This panel addresses the transitional dilemma between China's pledge to peak emissions before achieving carbon neutrality by 2060. China has positioned itself as a leading manufacturer of green technologies, from electric vehicles to solar panels to wind turbines. It is therefore poised to meet the growing global demand for cleaner technologies. This opens up discussions on whether China is trying to gain an economic edge in the global low-carbon agenda despite being subjected to international tensions posed especially by the US. The 14th five-year plan is also likely to mandate the 'dual circulation' strategy as a medium-term goal. This panel wishes to conclude the discussion with how the implications of 'green' consumption and production remain to be seen.

This panel addresses whether the recently renewed policy drive for Common Prosperity, a dated political term in China, implies a return to pursuing equity at the expense of efficiency. In 2021, a "summer blizzard" of regulatory actions targeted various sectors, including fintech, real estate, and private tutoring, driving Common Prosperity.
This panel opens up discussions about the policy intentions behind the clamp-down on these sectors while evaluating reform measures on the rural land market and inclusive finance to reduce income and wealth inequality. This panel seeks to identify financial tools and market-oriented reforms that could resolve distortions in resource allocation and drive capital in the pursuit of Common Prosperity effectively.

This panel focuses on the recent developments in China-EU relations and how the EU's change in China strategy affects the global power dynamics. With the suspension of the Comprehensive Agreement on Investments in 2021, China-EU relations deteriorated to the lowest point since 1989. A number of factors, including the Covid outbreak and China's human rights issues, have invited the EU to reassess its dependence on China's strategic industries. The EU's indecisiveness in foreign policies and China's relatively assertive response may have complicated the gridlock. The panel will also discuss the prospects of China-EU relations in light of policy recommendations that could contribute to a more reciprocal conversation and a mutually beneficial outcome.
