CITY UPDATES

STORM RECOVERY EFFORTS WEBSITE LAUNCHED FOR RESIDENT RESOURCES

This week, the City launched a STORM RECOVERY EFFORTS website to assist residents in accessing information regarding how they can contribute to recovery efforts, essential resources required during this period, and updates on clean-up endeavors. This platform serves as a centralized hub for residents seeking guidance on how to assist, locate necessary resources, and stay informed about ongoing clean-up operations. By providing a comprehensive online resource, the City aims to facilitate community engagement and streamline the recovery process in the aftermath of the storm.

UPDATE ON THE CLEAN-UP EFFORTS FOR THOSE AFFECTED HOUSEHOLDS

One of the most frequently asked questions from property owners concerns debris removal. Clearing debris, including trees, limbs, and branches, is the responsibility of the homeowner, business owner, or Homeowners Association. Below is some additional information concerning where and how households can have their debris removed from their property.

Celina Storm Sweep

The Celina Storm Sweep event for storm-affected residents to dispose of bulk trash and yard waste will continue at the Public Works Building, located at 10165 County Road 106, on Friday (May 31) and Saturday (June 1) from 9:00 AM to 4:00 PM. Waste Connections will provide roll-away dumpsters at this location. Due to high demand and limited resources, including dumpsters, trucks, and personnel, the City requests patience and understanding if the dumpsters are full upon arrival.

Living Earth

Living Earth, located at 1385 Ranchette Road in Celina, is accepting organic materials, such as trees, grass, and root balls at no cost. However, they cannot accept lumber, construction debris, or metal. Their hours of operation are 7:00 AM - 5:00 PM (Monday - Friday) and 7:00 AM - 1:00 PM (Saturday). Upon arrival, they are asking individuals to please stop by the main office for directions on where to drop off their vegetation.

Bulk Trash Pick-Up

If a Waste Connection customer wants to schedule their bulk trash pick-up independently, they will need to reach out to Waste Connections directly. They can schedule a pick-on ONLINE, via their MobileApp, or by calling their Customer Service Team at (844) 708-7274. The Customer Service Team will guide them through the process and will confirm their scheduled pick-up date. Waste Connections is asking that all debris be contained in a pile at the bottom of their driveway for collection. In addition, it is important for the customers to inform the Customer Service Representative that it is for storm debris pick-up to ensure it does not count towards their regular monthly bulk trash pick-ups. Please note: Households using a different provider for their trash and recycling collection should contact their provider directly.

Damaged/Missing Trash & Recycle Bins

Households with damaged or missing trash bins should contact their trash and recycle provider directly to order replacement bins.

UPDATE ON COORDINATION FOR THE VOLUNTEER OPPORTUNITIES

The outpouring of support from our residents has been heartwarming and inspiring. Elizabeth Thomas (Emergency Management Coordinator) and Trevor Ludwyck (Volunteer & Community Engagement Coordinator) met with representatives from Collin County and responding Voluntary Organizations Active in Disasters (VOAD) to ensure continued communication and coordination. Following a meeting this week, the City, County, and VOADs will use the CRISISCLEANUP PLATFORM to track progress and minimize duplicate efforts.

If a family requires assistance in recovery and rebuilding, the City is asking them to fill out the following form:

DISASTER RELIEF REQUEST FORM. Once this form is filled out, the City is able to direct them to the necessary resources to ensure all of their needs are met. At this time, the City has received two households that have filled out the Disaster Relief Request Form, and Trevor Ludwyck has reached out to them in order to help facilitate their requests.

The City, in coordination with Collin County, is asking residents to complete the VOLUNTEER REQUEST FORM to help coordinate volunteer efforts for affected households. The County is collaborating with Minuteman Disaster Relief and Texas Baptist Men Disaster Relief, both dedicated to aiding those in need. Grace Bridge, another local organization, has been instrumental in storm relief and currently does not require additional supplies of water, Gatorade, or other resources. Once families are placed in temporary housing, Grace Bridge will assist with furnishing their residences. Donations for this effort can be made by calling (214) 425-9423.

UPDATE ON CITY STREETS CLEAN-UP

The Public Works team conducted a comprehensive inspection of streets to identify all debris requiring removal from streets and right-of-ways (ROW). All roadways are currently open, but intermittent closures will be necessary to complete the cleanup. GCEC and Oncor are starting to remove downed power lines, which may limit road access to prevent entanglement with debris removal equipment. Affected roadways will be closed during debris clearing for public and crew safety. We appreciate the assistance from the Town of Prosper and will continue to coordinate with neighboring communities as needed.

Public Works staff has documented all street and stop signs needing replacement or repair. Downed stop signs will be addressed first, followed by street signs. Damaged streetlights will be repaired or replaced in coordination with the appropriate utility companies. Residents can report streetlight issues to the Public Works office at (972) 382-9886 or directly to utility companies. Additionally, pothole repairs will be prioritized but may be delayed due to storm clean-up efforts and resource reallocation.

DALLAS NORTH TOLLWAY PHASE 4A SCHEDULE FOR NEXT WEEK

The ongoing Dallas North Tollway Phase 4A Project entails various closures scheduled for next week. These closures primarily affect specific lanes along Dallas Parkway within designated stretches. Specifically, commuters can expect the daily closure of the north- and southbound right lane of Dallas Parkway from First Street to Light Farms Way, the daily closure of the southbound left lane from Light Farms Way to Frontier Parkway, and the daily closure of the north- and southbound left lane from Punk Carter Parkway to FM 428.

These closures serve multiple purposes, including culvert cleaning, topsoil transportation, material mass hauling, and closure area cleaning. It’s important to note that the closures of the right and left lanes of southbound Dallas Parkway from Light Farms Way to Frontier Parkway will not coincide and will instead occur in distinct areas within the closure limits.

Additionally, a portion of the northbound Dallas North Tollway lanes south of FM 428 will undergo closure to facilitate the installation of a turn lane for Methodist Celina Medical Center. Commencing this weekend, the work is projected to span four weeks. Importantly, the closure is strategically coordinated with the Dallas North Tollway Project Expansion Team to mitigate any potential conflicts.

DEPARTMENT/DIVISION UPDATES

POLICE

The Celina Police Department recently disseminated its inaugural PSA (Public Safety Announcement) focusing on ROADWAY SAFETY, outlining the measures undertaken by the Department to enhance traffic safety within our community. Chief John Cullison addresses the Department’s commitment to improving roadway safety, particularly along Preston Road, emphasizing the holistic approach encompassing Education, Engineering, and Enforcement (the three Es). The PSA serves as a platform to communicate the Department’s proactive strategies aimed at promoting safer road conditions and fostering awareness among residents regarding their role in ensuring traffic safety. Through coordinated efforts and community engagement, the City aims to mitigate potential hazards and enhance the overall safety of our roadways.
