A UNIQUE WAY TO SUPPORT A BELOVED COMMUNITY

Sam and Cherie Gullo

When Sam Gullo bought a shopping plaza in Geneseo, he had no idea that the sale of it would ultimately help him to establish a fund at the Community Foundation and make a positive impact in his beloved hometown.

Perry, New York, is an idyllic small town in the heart of Wyoming County. Among its 3,600 residents is Sam, who has called it home all of his life.

“I've been lucky enough to make a pretty good living here, and now I want to help other people,” he said.

Sam grew up as the youngest of three children, and his parents instilled in them that it is better to give than to receive.

While Sam spent a lot of time at his parents’ furniture store in the center of Perry, he didn’t plan on taking over the family business. That all changed when Sam was in college and his father passed away suddenly, changing the trajectory of his career path. After graduating from Niagara University, Sam returned to his hometown to learn the business, which he still runs to this day in the same location it has been in for 80 years.

“I always had other interests besides the furniture business, and I was quite interested in real estate,” Sam explained.

That led Sam to pursue a second career in real estate development. He eventually purchased a nearly vacant shopping plaza in Geneseo at an auction. After redeveloping and selling it, the proceeds provided an establishing gift for the Sam and Cherie Gullo Foundation, a fund at the Wyoming Foundation, which is a geographic division of the Community Foundation.

Noting that there are many needs in Wyoming County, staying local with their support is important to Sam; his wife, Cherie; and son, Adam. Through their fund, they are able to provide grants to numerous organizations that are meaningful to their family.

“The fund has been a great way for me to do what I’m trying to accomplish, which is to do something for somebody else whenever I can, and that desire goes back to my parents, no question,” Sam said. “I just feel good about giving.”

INVESTING IN STUDENTS TODAY, TOMORROW AND FOREVER

Bennett High School Alumni Association

“There's just something magical about Bennett High School,” shared Neil Lange, President of the Bennett High School Alumni Association. Neil spent his entire career teaching there and describes his alma mater as a special place that creates lifelong relationships for students.

Margaret Puzio, Neil’s former colleague who serves as First Vice President of the Alumni Association, added, “The whole focus of the Alumni Association is on the students and the Alumni Association works hard to provide support that creates that magic.”

Established in 1999 to provide curriculum-enriching activities to current students, the Alumni Association faced its most pivotal moment in 2013 when the school was slated to close due to underperformance. At that time, the Alumni Association came together to advocate for the school, developing an extensive plan that ultimately helped keep it open.

As the Alumni Association continued to expand its membership – which today includes upwards of 600 alumni from around the globe – its leadership knew they wanted to establish an endowment for perpetual support of Bennett’s students. This includes awarding grants for field trips and enrichment activities, such as providing earth science students with mineral and fossil specimens from the Buffalo Geological Societies Gem and Mineral Show.

The Alumni Association had already established scholarship funds at the Community Foundation, so it was a natural decision to establish a new fund there.

“We needed to have a place that our membership would trust; the Community Foundation was that place,” noted Margaret.

As Bennett High School is celebrating 100 years in 2025, the Alumni Association continues to support the school, which currently serves 500 students and boasts a graduation rate of nearly 90 percent, and its members appreciate the ease of working with the Community Foundation.

“The Community Foundation sincerely cares about us and makes sure that we're in the best position possible to work toward our goal of supporting a high-quality education in a Buffalo public school,” said Neil.

“We want to provide a support system for Bennett High School beyond our life as an alumni association, and our endowment at the Community Foundation allows us to do that.”

IGNITING TRANSFORMATIVE CHANGE FOREVER

Creating a lasting legacy is no small feat. Yet it is something the Community Foundation is honored to do with our clients on a daily basis. And something we have been doing since 1919.

Five years ago, we marked our first 100 years with The Centennials, a year-long celebration culminating in an exciting evening where

12 local Change Makers were granted a total of $1 million in awards to continue igniting change in our region.

Awards were given in four categories. Eight of the finalists received $25,000 to grant to their favorite organization, and one winner in each category received $100,000 to grant, as well as $100,000 to establish an endowment at the Community Foundation. This gift of a lifetime will ensure their legacies live on forever.

As we celebrated five years since that incredible night, we checked in with our four winners to see how that honor changed their lives.

Up and Comer Award

GRANT AWARD

Kelly chose to award her grant to Project Mona’s House, which works to shed light on human trafficking, to restore those who have been victimized and prevent it from ever happening again through education and legislation.

“That was the first grant ever for Project Mona’s House. With it, we were able to sustain our house, hire two staff members, open a freedom center and pay for the film Sold Next Door, which was featured on PBS in 2024, to let people know that human trafficking is an issue,” Kelly said.

“When somebody asks me, ‘What’s the cost of sustaining your organization?’ I always tell the story of The Centennials and the impact of $100,000.”

ENDOWMENT

Through the Kelly Diane Galloway Legacy Fund, Kelly continues to support Project Mona’s House and has plans to expand her support to other organizations most meaningful to her in the future through her endowment, a sustainable source of funding.

“I would like to sow seeds and see the multiplication that's able to happen when you give to organizations that just need a chance. That's all I needed – a chance,” Kelly said.

Pastor James Giles Cause Award

GRANT AWARD

Pastor Giles chose to award his grant to Back to Basics Ministries, a centralized hub that provides special services for at-risk individuals, families and groups to assist those who struggle with poverty, lack of support systems, traumas, addiction, mental illness, homelessness, criminal activity and more.

The grant supported important mobile response efforts.

“By May 14, 2022, we really had our mobile response down to a science. We were able to respond to that and have a huge impact on the food supply and material supply during that time,” Pastor Giles noted.

Additionally, he was able to support other organizations, such as Buffalo Peacemakers, Mad Dads and Stop the Violence Coalition, as well as causes, such as reentry, that are important to him.

ENDOWMENT

Through the J. Giles Foundation, Pastor Giles will support organizations and causes close to his heart beyond his lifetime.

“Through my fund at the Community Foundation, I am able to send out grants to organizations in need or use it for shortfalls at Back to Basics,” he said.

Diann Takens Champion Award David Zapfel Community Award

GRANT AWARD

Diann awarded her grant to Peace of the City, which offers a range of programs designed to provide young people with the skills, tools and values needed to succeed educationally, break the cycle of poverty and lead meaningful, productive lives.

“It was a different Peace of the City after the Centennial Award,” said Diann. “The crushing impact of COVID was six months around the corner, and the award allowed us to remain open every day during that whole year that Buffalo Public Schools were closed. It gave me the security of knowing we could provide things like daycare, reliable internet and tutors during that time.”

ENDOWMENT

Diann and her three grown daughters are involved in the advising of the Diann R. Takens Endowment Fund, which will support what is most meaningful to her, in her name, forever.

“The Community Foundation wants clients to deeply understand the process and the good that's coming from their generosity,” said Diann. “They really take the time to understand the good that clients want to do, and make sure their clients know that they matter and are the foundation of the Foundation.”

GRANT AWARD

David chose to award his grant to Gerard Place, which strengthens the community as it empowers individuals and families toward self-sufficiency by providing housing, supportive services, community education and outreach.

“In 2019, we were trying to renovate our housing building. We had received a few grants, but we needed more to gut the kitchens. The grant from the Community Foundation allowed us to complete the renovation to make it look like a home for the hundreds of families who come through our 14 apartments,” said David.

ENDOWMENT

David established the David Zapfel Charitable Fund to continue providing long-term support to organizations and causes that are important to him and his family, such as food insecurity.

“I wanted to involve my own kids right from the beginning because they'll take it over when I'm gone,” David said. “It has been a real privilege to be able to have some funds to help other agencies that I know are doing good work.”

Today, the ripple effect of The Centennials can still be felt far and wide across Western New York. These four individuals, brought together by a desire to do good, will continue to ignite transformative change in our region in their names, forever.

CULTIVATING A MEANINGFUL LEGACY

Jay Wopperer and Linda Schmieder-Wopperer feel a keen sense of responsibility when it comes to giving back. “We want to leave something for the next generation of Western New Yorkers,” said Linda.

Both Jay and Linda grew up in Western New York. Jay was drafted by the U.S. Army right out of high school. He returned to Amherst after he served in the Vietnam War to work alongside his parents in their hotel and restaurant supply business.

Linda, the daughter of German immigrants, followed her passion for nursing to a rewarding career in healthcare. A genealogy aficionado, she also became an avid traveler, which opened her eyes to the diversity of people around the world.

The two first met in the 1980s and developed a decades-long friendship that eventually blossomed into more, and the two married in 2021.

The Wopperers became members of the Community Foundation’s Legacy Society, created to acknowledge individuals who have committed to supporting the community in the future through a planned gift.

Combining Jay’s love of the outdoors and Linda’s passion for history, reading and culture, their fund will support organizations and causes most meaningful to them, including the environment and arts and culture.

Jay and Linda continue to expand their relationship with the Community Foundation and opened a client advised fund in 2024, which allows them to actively carry out their philanthropic endeavors now.

The Wopperers appreciate the learning opportunities the Community Foundation provides to clients, such as the annual Impact Bus Tour, which illustrates how it facilitates long-term transformative change in our region through its leadership work.

Additionally, the Wopperers value the trust they have in the Community Foundation.

TUNING IN TO THE COMMUNITY’S CHANGING NEEDS

“The Community Foundation makes charitable giving easy,” said Jerry Reger.

Jerry and his wife, Karen, are supporting the ever-changing needs of Western New York through a fund they established at the Community Foundation.

The Regers noted that growing up, their parents fell upon times when they needed help. This has inspired them to pay it forward, a notion they have instilled in their own children.

“There will be times in your life when you’re down, and when you’re not down, it’s important to make sure that you help people in need. And that’s really what the Community Foundation does best.”

As the Community Foundation’s retired Chief Financial Officer, Jerry knows a thing or two about investments, and he appreciates the Community Foundation’s approach to utilizing world-class investment managers with a goal of outperforming appropriate target market benchmarks over long periods of time.

“I'm pretty good at investing, but there's no way I can emulate what the Community Foundation does from the investment perspective,” he said.

Our clients are at the heart of our work at the Community Foundation.

Some clients come to us knowing exactly the organizations or causes they wish to support; others choose to support the unforeseen needs of our community that might change over time. Those generous individuals are known as Change Makers, and their changing needs funds support the evolving needs of Western New York.

Changing needs dollars support our leadership work, which is guided by a strategic planning process that centers community voice and is led by our Board of Directors every five years. The most recent process resulted in four community goals, which are listed on the next page, that will guide us through 2027.

On the following pages, you will read more about our Change Makers and some of the collaborative community work made possible by their generosity.

The Roundtable's Reentry Coalition was recognized with the prestigious national Excellence in Criminal Justice Award from the Bureau of Justice Assistance for its work providing key support to improve outcomes for reentering citizens and the impact the work has made in the coordination of services to reduce recidivism in our community.

Felicia Beard, Associate Vice President, Racial Equity Initiatives, joined the Reentry Coalition’s co-chairs – Thomas Diina, Chief of Community Reintegration, Erie County Sheriff’s Office; and Mark O’Brien, Erie County’s Mental Health Commissioner –in Washington, D.C., in November to accept the award at the Bureau of Justice Assistance’s 40th anniversary event.

FOCUSING ON A COMMON GOAL

Racial Equity Roundtable

The path to meaningful change comes into focus when you have committed partners working together.

The Greater Buffalo Racial Equity Roundtable, convened by the Community Foundation in 2015, continues to engage more than 350 community partners to move forward its strategic agenda, intentionally focused on achieving racial equity by changing policies, practices and procedures to ensure every community member has an opportunity to thrive.

The Roundtable members and its partners spent much of 2024 reflecting on its collective work to date and the impact it has had in our community. With the Public Equity Group's guidance, it engaged in nearly 100 one-on-one interviews and used many of its meetings to thoughtfully discuss where the Roundtable should focus collective efforts going forward. This critical strategic planning process will wrap up in 2025 and focuses on how to strengthen, deepen and scale the work underway.

Benefits Cliff

Sometimes, more means less. That is the case when employers are paying people in the workforce a higher salary due to career advancement – which should increase their overall means – but in reality, they are bringing home much less because that salary increase results in a loss of public benefits.

Simply put, one dollar over the earnings threshold is all it takes for an individual to lose critical support, such as healthcare, housing and nutrition benefits. This is called the Benefits Cliff.

The ripple effect is that positions are going unfilled, with employees turning down promotions or more hours due to the Benefits Cliff, resulting in employers struggling to build their businesses due to a limited workforce pipeline, ultimately leading to stunted economic growth for our entire region.

The Benefits Cliff is a critical issue, and the Racial Equity Roundtable is proud to partner with the Buffalo Niagara Partnership to address it.

In 2024, the Employ Buffalo Coalition worked with leaders across the state to develop policy changes to soften the Benefits Cliff. One recommendation concerns the amount of assets an individual is allowed to have to keep their benefits, currently $2,500. This low limit discourages people from responsibly building savings to protect their families, including all important savings for transportation to work. The Coalition recommends individuals be allowed to increase their savings to $10,000 before facing the risk of losing their benefits. The Buffalo Niagara Partnership and the Atlanta Federal Reserve created an Employ Buffalo Niagara Benefits Cliff Calculator, a free and accessible tool for employers that will do the math to calculate an individual’s Benefits Cliff.

Racial Healing Circles

One of the areas identified as ready to scale given the impact to date is the Racial Healing Circles, which build relationships by offering a safe space to expand and deepen personal connections across racial groups.

After the tragic Tops massacre on May 14, 2022, the Roundtable, thanks to generous ongoing support from the W.K. Kellogg Foundation, expanded its racial healing work. A cohort of 11 organizations were trained in the Truth, Racial Healing & Transformation framework. The racial healing practitioners hosted over 100 circles in the Greater Buffalo region, reaching over 1,500 people and increasing opportunities for the public to be involved in these meaningful conversations. The healing circles provided structured spaces where individuals from diverse racial and ethnic backgrounds were able to engage in open and honest dialogue that helped foster understanding of different perspectives, experiences and histories.

LAUNCHING A LOVE OF READING

Read to Succeed Buffalo

“We

have three and four year olds coming into our programs who have never held a book. That is something we need to change.”

The story of Read to Succeed Buffalo (RTSB) began in 1998, when several nonprofit organizations, including the Community Foundation, came together to strategize how to improve educational outcomes for at-risk children. Out of that collaboration, RTSB was born in 2006. Now it is an independent nonprofit guided by the belief that all children can achieve success with exposure to high-quality, intentional instruction and literacy-rich environments from birth through third grade.

Today, RTSB works with childcare providers and schools to implement evidence-based programming and professional development literacy supports for teachers. This ensures children have access to highly trained teachers and intentional instruction, regardless of their economic status.

Additionally, children have access to one-on-one tutoring opportunities through RTSB’s AARP Foundation Experience Corps, which pairs older adults with students to help them become better readers.

“The AARP Foundation Experience Corps has been a game changer for Buffalo, particularly during the pandemic, when our volunteers continued to participate virtually, and now postpandemic, as we work even harder to close the achievement gap,” said Anne Ryan, Executive Director, RTSB.

In the 2023–24 school year, 87 mentors provided 5,565 hours of direct tutoring to 281 students in grades 1–3. As a result, nearly 100 percent of students improved how many words per minute they could correctly read and their reading fluency. The program continues to expand and now includes 125 volunteers across 12 Buffalo public schools.

Turning to the next chapter, Anne looks forward to a book distribution program, in partnership with Erie County, that mails books to children in Buffalo and rural Erie County every month until their fifth birthday.

The Community Foundation has remained involved with RTSB every step of the way, as a thought partner, funder and advocate of its work.

“The Community Foundation started this work 20 years ago, and support directly equates to outcomes – to measurable improvements in behavior and skill development on the part of both the practitioners and the students in the classroom,” said Anne.

INNOVATIVE COLLABORATION TO PROTECT OUR ENVIRONMENTAL ASSETS

From fresh water to clean, safe neighborhoods to healthy housing, everyone benefits from environmental protections.

Through our leadership work, which is supported by our changing needs clients, one of the Community Foundation’s goals is to steward the region’s environmental assets – such as our water, parks, green spaces and four-season climate – in the context of climate resilience. To achieve this, the Community Foundation plays a convening role in protecting our environmental assets and facilitating climate resiliency efforts by collaborating with dedicated nonprofits and attracting additional federal funding to support those efforts.

In 2024, the Community Foundation was an active partner in attracting more than $40 million to Western New York to support climate resiliency efforts.

Buffalo Niagara Waterkeeper was one of just four entities in the Great Lakes Basin awarded funds by the U.S. Environmental Protection Agency (EPA) to oversee an innovative watershed partnership funding model and will work closely with partners to implement up to 16 projects within designated communities in Western New York over the course of six years.

“We’re going to turn back around and regrant those dollars to underserved communities to help elevate and prioritize environmental projects for those that have previously faced barriers to access funding,” said Jill Jedlicka, Executive Director, Buffalo Niagara Waterkeeper.

Key program elements include community engagement and grantmaking (both supported by the Community Foundation), professional development, and training for environmental justice organizations.

“Buffalo Niagara Waterkeeper has spent 35 years working to protect and restore our water quality, our ecosystems, connecting people to water, all stimulating economic growth and resilience within our community,” noted Jill. “This is made possible through more than 250 partnerships, including the Community Foundation.”

The Michigan Street Baptist Church is one of the four anchor institutions in the Michigan Street African American Heritage Corridor, composed of locations across Buffalo, and it embodies themes of freedom, cultural expression and self-determination, spanning time and transcending a single geography.

PRESERVING AND CELEBRATING A HISTORIC GEM

“If these walls could talk, oh! The stories they would tell!” reflected Lillie Wiley-Upshaw.

Lillie is the Chair of the Buffalo Niagara Freedom Station Coalition, the nonprofit that owns the Michigan Street Baptist Church, which has served as a beacon of hope for generations.

As racial inequality divided the nation in the 19th and 20th centuries, Buffalo became a hub for abolitionists, civil rights leaders and social activists – with the church playing a prominent role in those revolutionary movements. It served as the center of community life for Buffalo's growing Black community and also became a legendary Underground Railroad station, providing sanctuary to those fleeing slavery before crossing to freedom in Canada.

But time took its toll on the church, and over the years, it fell into disrepair. In 2001, the Community Foundation stepped in to support the church, rallying its peers to jointly fund emergency roof repairs. Since then, the Community Foundation has served as both a funder and convenor around efforts to preserve the structure as it becomes a tourism destination, with plans to reopen to the public in 2025, and in building the capacity of the Buffalo Niagara Freedom Station Coalition.

“We are creating a space that will welcome all people,” said Lillie.

“The church is a living example of what can happen when we all come together. We are working to preserve the African American history of our city and restore a once thriving community. When we accomplish our goals, we hope to leave a lasting legacy of economic prosperity, pride and hope for future generations.”

LIFTING UP YOUNG VOICES TO SPARK CHANGE

Communities of

Giving Legacy Initiative

A desire to pay it forward, an appreciation of how government works, an understanding of grantmaking, and memories that will last a lifetime are just some of the lessons that participants of the Communities of Giving Legacy Initiative® (CGLI) programs take with them.

The CGLI, an initiative of the Community Foundation, works to cultivate positive change in the lives of trailblazing youth of color in Western New York.

The CGLI offers unique educational opportunities to spark curiosity about philanthropy and advocating for social change. Through a partnership with the Buffalo Urban League, two programs bring this to life: The Young Philanthropists (TYP) and Close Up.

TYP is a months-long program for high school juniors and seniors that takes a deep dive into the pillars of philanthropy. Participants learn about local organizations and grantmaking, and in 2024, as part of the program, the students were able to award $1,500 grants to The Belle Center and Home Beneath Our Feet, Inc.

“The Young Philanthropists builds your character, so it’ll help you through life,” added Christa, 2024 TYP and student at Buffalo School of Culinary Arts & Hospitality Management.

The Close Up program is an opportunity for youth to learn about government and democracy during a week-long trip to Washington, D.C. High school students commit to learning outside of the classroom, visiting an array of important sites in our nation’s capital, and also engage with government at the local and federal levels.

“It’s a great learning experience and hands-on way to learn about the government and issues around the country,” said Anthony, a student at James Madison High School who participated in Close Up.

As the next chapter of the CGLI unfolds, it continues to look for ways to inspire young people to make a difference and spark change for future generations.

In November, the CGLI held its annual Pay It Forward Awards, which recognize personal and professional accomplishments and how those actions increase philanthropy in communities of color.

A SHARED VISION FOR THE EAST SIDE

Community Response Fund

The Buffalo Together Community Response Fund, which was established in the wake of the May 14, 2022, shooting and convened by the Community Foundation and the United Way of Buffalo & Erie County, is now its own entity: Buffalo Together.

A learning journey – that prioritized direct engagement of East Side residents and listening to community voices through focus groups and individual interviews – guided the Buffalo Together Community Response Fund’s Steering Committee to develop its report A Roadmap for the Future. This is a detailed investment strategy that will inform the work through 2029.

The recommendations in the investment strategy are grounded in wealth-building solutions and development without displacement.

Four non-negotiables that were heard from the community as priority for future growth were outlined as well: safety, resilience, health and wealth.

Several priorities for accompanying the shared vision of an inclusive and prosperous East Side were also identified, including affordable housing, accessible and affordable food, economic

self-sufficiency, accessible health services, safe and walkable streets, improved internet access, educational opportunities to learn and lead with evolving technologies, investments in community resources, culturally appropriate and people-centered anchor institutions, and the renaissance of the East Side’s historic cultural legacy.

To create the necessary long-term change, the first recommendation of the report calls for creating a physical Buffalo Together hub to function as a coordinating entity to facilitate community education, connection and community investments.

There are eight other specific recommendations that include development strategies and innovative solutions for better food access and affordable housing.

“Buffalo Together envisions the East Side of Buffalo as an inclusive and prosperous community where residents choose to reside for generations, contribute and participate in an ongoing and evolving investment strategy, and enjoy a great quality of life, perpetuating a cultural community and financial legacy, of improved health and intergenerational wealth.”

The Community Foundation’s Investment Committee has oversight of more than $944 million in charitable assets. Members of the Committee are specifically recruited because of their knowledge of investments. They receive advice throughout the year from our independent investment consulting firm, Crewcial Partners LLC, which specializes in advising large endowments and foundations nationwide.

Together, they work to allocate the charitable assets entrusted to the Community Foundation’s care into a highly diversified mix of global equities, fixed income and alternative investment strategies. This includes more than 60 different investment management organizations pursuing strategies within 11 different asset classes. Within each asset class, the Community Foundation seeks to utilize world-class investment managers with the goal of outperforming appropriate target market benchmarks over long periods. The Committee remains focused on maintaining a prudent strategy that is consistently executed.

LISTENING TO AND SUPPORTING NIAGARA COUNTY’S STORY

Niagara Area Foundation

From the historic waterways of Lockport to the arts scene of Lewiston to the rushing rapids of Niagara Falls, every corner of Niagara County has a story to tell. And for nearly 25 years, the Niagara Area Foundation (NAF) has been part of those stories as it connects people, ideas and resources to improve lives across the county.

Since 2000, the NAF, a division of the Community Foundation, has engaged a dedicated Council of Niagara County residents that is committed to making a difference.

Families and individuals support causes and organizations most meaningful to them through funds at the NAF. Additionally, each year, the NAF runs a competitive grants process that supports its two priorities: youth enrichment and the environment.

As the NAF prepares to celebrate its 25th anniversary in 2025, it has received a capacity building grant from the Ralph C. Wilson, Jr. Foundation. As a first step, the NAF will be creating a strategic communications plan to increase its visibility in Niagara County.

One of the ways it does this is through its annual competitive grants process, where funding is distributed to support local nonprofit organizations.

The 2024 process started with more than $32,000 available that created a ripple effect of giving. Additional co-funding support from clients nearly doubled the impact, totaling almost $64,000 that went to 14 organizations.

As the Wyoming Foundation prepares to celebrate its 50th anniversary in 2026, it has received a capacity building grant from the Ralph C. Wilson, Jr. Foundation. As a first step, the Wyoming Foundation will be creating a strategic communications plan to increase its visibility in Wyoming County.

As the Racial Equity Roundtable gets set to mark eight years since it publicly launched, it is working in partnership with John Newsome and his talented team at the Public Equity Group to develop a new strategic plan for the Roundtable. The third quarter meeting in September included a broad discussion about work to date and an opportunity for attendees to break into smaller groups for more focused conversations on some of the preliminary findings that highlight areas of success as well as areas of opportunity.

Serving Rural Communities Convening in Lewiston.
