POLICY BRIEF NATIONAL INDICATORS FOR CULTURE AND CREATIVE INDUSTRIES IN NEXT FIVE YEAR DEVELOPMENT PLAN (JULY 2016 –JUNE 2021)


This policy brief is a product of policy analysis carried out by Culture and Development East Africa (CDEA) from May 2015 –January 2016, while carrying out a research in the culture and creative industries with a focus on the film and music industries in Tanzania. This research was supported with funding from CKU –the Centre of Culture and Development, Denmark. The primary audience for this policy brief is the Ministry of Information, Culture, Arts and Sports. However, this brief will also be shared other key stakeholders who include: • Ministry of Finance and Planning • Ministry of Education, Science Technology and Vocational Training • National Arts Council/BASATA • National Bureau of Statistics • Tanzania Revenue Authority • UNESCO Tanzania • Copyright Society of Tanzania (COSOTA) • Private Sector • Academicians • Cultural and Creative industry organizations The policy brief recommends cluster strategies and intervention packages as national indicators for the culture and creative industries to be integrated in the Second Development Plan that commences July 2016. The brief recommends policy options based on the indicator challenge presented through The National Strategy for Growth and Poverty Reduction commonly referred to as MKUKUTA II that expired in June 2015. The brief proposes that the cultural and creative industry indicators should be monitored through the following result areas:

Broad Outcome

Employment opportunities for all, including women and youth

Goal

Ensuring Creation and Sustenance of Productive and Decent Employment, Especially for Women, Youth and People with Disabilities

Operational Target

Employable skills, particularly for youth, women and people with disabilities enhanced

The policy brief recommends key actions that should be undertaken by the primary and secondary targets that feed into the above results matrix.


1. Statement of the Issue/Problem: The National Strategy for Growth and Poverty Reduction commonly referred to as MKUKUTA II (2010-2015) that expired in June 2015, recognized ‘Boosting cultural, sports and creative industries for income generation (and growth of the economy), as a priority for employment creation. However, the MKUKUTA II lacks concrete cluster strategies and intervention packages aligned to the creative industries that can lead to the broad result outcome of ‘Employment opportunities for all, including women and youth.’ According to the Budget Speech 2014/2015 made by the former Finance Minister Hon. Saada Mkuya Salum, with the expiry of MKUKUTA in June 2015 and commencement of Second Five-Year Development Plan of Vision 2025 in July 2016, there are is an opportunity to integrate issues of poverty reduction in our national strategies and plans. This process will lead to having one framework to guide development efforts of Tanzania. It is therefore important that it captures strategies and interventions for the cultural and creative industries as indicators in the next National Development Plan that commences July 2016.

Between May 2015 and January 2016, CDEA, with support from CKU –Centre for Culture and Development, carried a value chain analysis and mapping studies for the film and music industries in Tanzania. Specific Objectives: • To carry out research and documentation for the film and music subsectors by end of December 2017 • To engage in advocacy and dialogue with key strategic stakeholders for the film and music subsectors by end of December 2017 Outputs: Output 1: Strategic research generates data and knowledge in the Tanzanian film and music industries by end of December 2017 Output 2: Advocacy and dialogue meetings held with strategic stakeholders key advocacy targets by end of December 2017 Output 3: Utilisation of the research findings by key strategic stakeholders by end of December 2017 Output 4: Pilot projects based on research findings implemented by end of December 2017 The national indicators that are being proposed are based on the triangulation of data sources/reports listed below:

Source: MKUKUTA II 2010 -2015 In addition, the budget and financial framework of MKUKUTA II does not capture cluster strategies and interventions for the culture and creative industries. This policy brief therefore provides recommendations on how cultural and creative industry cluster strategies and interventions can be integrated in the next Five Year Development Plan (July 2016 –June 2022) as national indicators. The policy brief points out that these indicators will enable monitoring of the culture and creative industries in contributing to employment opportunities for all, including women and youth by 2022. A key intervention on data collection and statistical analysis by key organizations such as the National Bureau of Statistics and Tanzania Revenue Authority will be pivotal in providing periodic information on the industry’s contribution to employment and GDP.


3. Statement of CDEA’s interests in the issue: Culture and Development East Africa (CDEA) is a Creative Think Tank based in Dar es Salaam, Tanzania dedicated to providing services to multi-stakeholders in the arts & culture and development sectors in Tanzania, and wider East African Region. Through our Culture and Governance programme, we aim at advocating for an enabling environment for the Culture Sector through evidence-based research. We hope that our research findings will contribute to leading to systematic change whereby national indicators for culture and creative industries in form of cluster strategies and intervention packages, will be integrated in the budget and financial framework for the Second Development Plan (2016-2021): Nurturing an Industrial Economy.

4. Policy Options: 4.1 Policy Recommendation The policy brief recommends cluster strategies and intervention strategies, for the culture and creative industries in Table 2, that should be integrated into the Second Development Plan commences July 2016. 4.2 Primary Target Audience CDEA hope to share this policy brief with the Ministry of Information, Culture, Arts and Sports the Culture Working Group members during a culture stakeholder meeting organized by UNESCO Tanzania and the Department of Culture. It is hoped that the recommendation of this policy brief will trigger action in two ways: (i) Planning and resource allocation for culture integrated in national budget and ďŹ nancial framework (ii) A comprehensive national cultural and creative industries policy (iii) Domesticate the EAC Cultural and Creative Industries Bill, passed on August 25, 2015 4.3 Secondary Target Audiences Stakeholders
