We have all worked tirelessly to enhance the quality of life for our residents and businesses by strengthening our infrastructure, expanding our parks and green spaces, attracting new businesses and neighborhood communities, and beautifying our historic Downtown. We have done this because of our intentional efforts to grow wisely as our population base multiplies. While this City is committed to a robust future, we will forever be connected to our past—the people, the leaders, the values, and the successes that have shaped this place into the Celina of today.
A Letter From the City Manager
Beyond Downtown, as Celina continues to develop, we commit to the same care for every neighborhood, park, trail, and public safety measure. I have always believed that growing wisely involves forging a partnership with developers, rather than just collecting on their investment. I have insisted that those who build structures here will also build parks, and roads, and provide areas for schools and support for the students who attend them. We continue to partner with such folks who honor our heritage as they develop our future. The new neighborhoods and businesses you see are evidence of the City’s commitment to maintain the spirit of our motto—Life Connected.
With so much excitement swirling around our City, I want to share with you a brief overview of the accomplishments we have shared since I arrived in Celina five years ago and those on the very near horizon. Serving as Celina City Manager has been the busiest, yet most fulfilling and enjoyable honor in my 15-year career in public

To the members of the Celina City Council:
Of all the accomplishments we have celebrated, I am particularly thrilled at the overwhelming excitement stirring around our historic Downtown. Just as it was in 1907, when J. Fred Smith laid out its original framework, our unparalleled Square is still the epicenter of life, trade, entertainment, and connection for the community. We are committed to continuing efforts to make Downtown Celina a destination for people across North Texas. In the past five years, we added signage, murals, lighting, sound, and landscaping that have made this area even more attractive to residents and visitors alike.
PEOPLE: OUR GREATEST ASSET
Celina is known for hosting events that brings the community together. Each year, Celina hosts over 25 events with many of them occurring on the historic Downtown Square and attracting thousands of people from around North Texas and beyond. As you know, the City hosts four marquee events each year: Cajun Fest (May), Splash & Blast (July), Beware! of the Square (October), and Christmas on the Square (November). In addition, we host Friday Night Markets once a month from March to November and family movie nights and Music on the Square nights during the warm months. Along with attracting people and business to the City, Celina was designated as the “Halloween Capital of North Texas” by Collin County Judge Chris Hill in August 2021.
With so much growth and expansion, both here and on its way, our slate of capital improvement projects have provided and/ or will soon provide much needed relief to residents throughout our community. Recently completed projects including the Old Celina Park expansion, the completion of Choate Parkway, and the construction of the Collin County Outer Loop from the Dallas North Tollway to Choate Parkway have all been welcomed projects in the City.
EDUCATION: OUR HOPE FOR THE FUTURE
Here is an overview of some of the exciting and historic change we are experiencing:
In 2017, the population was 11,645 with the 2022 estimate placing it at 29,170 within city limits. The service area population of Celina as of January 2022 was 36,213, which includes the districts not part of city limits. The Dallas Business Journal has ranked Celina as the fastest-growing city in the Dallas/Fort Worth Metroplex for three consecutive years (2019-2021). The population growth rate of Celina was 50.8% from 2015-2019.
I believe in maintaining the strongest bond with our school district in Celina and with other districts that serve our families, as well as the leaders of our Collin College campus. Communicating regularly and openly with our leaders in education is a priority for my office, our police department, our fire department, and our marketing team.
SPECIAL EVENTS: OUR PLACE TO CONNECT
Most of the City is in Celina Independent School District while the southern portions are in Prosper Independent School District. Schools operated by Celina ISD include Celina High School, a new Celina Middle School, Celina Primary School, Lykins Elementary School, and O’Dell Elementary School. Schools operated by Prosper ISD in Celina neighborhoods include Johnson Elementary School, Light Farms Elementary School, and Boyer Elementary School. In addition, Collin College – Celina Campus officially opened in Fall 2021.

Retailers continue to eyeball the prime potential development spots along Preston Road and the Dallas North Tollway. Up to 600,000 square feet of retail is looking to join the already expansive list of retailers and restaurateurs, including a membershipbased wholesale warehouse, a home improvement warehouse, a large national health and fitness gym, a regional grocery superstore, and many others. Soon, more quick service dining options will be coming to parcels currently under development. In all, the sales tax base is set to double over the next five years, due to the tedious recruitment of selected retail partners by our team. As I work with developers to finalize these deals, I expect that we should have some very exciting announcements this Fall.
Other much needed projects going to construction soon are the Law Enforcement Center, Fire Station #3, Senior Center, Coit Road (from Frontier Parkway to Vest Lane), Choate Parkway, Ownsby Parkway, Old Celina Parkway Signature Playground and the expansion of our water treatment plant capacity.
HEALTHCARE CORRIDOR: OUR CENTERS FOR MEDICAL ADVANCEMENT
The City of Celina annually conducts employee satisfaction surveys to identify our strengths and areas of needed growth. While some cities see too much risk in such practices, we believe this necessary activity produces the type of improvement we have celebrated over the past five years. The recent survey results placed us in the top 10% of cities against which we were benchmarked. We learned that employees understand and appreciate our organizational vision; which is reflected in the survey being 27 points above other cities' benchmark.
RETAIL DEVELOPMENT: OUR GOODS AND SERVICES IN THE CITY
Methodist Health System was the first major healthcare provider to announce plans to build its newest hospital in Celina. Methodist Celina Medical Center will be a $200-million project on 46.7 acres of land between the Dallas North Tollway and the future Celina Parkway. Methodist plans to break ground later this year on the five-story 200,000-square-foot project, with an expected opening date in 2025. The project will initially bring over 220 jobs to Celina.
Scottish Rite for Children has purchased a 76-acre parcel of land at the Dallas North Tollway and the Collin County Outer Loop. This beloved healthcare provider began serving North Texas families in 1921. The Celina site will be their fourth facility on or near the Dallas North Tollway. The original location on Welborn Street sits just off the Tollway and Oak Lawn in Dallas. Two facilities were recently opened in Frisco, one at The Star and another at the Tollway and Lebanon.
Currently underway are even more projects critical to keeping up with the growth. These include the Celina Road Ground Storage Tank, which will be a much-needed addition to our water services, and three critical road projects to ease traffic concerns: the Dallas North Tollway from FM 428 to Marilee Road, Frontier Parkway from SH 289 (Preston Road) to the Dallas North Tollway, and the Collin County Outer Loop from Choate Parkway to Custer Road (FM 2478).
Before the Tollway expansion has even been completed, recent land deals have some around North Texas labeling that stretch of highway through Celina as a “Healthcare Corridor,” due to the announcement of the coming of two major players in the healthcare industry in North Texas and the assumption that more medical space will follow. These two large hospitals will immediately ease the desperate need for hospital and emergency treatment.

While this list could go on, I hope you will see just an exciting snapshot of all that is happening and that which is to come. Over the coming few years, you can expect to see continued growth, but that growth will never be extended to a point that compromises the beauty, safety, or values that make Celina the most attractive place to call home. We can grow and multiply the people and places in Celina while remaining true to the historical heart of this community. With the help of our residents, City leaders, first responders, school district, faith leaders, and YOU, we can accomplish our mission, reflect our core values, honor our storied past, and forever remain Life Connected.
One final result worth noting has a direct correlation to cost savings for our taxpayers. As important as anything, the work that City leadership has diligently led because of previous survey exercises has greatly reduced our staff turnover rate. Our turnover rate this year continues to be at a historic low. Through our continued efforts to provide leadership training classes, employee engagement opportunities, and our Life Connected. programming, we are certain this statistic will continue to stand.
I was so proud that our employees’ satisfaction of their immediate supervisor was 18 points above the benchmark, and senior leadership approval ranked just slightly higher. Our employee surveys affirmed that our employees trust their leaders, and an overwhelming number said they are proud to work for the City of Celina.
