WELCOME Thank you for your interest in neighborhood engagement, communication and safety.

The idea of an organized group begins when someone wants to get to know their neighbors, when there are challenges to overcome, or when new opportunities arise.

This guide explores the different types of community groups and the organizational issues they face. It provides ideas to help your neighborhood interact in a way that fits your neighbors best. The City of Cedar Park is interested in continuing to provide an environment of positive support for our neighborhood groups and has developed this guide to give you some new ideas and share ideas the great neighborhoods in Cedar Park have already put into place.

Being a good neighbor is an important part of living in a community. There are tons of benefits to knowing your neighbors. It helps improve public safety, property values, opportunities for collective problem solving, and more.

Read on to find out some of the benefits.

WHY BE A GOOD NEIGHBOR?

GOOD NEIGHBORS WHAT DOES IT MEAN TO BE A GOOD NEIGHBOR?

If you need a bit of sugar or someone to keep an eye on your place for a few days while you are gone, who better to help than a neighbor? Existing research has found that individuals who have a strong connection to their community are happier and this makes for a healthy neighborhood.

BENEFITS The comfort of knowing what is happening in your neighborhood.

The security of knowing you can rely on people for help; people who keep an eye on things and who will watch your property when you are gone.

The happiness that comes from being around people you trust or with whom you have a friendship (Zak, 2007).

The identity of being part of a neighborhood group.

WHAT IS A NEIGHBORHOOD LEADER? A Neighborhood Leader is a neighbor who is willing to devote their time, talents and resources to help make their neighborhood a better place to live. A neighborhood leader does not attempt to promote change alone, but employs a technique which includes the interests and efforts of fellow neighborhood members in the effort. Collaboration is key!

ORGANIZING Various factors help a neighborhood to gain a sense of identity and feel a need to organize and develop a neighborhood association. Read on to find out more about types of associations and groups and why they organize.

WHY ORGANIZE? There are many reasons why neighborhoods organize. Some of the most common reasons include:

“The brightest stars are those who shine for the benefit of others.”

To address a particular concern.

Many neighborhoods become organized when a particular concern emerges from which they are all impacted. Residents of the neighborhood will get together to discuss problems and come up with solutions. As an organized group, members can work together to resolve the issue and use the many people and resources already available within their neighborhood.

To empower residents.

Groups can achieve goals. Together people have the ability to act and with this ability comes a responsibility to the community. When neighborhoods organize, they acquire strength by joining together to accomplish something for everyone.

To build community.

Organizing to build community means improving your neighborhood's ability to act and organize the diverse skills of its residents. Residents want to become better neighbors by getting to know each other and helping each other.

TYPES OF GROUPS WHAT IF WE DON'T WANT AN "ORGANIZATION"

There are several different types of organizations that will meet the definition of a “neighborhood group.” Some of the concern.

Landowners associations have dues, restrictions and covenants which protect and improve the land on which they live.

VOLUNTARY NEIGHBORHOOD GROUP (VNG) This is a neighborhood group that is organized to provide a collective voice, but does not have dues or other restrictions attached as other formally structured groups.

CRIME WATCH GROUPS

NEIGHBORHOOD ASSOCIATIONS A Neighborhood Association is a volunteer group of residents who work together to improve and enhance the neighborhood in which they live.

Neighbors meet to exchange ideas, propose solutions, prioritize potential projects, and generally talk about things that affect the neighborhood. In addition, neighborhood associations commonly discuss fundraisers, events that might enhance neighborhood pride, the publishing of directories and/or newsletters, and issues in the neighborhood. They may set dues to support their initiatives.

HOMEOWNER ASSOCIATIONS Homeowners Associations usually represent residents that live in homes built by the same builder or developer.

These groups meet regularly to work on issues that affect their particular neighborhood. Homeowner associations usually have a formally elected body and are governed by a set of rules that homeowners agree to when they purchase their home. These rules, or covenants, often govern construction regulations, membership/dues requirements, as well as a variety of other issues.

Restrictive covenants are recorded with the subdivision plat in the County Clerk's office. These associations may also have responsibility for ongoing maintenance of common property.

Many areas of the community organized under the Neighborhood Watch program to work together to educate residents about crime prevention. These groups are a great tool for getting to know your neighbors and the area in which you live.

Today, Neighborhood Watch is being promoted as an activity that all neighborhood groups should participate in, and is a great tool for organizing neighborhoods.

Neighborhood groups are stand-alone organizations within their community and separate from the City. The City's role is to strengthen the relationship between the neighborhoods and the City by sharing information and providing resources and opportunities for residents to connect.

In Texas you could very easily find yourself living in a MUD. A MUD is a Municipal Utility District and they are governed by the Texas Water Code. The primary function of a MUD is to provide water, sewer, and storm water drainage services in areas where municipal services are not available. MUDs are typically financed through the sale of bonds, which, in turn, are serviced by the taxes levied and collected by the MUD. The MUD has its own Board of Directors. Many times MUDs are located within the Extra Territorial Jurisdiction (ETJ) of land adjacent to a City.

An ETJ is measured from any given city limit line to a mile out or more depending on the population of the adjacent town or city. If you live in an ETJ the adjacent City that claims authority in the ETJ can exercise authority beyond its normal boundaries. This means in addition to services such as trash and water, the adjacent City can also enforce ordinances. Read more about an ETJ on page 14.

APPLY FOR A PERMIT A block party will consist of closing off a block of a street to through traffic. The Neighborhood Services Coordinator can help you get the proper forms filled out and can get the street blockades at no additional charge. You just need to pick a date!

PROMOTE THE PARTY Social media and signs are a great way to get the message out to invite your neighborhood. The Neighborhood Services Coordinator can help you get out the message by providing templates and tools!

FIND THAT ICE CREAM Are you having a potluck? Does someone in your neighborhood have a business and can donate? Or are you going to have a food truck? Even if it isn't ice cream you'll want to have some refreshments available. Check with the City regarding permits needed for food trucks and food handling requirements at www.cedarparktexas.gov/permits.

PLAN TIME AND VOLUNTEERS FOR CLEAN UP AND RETURN OF MATERIALS. Remember to schedule volunteers to help cleanup, return the materials like tables and chairs, and dispose of the trash, to return your neighborhood to its original condition! The trash bags can be set out with your regular trash, but only seven at a time, so coordinate this with your volunteers.

EASY STEPS TO START A VOLUNTARY NEIGHBORHOOD GROUP

Step 1: The Idea You are reading this so you probably already have this part covered. Check the Neighborhood Toolkit on the City of Cedar Park's Residents page to make sure your neighborhood isn't already on the map. If it is, contact the Neighborhood Services Coordinator for more information, if it isn't, get on the map!

Step 2: Form a Team Once you talk to your neighbors and decide there is interest and need for a group, two to four residents should be appointed as the Organizing Team. The Team will help get started and come up with ideas for getting together.

STEP 3: HOLD A GET-TOGETHER

THE DEFINITION After starting a smaller group or having a block party your neighborhood might decide they would like to form a larger organization. The Voluntary Neighborhood Group is a quick and easy way to organize. This group type will not have any formal structures. They may have occasional group get-togethers, such as block or neighborhood parties. There are no formal dues.

A VNG has a clear communication method. They have guidelines or norms set up to moderate discussions and make sure the work they do is productive and improves the neighborhood.

An essential part of a VNG is having a "leader" in the neighborhood to listen to concerns and be a sounding board to hear issues as well as gather information to discuss with groups outside of the neighborhood.

Publish the event on social media or pass out flyers (make sure to follow City Ordinances on flyers). Gather some ideas from your neighbors and make some decisions on how you want your group to work.

A Neighborhood Association is a very structured type of organization. Great contributions can happen when there is participation in organized neighborhood projects or activities.

GETTING STARTED First do a little research. Reading this guide is a great way to get some ideas.

Then create a small core group of neighbors to inventory the neighborhood to find out the primary issues. This can be done as a poll on Facebook, use of Nextdoor groups or as a mail out to the neighborhood. Flyers also can be distributed throughout the neighborhood but make sure you follow City ordinances when posting them.

STEERING COMMITTEE This committee will put together a list of ideas (based off of the poll) of what will happen at the first meeting. First they will define a list of activities to get the association off the ground. What speakers or items of interest will be the focus of the first meeting? Form a plan for communication. How are you going to get the message out about your meeting? Small garage sale signs can be a great way to publicize the meeting. You can also mail out invites, attach flyers to door knobs in your neighborhood, establish a neighborhood Facebook group, set up a group on Nextdoor, or start an email list.

One important step is to create a method of communication.

Gather email addresses at the first meeting. Ask neighbors to talk to other neighbors or set up a free website to get out the word about what is happening.

Create the by-laws for the association. These explain the goals of the association, define the members, outline dues, if any, explain the roles of the officers, and define the specifics of the organization.

Once the by-laws are passed by the members, incorporation and applying for nonprofit status is recommended. Discuss and vote on all of the steps with your new members. The more involvement, the better!

Homeowner Associations Things you need to know about a Homeowner Association When you purchase property in a planned development you have certain requirements you have to abide by and are automatically a part of that community's Homeowner Association (HOA) and pay monthly or annual HOA fees for the upkeep of common areas and buildings. Here are four things you should know about living in an area with an HOA: 1. The Membership.

The HOA membership is mandatory. When you buy a property governed by an HOA you are automatically a member and guidelines exist to protect the property value of your home.

Who do you call if you have an issue? This is determined by your CC&Rs. If it is an issue that is specifically addressed by your CC&Rs you can contact your HOA for a resolution.

For instance, the City ordinance says that grass or weeds must be below 12". However, if the HOA CC&Rs in your neighborhood requires the grass to be less than 4” with no weeds, the HOA CC&Rs must be followed, since those are the guidelines for your neighborhood.

In addition to maintaining common areas, HOAs also set out certain rules that all residents must follow called covenants, conditions and restrictions (CC&Rs). Each individual HOA determines what they will allow in a neighborhood. If it is in your restrictions, a violation could be written by the HOA for not following the rules outlined in the neighborhood. Read these carefully.

CP ATLAS

ETJ is the acronym for Extra Territorial Jurisdiction and is defined as “the unincorporated area that is contiguous to the corporate boundaries of the municipality." Neighborhoods in the ETJ do not pay taxes to the City. They contract with the City for services such as water and solid waste. There are City ordinances that apply to the areas of the ETJ as well.

If you are unsure of whether a neighborhood is within the City limits or what the regulations are in the neighborhood, consult the CP Atlas for boundaries.

WEBSITES Setting up a website can be fun and easy if you know some simple tricks. There are free web builders that make it easy. Also, Facebook pages or groups can be used.

Collect everyone's email addresses and create email blasts. These can be free using services like Gmail, and you can sign up for paid services too.

Neighborhood newsletters can be mailed, hand delivered or emailed. Use a program with built in templates. Use the City newsletter for fast, free and easy articles.

There are many apps that can help you communicate in your neighborhood. Using the City's CP Connect 2.0 app can help you get information to the City about issues.

Creating flyers or posting the group on online sites such as Facebook or Nextdoor can encourage participation and, perhaps, generate new ideas by your neighborhood that you can share with others.

LET'S TALK ABOUT HOW NEIGHBORHOOD SERVICES CAN HELP Neighborhood Services was established to further engage Cedar Park's neighborhoods, to provide resources, and to improve communication with City government. The City of Cedar Park's Neighborhood Toolkit provides a wealth of information and CP Connect 2.0 connects services to our community's neighborhood and homeowner associations. Our Neighborhood Services Coordinator can:

Attend monthly neighborhood association meetings to discuss common problems and to exchange information.

Coordinate meetings between neighborhood representatives and City staff to address topics of interest to specific neighborhoods.

Share neighborhood successes and ideas with other neighborhoods in the City for ideas and encouragement!
