2ND CALLOFFOR PROPOSALS THE 10TH EDF ACP-EU ENERGY FACILITY! Following the Call for Proposals launched in 2009 that allowed providing grants for additional 68 Energy Facility projects (bringing the total of EF projects up to 140!), a new Call for proposals is expected to be launched in October 2012.

PADOR registration

The Call for Proposals, financed under the 10th European Development Fund ACP-EU Energy Facility, will have a total budget of 50 M EUR (the final amount might increase depending on current negotiations). As the previous Calls, it covers all the Sub Saharan African, Caribbean and Pacific countries who have signed the revised Cotonou Agreement. The Energy Facility is one of the instruments for the European Union to contribute to the Sustainable Energy for All initiative.

The Guidelines of the Call are currently under finalization and more precise information will be provided in the next newsletter. However these are its preliminary main features:

The long-term overall objective of the ACP-EU Energy Facility is to contribute to the achievement of the Millennium Development Goals (MDG) on poverty alleviation, as well as of the World Summit on Sustainable Development (WSSD) objectives on energy, while helping to fight against climate change.

There are two specific objectives, which are described below, each objective to be addressed by a specific component of the Call for Proposals:

Component 1

To increase and improve access to modern, affordable and sustainable energy services for rural and peri-urban poor by focusing on renewable energy solutions as well as on energy efficiency measures.

Component 2

To improve governance and framework conditions in the energy sector at regional, national and local levels, in particular those aimed at promoting renewable energy and energy efficiency.

Priorities For a proposed action to be eligible for financing, it must first of all fall under the general objective of the Energy Facility and under one of the specific objectives for Component 1 and Component 2 respectively. Furthermore the action will have to adhere to the following principles: 1. Focus: concentrate on the target group, i.e. people living in scattered settlements, villages, rural towns, peri-urban areas and remote islands.

2. Effectiveness: increase and improve energy access and household economy in a sustainable manner.

3. Ownership: anchor ownership of a project to the beneficiary and to ensure the coherence and alignment of the project with Local, National or Regional Development Plans and other sector-specific, poverty reduction and energy-related policies.

4. Partnerships: for all actions submitted by applicants not having the nationality of the country where the proposed action is to take place, partnership with at least one local partner(s) from the said country is considered indispensable. The European Commission will attach particular importance to the quality of the partnership. In this context, the applicant should clearly demonstrate expected benefits and added value of the proposed partnership.

5. Sustainability: ensure economic, social and environmental sustainability, notably through financing sound viable economic models, competent management and capacity development at all levels.

Focus will be put on: 1. Private sector involvement/Leverage: Considering the limited amount of ODF funds available in comparison with the required investment needs, private sector and bank's investments and participation in the energy sector will be sought, notably by supporting the reduction of barriers for private sector involvement.

2. Innovation: Extend the frontiers of energy supplies and services through support for approaches which are innovative in their organization, financing or delivery mechanism.

3. Scaling-Up: Scaling-up of proven successful actions having high impact on poverty reduction through sustainable energy access activities. In such cases, demonstration of the successful deployment along with proof of capacity to replicate/upscale it will be critical.

4. Support to authorities in charge of rural electrification / rural energy: actions and activities aiming at supporting/implementing strategies and plans of existing Rural Electrification/Energy Agencies in ACP Countries and/or other governmental organisation managing rural electrification.

5. Energy-Food nexus: focus on identifying and scaling effective, clean energy technologies that promote food security and enhance economic growth. The objective is to provide communities and farmers with the energy inputs required for increased yield, decreased post harvest loss, and increased value added processing while simultaneously beginning to decouple the agriculture/fossil fuel linkage and invest in low carbon economic growth.

6. Under component 2, priority will be given to the initiatives which will help to put in place adequate frameworks for increasing access to energy services in a perspective of poverty reduction and for the promotion of renewable energy and energy efficiency technologies.

Expected results:      

Increased energy access in rural and peri-urban communities of ACP countries; Reduction of the number of deaths due to inhalation of fumes from cooking; Improved living conditions and life opportunities; Creation of livelihoods through productive use of energy; Jobs created; Enhanced sustainable and inclusive economic growth.

Modalities of application The Call will be a two steps one: submission of concept note first, evaluation, and then invitation for submission of a detailed proposal for those projects selected after the first step. The aim of these two steps is to allow for better preparation of proposals from the applicants and better predictability in terms of the real possibilities of obtaining funding (and therefore avoiding unnecessary investment from potential applicants).

N.B.: Following the experience with the previous Call for Proposals and ongoing EF projects, it is most likely that the following documentation will be have to be mandatorily submitted together with the detailed proposal: Feasibility Study and Eco-Fin Analysis.

If you are interested in applying, we advise you to start thinking about the types of projects that could be submitted, start contacting potential partners and co-donors for joint actions and start working on the feasibility study.

If not yet done, don’t forget to register in PADOR!

PADOR registration PADOR, acronym of "Potential Applicant Dated Online Registration", is an Online Registration system put in place

by EuropeAid for all type of grant's applicants. The PADOR database contains the organisations and their partners who apply for grants of the European Commission in the field of external assistance.
