tumblr, and wikis, which are collective websites where participants can modify or create pages.

Social network sites, like Facebook and Linkedin, provide a platform for individuals to create public profiles, connect with other users, and interact within a bounded

These social media platforms can be utilised by MSMEs to promote their products or services to a wide range of potential customers. Additionally, businesses can take advantage of social media groups

The Ministry of Small and Medium Enterprise Development launched the revised National Micro Small and Medium Enterprise Development Policy and the 2023-2026 Strategic Plan on 7th December 2023.
