V2P 2P2 Dear Sirs; In the fall of 2001, we began a site selection search to find the best location to build our new, Pacific Division flour mill. We provided site specifications to economic development agencies in the Lower Mainland area of British Columbia plus the five (5) Northwestern Counties in Washington State. Our key site specification requirements were: ♦ ♦ ♦ ♦

A ten (10) acre zoned industrial plot with all utility services next to the property line; The site must be adjacent to rail service with close proximity to other transportation infrastructure, especially major highways, port terminals and twenty-four hour USA/Canada border entry crossing points; Availability of an agriculturally oriented, skilled and knowledgeable labour force; and A business positive Local Government and Community.

A total of twenty-eight (28) sites were considered in the Pacific Northwest. Chilliwack, with its Economic Partners Corporation (CEPCO), directed and focussed their talent pool of government, business and professional board members to enable their Economic Development Practitioners to locate and then sell us a site that exactly fit our needs. CEPCO and the City of Chilliwack have performed beyond our expectations! When, on January 15, 2003, we announced our decision to build a new 250 tonnes per day, state-of–the-art flour mill it was easy for us to acknowledge why we would become long term members of the Chilliwack business community. Vic Bell, President of Rogers Foods Ltd. said, “Chilliwack has excellent road and rail transportation corridors that will enable us to easily receive raw materials and efficiently ship finished products to our target markets. We also selected Chilliwack as the site of our new mill because of the community’s commitment to agriculture and agricultural infrastructure.“ Vic Bell added, “We would also like to acknowledge the hard work and support put forward by the City of Chilliwack and in particular the Mayor’s Office plus the invaluable help and advice of the Chilliwack Economic Partners Corporation (CEPCO) and their staff.
