There is strength in numbers — especially when an entire community comes together for the greater good. The year 2020 was undoubtedly marked by challenges, loss and uncertainty. However, Western New York reaffirmed its resilient spirit by responding with urgency, generosity and courage. Together, we delivered support to every corner of the region. Through partnerships, old and new, our community mobilized and worked to break down long-standing barriers to racial equity. We were truly inspired by the collaborative progress. In times like these, our gratitude for your partnership cannot be overstated. We hope the stories found within the following pages provide inspiration and optimism as our community continues to move forward together.

UNPRECEDENTED CRISIS, UNPRECEDENTED collaboration WN Y COVID -19 COMMUNIT Y RESPONSE FUND The brightest light guiding and inspiring the Community Foundation in 2020 was the incredible generosity of our clients and partners. It became clear in mid-March 2020 that we were facing a health crisis of epic proportions in every corner of Western New York. As a community convener, the Community Foundation rapidly responded with our partners at The John R. Oishei Foundation, Health Foundation for Western and Central New York, United Way of Buffalo and Erie County, Ralph C. Wilson, Jr. Foundation and the Peter and Elizabeth C. Tower Foundation, to bring together the funding community to stage a coordinated and regional philanthropic response through the WNY COVID-19 Community Response Fund.
Weekly calls were initiated to ensure the group, including dozens of funders, was receiving up-to-the-minute information on needs in the community and to ensure the collective response was coordinated through a racial equity lens. What happened in rapid succession is testament to the collective generosity and willingness of hundreds of foundations, corporations and individuals to support our region through one of the darkest years in recent memory. The next few pages detail the Fund’s two simultaneous approaches to grantmaking to address the immediate needs in our community and fund solutions to long-term challenges exacerbated by the pandemic.

Emergency Response Grants The first priority when the WNY COVID-19 Community Response Fund launched was to ensure funds were distributed as efficiently and effectively as possible to organizations serving on the frontlines of responding to the crisis. Less than two weeks after publicly announcing the establishment of the WNY COVID-19 Community Response Fund, $4.5 million was granted to 74 organizations serving the eight counties of Western New York. These organizations were addressing immediate needs in our community in the areas of food, housing, healthcare, childcare, mental health, transportation and other emergency services.

By the end of May, the Fund awarded nearly $7 million in grants ranging from $500 to $300,000 to approximately 400 organizations. While dispersing the immediate response grants, it became abundantly clear that grassroots organizations were also playing an important role during the COVID-19 crisis and needed a different level of support. Recognizing that, a team was convened in each county to rapidly deploy resources to small urban and rural organizations to support needs ranging from stocking community food pantries to supporting infrastructure needed to meet increased demand for mental health services.
GR A NTEE TH A NK YOU NOTES YWCA Niagara Frontier | “The YWCA of the Niagara Frontier staff adapted to serving the needs of our community in many ways with the support of a WNY COVID-19 Community Response Fund grant. Our school staff quickly adjusted planning summer care programs and sending virtual connections to the kids and Child Protective Services and local police, and District Attorney’s office liaison staff began checking in remotely with their clients and continuing to get new referrals. The safehouse staff has been taking care of a family and doing a lot of sanitizing and cleaning. Our 19 families of women and children living at Carolyn’s House were given face masks and hand sanitizer.”
St. Elizabeth Ann Seton Food Closet | “The grant dollars that we received from the WNY COVID-19 Community Response Fund were used to purchase additional food for the St. Elizabeth Ann Seton Food Closet. On occasion, we have to supplement certain food items that are not available through our food bank supplier. Solutions FOR A BRIGHTER FUTURE MOVING FORWARD TOGETHER In June 2020, the WNY COVID-19 Community Response Fund decided to expand its response to the pandemic and look toward recovery by inviting stakeholders to strengthen key systems through new solutions.
Basic Needs Emergency Grants
Connecting Food Systems Ensuring that everyone has access to good quality food — and that we support our local producers— has been a critical need during the COVID-19 crisis. A community-focused, regionally coordinated planning effort, facilitated by the WNY Foundation, was launched to find solutions called Food Future WNY. It has united stakeholders, representing diverse aspects and perspectives of the region’s food system. Together they are working with a national team of food system experts to address long-term food insecurity in Western New York. Developing Public Policy The Fund awarded a grant to the Partnership for the Public Good to embark on a yearlong public policy and advocacy initiative. In partnership with the nonprofit sector, and with significant input from the community, this effort is focused on making changes to public policy at local and state levels to address the long-term impact of the COVID-19 crisis. For example, the team is advocating for permanent changes to expand telehealth coverage.
At the end of 2020, approximately $1 million was granted to support these five efforts, with much more to come in 2021 and 2022 as progress in these endeavors continues.
Moving Forward Together Initiatives
Sourcing Personal Protective Equipment (PPE) Sourcing reliable and affordable vendors for PPE was a challenge from the start with COVID-19. By working with local nonprofit Visually Impaired Advancement (VIA), a coordinated effort was created to source and purchase PPE to ensure nonprofits had the equipment they needed to safely serve our community. In 2020, more than 100 nonprofits were able to purchase reliable and affordable PPE through this effort. Achieving Digital Equity and Inclusion Our service delivery system has completely changed during the pandemic to one that is far more reliant on virtual and electronic communications. The Fund has convened an initiative, facilitated by the Peter and Elizabeth C. Tower Foundation, to bring together over 55 stakeholders, similar to the food system effort, to collectively work on solutions to bridge the digital divide through equity and inclusion in both urban and rural areas of Western New York.

Encouraging New Ideas In June, a Request for Ideas (RFI) process was launched to surface collaborative solutions from nonprofit leaders to address challenges our community is facing. The response exceeded all expectations and 14 grants were awarded encompassing 300 partners to plan and/or implement these solutions in a wide array of sectors from housing and homelessness to improving digital literacy.

Live Well Erie Housing Taskforce’s Stability Program
Systems Change to Improve Health Outcomes
The Live Well Erie Housing Taskforce is working to create a comprehensive, fullservice set of housing stability reforms in Erie County. By addressing the long-standing, systemic issue of housing instability in Erie County, the plan is to redress the structural barriers within our community to stable housing access. The taskforce is comprised of leading experts from the nonprofit, public and private sectors who are working collaboratively to address the critical issues of housing inequity, housing instability and the availability of quality affordable housing in our region. The taskforce believes that addressing housing instability in Erie County requires race conscious interventions that focus on the needs of individuals, while seeking to effect larger policy change.
The Community Health Center of Buffalo is addressing racial equity in healthcare and equity for vulnerable populations. The focus is on Erie and Niagara County residents of color who are disproportionately impacted by institutional and systemic factors contributing to poor health outcomes. Activities will be grounded in the cross-sector collaboration needed to effect systems change. This initiative is taking a regional approach to identify barriers, measure biases, and develop solutions, including public policy changes to address institutional and systemic racism. A team from the Community Health Center heads out in a mobile van to bring COVID-19 healthcare to a neighborhood on the east side of Buffalo.

A lifetime OF GIVING BACK BETT Y CRUMP
While Betty Crump’s love of Buffalo may not be unique, her history of giving is certainly inspiring. Born in 1943 in Rochester, New York, Betty spent her childhood immersed in a variety of activities. “The most meaningful gift my parents gave me was that they made me learn one new thing a year,” Betty recalled. This thirst for continuous education carried Betty into adulthood when she moved to Buffalo to be a teacher at Amherst High School before becoming a Certified Financial Planner.™ Betty also learned from her parents the importance of giving back. As a child, she donated 10 percent of her allowance to charity each week. As she got older, she also gave back time by volunteering at Friends of Night People for 45 years, and at FeedMore WNY. Through a Fund established at the Community Foundation in 2007, Betty is able to support the organizations and causes that are important to her in different ways.
Each year, Betty provides support to address our community’s changing needs through her endowment. Reflecting on that priority, Betty said, “If the pandemic was not a changing need, I do not know what is. I was proud to support the WNY COVID-19 Community Response Fund in 2020. It was a brilliant way to support the nonprofits that so desperately needed help.” In addition, Betty’s changing needs dollars have helped support other efforts, such as improving educational achievement through Say Yes Buffalo and protecting our environment through the Western New York Land Conservancy and Buffalo Niagara Waterkeeper. Betty does not have children and says that is one reason she named the Community Foundation in her Will, so she could continue to support the community she loves, in her name, forever. “I admire the Community Foundation’s leadership role in Western New York,” Betty said. “I trust the Community Foundation to use my money according to my wishes after I am gone.”
“I love Buffalo — the people, the relationships, the direction, the football team,” remarked Betty. “The Community Foundation has helped me feel even more connected and gives me one point of access to achieve multiple charitable goals.”

CHAMPIONING change BUFFALO BILLS SOCIAL JUSTICE FUND The Buffalo Bills ascended into the national spotlight in 2020 for their incredible play and successful season. Equally impressive was how the team stepped up to support our community during difficult times.
of the things that they are dealing with on a daily basis. We felt that it was important for us to use this platform that we have to give back,” said Jerry Hughes, defensive end for the Buffalo Bills, who contributes to the fund.
After students transitioned to remote learning, the Buffalo Bills announced a $500,000 grant to help close the digital divide and ensure Buffalo Public School students would have the internet access they needed to attend school virtually.
To root this effort, the Buffalo Bills established the Buffalo Bills Social Justice Fund at the Community Foundation.
The Buffalo Bills took on social justice as an area of focus in 2017 to give their players a voice and an opportunity to help improve lives in their adopted community in meaningful and practical ways. What is so unique is that these efforts are player-driven and involve nearly the entire team. A committee that includes ownership, team leadership and players participates in outreach that, in 2020, focused on helping youth overcome various barriers, including health and wellness, after school programming and STEM education. “We understand some of the struggles that people who look like us are going through and some

To date, grants total nearly $1 million. For Western New Yorkers, the Bills were a highlight in a very challenging year. While driving the football down the field was certainly something to cheer for, driving social change in our community is another meaningful way the team came together to make a long-term impact.

Generations OF GENEROSITY HAHN FAMILY FOUNDATION
“Our story is about carrying out the charitable legacy our parents and grandparents built, which is why we have chosen to give through the Community Foundation,” reflects the third generation of the Hahn family. For the Hahns, generosity has come naturally for generations. “Giving is in our blood,” is how they describe the legacy of giving that has been instilled in them. Their grandfather, Charles Hahn, was born in 1903 and came from humble beginnings. He married Marion Sattler, whose father founded Sattler’s Department Store in Buffalo. Charles took over the day-to-day operations of Sattler’s, which, at its peak, employed 800 people. He was known to his employees as being a very generous man, rewarding their hard work with sizeable bonuses. Marion passed away in 1963, and Charles continued to share his time, talent and treasure, eventually establishing the Hahn Family Foundation in 1970, with the help of his son Jack, an attorney, and his daughter-in-law, Anne. Jack was a graduate of both Princeton University and Harvard Law School. He was involved in many community and philanthropic organizations in and around Western New York, and was especially passionate about the arts. Anne brought a deep connection to the environment, and sought ways to support efforts focused on ecology. Through the Hahn Family Foundation, they supported causes that were most important to the family, including the arts and the environment.
After Anne passed away in 1998, and Jack in 2014, their children wanted to continue to honor their family’s legacy by focusing more on giving and less on the required administrative aspects of managing the Hahn Family Foundation. They turned to the Community Foundation to alleviate the administrative burden. “We sleep well because we know that the Community Foundation is taking care of dotting the i’s and crossing the t’s while we are taking care of the causes important to us,” they said. While they remain committed to supporting the environment and the arts through these challenging times, they also appreciate the Community Foundation’s dedication to understanding the needs in Western New York, whether new or those exacerbated by the pandemic, and its dedication to finding solutions. “The Community Foundation has been around for a long time,” noted the Hahns. “We know the Community Foundation and we trust them to carry out our charitable wishes.”

Prepped FOR THE FUTURE BUFFALO PREP A dreamer. A leader. An activist. A scholar. Buffalo Prep believes these qualities are within every student, and aims to nurture individual talents and goals through its enrichment programs. “We want to ensure that our students are provided everything that they need so that, however they define success, they are prepared,” said Patti Stephen, Robert G. Wilmers Endowed Executive Director of Buffalo Prep. In 2020, that meant everything from dropping off science kits and other supplies to students’ homes to partnering with other organizations to support mental health. Buffalo Prep was founded in 1989 by education and community leaders to help talented underrepresented students prepare for and excel at demanding college preparatory high schools. Over the years, Buffalo Prep has grown and, today, it offers five programs that serve more than 650 students and alumni annually. “Buffalo Prep provides opportunities to see things on a different level and enrich the students from beginning through life, essentially,” said Luis Rodriguez, current Board member who is also a 1997 Buffalo Prep alumni. “They were there throughout my high school and college years. Now serving on its Board the past six years, it is coming full circle.”
When Buffalo Prep celebrated its 25th anniversary and evaluated its strategic goals in 2014, it decided to launch an endowment campaign to advance its mission for many years to come, with the ultimate goal of growing it to support and supplement student scholarships. After exploring different options on where to establish that endowment, Patti said, “It was a no-brainer to us to partner with the Community Foundation. The longstanding relationship and trust that was built between us and the deep understanding of our mission was what helped us make that decision.” Looking to the future, Buffalo Prep remains dedicated to helping its students reach their potential, and sees its endowment as a way to ensure their success for generations to come.
“The endowment at the Community Foundation provides us with a great sense of security in these challenging times,” said Patti. “It is there if we need it, and we are confident it is in good hands.”

HONORING A HOMETOWN connection GEORGE AND AGNES FARRIS, CELIA LIPTON FARRIS & VICTOR W. FARRIS FOUNDATION
To George and Agnes Farris, Buffalo is about roots. “It is where the family is from,” said Agnes. “It is about our history.” The Farris family moved to Buffalo in the late 1800s. George grew up in Buffalo, and after graduating from Kenmore High, he went on to lead a storied career in academic research and teaching as professor of Management. Both George and Agnes have always made it a point to stay connected to our region. George’s father Louis and his three brothers attended Hutchinson Technical High School and built careers in engineering and medicine. His uncle Victor Farris graduated from the University at Buffalo, moved to New Jersey and became a successful industrialist and inventor. His many patents range from industrial safety and relief valves to the milk carton. In 1955, he met his wife, Celia, an accomplished singer, and together they balanced their careers and interests with growing a family. Victor passed away in 1985, and the following year, the Celia Lipton Farris & Victor W. Farris Foundation was formed. When Celia passed away in 2011, George retired from teaching and became president of the foundation. Today, both he and Agnes serve as trustees to help honor the wishes of Victor and Celia.
George and Agnes first came to know the Community Foundation when they established a scholarship fund for students at Hutch Tech. Through that relationship, they saw an opportunity to further support their hometown and established the Celia Lipton Farris & Victor W. Farris Foundation Home Community Fund. They have asked the Community Foundation to help them identify opportunities for funding that are in line with their interest areas. “Through our visits to Buffalo, we learned what access to education can be,” explained Agnes. “We have been back throughout the last 40 years at different times. It was bleak at some points, and seeing Buffalo come back is inspiring. The Community Foundation introduced us to some of the impactful work underway in Western New York.” In 2020, George and Agnes responded to the COVID-19 crisis by working with the Community Foundation to identify area nonprofits addressing the crisis by increasing their capacity for behavioral health telemedicine.
“The Community Foundation has its finger on the pulse of Western New York. It knows the needs and how to connect those needs to resources,” said Agnes. “That is of immense value to us.”

M O MENTUM The needs in Western New York are ever-changing, and 2020 proved that nobody can anticipate what challenges we may face together. As a community foundation, it is important that we recognize that the solutions to these challenges are as unique as the community we serve. Change Makers understand this and consider the impact they can make now—and in the future — through endowment funds that provide sustainable support to address these changing needs. The Community Foundation’s leadership work to identify challenges, create goals and fund solutions is prioritized through a rigorous strategic planning process led by the Board of Directors, and includes analyzing qualitative and quantitative data, as well as resident input. In 2020, some of these changing needs dollars were used by the Community Foundation to move quickly to address the immediate needs of the region in the wake of the pandemic. You will read about our four current goals and a few of the collaborative solutions we support over the next 12 pages.

Increase racial and ethnic equity Given the spotlight on health disparities and racial injustices in 2020, there is more urgency than ever to make meaningful change and close racial equity gaps to ensure all residents have the opportunity to learn, work and contribute to our community.
Improve educational achievement and workforce readiness for residents living in low-income households Our education system was tested in unimaginable ways in 2020. We must continue to find solutions to bridge the digital divide, which is impacting service delivery for everything from healthcare to education, and is creating barriers to learning and earning for our most vulnerable residents. By removing financial, academic, social and health barriers to educational attainment, we can develop the skills in our local talent pool to support long-term economic growth in our region.
Protect and restore significant environmental resources and promote equitable access The COVID-19 crisis presented opportunities for residents to experience our parks, trails and waterways in new ways. It also put a spotlight on the difficulties low-income families face in accessing water — not only for recreational purposes but for critical needs, such as handwashing to prevent the spread of the virus. We must ensure that water is clean and accessible for all residents.
Strengthen the region as a center for architecture, arts and culture With cultural institutions forced to close their doors for months, it is more critical than ever to keep art alive and support our cultural institutions in different ways. This sector is not only an economic driver, but it can also help heal communities during difficult times.
Uniting TO ADVANCE EQUITY G R E AT E R B U F FA LO R AC I A L EQ U I T Y R O U N DTA B LE
Voices are being raised louder than ever, and people are listening. With a spotlight on social and racial injustices, we are in a pivotal moment in our nation’s history with an opportunity to accelerate much needed change and close racial equity gaps. In 2020, the Greater Buffalo Racial Equity Roundtable, through its 35 members and more than 250 partners, moved its work forward with increased urgency and intentionality.
Convened by the Community Foundation in 2015, the Racial Equity Roundtable is advancing a 10-point strategic agenda to close racial equity gaps in our community. The agenda is based on data from its report entitled “The Racial Equity Dividend: Buffalo’s Great Opportunity.”
Youth Employment Coalition
Business Leaders Task Force
The newest initiative of the Roundtable is made up of 30 organizations working together to create a strengthened, more coordinated youth employment system that effectively connects 16- to 24-year-old youth to career pathway opportunities in Buffalo.
Increasing purchasing with businesses of color and building their capacity to grow is the focus of the Business Leaders Task Force, a group of 12 major local employers committed to advancing racial equity. In 2020, the group continued its Buffalo Purchasing Initiative pilot project with strong results. By the end of year two, the participating businesses have increased their spend with businesses of color in Western New York by more than $15 million.
This past summer, 76 students completed the Northland Workforce Training Center’s Summer Youth Academy. Students were offered paid internships to attend the training that focused on learning advanced manufacturing skills to competitively prepare them for our future global economy.

Reentry Coalition
Narrative Change
Despite the challenges of the COVID-19 crisis, the Reentry Coalition’s 80 partners took an important step forward to reduce the high number of individuals who are rearrested after their release from jail with the opening of the Service Link Stop. This one-stop shop, located just steps away from the Erie County Holding Center, provides reentering individuals easy access to programs and services from more than 20 on-site partners that can assist with everything from housing and basic needs to job training and mental health services.
Changing the narrative by increasing an understanding of the disparities in our community has been a focus of the Roundtable’s Community Engagement and Awareness workgroup. An ongoing partnership with WBFO has led to the creation of the Racial Equity news desk and the hiring of a full-time reporter of color. During 2020, journalist Thomas O’Neil-White was embedded in the community, telling stories of how the COVID-19 crisis disproportionately impacts communities of color. These stories illuminated how leaders in our community in the same industry have had very different lived experiences based on their race.

Boys and Young Men of Color For young men of color, 2020 was an extremely important year to lift their collective voice to advocate for better life outcomes. The Breaking Barriers Youth Leadership Council, a group of young men committed to becoming leaders in our community, was active and engaged. When the COVID-19 crisis hit, the young men started meeting daily on Zoom to talk about the challenges they were facing and take action together. They gathered safely with masks to collectively call for social justice change in our community and assist with needs.

The Buffalo Niagara Partnership played an important leadership role in meeting a critical moment for businesses in 2020 when it committed to strengthening inclusive workplaces with urgency. The Buffalo Niagara Partnership was ready to meet the need through its Diversity and Inclusion initiatives, which includes a workplace academy, executive exchange, and the first diversity and inclusion survey created for businesses to better understand their collective needs.

SPARKING BRIGHT futures SAY YES BUFFALO From inquisitive preschoolers to college-bound seniors, every child deserves access to a high-quality education where they have the opportunity to learn and flourish. When the COVID-19 pandemic shut down physical school locations in March 2020, the education system was tested in unimaginable ways. For children living in low-income households, this community crisis only heightened barriers to educational success. Say Yes Buffalo helped lead the way when it came to supporting Buffalo Public School students and their families from the moment the crisis hit our region. With its vast network of community partners, Say Yes Buffalo immediately responded by pivoting to meet the immediate needs of the community it serves. Buffalo Public Schools provided food, and Say Yes Buffalo staff and other community volunteers got it in the homes of the families that needed it the most. Family support specialists continued to conduct 150 home visits each week to check in on families and provide mental health support. Say Yes Buffalo was able to move critical extended school time to a virtual platform and made sure students had everything they needed for remote learning. Additionally, Say Yes Buffalo transitioned its Saturday Academies to a virtual platform with 2,200 people joining for online college tours and other enrichment activities.
When it became clear that remote learning would continue for the foreseeable future, Say Yes Buffalo, in partnership with Buffalo Public Schools and Erie County, established 45 virtual learning hubs throughout the City in the fall of 2020. These hubs provided tutoring and academic support to students so their parents and guardians would not have to make the choice between work and being home while their children learned remotely. Say Yes Buffalo continues to provide scholarships to eligible graduates of Buffalo public and charter schools to all SUNY/CUNY schools and more than 100 private colleges and universities across the United States. Since its 2012 launch, Say Yes Buffalo has awarded more than $15 million in scholarships across six graduation classes of students. The number of schools “in good standing” has tripled from 12 to 37, and the graduation rate in Buffalo has increased by 27 points. Now at 76 percent, it is the highest it has been in decades. While these are remarkable results, the strength of Say Yes Buffalo was certainly tested in 2020. By rallying behind Buffalo students and their families, and supporting them in new and meaningful ways, Say Yes Buffalo demonstrated the essential role this community partnership plays in Western New York and how a strong support system can benefit students, both in and out of the classroom.
“Say Yes is doing a lot for the students that live here in Buffalo,” said Sydney Favors, a Say Yes Buffalo alumna who is now a teacher in the Buffalo Public Schools. “It has improved the lives of so many of my classmates I went to high school with. A game-changer FOR HEALTHY HOMES LE AD SAFE TA SK FORCE
Every child deserves an opportunity to succeed in school and life without the threat of lead poisoning and its devastating effects on future learning. With children spending more time in their homes in 2020, the collective work to eradicate childhood lead poisoning took major steps forward to reduce this often-invisible risk in our community. In 2018, the Community Foundation convened the Lead Safe Task Force by inviting doctors, parents, lawyers, faith leaders, community health workers, community and housing advocates and the Buffalo Public Schools to come up with solutions for eradicating lead poisoning. Recognizing that approximately 80 percent of Buffalo’s children with elevated blood lead levels live in rental singles and doubles, the Buffalo and Erie County Lead Safe Task Force started linking arms with partners in the City, County and State governments to develop solutions from different angles.
In 2020, the City of Buffalo passed critical legislation—prioritized by the Lead Safe Task Force—that will expand the city inspectors’ ability to conduct interior inspections of residential rental units.
In a study commissioned by the Lead Safe Task Force, the data clearly showed that the City of Buffalo has some of the highest rates of lead exposure in the nation. In September 2020, New York State’s Attorney General took an important step forward by filing a lawsuit against a local landlord who is accused of repeatedly violating lead hazard laws, which resulted in many children being poisoned. Many homeowners and landlords found themselves with more time in 2020 to make improvements, creating a critical opportunity to educate do-it-yourselfers on the importance of lead-safe practices. In the fall of 2020, the advertising component of the “Get Ahead of Lead” campaign launched. Developed by landlords for landlords, billboards, bus wraps and posters were launched to encourage landlords to visit GetAheadofLead.org, where they can easily find tips and resources to keep themselves and their renters protected from lead. Together, we are chipping away at this very dangerous—yet preventable—problem that threatens to hold our children back from critical learning opportunities and living healthy lives.
The City was also able to secure $2.3 million in federal funding to address this issue.

The Lead Safe Task Force Housing Access Working Group places women who are pregnant and/or parenting young children in healthy, affordable housing and develops a housing pipeline that prioritizes the needs of these families. In 2020, Buffalo Prenatal Perinatal Network moved families from unsafe rentals in disrepair into new apartments provided by the nonprofit housing agency, Heart of the City Neighborhoods. PAINTING A PICTURE OF hope ARTS EMERGENCY FUND
Whether it is a painting on a canvas, a mural on the side of a building, a concert, or a theatrical performance, art can be a source of healing for communities by bringing us together during challenging times. With cultural institutions forced to close their doors due to COVID-19 safety measures, it was critical to keep art alive and support our cultural institutions in many different ways. Our Western New York arts organizations did what they do best—they got creative. From taking performances online to creating installations you could drive, bike or walk by, they assured us that the show would go on. One way the Community Foundation supports the sector is through Fund for the Arts. This funders cooperative, administered by the Community Foundation, brings together public, private, family and corporate foundations to assess the needs of our arts community. Fund for the Arts provided initial funding to create Arts Services Inc. (ASI) of Western New York in 2011, an organization with a mission to empower the region’s artists and arts organizations with funding and technical assistance while promoting community access to the arts. ASI played a critical role in responding to the needs of the arts and cultural sector during the COVID-19 crisis by creating the WNY Arts Emergency Relief Fund. Fund for the Arts contributed $225,000 to the Emergency Relief Fund, which provided grants to 86 organizations and 68 individuals. Grantees represented all arts and cultural forms and were located all across Western New York.
“This spring, we were preparing to present Evita when the virus halted our plans,” said Drew Fornarola, Artistic Director of Starring Buffalo, a nonprofit that aims to build artistic and educational bridges between the Buffalo and Broadway communities.
“Having lost all anticipated ticket revenue for the event, ASI provided us a generous grant through the WNY Arts Emergency Relief Fund,” said Drew. “This grant fills a critical hole in our budget caused by the virus and helps to secure our artistic future, ensuring that we’ll be ready to create more memories for our audiences and students just as soon as it is safe to do so.” During the planning process, ASI consulted with several community partners to collect feedback and insight regarding the Emergency Relief Fund. These conversations informed the process and ensured that it reflected the needs of the arts and cultural community through a racial equity lens. The Community Foundation is committed to supporting our significant cultural assets by building capacity and encouraging collaboration. These efforts will set the stage and strengthen our arts and culture sector for future generations.

Empowering THE NEXT GENERATION COMMUNITIES OF GIVING LEGACY INITIATIVE Whether paying it forward by providing a safe space for authentic conversations, gifting educational equipment or helping nonprofits better serve the region, the Communities of Giving Legacy Initiative (CGLI) saw 2020 as an opportunity to step up in new ways to achieve its mission. In a year when racial inequities were exacerbated by the pandemic, the CGLI remained committed to cultivating positive change in the lives of trailblazing youth of color living within Western New York. In June 2020, the CGLI held two virtual listening sessions, facilitated by a mental health counselor, with local high school students to help determine some of their immediate needs. From those meetings, it became clear that access to technology continued to be a challenge, and the CGLI was able to move quickly to support students in kindergarten through college by providing more than 100 laptops and other important supplies, such as scientific calculators.
“We would like to thank the CGLI for encouraging, supporting and providing laptops for our trailblazing youth of color,” said Trinisha Benson, founder of Away Out, Inc., an independent movement committed to educating and empowering young women to eliminate barriers to their future success. In December 2020, the CGLI conducted a second set of listening sessions to stay informed on rapidly changing needs. The CGLI also provided desperately needed personal protective equipment to student-support organizations serving on the front lines of the crisis, and supported other nonprofits through additional grants. Today, the CGLI continues to build its endowment and provide the social, educational and cultural resources that are so important to the success of youth of color. By providing access to civic leaders and philanthropists of color and sparking a curiosity to learn about giving at any age, the CGLI empowers its members to create a legacy within communities of color; and for communities of color, an avenue to pay it forward to the next generation.
In summer 2020, the CGLI provided more than 100 laptops and other supplies like scientific calculators to students to support them in their education.

OUR APPROACH TO charitable investing INVESTMENT COMMITTEE The Community Foundation’s Investment Committee has oversight of more than $550 million in charitable assets. Members of the Committee are specifically recruited because of their knowledge of investments. They receive advice throughout the year from our independent investment consulting firm, Crewcial Partners LLC (formerly Colonial Consulting LLC), which specializes in advising large endowments and foundations nationwide. Together, they work to allocate the charitable assets entrusted to the Community Foundation’s care into a highly diversified mix of global equities, fixed income and alternative investment strategies. This includes 56 different investment management organizations pursuing strategies within 12 different asset classes. Within each asset class, the Community Foundation seeks to utilize world-class investment managers with the goal of outperforming appropriate target market benchmarks over long periods. The Committee remains focused on maintaining a prudent strategy, consistently executed.

HOW IT WORKS
THE IMPACT OF ENDOWMENTS
This endowment was established with $2.1 million in 1978 through a legacy gift (bequest) to the Community Foundation from a parent in honor of his son, who died tragically as a young man. Today, decades after both father and son have passed on, the initial gift has more than tripled to $8 million, all while giving $9.2 million in grants to the organizations they cared about. Their fund will continue to honor this family’s charitable giving legacy by making grants to their favorite organizations in their name, forever.

Nurturing
NIAGARA COUNTY Established in 2000 by local community leaders, the Niagara Area Foundation (NAF) is committed to strengthening the Niagara region by addressing critical needs to improve lives in every corner of the County. In 2020, the NAF addressed the many community needs exacerbated by the pandemic with urgency. The NAF was one of the first foundations in Western New York to support the WNY COVID-19 Community Response Fund with instructions for those charitable dollars to benefit Niagara County. The COVID-19 Response Fund, a collaborative effort including more than 60 funding partners, awarded more than $1.2 million for immediate needs grants to organizations serving on the front lines in Niagara County. Additionally, NAF Council members served with a group of community advisors that helped disperse grants to grassroots organizations in Niagara County from the COVID-19 Response Fund. Since 2000, the NAF has supported the arts, civic needs, community development, education, the environment and health and human services with an emphasis on positive youth development. To date, the NAF has awarded more than $4 million in grants to numerous organizations that are located in—and support—the Niagara region. The NAF has established programs such as the early childhood Quality Improvement Project (QIP), which is now embedded at Niagara University. More than 1,500 children have benefited from enriched care through QIP. Nearly 800 childcare personnel have completed a 45-hour professional development certificate program, resulting in measurable quality improvements in 30 licensed childcare centers in Niagara County.

WYOMING COUNTY For more than 45 years, the Wyoming Foundation has made the most of the generosity of its clients to benefit all Wyoming County residents. Dr. James MacCallum established the Wyoming Foundation in 1974. In order to expand its capacity and better serve residents, the Wyoming Foundation became a division of the Community Foundation in 2007. This partnership allows the Wyoming Foundation to concentrate on responding to the community’s current and emerging needs, while benefiting from the Community Foundation’s expertise and infrastructure. In 2020, The Wyoming Foundation continued to support organizations throughout the County that provided important services, especially to youth and their families, during the pandemic. Approximately $26,000 in grants were awarded to the Arts Council for Wyoming County, Eagle Free Library, Friends of the Warsaw Public Library, GLOW YMCA, Wyoming County Business Center, Inc., Wyoming County Youth Bureau and Wyoming Free Circulating Library Association. Additionally, the Wyoming Foundation convenes the Thiel Roundtable, an engaged group of community leaders, caregivers and healthcare organizations who are working together to improve the health of residents of Wyoming County. One issue of concern is the rise in opioid-related deaths in the County. Through this initiative, in February 2020, every Wyoming County household received a mailer with a list of critical resources and a refrigerator magnet that includes the Wyoming County Crisis Line for easy reference. A texting platform was also established to provide a more user-friendly experience for younger audiences.

In December 2020, the Community Foundation was honored to accept an $8 million grant from national philanthropist MacKenzie Scott to advance the Community Foundation’s work to connect people, ideas and resources to improve lives in Western New York. During the COVID-19 pandemic, profound inequities and challenges have been compounded, and systems have been stretched beyond capacity in providing services to vulnerable populations in Western New York. This grant will be used to complement and enhance existing efforts to ensure a strong recovery for our region while centering race equity and economic mobility.

SMALL GR ANTS FOR SMALL CHILDREN Understanding that home-based childcare providers played a critical role in supporting families during the COVID-19 crisis, but were not eligible for many funding assistance programs, the Ralph C. Wilson, Jr. Foundation invested $1 million to support these key childcare providers across Western New York in 2020. The Community Foundation received $500,000 of the Small Grants for Small Children investment to distribute grants of $2,000 to more than 250 home-based childcare providers across Erie, Niagara, Wyoming and Allegany Counties. Childcare providers were given flexibility to use the funds as they best saw fit to help them re-open or remain open to continue to provide high quality care for children. “During what was obviously a difficult time for everyone, this money helped ensure that my daycare program could continue. So many families chose to stay home in the beginning of the pandemic. It made it hard to meet my bills. Ensuring everyone in Western New York was counted during the 2020 Census was an important initiative of the Community Foundation. The Census count guides appropriations and federal funding allocations, congressional redistricting, state and local budgets, and data-driven business and research decisions. The Community Foundation joined two efforts to ensure a complete and fair count: New York State Census Equity Fund, a philanthropic collaborative, and the Erie County Complete Count Committee, created by County Executive Mark Poloncarz and Mayor Byron W. Brown, and co-chaired by Cara Matteliano, Senior Director, Policy and Strategic Partnerships at the Community Foundation. Together, we leveraged all possible resources to create a unified message and campaign in partnership with Crowley Webb entitled Let Your Voice Be Heard. We designed this campaign to generate awareness, build enthusiasm, and educate the community on the importance of the 2020 Census and how it can positively impact communities across Western New York for the next decade. The campaign included public relations, print advertising, lawn signs, paid social media, television — traditional and streaming — radio, billboards and community giveaways such as hand sanitizer and masks. Given all the challenges of the COVID-19 pandemic that impacted the Census, we did see an increase in the City of Buffalo and Erie County self-response rates from the 2010 count.
