My dear brothers and sisters in Christ,

Since 1987, the Catholic Education Foundation has provided tuition assistance to the most underprivileged children in the Archdiocese of Los Angeles, giving them the chance to receive an education that is excellent and rooted in values and virtues that are true and permanent.

During the 2021-2022 school year, the Foundation helped more than 10,000 students enrolled in our Catholic schools throughout Los Angeles, Ventura, and Santa Barbara counties.

My hope has always been to make Catholic education possible for every child. Working together, and thanks to your generosity, we have already made great progress toward that goal.

Thank you for all that you continue to do for children in need. God bless you for your kindness and support. Let us continue to go forward in faith to bring a Catholic education to every child!

With our heartfelt appreciation, we present to you the 2021-22 Catholic Education Foundation Impact Report.

As we have in recent years, we provided $13 million to close to 10,000 students attending those Catholic elementary and high schools in the very poorest communities in the Archdiocese. Besides providing a Catholic education, these schools pave the way for our students to receive all the opportunities of a college education.

In addition, through a specially funded $3.9 million New Enrollment Initiative, we have introduced another 1,500 new students into our elementary schools and 975 new students into our high schools.

It is our mission to fill those classrooms and sustain Catholic education for all young people in all the poverty-stricken communities of our Archdiocese.

We urge you to continue your support and help us broaden our reach, as these schools face the very difficult challenges of staffing and meeting budgets.

Like all of us, the parents of the students we support have the same dreams of a better future for their children. Thanks again for your investment in these students and their families. This is the best investment opportunity I can think of.

It is my privilege to serve as the Executive Director of the Catholic Education Foundation (CEF).

As a product of Catholic schools throughout my elementary, high school and college years, I am proud to proclaim that a Catholic education is an advantage for life! CEF has never lost focus of its vital mission to provide tuition assistance to the most financially deserving students attending Catholic elementary and high schools within the Archdiocese of Los Angeles. During the 2021-2022 school year, CEF provided in excess of $13 million in tuition assistance to over 10,000 students attending 207 Archdiocesan schools in Los Angeles, Ventura and Santa Barbara counties.

I would like to take this opportunity to thank Tim Smith for his incredible leadership as our CEF President, and to welcome his wonderful successor, Colleen Roohan. Tim and Colleen are dedicated to our mission and the students we serve, and we are blessed to have leaders like them who live their faith each day.

Through your generosity, the gift of a Catholic education remains accessible and affordable. Your continued investment in our CEF students empowers their future, and we thank you for your support.

CEF and the Porteous Family Foundation partnered in 2006 with Art Trek to provide fine arts opportunities through workshops to our Catholic elementary schools serving the highest percentage of students living at or below the poverty income guidelines. This program is committed to serving underserved and needy popula tions. The Art Trek workshops impart basic to advanced art skills, problem-solving, goal setting, art history, vocabulary and creative expression. Every participating Catholic elementary school receives a full art curriculum and art supplies for every student in their school. In the 2021-2022 school year, 245 teachers from 35 schools attended the workshops benefiting over 5,600 children.

The Steinmetz Foundation has been a CEF partner since 2005. Over the last 16 years, the Big Yellow Bus program transported over 100,000 children, parents and teachers to educational field trips. Many children are visual learners and these field trips allow them to touch, feel and listen to what they are learning in the classroom and gain a better understanding of the world around them. The students have cultural experiences that include concerts at the Disney Hall, history lessons at the Museum of Tolerance as well as science and math with a visit to the Ocean Institute in Dana Point and the Museum of Science and Industry.

Tuition Awards Program (TAP) is CEF’s core

Since 1987, CEF’s mission has been to serve the most financially challenged and underserved students within the three counties of the Archdiocese of Los Angeles. This past school year, the average family receiving a CEF tuition award was a family of four earning less than $37,000 a year. In order to best serve our families, CEF works one-on-one with parents during the application process. Parents make appointments to meet with a CEF representative to review and process their child’s tuition award application at any given Catholic Archdiocesan high school. This process is efficient and provides families immediate access to CEF and a decision on their application status. In fiscal year 2022, the CEF program team processed approximately 18,000 applications and met one-on-one with approximately 70 percent of the families applying for tuition awards.

Save our Students (SOS) Program began in 1998 as a way to provide supplemental funding to those students living with special, high “at-risk” factors. The original donors of this program felt strongly about education. They wanted to do more than provide financial assistance to inner-city students and worked with CEF on creating a program in which they would fund students with not only financial need but also who were considered most “at-risk” due to family and/or community circumstances. They believed that having access to a Catholic school education’s system of values, support and structure would encourage students to continue their education rather than dropping out of school and thus jeopardizing their future. In the first year of funding, CEF awarded 30 SOS awards to elementary and high school students at a cost of $50,000. In the 2021-2022 school year, CEF awarded 198 students and disbursed a total of $467,000.

The New Enrollment Initiative (NEI)

that was created to fund students who are new to Catholic schools within the Archdiocese of Los Angeles or to bring back students who left the Catholic school system due to financial hardships. This program was made possible by an anonymous donation focused on helping to build capacity over the next five years.

This special program allows CEF to offer tiered funding to meet the financial needs of families based on their income and household size. New students from the most financial ly deserving families within the Archdiocese of Los Ange les can receive an award of up to 50% tuition to attend a Catholic school. The generosity of these awards makes a Catholic education attainable while also helping these families afford to pay the difference in the cost of tuition at their respective school, thereby increasing the amount of tuition revenue that the schools receive.

NEI has had a profound impact on the increased enrollment in our Catholic schools. The funds made available by this initiative has helped bring in over 2,000 students into our Catholic schools for the 2021-2022 school year. The increase in tuition revenue from new enrollment has also helped schools increase their operational funds, allowing schools to do such things as hire more staff, eliminate the need for combo classes, and improve or expand their programming and curriculum. The future of Catholic schools in the Archdiocese of Los Angeles looks bright because of the New Enrollment Initiative.

Transfiguration School & Onward 4 Educators Program

Nestled in the heart of Leimert Park is Transfiguration School, and Evelyn Ricken backer, Principal, has been empowering her faculty and staff to strive for excellence. She and her staff are committed to providing an individualized Catholic education for her students. Thanks to the generosity of the Smet Foundation and their Onward 4 Educa tors Program, this opportunity is made all the more real for the children of her faculty and staff. This program provides tuition awards for the children of the school staff working in select schools within the Archdiocese of Los Angeles and who have children attending parish or Archdiocesan Catholic schools. These faculty and staff work in Catholic schools serving the most financially needy and marginalized families in the Archdiocese of Los Angeles. In the 2021-2022 school year, CEF funded 227 Onward 4 Educators tuition awards and disbursed over $282,000 for the children of Archdiocesan Catholic school faculty and staff.

“Supporting the Catholic Education Founda tion is a perfect fit for the Smet Foundation where we are committed to enhancing the social mobility of low income, predominantly first-generation students in Los Angeles area Catholic schools. For years we have support ed the CEF Tuition Awards Program and three years ago we took our support a step further. Knowing that effective educators are one of the key drivers of student success, we created the Onward 4 Educators Program to support teachers, principals and staff working in selected Catholic schools.

In Onward 4 Educators, we provide tuition assistance grants for the children of staff working in schools that serve the neediest of Angelenos. We want to make it more afford able for Catholic educators to have their own children attend Catholic schools.”

Jack and Susan Blumenthal

Jack Blumenthal and his wife, Susan, have been involved in Catholic education for over 40 years. They are members of St. Brendan Parish in Hancock Park. Their boys attended Catholic high schools and colleges. Jack taught math and science at Mayfield Senior School in Pasadena for twenty years and has been a member of the CEF Board of Trustees the past ten years.

St. Joseph High School, Lakewood & New Enrollment Initiative

Dr. Theresa Mendoza, principal of St. Joseph High School in Lakewood, has always prioritized the mental health of her students. This became vitally important given the difficulties that students faced coming out of the Covid-19 pandemic. Through wellness counselors and “peer helpers”, all students who needed help, received it. It is this “sisters” philosophy which draws many girls to consider St. Joseph High School. This past school year, the New Enrollment Initiative played a pivotal role in increasing the number of newly enrolled 9th grade students in our Archdiocesan and parish high schools throughout the Archdiocese of Los Angeles. “Financial assistance is always a major factor in a family’s decision to place their child in a Catholic high school,” Dr. Mendoza explained. “This new program could not have come at a better time given the need of families recovering both financially and spiritually from the Covid-19 pandemic and their desire for their children to have a Catholic education.”

The New Enrollment Initiative for high school provides CEF awarded students with a supplemental award of up to $2,000. These additional awards have allowed high schools like St. Joseph to deploy internal financial aid funds towards new students to stimulate growth in enrollment. Dr. Mendoza added, “With the opportunities that are offered by CEF, we can keep families that want to remain at St. Joseph’s, all the while opening doors to new families who desire a Catholic education for their daughters.”

We are grateful to the Chapman Family Foun dation for their $250,000 commitment to CEF to create the Chapman Scholars Program at Junipero Serra High School in Gardena, named in honor of Terry Chapman, Serra Class of 1960. The Chapman Scholars are twenty-five students receiving tuition assistance annually through CEF. During the 2021-2022 school year, the Chapman Scholars maintained an average GPA of 3.56, and performed 70 hours of community service. They are leaders in the classroom and on the athletic fields. On November 2, 2021, Terry Chapman, along with CEF Executive Director, Doug Cooper, and Chief of Staff, Theresa Fragoso, were invited to celebrate mass with the Serra High School community, followed by a luncheon with the Chapman Scholars. Serra Director of Development, Joe Cormier ’81, and Alumni Volunteer, Vince Kates ’61, hosted a beautiful day celebrating Serra Cavalier pride and the wonderful partnership with CEF and the Chapman Family Foundation.

“I come from a family of six boys who lost our father when the youngest was three and oldest was 19. The sole source of income was a corner grocery store in Los Angeles. At this time, the boys were in a parochial school and a Catholic high school and tuition was the issue.

A couple weeks after dad died, the president of the high school sent a letter to mom saying not to worry about the tuition since it would be taken care of ‘for as long as it was necessary.’ Through the generosity of many others at the grammar, high school and university level, all six boys earned their degrees, again with lots of help from lots of very generous supporters of financial aid for education.”

Bishop Amat High School & Tuition Awards Program (TAP)

Bishop Amat High School has seen an increase in admission applications, which has ultimately led to an increase in their current Freshman Class. President Richard Beck saw that there was a shift in family priorities during COVID. Families who did less spending or accumulated savings in that time were reconsidering tuition for an enriched form of education for their children. CEF has been able to support many of these families in their decision to invest in a Catholic Education with our Tuition Awards Program (TAP). TAP is CEF’s core program which provides tuition assistance to the most finan cially challenged and underserved families in the Archdiocese of Los Angeles. In the 2021-2022 school year, CEF funded 217 tuition awards and disbursed $429,000 for students attending Bishop Amat High School.

Doheny Foundation

The Carrie Estelle Doheny Foundation has been a CEF partner since 1988. Sharing a similar mission guided by Catholic values, the Carrie Estelle Doheny Foundation is focused on improving the lives and futures of people and communities in Greater Los Angeles. The Foundation has supported CEF’s Tuition Awards Program in order to improve the education of Los Angeles residents. Their grants have been a lifeline to the most under served families in Los Angeles and have provided the gift of a Catholic school educa tion to tens of thousands of children.

Tom and Margie Romano

Tom and Margie Romano are members of St. Philip the Apostle Parish in Pasadena, and have been supporting Catholic education for decades.

Tom, a CEF Trustee, proudly reflects, “I am a product of Catholic education. I grew up in Arcadia and attended Annunciation School.

In 1955, Annunciation was a new school, and classrooms were built as we progressed through the grades. I have many fond memories of my years at Annunciation. Financially it was not easy for my parents to send me and my sister to Catholic school, but they knew the value of the education and the importance of Church community. I appreciate their sacrifice so much more today.

Fortunately, I have been able to relive my child hood experience through our 7 grandchildren, who are or have attended St. Philip the Apostle in Pasadena, complete with First Communions, May Crowning Ceremony and Graduations. I know how my Catholic education benefited my development, and I see it even more today in my grandchildren.

I think of how not everyone is afforded the oppor tunity to attend Catholic schools due to financial hardship. CEF fits right in my ‘wheelhouse’ with my wanting to be involved so that every parent who has a child they would like to have attend a Catholic school, can get financial assistance enabling them to attend. This is life changing –I have seen it, I believe it and I am committed to it. Being a trustee of CEF also allows me to spread the word to those who are not aware of what we do and how they can be supportive.”

Paraclete High School & Save Our Students (SOS) Program

Paraclete High School in Lancaster provides the growing Antelope Valley region of the Archdio cese of Los Angeles with the opportunity for a Catholic secondary education. Over many years, the school has served a population of families that not only requires financial assis tance but also has extraordinary “at risk” circumstances. These students are funded through CEF’s Save Our Students program and thrive due to the passion and dedication of the Paraclete staff, administration and student body. Paraclete’s core values are Spirit in Christ, Spirit as Family, Spirit of Knowledge, Spirit for Success and Inspired to Serve. The young men and women of Paraclete take ownership of these core values in a moral and value-based environment, a community where all students feel welcomed, supported and nurtured.

John Anson, principal, shared,“The donors to CEF are a gift from God. Every year we are faced with the difficult decisions on which families get to come to the school because of their, and our, limited resources. When I tell them [parents] we can help, that there is an organization called the Catholic Education Foundation, their tears of grief are replaced by tears of relief. The gift of a Catholic Education is something our parents do not take lightly.”

Hilton Foundation

In fiscal year 2022, CEF partnered with the Conrad N. Hilton Foundation on a grant to provide tuition assistance to over 500 of our most vulnerable students enrolled in Catholic schools. The work of CEF is transformational, but the Save Our Students (SOS) program goes a step further by helping extremely vulnerable children living in extenuating circumstances to continue their Catholic education in a nurturing, supportive environment conducive to learning. Students receiving SOS support may be living in circumstances of extreme disadvantage due to situations at home such as addiction, violence, illness, disability or other disruptions in the child’s home life such as foster care, transitional housing, homelessness, parent or guardians incapacity to care for the student, loss of an immediate family member due to death, depor tation, incarceration and other situations found in communities where people live at or below the poverty threshold. The Conrad N. Hilton Foundation understands these children need some stability in their lives and CEF’s SOS program enables them to have a Catholic school education, feel the presence of God in their daily lives and learn in a loving and supportive environment. CEF is deeply grateful for this grant from the Conrad N. Hilton Foundation which will allow CEF to increase the SOS award amount for elementary school students from $1,500 to $2,500 as well as provide block grants for principal-directed awards.

“My work with CEF continues today in the mission of the Catholic Community Founda tion of Los Angeles (CCF-LA) to provide philanthropy management services. CEF is our good client, we manage charitable assets for them. They are also the beneficiary of numer ous grants we issue from 197 Donor-Advised and Designated Funds that we manage. We foster collaboration between CEF and our clients to develop new programs, to report impact, and most importantly to find new ways to obtain funding where it is needed most. With 16 years of Catholic school education, I know how important this work is for our Church, our communities, and our world.”

St. Sebastian Elementary School & New Enrollment Initiative

St. Sebastian Elementary School sits in a unique location within the Santa Clara River Valley and is the only Catholic school within the cities of Santa Paula and Filmore. It provides a quality Catholic education for families from three separate Catholic parishes including St. Sebastian Parish (Santa Paula) Our Lady of Guadalupe (Santa Paula), and St. Francis of Assisi Parish (Filmore). Principal Grace Michael-Kelly responded with enthusi asm when asked about the impact and timing of the New Enrollment Initiative for students new to the Catholic school system. “Having a way to help supplement tuition has meant we can start to expand what we offer. The New Enrollment Initiative really brought in a bright light of hope.“

Audacious Foundation

“The Audacious Foundation provides equal opportunities for all children, working in Catholic Schools in Santa Barbara County and Western Ventura County. Catholic Education is by definition aligned with our belief in Whole Child Education. We want children to be supported around academics, around devel oping themselves socially, emotionally, physi cally, and spiritually so they have the life skills to thrive in whatever they do. CEF has allowed us to reach thousands of students each year in supporting bike lessons, swim lessons, etiquette and communication skills, drum ming, dance, being in nature, and growing school gardens. We love that children are inspired to learn with experiential learning throughout their day.”

Kicking off our 35th Anniversary!

On Sunday, November 14, 2021, newly appointed CEF President Colleen Roohan and her husband Ed kindly welcomed friends of CEF into their home in Altadena to celebrate mass and enjoy a football tailgate lunch from Pie’n Burger. With gratitude also to Co-hosts Colleen (CEF Trustee) and Luke Welsh and Alison and Ryan Knoll (CEF Trustee), Sr. Stacey Reineman SSL of Nativity School, El Monte, and CEF supported students from Bishop Amat High School, La Puente, shared inspirational stories about the impact of Catholic education on their lives.

Kicking off our 35th Anniversary!

Nicole and Charlie Gaffney (CEF Trustee) graciously opened their home in Cheviot Hills for a beautiful cocktail party on November 21, 2021, to kick off the 35th Anniversary of CEF. Administrators from Bishop Mora Salesian High School, Boyle Heights, as well as CEF supported students from Sacred Heart High School, Lincoln Heights, provided messages of hope in thanksgiving for the tuition support received from CEF.

CEF Racing Team

CEF Racing Team ran all three distances in both the 2021 and 2022 race weekends. Across these two race weekends, CEF Racing Team collectively raised over $30,000!

Joining the team was first-time marathon runner Antonio Felix of LMU’s P.L.A.C.E. Corps who ran the Los Angeles Marathon on Sunday, November 7th, 2021. This rescheduled race weekend in November didn't stop our 15 passionate supporters of Catholic education who took on the newly launched “Stadium to The Stars” course with fast feet and bright smiles.

CEF Racing Team hosted their very first hospitality tent during the LA Big 5K finish line festival at Dodger Stadium on Saturday, March 19th, 2022! CEF celebrated the tremendous support from four Catholic schools who sent eager representatives from Bishop ConatyOur Lady of Loretto High School, Sacred Heart High School, Verbum Dei High School, and Bishop Amat High School and alone contributed over $10,000 in fundraising for tuition assistance for our CEF students!

In four years of participating with the Los Angeles Marathon Charity Program, we have raised over $160,000 and have over 70 individuals on the CEF Racing Team.

Donor Appreciation Mass

On Sunday, December 5th, 2021, CEF celebrated and thanked our 2020-2021 school year donors with a lovely mass at the Cathedral of Our Lady of The Angels presided by CEF Trustee Bishop Gerald Wilkerson. A reception followed the mass in which we had the opportunity to honor and celebrate the retirement of CEF’s very own “sweetheart” and voice of gratitude, Lorna Saenz. The night was graced by the extraordinary talents of the students from St. Genevieve Parish Schools. They brought smiles and the gift of song with a choir selected specifi cally for the evening’s festivities.

Bishops Big Game

The special event, on March 1, 2022, brought Archbishop José H. Gomez to St. John Chrysostom in Inglewood bearing the delicious spoils of a bet he made with his friend (and briefly, rival) Archbishop Dennis M. Schnurr of Cincinnati ahead of Super Bowl LVI between the Cincinnati Bengals and the Los Angeles Rams. In betting that the Rams would win the game, Archbishop Gomez put up a treasure trove of treats from iconic Southern California bakery Porto’s as his wager. In picking his hometown Bengals, Archbishop Schnurr promised to send a selection from Cincinnati's own iconic sweet shop, Graeter’s Ice Cream, westward, in the case of a Bengals defeat. That good fortune not only included the treats, but tuition assistance raised by those who contribut ed to “Bishop’s Big Game.” More than $22,000 was raised and, by virtue of the Rams’ victory, 60% was allocated to the Catholic Education Foundation (CEF) of Los Angeles, which will be used for thirteen $1,000 scholarships for deserv ing students at St. John Chrysostom in Inglewood.

New President

We are pleased to announce that Archbishop Jose H. Gomez has appointed Colleen Roohan as President of the Catholic Education Foundation effective July 1, 2022! Serving as a Trustee since 2012, Colleen’s passion for Catholic education is immeasurable. “Catholic schools matter. They provide a loving and nurturing space for students to develop their faith, while also providing them with a rigorous education to support them in becoming change makers and lifelong learners.” Colleen and her husband, Ed, were both educated in Catholic schools from elementary school through college and have shared that passion for Catholic education with their children.

As CEF serves children and families in the most underserved communities of our Archdiocese, Colleen has noted that “the CEF story is an amazing one to tell. I strongly believe that receiving a Catholic education is an advantage for life. Our job at CEF is to find ways to raise scholarship funds so that these children can get a solid academic and faith-based education. For many of these kids, that opportunity can truly be a game changer!” Thank you, Colleen, for your leadership and support of our mission!
