Our pledge to military service leavers

At Certes, we actively support service leavers by offering free advice on transitioning from military to civilian life. We do this through our Former Forces community, where we host networking events and workshops.

FCDO Services: Technology & Operations’ Programme & Project Managed Services

Business Challenges

FCDO Services were searching for a supplier that could provide expertise and specialism to support delivery and enhance capability covering the IT Operations and Technical skillsets within Digital, Data and Technology roles (DDaT). They also required a supplier who could offer rapid deployment of these skillsets within their in-house Delivery teams.

Objectives

• Rapidly deploy Security Cleared Programme, Project and Delivery Management, Architecture and BA capability on-demand to a range of in-flight Service programmes and multiple deliveries

• Create a bespoke IR35 compliant Managed Service which removes the dayto-day management of individual resources, whilst still allowing key stakeholders control over project direction

• Provide a monthly service review, reviewing service outputs, service planning, financials, and collaboration.

The Approach

Certes IT Agility Ability provided Capability as a Service (CaaS) to support FCDO Services, enabling on-demand access to IT professionals for flexible resource deployment. As part of this, Project Management as a Service (PMaaS) was introduced to enhance FCDO Services’ IT capabilities in key areas like strategy, governance, and resource management. Given FCDO Services’ extensive and complex project portfolio, this approach allowed for expert support at various project stages and the recovery of failing programmes when needed. A dedicated Service Delivery Manager (SDM) was appointed to ensure project transparency, oversee delivery timelines and costs, and maintain overall project control.

The Outcome

• Later extended by £15m for two more years due to its success

• Provided flexible, scalable project management support

• Awarded a £4m contract for Programme and Project Management as a Service over three years

• Deployed security-cleared professionals within 10 days without IR35 constraints

Summary

The MHRA’s Strategy & Architecture team within the Technology, Digital, Data & Delivery division sought Architecture-as-a-Service and Information Security services to support their portfolio of change initiatives. The services aimed to provide high-level deliverables, including architectural and technical roadmaps, data architecture support, solution options papers, impact and benefits analysis and overhaul of the existing enterprise architecture repository.
