The Invisible Market Spending, legislation, and institutional behavior that already constitute a measurable economic footprint — before any official confirmation

The Invisible Market Most discussions of UAP and the economy are speculative — what would happen if the government confirmed non-human technology. This paper inverts the question. We are not modeling a future scenario. We are documenting what is already happening.

Since 2017, when the New York Times first reported the existence of the Pentagon's Advanced Aerospace Threat Identification Program, a measurable economic footprint has emerged around the UAP issue. That footprint includes federal appropriations, legislative mandates, corporate compliance obligations, venture investment, academic program creation, and institutional behavior changes. None of these require the confirmation of non-human technology to be real. All of them are documented.

THE CORE THESIS

The pre-UAP economy is the economic activity that exists because institutions are taking the UAP question seriously — regardless of what the answer turns out to be. It is a compliance economy, an oversight economy, a venture economy, and a repositioning economy. It is growing. And it is almost entirely invisible to the analysts, advisors, and risk officers who should be tracking it.

FIVE CATEGORIES OF PRE-DISCLOSURE ECONOMIC ACTIVITY

We identify five categories of economic activity that exist today, documented and in motion, that constitute the pre-UAP economy:

· Government spending. Federal appropriations for AARO, PURSUE infrastructure, SCIF construction, IG investigations, and the growing congressional oversight apparatus. The AARO office alone required an initial budget request of at least $11 million (as stated by Secretary Austin in March 2023 testimony), with senators publicly fighting for additional classified funding. The Legislative Architecture The foundation of the pre-UAP economy is law. Since FY2022, every annual National Defense Authorization Act has contained UAP-specific provisions — each one building on the last, each one creating new obligations, restrictions, or oversight mechanisms. This is not a single legislative event. It is a five-year, bipartisan construction project.

The legislative architecture is cumulative and bipartisan. No UAP-specific provision enacted since FY2022 has been repealed. The trajectory is toward more oversight, more disclosure requirements, and more contractor exposure — not less. A reversal would require affirmative legislative action that no member of Congress has introduced.

THE SCHUMER-ROUNDS PATTERN

The UAP Disclosure Act, modeled on the JFK Assassination Records Collection Act of 1992, has been introduced by Senators Schumer (D-NY) and Rounds (R-SD) in three consecutive NDAA cycles. Its most consequential provision — federal eminent domain over privately held material of non-human origin — has been stripped each time. DOCUMENTED The stripping does not eliminate the exposure. Three facts matter for risk assessment: 1. The provision's text is on the congressional record. It describes, in legislative language, the government exercising eminent domain over material held by private contractors. The intent is documented.

2. The provision keeps returning. Three cycles is not an anomaly — it is a sustained legislative campaign by senior members of both parties.

3. Portions of the broader Disclosure Act survived. Sections 1841–1843 of the FY2024 NDAA established a records collection at the National Archives for documents pertaining to "unidentified anomalous phenomena, technologies of unknown origin, and non-human intelligence."

For a defense contractor board, the risk calculus is not whether eminent domain will pass — it is that a bipartisan Senate coalition has repeatedly stated, in legislative text, that it believes private entities may hold material that the government should reclaim. That belief, documented in statute, is an exposure vector regardless of its legislative outcome.

SECTION 03

Defense Contractor Exposure Compliance costs, IRAD restrictions, and valuation risk for the aerospace and defense industrial base

Defense Contractor Exposure The pre-UAP economy imposes direct costs on the defense industrial base. These costs exist whether or not any contractor possesses anomalous material. The law does not require proof of possession to require compliance.

THE SIX EXPOSURE VECTORS

1. Section 1687 — Funding Prohibition Section 1687 of the FY2024 NDAA denies funding for any DoD special access program "involving" UAP unless the Secretary of Defense has reported its details to congressional leadership. This is not a request — it is a funding cutoff. Any SAP that touches UAP and has not been reported faces a statutory prohibition on expenditure. DOCUMENTED President Biden's signing statement flagged Section 1687 as requiring submission of "highly sensitive classified information," asserting executive prerogative over compliance — which creates an additional ambiguity that contractors must navigate. 2. IRAD Restriction The same provision restricts UAP-related work from being charged as independent research and development (IRAD) indirect expenses unless disclosed to Congress. IRAD is the mechanism through which contractors fund self-directed research — typically billions of dollars annually across the industry. 3. Classification Guide Audit The FY2026 NDAA mandates that AARO account for all security classification guides relevant to UAP programs and authorizes the AARO director to issue a consolidated classification matrix. This silence is itself a risk: if disclosure events accelerate, boards that took no preparatory action face governance questions. The Oversight Cost AARO, PURSUE, SCIF infrastructure, and the price of taking the question seriously

The Oversight Cost The federal government is spending real money to investigate UAP. The exact total is partly classified, but the visible components are documented and growing.

AARO — THE STANDING OFFICE

The All-domain Anomaly Resolution Office was established by the FY2022 NDAA and became operational in 2022. Defense Secretary Lloyd Austin testified in March 2023 that the administration's initial budget request was $11 million — a figure he acknowledged was insufficient. Fourteen senators subsequently wrote to DoD and DNI demanding full funding, citing a "funding shortfall that will impede its ability to fulfill its mission." The full budget is classified, but the trajectory is upward: each subsequent NDAA has expanded AARO's mandate, staffing authority, and reporting obligations. Capital Already Moving Venture, government, and private investment in UAP-adjacent technology

Capital Already Moving Capital does not wait for ontological certainty. Money is already flowing into technologies that either directly reference UAP or sit at the intersection of UAP-adjacent physics. The amounts are significant, the investors are credible, and the trajectory is accelerating.

GOVERNMENT INVESTMENT

ARPA-E Fusion Commitment — $135 Million In April 2026, ARPA-E Director Conner Prochaska announced a $135 million commitment to fusion technology development — the largest concentrated fusion investment in the agency's history. Deployed over 18 months, the funding targets advanced plasma heating, next-generation fuel cycles (including spin-polarized fusion), advanced power conversion, and innovative plant architectures. DOCUMENTED The specific relevance to the pre-UAP economy: several of these research areas — particularly advanced plasma heating, MHD power conversion, and aneutronic fuel cycles — overlap directly with the technology domains that feature in UAP propulsion speculation and in the Černohajev theoretical framework. ARPA-E is not funding UAP research. It is funding physics that sits in the same technical neighborhood. INFERRED

DARPA PUMP — Magnetohydrodynamic Propulsion DARPA's Principles of Undersea Magnetohydrodynamic Pumps (PUMP) program, a 42-month effort announced in 2023, is developing maritime MHD drives — propulsion systems with no moving parts that use magnetic fields and electric current. The program builds on decades of MHD research and targets the materials problem (electrode corrosion and hydrolysis) that has historically blocked scaling. TAE Technologies — $1.3 Billion Raised TAE Technologies, the leading proton-boron-11 (p-B11) fusion company, raised $150 million in June 2025, bringing its total capital raised to over $1.3 billion. Investors include Google, Chevron Technology Ventures, NEA, Sumitomo, Wellcome Trust, and family offices including Charles Schwab. DOCUMENTED TAE's Da Vinci prototype — its first fusion power plant — is roadmapped for operation in the early 2030s. The company's aneutronic approach (hydrogen + boron → helium, no long-lived radioactive waste) is the same reaction pathway that appears in advanced propulsion theoretical frameworks. TAE is pursuing grid power, not propulsion — but the physics are shared.

American DeepTech — Explicit UAP Positioning In February 2026, investment firm American DeepTech announced "a major strategic initiative to fund, develop, and commercialize UAP-derived and UAP-inspired technologies," citing "a multi-trillion-dollar opportunity spanning artificial intelligence, advanced propulsion, energy, quantum computation, and biotechnology." The firm explicitly positions private capital to lead integration of "paradigm-shifting technologies." DOCUMENTED

BLACKGROVE JUDGMENT · MODERATE CONFIDENCE

American DeepTech is the first venture entity to explicitly frame its investment thesis around UAP-derived technology. Its credibility, track record, and the scale of its commitments are not yet established. We document its positioning as a market signal — the existence of an entity raising capital against this thesis — not as validation of its claims. The provenance risk flagged in our Daily Brief (R-3) applies directly here: diligence that anchors on UAP-technology claims without independent verification is a vulnerability, not an opportunity.

NIF Fusion Ignition — Sustained Results The National Ignition Facility at Lawrence Livermore National Laboratory has achieved fusion ignition multiple times since December 2022. A June 2025 experiment using a Los Alamos-led approach generated 2.4 megajoules of energy with a self-sustaining burning plasma. A July 2025 Physical Review Letters paper demonstrated improved fusion yield through increased compression. DOCUMENTED Blackgrove's standing assessment applies: these results are real, peer-reviewed physics that remain far from commercial energy production. No advanced-energy subsystem has been combined with another into a working integrated system. Parallel progress in related fields is the ordinary expectation, and that is what we observe.

The Insurance Blind Spot SECTION 06 — WHAT ISN'T COVERED

The insurance and reinsurance industry has not addressed UAP as a risk category. No major carrier has published a UAP risk framework. No actuarial model accounts for disclosure-driven market disruption. No policy language explicitly covers — or explicitly excludes — UAP-related losses.

This absence is itself the exposure. Consider the following scenarios, each of which is plausible given current trajectory:

· Directors and officers liability. If a defense contractor board knew about UAP-related congressional scrutiny and took no preparatory action, is that a breach of the duty of care? No D&O policy currently addresses this scenario.

· Aviation liability. Commercial pilots report UAP encounters. If an encounter causes a loss, what policy responds? The aviation insurance market is already grappling with drone-related liability gaps — UAP adds a category that no underwriter has modeled.

· Property and casualty. If a disclosure event triggers market volatility sufficient to cause economic losses, what policies respond? Disclosure is not a natural catastrophe, a war, or a cyberattack — it sits in no existing peril category.

· Professional liability. If a financial advisor failed to account for UAP-related risk and a client suffered losses, is that a failure of professional duty? For a fiduciary with a CF2® designation — a Certified Financial Fiduciary legally bound to anticipate emerging risks — the question is not academic.

BLACKGROVE JUDGMENT · MODERATE CONFIDENCE

The insurance industry's silence on UAP is consistent with its historical pattern on emerging risks: climate risk, cyber risk, and pandemic risk were all slow to enter underwriting models. The difference is that UAP disclosure is an event-driven risk with no historical actuarial base — making it harder to price and easier to ignore. We assess that the first carrier to develop a UAP risk framework will have a significant first-mover advantage. We also assess that disclosure-driven losses will, at some point, test existing policy language in ways no underwriter has anticipated.

The Human Capital Shift SECTION 07 — SECURITY CLEARANCES, WORKFORCE, AND THE EXPERIENCER QUESTION

The pre-UAP economy has a human capital dimension that is rarely discussed but economically consequential.

Security Clearance Dynamics UAP whistleblower protections and the PPD-19 pathway create a new dynamic in the cleared workforce.

Personnel with knowledge of compartmented programs now have a legal channel to surface information — and legal protection against retaliation. For contractors, this means that workforce retention in relevant programs faces a new variable: any cleared employee can, legally, disclose program details to Congress.

David Grusch's testimony established the precedent. He described being denied access to programs, suffering retaliation for his disclosures, and being validated through the IG complaint process. That pathway is now documented and available to any cleared person in similar circumstances. TESTIMONIAL

The "Missing Scientists" Narrative A separate human capital concern — the "missing scientists" narrative surrounding deaths and disappearances of researchers in UAP-adjacent fields — circulates in the disclosure community. The Experiencer Workforce UAP experiencer reports span all demographics, including the professional workforce. Military personnel, commercial pilots, and cleared contractors who report UAP encounters face career risk, stigma, and a lack of institutional support. The pre-UAP economy includes the cost of this stigma: underreporting of safety-relevant encounters, mental health costs borne by individuals rather than institutions, and talent attrition from sensitive positions. The Academic Pipeline SECTION 08 — UNIVERSITIES, RESEARCH FOUNDATIONS, AND THE LEGITIMACY SHIFT

Academic engagement with UAP has shifted from fringe to institutional within three years. This shift has an economic footprint: research funding, program creation, faculty hiring, and conference spending.

The Sol Foundation Founded in 2023 by Stanford-affiliated researchers, the Sol Foundation marshals academic expertise across natural sciences, social sciences, engineering, and policy to address UAP implications. Its research agenda includes materials analysis of "potentially UAP-related" samples, physics and energy requirements of observed UAP performance, social science research on population decision-making following disclosure, and policy research on governance frameworks. DOCUMENTED Sol represents the first serious academic research foundation dedicated to UAP. Its funding model, including membership tiers and major gifts, creates a new category of philanthropic spending directed at UAP research.

Ubiquity University — ET Studies Ubiquity University, in partnership with TransDimensional Mapping, launched the world's first graduate degree programs in Extraterrestrial Studies in 2024, offering MA and PhD tracks. Courses are taught by researchers including Daniel Sheehan and Richard Dolan. Students include professionals from finance, law, and policy — including Blackgrove's first subscriber, a California-registered investment advisor writing his thesis on the economic implications of disclosure. The International Dimension SECTION 09 — ALLIED NATION POSITIONING AND THE TRANSPARENCY RACE

The pre-UAP economy is not a solely American phenomenon. Multiple allied nations are positioning on the UAP question, each with different institutional mechanisms and each creating its own economic footprint.

France — The Established Model France has maintained GEIPAN — the Study and Information Group on Unidentified Aerospace Phenomena — within its national space agency CNES since 1977.
