CITY UPDATES
WATER CONSERVATION MEASURES UPDATE
Since the implementation of Stage 1 of the Drought Contingency Plan on June 28th, the City has experienced persistenly high water usage. In response to the current situation, the Public Works team has been actively engaged in outreach efforts. This includes distributing door hangers to over 3,100 residents who have used more than 1,000 gallons between 12:00 AM and 6:00 AM, posting on social media, sending email communications, providing updates in the City Manager’s Weekly Reports and the Utility Billing Newsletter. The Public Works team will be attending next week’s Homeowners’ Associations (HOAs) meeting at Council Chambers on Wednesday, July 24, at 6:00 PM to discuss water conservation with their representatives.
CYCLE & SOAK METHOD: The City is urging residents to consider utilizing the Cycle & Soak Method of irrigation, an effective technique where water is applied in multiple short cycles, spaced at least one hour apart. This method reduces runoff, allows water to penetrate the soil, and promotes deeper root growth and healthier plants. Click here to learn more about the Cycle & Soak Method.
UPDATE ON DALLAS NORTH TOLLWAY PHASE 4A PROJECT
For the ongoing work on the Dallas North Tollway Phase 4A Project, the contractor will implement the following closures from Monday, July 22, through Saturday, July 27, between 6:30 AM and 6:30 PM.
• The daily north- and southbound left lane of Dallas Parkway from First Street to Frontier Parkway
• The daily north- and southbound left lane of Dallas Parkway from Light Farms Way to FM 428
These closures are necessary to transport topsoil, conduct a mass haul of materials, and clean the closure area. The NTTA has approved these closures on the condition that contractors use them only for hauling purposes and maintain the cleanliness of Dallas Parkway.
TxDOT GREEN RIBBON LANDSCAPING IMPROVEMENT PROJECT
The City of Celina has been awarded grant funding from the Texas Department of Transportation (TxDOT) Green Ribbon Landscape Improvement Program for enhancing the visual character and minimizing air pollution along highway corridors. This project involves softscape construction for approximately 7.2 miles of roadway median on Preston Road, focusing on replacing plant materials in existing beds while maintaining the current irrigation system. The City will oversee the project, with design insights from Norris Design and contracting by C. Green Scaping LP, adhering to TxDOT standards. Construction is set to begin in July 2024 and complete by year-end.
Additionally, the City of Celina is initiating a separate, City-funded project to replace trees in the medians of Preston Road, further enhancing the area’s visual appeal. The plans are expected to be finalized by the end of 2024, with construction commencing in February 2025 and completion anticipated by September 2025. Both initiatives reflect the City’s commitment to improving the environment and aesthetics of its roadways.
GOVERNMENT CENTER PARKING GARAGE BID ANNOUNCEMENT
The City of Celina has appointed Swinerton as the Construction Manager at Risk for the Government Center project, which encompasses the construction of the Government Center and an adjacent 33,000-square foot, three-story parking garage with 372 spaces. Swinerton will begin advertising this project in the Celina Record on
July 22nd, with additional advertisements on July 29th and August 5th. Our objective is to present a recommendation for a Guaranteed Maximum Price (GMP) to City Council in September. The City encourages local companies to submit bids to Swinerton and ask for your assistance in promoting this opportunity.
POLICE DEPARTMENT: TRANSITION TO NEW HEADQUARTERS
This past week, the Celina Police Department has been diligently working on relocating to its new headquarters. This move signifies an exciting new chapter in the history of the department and City. To ensure residents are well-informed, both the Police Department and the Marketing Department have posted updates on social media about this transition. Please note that the department’s administrative line will be unavailable during the move. In the interim, residents can contact the Collin County Non-Emergency line at (972) 547-5350 to speak with an officer. For any emergencies, we urge you to call 911 immediately.
DEVELOPMENT SERVICES UPDATE: CONSTRUCTION PERMITS
Projects that have recently been issued permits to begin construction include Children’s Lighthouse (320 S. Dallas Parkway), La Terra Phase II, The Depot at Celina Station on E. Ash Street, and an addition to The Goddard School (340 W. Frontier Parkway).
