Dear Guests, Welcome to the Center for Financial Inclusion at Accion’s 10th Anniversary Symposium! We are delighted to have you with us to celebrate our decade-long journey and look forward to the future of financial inclusion. We have planned a day full of activities intended to trigger reflection and creativity as we consider how to Get Inclusion Right. Our discussions will be informed by the series of essays you received today, which were contributed by ten leading financial inclusion voices. I’ve read each of them, and they are first rate guideposts to the next steps for the sector. The essays, along with recorded webinars with several of the writers, are also available on the Getting Inclusion Right page of CFI’s new website. We hope you enjoy this compilation of fresh thinking, and we thank Citi Foundation for making the series possible. The day has been designed to be highly participatory: we want you to make your own contributions to our collective conversation. Today’s attendees span every major region of the world and nearly every stakeholder group across the sector. As a result, we believe that this will be an important opportunity to bring a broad range of perspectives to bear on what we must do next to get inclusion right. Let’s make the most of it! During the day, we will hear from specialists whose jobs require them to consider how financial services can be more meaningfully embedded in customers’ lives. We will listen to debaters facing off on whether financial health is the next frontier of financial inclusion. And we will see what some leading executives have to say about major forces that will shape the sector in the years ahead. We hope you walk away with new ideas, connections and inspiration for advancing financial inclusion in your own organizations. SPEAKERS


Timothy D. Adams President and CEO Institute of International Finance Timothy Adams is currently President and CEO of the Institute of International Finance (IIF). As the Institute’s Chief Executive Officer, Mr. Adams is responsible for developing and executing the Institute’s programs under the guidance of the Board of Directors. Prior to joining the IIF, Mr. Adams served as Managing Director of The Lindsey Group, an economic advisory firm based in Washington, DC. Previously, he served as Under Secretary of the U.S. Treasury for International Affairs. As Under Secretary, Mr. Adams was the Administration’s point person on international financial issues, including exchange rate policy, G-7 meetings, and IMF and World Bank issues. He regularly interacted with counterparts in key emerging markets including China, India, and Brazil and traveled extensively throughout Asia, the Middle East, and Europe.


Bob Annibale Global Director Citi Community Development and Inclusive Finance Bob leads Citi’s partnerships with global, national and local organizations to support inclusive finance and community development through economic empowerment. He also leads Citi’s commercial relationships with microfinance financial institutions, corporations, investors and municipalities, working across Citi’s businesses and geographies to expand access to financial services in underserved communities. Since joining Citi in 1982, Mr. Annibale has held a number of senior regional and global treasury, risk and corporate positions in Athens, Bahrain, Nairobi, London and New York City. Bob serves on the U.S. FDIC Advisory Committee on Economic Inclusion and the Mexican Ministry of Foreign Affairs Committee on Financial Education and Inclusion. Bob also serves as a Founding Member of SAGE’s Housing Advisory Council supporting the senior LGBT community, and serves on the board of the Citi Foundation, Accion International and the Bedford Stuyvestant Restoration Corporation. He is a Fellow of the Royal Society of Arts (RSA). In 2014, Bob was honored by the Obama Administration as a White House Champion of Change for his work leading Citi’s programs promoting immigrant integration and citizenship in the United States. Bob’s leadership in inclusive finance at Citi has led to the firm’s recognition by Euromoney as the inaugural “Best Bank for Financial Inclusion” and “Latin America’s Best Bank for Sustainable Finance”. Bob was also individually recognized by Euromoney as a “Global Impact Banking Champion”. In 2017, Bob was again named by the Financial Times as one of the OUTStanding Top 100 LGBT Business Leaders for the fourth consecutive year.


Isabelle Barrès Vice President Smart Campaign In her role as vice president of the Smart Campaign, Ms. Barrès leads global efforts to keep clients first in financial inclusion. She comes to the Smart Campaign with over 20 years of experience in financial inclusion and banking. Deeply motivated to reduce inequality and improve the lives of vulnerable people, she has devoted her career to spearheading innovative solutions that increase access to quality financial services and contribute to improving people’s lives. From 2007 to 2010, she managed Kiva’s early operations and developed its global strategy to maximize social impact. She helped to create the MIX in 2002, and led its strategic initiatives until 2007. Ms. Barrès has been a key contributor to best-practice publications on standards and financial performance monitoring, and is a founding member of Women Advancing Microfinance. Ms. Barrès holds a bachelor’s degree in economics from the University of Montréal, an MBA from McGill University, and a post-graduate degree in development economics from the Sorbonne and is fluent in English, French and Spanish.


Greta Bull CEO, Consultative Group to Assist the Poor Director, World Bank Group Greta Bull is the CEO of CGAP and a director at the World Bank Group. Ms. Bull has 18 years of experience in development finance, primarily focused on small and medium enterprise finance, microfinance, and digital financial services. She has worked with both financial services providers and policy makers in Latin America, Central and Eastern Europe, Sub-Saharan Africa, and South Asia. Her clients have included banks, microfinance institutions, mobile network operators, and FinTechs. Before joining CGAP, Ms. Bull was a manager for Financial Institutions Advisory Services at the International Finance Corporation. Other career highlights include serving as director of the Finance, Banking and Enterprise Division at DAI Europe and holding senior-level positions at the Eurasia Foundation. Ms. Bull has a Master’s degree in Public Policy from Harvard University’s John F. Kennedy School of Government and an undergraduate degree in International Studies from the University of Washington. Ms. Bull has also published multiple articles in 2018 on financial inclusion, blockchain, Findex, and microfinance institutions. Dan Cohen CEO and Founder Tienda Pago Dan Cohen is the CEO and founder of Tienda Pago since 2013. Tienda Pago, a company that operates in Mexico and Peru and providers short term financing to small stores to buy inventory from key Consumer good brands. Clients use their cell phones to manage their credit lines and delivery trucks collect cashless. Previously, Dan founded and was the CEO of Movilway, the leading distribution company of prepaid airtime in LATAM, where he created and established a network of 75,000 agents in 12 countries. He was also the COO of Celistics, the sole distributors of mobile equipment for Movistar, where he established operations in 14 countries to handle over US$2.5 billion annually of turnaround inventory. Dan is a seasoned executive in the financial services industry. He worked 12 years at various top management consulting companies in NYC advising financial firms in trading, electronics payments, and both strategy and operations. Dan started his career as an FX trader at Citibank. He has an MBA from Carnegie Mellon University and currently resides in Miami Beach, FL.


Michael Froman Vice Chairman and President, Strategic Growth, Mastercard Chair of the Board, Center for Inclusive Growth Mike Froman serves as vice chairman and president, Strategic Growth for Mastercard. In that role he is responsible for growing strategic partnerships, scaling new business opportunities, and advancing the company’s efforts to partner with governments and other institutions to address major societal and economic issues. He and his team drive financial inclusion and inclusive growth efforts and work to develop new businesses key to the company’s strategic growth. Mike oversees the Mastercard Center for Inclusive Growth and is a member of the company’s management committee. Prior to joining Mastercard, Mike was affiliated with the Council on Foreign Relations and continues to serve as a distinguished fellow. From 2013 to 2017, Mike served as the U.S. Trade Representative, President Barack Obama’s principal advisor and negotiator on international trade and investment issues. During his tenure, Mike worked to open foreign markets for U.S. goods and services, reach landmark trade agreements and enforce the rights of American workers, farmers and firms. From 2009-2013, he served at the White House as assistant to the President and deputy national security advisor for international economic affairs. Prior to joining the Obama Administration, Mike held several executive positions at Citigroup, including CEO of its international insurance business, COO of its $50 billion alternative investments business and head of its infrastructure investment business. He helped shape the company’s strategy in China, India, Brazil and other emerging markets. Earlier in his career, during the Clinton Administration, he worked at the White House and the Treasury Department. Mike received a bachelor’s degree in public and international affairs from Princeton University, a doctorate in international relations from Oxford University, and a law degree from Harvard Law School, where he was an editor of the Harvard Law Review.


Buhle Goslar Chief Customer Officer JUMO Buhle Miranda Goslar is Chief Customer Officer at JUMO – a technology company that has connected over 9 million individuals and MSMEs to loans and savings products in 7 markets across Africa and Asia. Buhle is passionate about making a sustained and sustainable social impact through customer-focused innovation and technology. Over the past 18 years, Buhle has held senior leadership roles in customer strategy and insights, commercial product management, marketing communications and ESG. She has worked primarily in the financial services, technology, retail, tourism and hospitality sectors - across Sub-Saharan Africa, Asian and European markets. A certified international retail banker, Buhle holds an MBA from the Graduate School of Business, University of Cape Town. Peter Gross Strategic Advisor MicroEnsure Peter is a leading innovator in financial services in emerging markets. For the past 8 years he has been a senior executive at MicroEnsure, spearheading the business models that have established the company as a pioneer in insurance for emerging consumers. Peter joined MicroEnsure in Ghana in 2010, where he built the company’s mobile insurance business model. From 2012-2015, as Regional Director for Africa, Peter signed multi-market deals with Airtel and Barclays and expanded the company’s footprint on the continent to 10 countries. He is recognized as one of the leading product designers, consumer advocates, and strategists in his industry. Now based in the USA, Peter is responsible for design and strategic implementation of the company’s core value proposition; he also oversees MicroEnsure Labs, an internal innovation incubator. Peter holds degrees from Oxford University, Emory University, and Davidson College and is a frequent speaker on social enterprise, fintech, and insurance in emerging markets.


Elissa McCarter-LaBorde Chief Executive Officer Vitas Group, Global Communities Elissa McCarter LaBorde is a seasoned executive manager with 20 years’ experience in leading organizations that are dedicated to designing financial products and services for low-income customer segments. She currently serves in the dual role of Vice President of Development Finance for Global Communities, a non-profit international development organization, and CEO of Vitas Group, a for-profit holding company founded by Global Communities. Vitas Group is the largest commercial network of financial services companies in the Middle East and employs over 1300 local professional staff in the region. Prior to Global Communities, she spent seven years in the field starting up financial services companies and has lived and worked in five countries (Armenia, Benin, France, Turkey, and Zimbabwe). Ms. LaBorde is the author of two books on mergers in microfinance and continues to publish articles and opinion pieces that span a number of topics related to financial inclusion. She has a Master’s degree from Georgetown University School of Foreign Service and Institut d’Etudes Politiques de Paris. Since 2009, she also serves as an adjunct professor at Johns Hopkins School of Advanced International Studies.


Bill Potapchuk President and Founder Community Building Institute (CBI) Bill Potapchuk is President and Founder of the Community Building Institute (CBI). Potapchuk also serves as a senior fellow in the Center for Peacemaking Practice and an adjunct professor at the School for Conflict Analysis and Resolution at George Mason University. He has served as a facilitator and mediator in a wide range of settings, including successful efforts to merge school systems in Durham, North Carolina; build a new zoning ordinance in Loudon County, VA; strengthen affordable housing policy in Arlington, Virginia, and build consensus on a green building ordinance for Washington, DC. He has led community-wide strategic planning processes for the District of Columbia Public Schools, Newark Public Schools, and Detroit for a citywide education plan. He also guides major collaborative efforts to conserve large landscapes in the Chesapeake Bay Watershed and along the Appalachian Trail. Potapchuk served for almost ten years as Executive Director of the Program for Community Problem Solving (PCPS), a partnership of the National League of Cities, International City/County Management Association, National Civic League, American Chamber of Commerce Executives and other national organizations. He also served as Associate Director of the Conflict Clinic, Inc. A native of Cleveland, Potapchuk received his BA in Urban Studies from Case Western Reserve University, his MA in Political Science from the University of MissouriSt. Louis, and his MS in Conflict Resolution from George Mason University. Potapchuk is widely published. He has worked with co-authors on Learning from Neighborhoods: The Story of the Hampton Neighborhood Initiative, 1993-2003, Community Development: A Guide for Grantmakers on Fostering Better Outcomes through Good Process, Pulling Together: A Planning and Development Consensus Building Manual, and Negotiated Approaches to Environmental Decision Making in Communities: An Exploration of Lessons Learned. He has co-authored chapters in major textbooks for the field including the Deliberative Democracy Handbook, Consensus Building Handbook and the Collaborative Leadership Fieldbook.


Vikas Raj Managing Director Accion Venture Lab Vikas Raj is Managing Director of Accion Venture Lab, Accion’s seed-stage investment initiative in fintech for the underserved. Venture Lab invests capital in, and provides support to, innovative fintech startups that increase access to, improve the quality of, or reduce the cost of financial services for the underserved at scale. Vikas leads Venture Lab’s investment work, in addition to managing portfolio relationships and driving the strategy and growth of Venture Lab. As part of his role, Vikas is the host of VentureKast, Venture Lab’s podcast series featuring fintech for inclusion entrepreneurs from around the world, and is an Adjunct Professor of financial inclusion at the Johns Hopkins University School of Advanced International Studies (SAIS). He currently serves as a Board member or observer for AYE Finance, CreditMantri, Konfio, First Circle, Self Lender, SMECorner, StreetShares, and Tienda Pago. Prior to joining Accion, Vikas was an M&A investment banker at Evercore Partners, where he advised on multiple corporate transactions with aggregate value of over $45 billion across the technology, real estate, consumer products, and industrials sectors. Previously, he worked in the microfinance space, primarily in India, as an early employee at Ujjivan and ASA International, both of which are now publicly traded companies. At Ujjivan, Vikas co-led the establishment of the firm’s first lending branches in Delhi and helped lead the firm’s Series B financing round. At ASA, Vikas was responsible for establishing and investing in the fund’s greenfield MFIs in India, Nigeria, and the Philippines. Vikas started his career in the corporate strategy group at Deloitte Consulting. Vikas has a bachelor’s degree from the University of Pennsylvania and an MBA from Columbia University.


Elisabeth Rhyne Managing Director Center for Financial Inclusion at Accion Elisabeth Rhyne is the managing director of Center for Financial Inclusion at Accion (CFI). As senior vice president of Accion since 2000, Beth led Accion’s initial entry into Africa and India, directed the organization’s research efforts to develop new financial products, and managed Accion’s publications and educational activities. Recognized as a leading thinker and writer in the field of microfinance, Beth has published numerous articles and four books on the topic, including Mainstreaming Microfinance: How Lending to the Poor Began, Grew and Came of Age in Bolivia (Kumarian Press, 2001). She was also co-editor of The New World of Microenterprise Finance (Kumarian, 1994), which provided the introduction to microfinance for many of the field’s current professionals. Beth was director of the Office of Microenterprise Development at the U.S. Agency for International Development (USAID) from 1994 to 1998, where she developed and led USAID’s Microenterprise Initiative. While there, she contributed to the founding of the Consultative Group to Assist the Poor (CGAP) and the Boulder Institute of Microfinance. Beth’s experience includes eight years of residence in Africa (Kenya and Mozambique) and independent consulting on microfinance policy and operations for governments, international organizations and microfinance institutions. She holds a master’s and Ph.D. in public policy from Harvard University. She earned a bachelor’s degree in history and humanities from Stanford University.


Michael Schlein President and CEO Accion Michael Schlein brings nearly 30 years of extensive international banking, management and public service experience to his role as President and CEO of Accion. He is responsible for creating and implementing Accion’s strategy, managing its global team, and building a high-performing organization. Michael builds partnerships with the public and private sector, encouraging more energy, investments, and action directed at creating a financially inclusive world. Michael joined Accion in 2007 as a member of its Board of Directors and in 2009, became Accion’s President and CEO. Prior to his employment at Accion, Michael served as President of Citigroup’s International Franchise Management, where he managed the bank’s network of 100 Chief Country Officers. Before that, he ran communications, philanthropy, government relations, branding, and human resources for Citigroup. He served as Chief of Staff at the U.S. Securities and Exchange Commission in the Clinton Administration and in New York’s City Hall in the Dinkins and Koch Administrations. He began his career in investment banking. In 2014, New York City Mayor Bill de Blasio appointed Michael to serve as the Chairman of the NYC Economic Development Corporation, which encourages economic growth throughout New York City’s five boroughs and facilitates investments that build capacity, generate prosperity, and catalyze the economic vibrancy of city life as a whole. Michael has graduate and undergraduate degrees from the Massachusetts Institute of Technology where he graduated Phi Beta Kappa.


Evelyn Stark Assistant Vice President for Financial Inclusion MetLife Foundation Evelyn Stark is Assistant Vice President for Financial Inclusion for MetLife Foundation. She developed and manages the foundation’s financial inclusion strategy in order to reach low-income people with access to high-quality financial services. The Foundation has partnered with more than 170 financial inclusion partners in 40 countries across the MetLife footprint. With more than $150Million committed to-date, the Foundation and its partners are on track to supporting more than 20 million people on their journey towards financial health. Previously, Evelyn held senior positions in financial inclusion with the Bill & Melinda Gates Foundation, World Bank/CGAP, USAID and for multiple international organizations while living in Uganda. Before moving into the more optimistic aspects of financial services, Evelyn managed commercial real estate special asset (bad debt) portfolios for bank and non-bank financial institutions on the East Coast. Evelyn received a BA in International Relations and Economics from Bucknell University. In addition to serving on the board of Commonwealth, she serves on the advisory committee for the Center for Financial Inclusion at Accion. She was a Presidio Institute Cross-Sector Leadership Fellow in 2016.


Jennifer Tescher President & Chief Executive Officer Center for Financial Services Innovation Jennifer Tescher is President and CEO of the Center for Financial Services Innovation (CFSI), the nation’s authority on consumer financial health. Tescher founded CFSI in 2004 and has since achieved notable success in championing increased access to high-quality financial products and services for underserved consumers as an objective for the industry. Through its Compass Principles and a lineup of proprietary research, insights and events, CFSI connects members of its network to build a more robust financial services marketplace. Tescher is a nationally known thought leader on the topic of consumer financial health, contributing often to American Banker, and frequently quoted in high level consumer and financial press. She is a frequent speaker across a broad spectrum of industry and policy convenings, including everything from Money20/20 to the Department of the Treasury. Tescher also launched CFSI’s annual conference “Emerge: The Financial Health Forum,” which presents cutting-edge thought leadership and showcases innovators, executives, and emerging companies in the financial services industry. Tescher received Crain’s Chicago Business “40 Under 40” Award in 2006 and is currently an advisory council member of Accion’s Center for Financial Inclusion. She received undergraduate and graduate degrees in journalism from Northwestern University and a public policy degree from the University of Chicago.


Paul Tregidgo Former Vice Chairman, Debt Capital Markets Credit Suisse Paul Tregidgo is former Vice Chairman - Debt Capital Markets, Global Head of Debt Capital Markets and Global Head of Emerging Debt Capital Markets at Credit Suisse. Paul founded and co-chaired the Bank’s Impact Investing Advisory Council, served on the Global Investment Banking and Fixed Income Operating Committees, the Emerging Markets Council, and led the bank’s Global Government Client Segment. In 2017, Paul was honored with Global Capital Magazine’s Lifetime Achievement Award. Prior to joining Credit Suisse First Boston in London in 1985, Paul practiced international financial law in London and Hong Kong. Paul obtained his law degree from Downing College, University of Cambridge. From 2013 until 2018, Paul served as a Board Member of Accion. He is a Senior Advisor to Blue Haven Initiative, a family office with impact investing as its mission and purpose. He currently serves as Chair of the Advisory Council of the Center for Financial Inclusion and is a member of the Council of Global Advisors, Yale School of Management.
