IMPACT REPORT

I am thrilled to present the Center for Educational Partnerships’ (CEP) inaugural impact report. We are excited to share a snapshot of our journey toward advancing equity, expanding educational opportunities, and increasing college access. Within the pages of this report, you will find a comprehensive overview of the transformative work undertaken during the 2022-23 academic year. From our direct services at schools and community colleges to our academic weekend and summer enrichment programming to collaborative efforts in fostering systemic change and providing professional development, every aspect of our work reflects our unwavering dedication to making college dreams a reality for low-income, first-generation college, and underrepresented students.
This year, our staff provided guidance and support to over 100,000 K - 14 students and families, substantially increasing college admits and enrollments. In total, our CEP students completed 26,580 college applications. CEP also made meaningful contributions to improving diversity at UC Berkeley, as evidenced by admission and yield rates for our students surpassing those for non-CEP students, as detailed in this report. While we are proud of our data outcomes, our impact extends far beyond numbers and statistics and is rooted in the stories of countless students and families served by our programs and initiatives. CEP is also heavily involved in strategic partnerships and systemic work, such as the Bay Area K-16 Regional Collaborative, which underscores our commitment to creating aligned pathways and comprehensive support structures for students across the region. By working closely with educational institutions, community partners, and employers, we are breaking down barriers and developing a synergized ecosystem of resources, guidance, and opportunity.
Within our department, CEP has also diligently coordinated efforts to foster collaboration amongst our 10 programs, leveraging resources to improve student outcomes and scale our collective efforts. I want to express my gratitude to our exceptional staff, who contribute to each of our programs’ success and nurture the growth and achievement of our students. Their tireless dedication ensures that CEP continues to innovate and remain steadfast in our mission.
CEP provides outreach and engagement with K-14 students, families, and educators to increase access to higher education. We believe no student should be denied the opportunity to pursue a college degree due to systemic, economic, or social barriers. Our ten CEP programs provide direct service to students and families, professional development for educators and community partners, and engage with K-12 schools/districts, community colleges, and other higher education partners in systemic work to remove barriers to college access for students. This multi-faceted approach is the heart of our work.

EDUCATIONAL TALENT SEARCH UP WARD BOUNDFor almost 40 years, CEP has increased the number of diverse California students enrolling and succeeding in higher education, and UC Berkeley specifically, by directly addressing college-going barriers typically faced by low-income, first-generation, undocumented, and historically underrepresented students. CEP directly serves over 75,000 students per year (including 35,000 cohort students) throughout California through partnerships with schools, community colleges, and community-based organizations.

Our department exists to transform the lives of students. Despite a widespread desire among students from diverse backgrounds to pursue higher education, our educational and societal systems continue to reinforce conditions that create inequities in college access.
Given the direct connection between college graduation and life outcomes, particularly for the most marginalized members of society, it is imperative that we address systemic issues at their root and symptomatic barriers that face our students. By diversifying our contributions to the college access landscape, we empower individuals to fulfill their potential, and create a positive ripple effect in their communities.

We recognize that the work we do in CEP has a ripple effect across communities. Our direct service and outreach efforts impact students, families, educators and anyone striving toward equity in college access. Specifically, CEP programs provide a mix of intensive cohort services and fundamental school-wide support for middle school, high school, and community college students across the Bay Area at almost 300 partner schools. These services include:

We supplement our every day services with fostering academic growth through summer and school-year enrichment programs, addressing the critical issue of summer melt engagement, and promoting STEAM pathway enrichment. Beyond direct student services, CEP is committed to knowledge sharing by providing accessible and up-to-date information, insights, and resources for college preparation through our website’s resource directories and guides to college.

We recognize that securing high-quality and practical professional development opportunities for school counselors and college access professionals is a challenge that interferes with schools’ and districts’ ability to support students’ college-going goals. In response to this need, CEP leverages internal college advising curricula, tools, and professional development to support our partners’ college-going goals.
The following products and services are available to our staff and free or low-cost to our partners:
• 14 (on-demand) courses focused on College Knowledge, Application Support, Senior Timeline, and Specialized Populations.
• Participants learn, reflect on their practice, and receive resources to improve college advising guidance for students and families.
• Eleven 2-hour synchronous sessions focused on College Knowledge, Application Support, and Specialized Populations.
• Designed to build capacity and share ready-to-use tools & resources
• CEP and UC Berkeley’s Office of Undergraduate Admissions (OUA) work collaboratively to host our annual College Access Symposium, a full day of professional development sessions for counselors and college access professionals in the Bay Area.

Destination College Advising Corps and Early Academic Outreach Program’s dual mission is to change the face of education by preparing our College Adviser Fellows to be future educators and leaders. College Advising Institute provided a comprehensive and intensive 25 day educational experience that prepared all 59 College Adviser Fellows for the nuanced task of guiding high school students through the college application, financial aid, and decision-making process. Advisers engaged with content that allowed them to build a strong college advising foundation. Ultimately we aimed to focus on both hard and soft skills that would equip our College Adviser Fellows with the knowledge, skills, and confidence needed to provide effective college advising services to high school students. CAI is ultimately one of the initial steps the program takes to prepare advisers to guide students through the complex college application process while fostering ethical, culturally sensitive, and professional practices in the advising role.
In addition to the College Advising Institute, we also provided 199 total professional development events for non-advisers with topics such as College Eligibility, College Applications, and Transcript Evaluations. Across these events, we had 753 attendees, ranging from principals and counselors to school site partners.
In 2022-2023, East Bay Solano County Consortium/ Cal-SOAP (EBSCC) operated with a strong focus on providing professional development opportunities for educators and college access professionals and direct service to students throughout the East Bay and Solano County areas. To increase and strengthen overall financial aid access, EBSCC led efforts in supporting district-wide Cal-Grant GPA uploads to the California Student Aid Commission (CSAC), and provided WebGrants trainings and 5 Financial Aid Line-By-Line trainings in the Fall and Spring semesters, with a total of 150 attendees. EBSCC also coordinated 133 Cash for College workshops to support 1, 500 students complete their financial aid applications throughout Solano, Alameda, and Contra Costa Counties. EBSCC’s direct service efforts continued with our Summer Melt program to ensure the matriculation of college-bound students and assist career/workforce/trade-bound students.
The NAF STEAM Professional Development Workshop was launched in March 2023, hosted by Woven Learning & Technology. NAF Future Ready Scholars @ UC Berkeley’s goal is to engage high school students in science and math, and this workshop taught the importance of student curiosity in learning. Whether it be via traditional classroom instruction, after-school programming, or weekend enrichment experiences, when student curiosity is sparked, learning immediately follows. The workshop explored curiosity as an omnipresent motivation force in our world, specifically in STEM learning environments. Simple resources and instructional strategies were modeled to spark curiosity, case studies were analyzed, and personal stories were shared. An emphasis was also placed on tangible strategies for sparking student curiosity, and how technology may operate as a strategic classroom partner in this process.
The Puente Project statewide office takes great pride in the professional development offerings provided for its practitioners throughout California. Puente’s training teams curate content and curriculum with great intention focusing on culturally relevant, equity-minded, asset-based, heart-centered pedagogy. Puente practitioners benefit from a strong foundation in training and development. Their journey begins months before they begin teaching their first Puente class when they attend a week-long training called Puente Summer Institute (PSI). These educators are then brought together twice yearly for ongoing professional development conferences.
The Puente Project has always strived to stay ahead of the curve and be an early adopter of policies and practices that benefit the student experience. The high school training team has implemented a pilot program that integrated Ethnic Studies into the formal Puente model at 13 California high schools with great success. This is ahead of the CA state mandate (Assembly Bill 101). Also new to the formal offering in the community college realm is the addition of Math and Science (Mas) cohorts. There are currently 12 campuses that have expanded their programs to include Puente MaS and the training team has prepared 20 community college educators to co-coordinate the student experience at these campuses. All Puente counselors, program-wide, are also benefiting from this movement as the training for advocacy and guidance around STEM fields has also expanded.
True to our name, partnerships are both affiliations CEP is actively engaged in and a best practice that we embody throughout our organization. During the 2022-2023 year, CEP had formal partnerships with over 100 high schools, over 80 community colleges, over a dozen community-based organizations, and was actively engaged in over 20 collaboratives.
One new initiative that CEP formally joined was the Bay Area K-16 Collaborative, which was one of the California grants awarded to thirteen CERF regions across the state, and included UC Berkeley, Chabot-Las Positas Community College District, CSU East Bay, San José State, and San Francisco State as Co-PIs.
Together, the Bay Area K-16 Collaborative will focus on student retention and seamless transitions between educational institutions; inclusive front doors and effective onramps to college, including early college preparation for youth; institutional change efforts to reduce barriers to equitable degree completion and career entry; inclusive student supports coordinated across the network of partners including unified school districts, community colleges, universities, and employers; and deeper connections with industry, including the expansion of work-based learning for students.

• Design Community of Practices by Pathway (Healthcare, Education, and Engineering/Tech) and by topics such as Concurrent Enrollment, Data Agreements, and Work Based Learning while addressing alignment opportunities at systems levels

• Study promising practices such as the Fresno K-16 Collaborative

In addition to our broader mission to support students in whatever higher education pathway they choose, all of our programs also seek out students who dream of attending and graduating from UC Berkeley and provide the support and resources so they can be strong candidates for admission. We are dedicated to increasing the diversity at UC Berkeley and enriching our campus with the multiple intersectionalities and experiences that our CEP program students bring.
By engaging with communities, addressing educational barriers, and working with students, we aim to pave new pathways to UC Berkeley for underrepresented students. This holistic approach underpins our vision of not only shaping future leaders but also advancing social equity and inclusion, ensuring that UC Berkeley continues to lead as a beacon of opportunity, justice, and innovation in higher education.

CEP is consistently showing that our support impacts campus diversity positively. Examples from the 2023 admissions cycle include:
• CEP African American first-year applicants boasted an admission rate 59.8% higher than non-CEP African American first-year applicants.
• CEP African American transfer applicants boasted an admission rate more than 2x that of non-CEP African American transfer applicants.
• CEP Chicanx/Latinx transfer applicants boasted an admission rate 67.9% higher than non-CEP Chicanx/Latinx transfer applicants.
• CEP Chicanx/Latinx transfer admits were 43.4% more likely to SIR to UC Berkeley than non-CEP Chicanx/Latinx transfer admits.
This positive impact is also seen in CEP’s support of first-generation college students. In 2023, almost 70% of students who were admitted to UC Berkeley from CEP high school and community college programs identify as first-generation, in comparison to 34.4% of non-CEP admits.

The 2022-23 academic year stands out as a significant period for our department and programs, characterized by numerous achievements and accomplishments. Not every year brings forth a multitude of milestones for our department to commemorate. Recognizing the significance of these major achievements, we find it essential to highlight them.
UC Berkeley’s Destination College Advising Corps proudly commemorated a significant milestone, celebrating 15 years of dedicated service in transforming the lives of underrepresented, lowincome, and first-generation college-bound students. This achievement highlights the program’s enduring commitment to educational equity and its remarkable impact on increasing college access.
For the past 15 years, DCAC has been a driving force in empowering students on their journey to higher education. Through the invaluable support and guidance provided by its College Adviser Fellows, the program has helped students overcome obstacles, navigate the college application process, and realize their aspirations.

On September, 19th, 2022, the 20th edition of the UC Berkeley Center for Educational Partnerships (CEP) & University of California, Berkeley Office of Undergraduate Admissions College Access Symposium was a resounding success!
This marked a momentous occasion as it was the first time since the onset of the COVID-19 Pandemic that the CEP & OUA Symposium was held in-person. We were thrilled to host a full-day event filled with enriching professional development, fostering a sense of community, and facilitating meaningful conversations for counselors and college access professionals.

The long-awaited milestone celebration of the Puente Project’s 40th anniversary took place in the midst of a statewide faculty professional development conference held early March, in Riverside, CA.
This conference gathered hundreds of Puente practitioners from middle school, high school, and community colleges throughout California for three days of training workshops, dynamic keynote speakers, and community building. Campuses throughout the state of California have seen student success soar for over 40 years, and The Puente Project continues to grow in numbers and offerings.

On October 15th, the much-awaited East Bay Solano County Consortium / Cal-SOAP 45th annual College Information Day unfolded at UC Berkeley! Following two years of virtual hosting, this year’s College Info Day saw the delightful return of 600+ eager students and families, all seeking valuable insights and resources to support their post-secondary educational endeavors.
