CITY UPDATES
TxDOT PUBLIC MEETING ON FM 455 FEASIBILITY STUDY SET FOR APRIL 30
The Texas Department of Transportation (TxDOT) is conducting a feasibility study for the FM 455 corridor from Dallas Parkway to Shady Brook Lane in Collin County, Texas. TxDOT will be conducting an online virtual public meeting on the proposed project with an in-person option. The same information will be available at both the in-person and virtual meetings.

DEPARTMENT UPDATES
CITY SECRETARY
Recently, the Department has initiated a comprehensive overhaul of its records management program. From contracts to agreements and memoranda of understandings, every produced record is meticulously handled by staff through the City Secretary’s Department. These established procedures not only ensure compliance with legal obligations but also facilitate public access to available information. Collaborating closely with its records management vendor, the City is in the process of updating our primary records management system. This endeavor aims to alleviate workflow bottlenecks and enhance filing efficiency, thereby reinforcing its commitment to effective governance. In parallel, staff is actively exploring improved ways to facilitate public access to records. Collaborating with the Marketing & Communications Department, the staff is planning website enhancements that include a readily accessible list of issued permits for the current month and past years. This proactive addition is poised to reduce wait times for requesters while simultaneously easing the workload of the development services department.
FINANCE
The Finance Department has completed its 2nd Quarter Report for Fiscal Year 2024, covering the period from January 1, 2024, to March 31, 2024. Overall, the General Fund is performing as expected, with revenue totaling $39.4 million, representing 83.8% of the budget. This strong performance is attributed to the timing of property tax receipts, which are primarily received during the first and second quarters. Additionally, sales tax revenue is anticipated to exceed the budget for the quarter. Building permits are showing promising results, pacing similarly to the levels observed in FY 2021, which was one of the highest years. Expenditures are also aligning with the budget, with some seasonal expenses expected to occur in later quarters. HUMAN RESOURCES
The Human Resources Department provided an update on the first three months of 2024 that showed that 20 employees were hired and successfully onboarded. Moreover, the City is actively seeking a new Director of Human Resources. With the full-time equivalent (FTE) for FY25 set at 315.75, there are 23 FTE positions remaining to be filled. The department continues to prioritize learning and development initiatives, offering diverse opportunities for employee growth facilitated by both internal and external trainers. Notably, Mike Gibson recently delivered a session titled “Making the Most of the Personality Mix,” wherein he employed a visual representation of four “dials” to help employees identify their natural tendencies and enhance self-awareness.
PLANNING
The Planning & Zoning Commission Meeting was held on Thursday, April 18, at 5:00 PM in the Council Chamber. At this meeting, the Commission recommended approval of three items: the Willard Cattle Development Agreement (a 66-acre development at the northwest corner of Oklahoma Drive and Glendenning Parkway including a realignment of a portion of Oklahoma Drive), the Parkside Terrace (Glory Villas Townhomes) zoning to add five acres into an overall townhome development, and the MySwimBuddy PD Zoning (a one-acre swim school development generally north of Malone Street and west of Preston Road).
POLICE
The Police Department provided tracking data for the initial three months of 2024, showcasing total call volume alongside metrics for citations, warnings, and accidents.
