Welcome Letter

Dear delegates, Welcome to Inclusive Digital Future: A Summit on Responsible Finance in Action. Our participants come from every region of the world, representing over 45 countries. It is truly a global meeting of the minds. SPTF and the Smart Campaign are delighted to partner as hosts for this summit. We have a longstanding commitment to aligning our efforts in standard setting and advocacy. Both organizations believe deeply that a more responsible, more inclusive financial sector is possible. We are grateful to MSC, ADA, and NpM for their partnerships in organizing this summit, and to Mastercard Foundation and Luxembourg Aid & Development for their generous support. Over the next few days, we will confront the most pressing financial inclusion question of the day: How do we promote inclusion and trust in digital financial services while fostering innovation and growth? We will explore this question through a combination of plenaries, trainings, workshops, and site visits. This full-day meeting is open to trained auditors and assessors who have used the SPI4 and/or Smart Campaign client assessment tool. The SPTF, CERISE, and the Smart Campaign invite users of these tools to help us answer these important questions: As we review the Universal Standards and Client Protection Standards in the coming year, how can we improve the tools used to assess compliance with these standards? How can we improve the standards themselves? How can our organizations best support the technical assistance providers and others who promote implementation of the standards? Geodata for Inclusive Finance: Lessons Learned Time:

As part of the series of events for NpM’s Geodata for Inclusive Finance and Food (G4IFF) workstream, this half-day session will share insights from the three winners of the NpM Innovator’s Challenge: Agri-wallet, Apollo Agriculture, and VanderSat. The companies will present their efforts in integrating geodata information with financial services for smallholder farmers in Kenya. This will be followed by an open discussion to explore issues of data privacy that may arise from the use of geodata by fintechs, financial institutions, and other actors. This session is open to all participants.

Training: Responsible Digital Transformation Time:

Created and presented by MSC. We are grateful to MSC and the European Investment Bank (EIB) as a supporting partner for this training. This training aims to prepare service providers to understand their options for digital transformation, including how to create a strategic plan for digitalization, and how to transform products, processes, channels and the user experience. This day-long, highly interactive workshop will help you develop the right strategy as your institution builds a digital transformation plan. Focused on social goals such as customer-centricity, consumer protection, responsible finance, and financial inclusion, this training will present the different options for digital transformation and the steps involved. As fintechs break into the market, it is important that incumbent financial institutions respond to this digital disruption by embracing digital transformation. The good news is that digital disruption can help traditional providers create better, faster, and cheaper services, equipping them to better serve their customers. Providers of all types must leverage the disruptive power of technology, innovation, and digital disruption to retain or enhance the market share, revenue, and profits. The Smart Campaign will host the first in-person meeting of Fintech Protects, a community of practice for fintechs and digital providers. During this session the group will exchange best practices, discuss challenges, and build the know-how to address emerging consumer risks in digital financial services. Model Legal Framework 2.0 Roundtable Time:

As the availability of digital financial services rapidly increases, regulators must also keep pace to maintain consumer protections while fostering innovation. The Model Legal Framework (MLF) is a collection of best practices and expert knowledge from markets around the world that policymakers can draw on to guide efforts at creating or refining a legal framework based on the Smart Campaign’s Client Protection Principles. This half-day session, led by the Smart Campaign, will introduce MLF 2.0, which offers guidance for addressing new consumer protection risks and regulatory challenges associated with the rise of digital financial services. The roundtable will serve as a space for dialogue between regulators, policymakers, providers, and others on pressing regulatory questions. With the digitalization of financial services, the data security landscape has become more complex and new risks are emerging for both financial services providers and customers. Rapidly evolving threats demand that financial service providers tackle data security head on by building security measures into new technologies and digital services from the outset. In this workshop, you will hear from leading cybersecurity experts about the new threats that endanger financial inclusion, shortcomings of traditional approaches, and new best practices. We will address some of the most urgent questions about data security: What are the most efficient and affordable measure for providers to prevent breaches, and how do you respond if a breach occurs? How should data integration with partners be managed? What regulatory and compliance issues are on the horizon? In this workshop participants will have the opportunity to share their own experiences and find answers to the questions that keep them up at night. Over the past decade, technology has enabled unprecedented access to financial services for low-income people. The best innovations have focused on deepening inclusion while also creating benefits for customers—greater convenience, lower transaction costs, improved financial capability, asset building, and more. But the digital revolution has also created fresh challenges to solve, introducing previously uncharted risks. Now is the window of opportunity to build trust with new consumers of financial services and encourage inclusive growth. This kick-off session will offer practical lessons from industry leaders who are changing the face of digital finance for the better. The Smart Campaign will also introduce the forthcoming client protection standards for digital credit, a tool to help providers put responsible digital finance into practice. This session will discuss models for digital transformation that prioritize the needs of vulnerable people and value the relationships between providers and their customers. The fintech “invasion” is often described as a threat to responsible financial inclusion, but this view doesn’t have to be a self-fulfilling prophecy. Digital disruption can be a positive for providers who create the right digital transformation strategy, including healthy partnerships with fintechs and others. This session will focus on ways to navigate digital transformation without losing sight of your social foundation. It will examine successful partnerships between providers and B2B fintechs, different models for transformation, and practical ways to develop a transformation strategy that benefits provider and customer alike. Workshop 1: How Digital Transformation Is Impacting Financial Inclusion in the DRC: A Case Study Room Galana

This session will focus on the central question: how does a traditional service provider digitalize while maintaining its commitment to a double bottom-line? FINCA Impact Finance is leveraging digital technologies to foster financial inclusion by offering innovative, responsible, and impactful digital financial services to low-income clients. With this mandate, FINCA DRC has successfully embarked on a digital transformation journey to overhaul their traditional business with the aim of profitably and responsibly providing appropriate digital financial services while staying in touch with their customers’ needs. This session will lay out the steps and decision points in a typical digital journey, highlighting examples of successes and failures along the way. Participants will be encouraged to consider their distinct value (e.g. “touch” role) and how they can best compete (e.g. partnerships). Workshop 2: Getting Data Privacy Right for Digital Financial Services Room Chania

With the spread of mobile technology, financial service providers have access to customer generated data that allows them to create tailored products to better serve low-income clients. Yet, the collection and use of personal data opens consumers to risks and the potential loss of privacy. How can the financial inclusion industry balance these risks and benefits? Do customers understand what they consent to and the value of the data they are providing? Are those data appropriately handled, used in ways that maximize benefits to clients, and managed to protect user privacy? Do financial service providers have the resources they need to ensure these protections? In this workshop, we will discuss the appropriate balance for responsible data use as well as the tools to help financial service providers understand the policies and practices that they need to get data privacy right. Workshop 3: Using Technology to Amplify the Client Voice in Regulation Room Nzoia

The industry has only begun to scratch the surface when it comes to the potential of how data analytics can inform policymaking and financial system supervision. This session will highlight future-facing solutions for regulators, policymakers, and others who want to use technology to understand the customer experience. Technology promises to increase access to customer insights by providing channels for digital feedback, and by allowing regulators and others to analyze the tremendous wealth of customer information that is available in digital form. This workshop will leverage two discrete efforts: Bangko Sentral ng Pilipinas (BSP) has piloted a customer complaints system that relies on mobile and popular communications platforms to accept, filter, and respond to customer complaints. BSP is using predictive analytics and trend recognition to paint a picture of the state of consumer protection in the country’s financial system. FSD Kenya is harnessing technology to dig deep into the state of consumer protection for digital financial services in the region. FSDK has used artificial intelligence text analytics to analyze customer feedback (complaints, praise, queries) on social media and has audited hundreds of financial apps, looking for scams, non-transparency, data privacy and protection issues, and other customer protection risks. Workshop 4: Joining the Digital Revolution without Losing Your Way Room Sabaki

This workshop will discuss how the responsible use of technology can enable financial inclusion. A support organization (ADA), a direct service provider (UFC Rwanda) and a fintech (HPS Worldwide) will discuss their successes and failures with regard to bringing customer-centric services to market and forming partnerships. Speakers and participants will discuss the digital divide--inequality created by digital financial services--and how providers and other stakeholders can extend services to people at risk of being left behind as financial services are digitized. Digital financial services hold so much promise but we cannot get complacent in our pursuit of universal inclusion! We must keep asking: Who is still on the outside, looking in? And what are we doing about it? Regardless of the rhetoric, most digital service providers are still focused on access for easier-to-reach people in urban markets. The “last mile” is the most difficult and expensive one, and will always require more innovation and concentrated effort. This session will examine global data on inclusion/exclusion, to understand current coverage gaps by geography, customer characteristic, and other distinguishing factors. We will also discuss pioneering solutions, including important efforts reach customers who are typically outside most digital providers’ target markets, most notably women and girls, refugees and internally displaced people, and people with disabilities. The Smart Campaign works globally to create an environment in which financial services are delivered safely and responsibly to low-income clients. As the world’s first financial consumer protection standard, the Campaign maintains a rigorous certification program, elevates the client voice, and convenes partners to effect change at the national level. The SPTF is a non-profit membership organization with more than 3,000 members from all over the world. Our members come from every stakeholder group in inclusive finance.
