The Specification What Černohajev prescribed — the complete bill of materials for an integrated anomalous propulsion system, drawn from Works №2, №4, №8, and №12.

The Bill of Materials Valerijs Černohajev (1958–2019) was a Soviet-Latvian aerospace engineer who spent approximately forty years developing twelve technical works spanning propulsion engineering, fusion reactor design, materials science, and planetary physics. Each stage draws on progressively rarer and more exotic materials. Stages 1 and 2 use industrial metals with unusual specifications (high-purity Al, specific MnB stoichiometry, isotope-separated ⁶Li). Stage 3 requires superconductors that did not exist when Černohajev wrote — and that are now being discovered in the exact chemical families he specified.

ANALYTICAL NOTE

The bill of materials is not a wish list. It is an engineering output — each material is specified because the physics demands it. Aluminum for conductivity-to-weight ratio. The Materials Before and After the Manuscripts The Černohajev manuscripts were written between approximately 1980 and 2007. To evaluate whether today's procurement signals are meaningful, we need to establish what was happening with these materials across three periods: the Soviet era (pre-1991), the post-Cold War transition (1991–2016), and the disclosure era (2017– present).

PERIOD I: THE SOVIET CONTEXT (1960–1991)

Assessment: What the Materials Match Means The BOM-to-procurement mapping admits three interpretations. Analytical discipline requires naming all three and specifying what evidence would elevate or eliminate each.

HYPOTHESIS A: COINCIDENCE — INDEPENDENT REQUIREMENTS

The defense establishment needs these materials for conventional programs (semiconductors, weapons maintenance, magnets, munitions) and the BOM overlap is an artifact of modern military dependence on the same periodic table elements that any advanced technology requires.

Strengths: Every individual material has at least one conventional defense application. DLA stockpiling has accelerated across the board, not just for BOM elements. China's export controls affect the entire technology sector, not just propulsion-adjacent materials.

Weaknesses: Does not explain 4N bismuth at 2% of global production with no stated application. Does not explain the lithium-6 production surge beyond weapons maintenance demand.
