‘South Africa belongs to all who live in it’
A
ny meaningful discussion of land reform in South Africa must start by recognising that those who were dispossessed under apartheid have a right to justice. Equally important, it must be recognised that the democratic government has already done a great deal through its land reform programme to rectify the injustices of the past. Government will always be central to land reform. Most of this report is about what markets and the private sector contribute to land reform, but all of this takes place in the context of the current government’s policy framework and programmes.
