Blueprint for State Infrastructure The Center for Education Reforbi 1/03 There are four major categories of work to be done that every state's charter schools need a n d which transcend state differences. The following Blueprint outline assumes one unified structure in a state, with four main divisions of work. Each of those divisions inter; ect a n d are related. The question is, how does a particular state unite these functions best, in order to meet the needs a n d demands of charter schools a n d ensure healthy growth of quality schools that are politically strong a n d publicly responsive? Technical Assistance: This is defin^id as consistent, ongoing, planned-out support to schools o n all school-based operations, a n d a degree of technical trouble shooting. Following is a list of products a n d services that should b e conducted in this area. Provide model programs, policies a n d procedures Provide assistance regarding management procedures (i.e. how to handle a board interview, setting u p meetings with local political leaders, generating parent interest) Governance/Board Training Back room nuts & bolts Provide support for schools to collect, manage a n d report their school/student data Start-Up Assistance: o Coordination of task libt o Information o n a n d referral to facilities services (maintain lists a n d contacts) o Information, referral, a n d (where necessary) establishment of staffing process) o Information a n d (where necessary) establishment of student recruitment process o Information a n d referral for 2nd tier activities such as food service, transportation, textbooks, student records, etc. Program Implementation: Beha\ rior Management, Curriculum, Instructional practice, Title I & NCLB, Special Education Provide regular facilities 1financir g guidance a n d expertise Identify a n d announce public a n d private grant information
