Eastern Carver County Schools is an incredible district, four cities strong, filled with thousands of individual stories and unique journeys. Our Strategic Plan is our roadmap, guiding our work and supporting our mission - preparing every student to achieve their personal best, engage in lifelong learning, and be a thoughtful and responsible citizen. This year’s state of the district highlights our achievements through the lens of our strategic directions - while centering our students and their voice, one of my priorities as a leader.
I have spent hundreds of hours listening to the voices of our district- parents, staff, business owners, community members, and they have taught me a great deal but our students, at every level, have kept me on my toes, challenged me to do more, and remind me what a great district we have and the potential we have to be even greater.
Our commitment to personalized learning remains strong, and our students continue to perform well academically. Our advanced academics offer students enrichment opportunities at every level. While there is always room to improve, the work of our educators and support staff at the classroom level is showing impressive year-over-year growth. When our students cross the graduation stage, we have prepared them for wherever they choose to go next, college, military, or the workforce.
IN OUR DISTRICT, WE TAKE GREAT PRIDE IN MAKING SURE THERE ARE OPPORTUNITIES FOR EVERY CHILD FROM BIRTH TO GRADUATION TO BE CELEBRATED, SEEN, AND INCLUDED.
Thanks to a robust birth to 22 system, including a strong Community Education program supporting additional programming at the elementary and middle levels and two traditional and our alternative high schools, students have greater access to the fine arts, athletics, and extracurriculars, and we have the achievements to show for it.
We continue to adapt to meet the evolving needs of our students. We have made changes in our middle school programming and are currently working on reimagining high school to improve the high school experience. Work has begun to collect input for the ECCS Portrait of a Graduate which will outline the key skills, competencies, and attributes we believe all students should develop by graduation.
Management of our resources is incredibly important. We take our stewardship of taxpayer dollars seriously. The work of our Finance Department has been recognized for several years in a row with clean audits, high bond ratings, and awards for the strength of our budgeting. We continuously invest in our facilities, this year major projects were underway at Chaska Middle School East and West. Our long-term maintenance and facilities plan guides the priorities for improvements in each of our schools. I’m proud of our facilities and grateful for the support of our community to keep them in great shape.
As proud as I am - as we all are - of the great things happening in our district, there are challenges ahead. Districts across the state, including ours, navigating a difficult financial future. While these challenges stem from a convergence of factors—including funding not keeping pace with inflation, new unfunded mandates, and rising operational costs—we remain steadfast in our mission. This is a multi-year journey to align our resources responsibly with our values, and we are committed to doing so with as much care as possible and always, always, keeping our students at the center.
Even with these difficult days ahead, I know that our future is a bright one. This community cares about our kids, and together, we will continue working to ensure they have the resources they need to succeed. Thank you for being a part of the Eastern Carver County Schools story.
In Partnership, Dr. Erin Rathke Superintendent

Eastern Carver County Schools, like many districts across the state, faces significant financial challenges that necessitate difficult decisions in the coming months. A convergence of factors, including rising costs, increased salary and benefit obligations, and unfunded state mandates, has created a growing gap between expenditures and revenue. Even with recent funding increases, state support has not kept pace with inflation, further exacerbating the shortfall. The district is projecting a $5 million budget deficit for the 2025-26 school year and is committed to addressing this challenge responsibly and transparently.
These financial pressures are not unique to ECCS. Neighboring districts are grappling with similar circumstances, highlighting a statewide trend. As we’ve previously communicated, cost containment efforts are necessary starting in the 2025-26 school year. In late February, district administration brought forward proposed cost containment adjustments to the school board that will impact various areas across the district.
Proposed adjustments include restructuring some administrative departments, increases to class sizes, with a proposed increase of half a student in grades 1-2 and one student in grades 3-12. Other potential reductions include adjustments to middle school band and orchestra programs and a restructuring of student support services, which could affect kindergarten paraprofessionals.
Further cost-saving measures under consideration include a 10% reduction in building and department supply budgets, a modification to the district calendar to remove one instructional day, and adjustments to projected future salary and benefit expenses. The district is also exploring opportunities to increase revenue through facility rentals, high school parking fees, and student activity participation fees.

"I know this is a difficult and uncertain time," acknowledged Dr. Erin Rathke. "Budget discussions naturally bring stress, especially as we consider how they may impact our work and the students we are so dedicated to serving. I want to acknowledge this reality and express my gratitude for the continued dedication during these times of uncertainty."
The district is committed to open communication and community engagement throughout this process. Community members are encouraged to stay informed and participate in the budget process. Regular board meetings are live-streamed and archived on the district website (district112.org/community/school-board). The Financial Future webpage (district112.org/district/financial-future) provides ongoing updates, presentations, and other relevant information. These difficult decisions will shape the future of ECCS, and we value the partnership and dedication of the entire community as we navigate these challenges together.

Kinder Academy is a kindergarten option for young five-year-olds The program follows ECCS kindergarten curriculum Students ready to move on to first grade after one year will do so Students who would benefit from an additional year of kindergarten will stay in the program.
Making a lasting impact in her school and school district was reason enough for Marissa Doerfler to take part in a new Youth Participatory Evaluation (YPE) group. A team of secondary students is being trained this year to conduct systematic research to improve their lives, their communities, and the institutions intended to serve them.
“I wanted to make a change. There are things with school that I’m very passionate about and I wanted my voice to be heard. I figured this experience would give me an opportunity to express those feelings,” said Doerfler, an eighth grader at Pioneer Ridge Middle School.
Sriniketh Madhavan was president of the student council at Pioneer Ridge last year. Like Doerfler, he thought this opportunity could lead to bigger picture changes beyond his school, maybe all the way to the district level.
“I am hoping that kids get what they want. Even though they make requests that we can’t fully do, maybe we can see some of what they want. Like, instead of having a themed meal every day, we can see more variety in meals instead,” Madhavan said.
For Hadyat Charif, a Chaska High School junior, one of her life goals is “to make the world a better place.” One place she could start was at school. “I've been in Chaska High School for three years now and although I love this school and all the teachers are wonderful, there were some factors I didn't quite like about our school system and there were factors I felt we need to change,” she said.
While using student voice in decision-making is already a common practice in ECCS, YPE takes it a step further by empowering students as researchers and changemakers. They’re the ones asking their classmates the important questions. “Being the one asking my peers questions feels intimidating and out of my comfort zone since usually adults would be asking these types of questions instead of students” Charif said. “I know I am getting accurate results since my peers are not intimidated or feel pressured to have to say something good when it's actually not how they feel. That's what I like about YPE. It's student-based and students are the ones doing the majority of the work and the adults are just monitoring.”
Pioneer Ridge Middle School eighth-grader NaZyra Oku said gaining experience with interviewing at a young age will be an invaluable tool for her in years to come. “(Students) definitely knew what they wanted to see changed,” she said.
Classmate Oliver Fauzie has also enjoyed the research part, which involved talking directly with fellow students.
“It was fun to interview students and hear what they want from school,” he said. “I wanted to have a role in how things are done in a school district. This is something that interests me.”
In the first research project for the YPE team, they looked into seven different areas of the school district budget and asked students about how they view the importance of transportation, energy, facilities, health and safety, nutrition services, curriculum and professional development, and salaries and benefits.
The students conducted more than 200 interviews, transcribing 32 pages of notes. They developed a survey to have respondents rank in order the importance of each of the seven budget areas with 281 of their fellow students responding. The highest priority areas for secondary students were health and safety, curriculum and professional development, and nutrition services.
Common themes within these priority areas included physical safety (bullying prevention, feeling safe during potential threats) and emotional well-being (student/teacher relationships, stress and anxiety related to home or school). Students also emphasized the need for more lunch options and larger portions, accessible transportation, and retaining passionate and motivated staff.
The YPE group presented their initial findings at the January school board workshop. “I was really excited to go up there and share how I felt,” Doerfler said.

Eastern Carver County Schools were represented by four seniors at the Minnesota State High School League Section 2AA banquet at Gustavus Adolphus College on Jan. 26. These four -- Ava Joos and Emmet Carlson from Chanhassen High School, and Morgan Engeman and Adonai Yidnekachew of Chaska High School -- were honored as AAA (MSHSL Academics-Arts-Activities) award winners. Joos was also selected as the top female recipient in 2AA, advancing to next round in overall state selection!
To the best of our knowledge, Ava is the first person to win this honor from our district since 1993. “Ava has shown exceptional talent and dedication in choir and on the girls swim/dive team. In addition to excelling in these areas, Ava is also a remarkable student, maintaining a strong academic record while balancing her extracurricular activities. Ava’s presence at Chanhassen High School makes it a better place, as she continuously inspires others to achieve their best. Congratulations Ava!”
