UPDATE ON FIRE CHIEF SEARCH
The City of Celina announced the additional finalists for the position of Fire Chief on Thursday, July 25, in its search to replace the retiring Chief Mark Metdker.
The City of Celina is pleased to present the distinguished finalists:
• Cory DeBaere – Division Chief, City of Denver, Colorado
• Kyle McAfee – Fire Chief, City of Selma, Texas
• Shawn White – Fire Chief, City of Henderson, Nevada
A Community Meet & Greet will be held on Monday, August 5, from 6:00 - 7:30 PM in the Community Room at Lamar National Bank (110 S Preston Rd.), providing residents an opportunity to engage with the candidates and learn more about their vision for the future of the Celina Fire Department.
CLEAN SWEEP IS SET FOR SATURDAY, JULY 27
The City is pleased to invite all Celina residents to participate in its second Clean Sweep event of the year, which will take place on Saturday, July 27, from 8:00 AM - 12:00 PM. The event will be held at the Public Works Building located at 10165 County Road 106. The City is asking residents to bring a utility bill as proof of residency.
Upon arrival, drivers will be directed to the appropriate drop-off zones based on the types of waste for disposal.
For safety reasons, the City is asking drivers and passengers to remain in their vehicles while workers on-site unload items. For any questions regarding acceptable and non-acceptable items, please refer to the list below or contact the Public Works Department at (972) 382-9886.

The City of Celina and Celina ISD will be hosting a Town Hall Meeting on Tuesday, August 6, from 6:00 - 8:00 PM at O’Dell Elementary School (750 Punk Carter Pkwy.) and will provide essential information about upcoming construction projects, proposed budgets, and school safety initiatives and resources.
During the meeting, residents will have the opportunity to hear from prominent City leaders, including Mayor Ryan Tubbs, City Manager Robert Ranc, Celina ISD Superintendent Dr. Tom Maglisceau, and Chief of Police John Cullison. In addition, residents will learn about the vital role of the School Resource Officers and have the opportunity to meet and interact with these dedicated officers. This event is a fantastic opportunity for all residents to stay informed as the City and Celina ISD prepare for the new school year.
NOTICE OF CONSTRUCTION AND LANE CLOSURES
Starting Friday, July 26, the outer northbound lane of Dallas Parkway (north of Light Farms Way) will experience daily closures to facilitate turn lane construction. This work is expected to continue for approximately one week, contingent upon favorable weather conditions.
Beginning Monday, July 29, the southbound lanes of Preston Rd. will undergo a daily right lane closure from 9:00 AM - 3:30 PM. This closure, stretching from Ownsby Pkwy. to John Campbell Trl., is necessary for the construction of a right turn lane and is anticipated to last approximately two months, weather permitting.
On Tuesday, July 30, Choate Pkwy. will be closed to thru traffic with access limited to local traffic only from Coit Rd. to FM 2478 (Custer Rd.). This closure is to enable the construction of a roundabout at the intersection of
Choate Pkwy. and Roseland Pkwy. The expected duration of this project is six to eight months, subject to weather conditions. The Collin County Outer Loop eastbound frontage road will serve as the designated detour route.
The Public Works Department is undertaking crucial repairs to the pavers in the Downtown Square area. Public Works has contracted PavePro to execute these improvements, which are scheduled to occur from Monday, July 29, to Friday, August 2. The construction will take place on N Ohio St. and S Ohio St. between W Walnut St. and W Pecan St. as well as on W Pecan St. between N Ohio St and S Ohio St. To minimize disruption, one lane of traffic will remain open at all times during the project, and traffic control personnel will be present to assist vehicles through the affected area. As a result, no detours will be necessary, ensuring continuous traffic flow throughout the project duration.

PCA ART MURAL PROJECT
The City of Celina is honored to receive a remarkable public art mural crafted by the talented students of North Prestonwood Christian Academy under the guidance of Mrs. Judy Seay. As part of their 2023 annual community service project, the art class designed and created a stunning double-sided mural, which was generously donated to the City in April 2024.
The Arts & Culture Board selected Founders Station Park as the mural’s installation site, positioning it as a prominent attraction for residents and visitors entering the Downtown Square via W. Pecan St. Its double-sided design ensures visibility from various vantage points within the park, offering an excellent photo opportunity.
The mural will be encased in a matte black steel gauge frame, installed semi-permanently with two concrete anchors. The frame’s stands will seamlessly slide into these anchors, allowing for easy removal if necessary. The matte black finish will harmonize with the park’s existing fencing. This installation will not only enhance the beauty of Founders Station Park, but also showcases the collaborative spirit between the City and local educational institutions.


DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
For the ongoing work on the Dallas North Tollway (DNT) Phase 4A Project, contractors will implement lane closures next week. These closures are necessary to transport topsoil, conduct a mass haul of materials, and maintain cleanliness in the construction area. Please note that the entire left lanes will not be closed; closures will only occur at the construction exits as needed. The North Texas Tollway Authority (NTTA) has approved these closures on the condition that they are used solely for hauling purposes and that the contractors ensure the cleanliness of Dallas Pkwy.

UPDATED ON PUBLIC MEETING FOR NEW MEXICO STREET IMPROVEMENTS
On Tuesday, July 9, City Council awarded the contract for the New Mexico St. improvements to Quality Excavation, LLC. The City will be hosting a Public Meeting on Monday, August 12, at 6:00 PM in Council Chambers, which will provide an opportunity for residents to engage with the construction team, learn more about the project schedule and phasing, and address any questions that may arise. A representative from Quality Excavation, LLC, will be present to assist in answering questions.
DEVELOPMENT SERVICES UPDATE
The City is pleased to announce the recent opening of Phase I of the Rise at Legacy Hills.
GIS UPDATE
The City’s GIS team recently attended the prestigious ESRI User Conference in San Diego. As the largest GIS Conference in the world, the ESRI User Conference attracts approximately 20,000 GIS professionals from over 130 countries, and the event is a cornerstone for the GIS community. This year, the innovative work of the City’s GIS Department was prominently featured during the Main Plenary Session, and its project on Facility Service Requests was highlighted as an exemplar of cutting-edge GIS application.
The Facility Service Request Web Experience developed by the GIS team empowers employees to efficiently submit work order requests by filtering City buildings by name and floor number. Once a room with an issue is selected, the smart form automatically populates the room number and building address. Users simply add a description, provide contact information, and submit the request. A sophisticated Python script then extracts data from the survey fields feature class and integrates it into our Asset Management Software, enabling seamless assignment of tasks to field crews. This innovative solution exemplifies the team’s commitment to leveraging technology to enhance operational efficiency.
