Dan’s Story Born and raised in Concord, Dan spent his career employed in construction and as a handyman. After being laid off ten years ago, he became homeless, living on the streets in a tent with his dog, Missy.

Managing the rain was a challenge; Dan would move his tent to find cover and patch holes to stay dry. Although he eventually found work again, he was unable to recover from losing his housing and remained homeless for close to a decade.

When Dan’s health began deteriorating, he could no longer work.

Since he didn’t have transportation, he had a hard time getting to medical appointments to treat his heart condition and diabetes.

After being laid off again, he connected with Contra Costa Interfaith Housing (CCIH) in July 2018. With the support of a Housing Specialist, he found housing through our Housing & Disability Advocacy Program (HDAP), which provides rapid rehousing services to homeless individuals and families who are disabled.

Dan appreciates that CCIH has been patient and has helped point him in the right direction. He is working on getting even stronger so he can ultimately work again.

Dear Friends and Supporters: The past year has marked a period of unprecedented growth for Contra Costa Interfaith Housing (CCIH). With the help of a community of more than 730 donors and 350 volunteers, CCIH has provided more than 1,300 men, women, and children with permanent housing and support services – and our impact is expanding!

In December 2018, we concluded a strategic planning process, positioning our organization to profoundly increase our impact in the next five years. Goals include tripling the number of people housed and supported by CCIH, launching a supportive housing program for transitional age youth, and rebranding. In June, we were awarded two contracts to expand housing placements in the local community. In the coming year, this funding will enable us to house 100 homeless families and to partner with STAND and Family Justice Center to provide rapid rehousing services to 25 families who have experienced domestic violence. The old adage “it takes a village” will certainly prove true; while government funding will support housing navigation, rent subsidies, and move-in costs, we will be relying on the generosity of the community to help provide furnishings and household items for these families.

CCIH has also made great strides in mitigating homelessness by expanding our housing navigation function by more than fivefold. Now in its third year, our housing navigation program brokers housing by partnering with landlords to lease units for residents who are homeless and have special needs or disabilities. In the past fiscal year, our team has managed to house more than 200 people, 99% of whom remain stably housed. In 12 months, across all of our programs, 262 people were housed in 152 units. Not only do residents deserve a new place to call home, our program provides cost-effective housing resources that prevent use of high-cost emergency room visits, hospitalizations, and incarcerations.

In other exciting news, CCIH celebrated eleven years of our annual gala, Ruby Slippers – There’s No Place Like Home. Last year’s event raised more than $255,000 in net proceeds, every penny of which has been directly invested to end homelessness in Contra Costa County.

In this report, you will read about several of our community members whose lives have been altered by your investment in CCIH: Dan, whose deteriorating health kept him from work and a father named Alex, who has come a long way to call something home after experiencing chronic homelessness as a child. We also feature a duo from one of our faith communities and a homework club volunteer who have all had a meaningful impact on CCIH and our residents.

You will also be inspired by the Resident Empowerment Program residents that amplify CCIH’s work to advocate for affordable housing in Contra Costa County.

Resident Empowerment Program Residents Make a Difference Against the Odds Lori Goss, William Goodwin, and Irma Bodden have a lot in common. They reside in Contra Costa Interfaith Housing’s (CCIH) site-based housing, and they are passionate about giving back to the community. They are also the voices for CCIH’s Resident Empowerment Program (REP), a program that shows residents how to amplify their experiences to advocate for permanent affordable housing. We sat down with them to learn more about the impact REP has had on their lives.

Working as a team, Lori, William, and Irma have attended numerous civic engagement and housing policy events in the past year, including Housing California Advocacy Day in Sacramento to collaborate with partners and political representatives. They have also networked with other organizations, like Resident United Network and East Bay Housing Organizations in support of affordable housing, and Raise the Roof Coalition to participate in a broader movement. William shares that participating in these forums feels special because “other groups are just as passionate.

We are part of a unified front and united movement that’s bigger than any one of us individually.”

William was drawn to REP because affordable housing is close to his heart. Living in CCIH housing has improved the quality of life for him and his family, so REP gives him the ability to advocate on behalf of people like him. “Speaking in front of groups and sharing my message means that my words matter,” he says. “My voice has power and knowing that I’m speaking for my community and those without housing makes me feel honored to represent them.”

For her part, Lori experienced a rocky road to becoming stably housed after her diagnosis of Secondary Progressive Multiple Sclerosis resulted in the loss of her job, academic career, and financial security. She participates in REP to show her appreciation and give back.

“If I can support other people to get into

affordable housing, then I need to tell my story,” she says. “It’s hard but worth it.”

Irma, affectionately dubbed the “Mayor” at her apartment community, was voted into the REP role by other residents. She wants people to know that their voices matter and they should not fear backlash for voicing their opinion and needs. REP is important to Irma because “it gets the word out that families are struggling for a roof over their head – it’s a crisis and action needs to be taken.”

United by their shared commitment, the team hopes that their passion and motivation will result in more affordable housing in Contra Costa County and beyond. They know their neighbors are watching and hope that they will be inspired to stand up and speak their truth. “My little piece matters,” says Lori. “If it inspires others to take action, we can make a difference against the odds.”

The Problem There is an extreme shortage of affordable housing in Contra Costa County: • Affordable rent is defined as 30% of a renter’s monthly income • 9.1% of the population are low income renters. Low income renters spend 57% of their monthly income on rent in Contra Costa County • Renters need to earn $7,087/month (over $85,000/year) to afford median asking rents. The average income for CCIH residents ranges from $893-$2,518/month ($10,715-$30,211/year)

Our Solution Those We Serve: CCIH provides permanent affordable housing coupled with vital support services to 1,300 formerly chronically homeless (and at-risk families) and individuals in Contra Costa County: • 72% of CCIH households are families with minor children • 100% of residents in CCIH’s Mulit-Site Program have some form of a disability; 40% are seniors

Strengthening Families CCIH’s evidence-based supportive housing model provides parents and their children with healthy, at home structure and routines that support and foster their long-term success:

In 2019, there were 6,924 literally homeless people in Contra Costa County: • 1,103 families with minors • 659 seniors (62+) • 968 emerging seniors (55 to 61) Lack of affordable housing is increasing homelessness in our community: • There are 1,627 residents at risk of becoming homeless in Contra Costa County • Contra Costa County’s poverty rate rises from 9.8% to approximately 15.5% when housing costs are included

Volunteering at Homework Club Fulfills a Dream Euphoric. This is the word that Sheenah Martin uses to describe how volunteering makes her feel as a Homework Club tutor at Contra Costa Interfaith Housing’s (CCIH) Los Medanos Village in Pittsburg. “This has been in my heart since I was eight years old,” she says. “It’s humbling to see how much joy you can bring to others. It’s like a dream for me.”

Sheenah was drawn to volunteer at CCIH out of her drive to make things better, especially for kids from educationally disadvantaged backgrounds. She wasn’t exactly sure what “mentoring” meant when she filled out CCIH’s volunteer application, but she has since learned that it entails tutoring, relating to the kids in a comfortable space, and raising their confidence. She has been volunteering every Wednesday as a Homework Club volunteer since the spring of 2018.

Operating five afternoons per week, CCIH’s after-school “homework club” tutoring program is part of our Youth Enrichment Program, which includes after-school enrichment, social and emotional skill-building, educational advocacy for parents and youth, summer camps, and mental health support. The services help challenged youth “catch up” to their peers.

Sheenah has also created two projects for youth participating at Los Medanos Village summer camps. The Dream Project and Career & College Week both expand opportunities for kids to find their passion and explore careers.

One of Sheenah’s highlights as a Homework Club tutor has been building the confidence of a first grader who had difficulty reading.

Eventually, hearing Sheenah read out loud led the student to ask more questions and become

A Family’s Journey and the Lights Along the Way When we sat down with Alex and his partner Sha’Rena to learn what Contra Costa Interfaith Housing (CCIH) has meant to them, Alex shared the difficulties of experiencing homelessness as a child. He recalled that when living at the shelter, lights were shut off at a set time every night and how his family’s living space was defined by a thin curtain. Most of all, he recalled the overarching stress of housing uncertainty that pervaded his childhood.

Then a smile washed over Alex’s face as he reflected on his teen years. During that time, his family was accepted into CCIH’s permanent supportive housing program. “We started living at Garden Park Apartments and had our own living space. It felt like a luxury home even though it was small. We had our own beds and set our own bedtime,” Alex shared.

CCIH’s programs have played a vital role in Alex’s life. While living at Garden Park Apartments as a youth, Alex experienced stability for the first time and began to lay the foundation for his dreams of a brighter economic future.

Elevating Service through Faith We recently sat down with Lafayette-Orinda Presbyterian Church (LOPC) duo Steve Crocker and Rick Burris. The two lead volunteer efforts at CCIH’s Garden Park Apartments (GPA) in Pleasant Hill. They share a bond of friendship that spans 34 years. “Our heart is in the same place and we have so much fun doing this [volunteer work].”

Rick is drawn to volunteering at CCIH because he enjoys “seeing the impact of our efforts and the joy in the residents’ eyes.”

“It’s a two-way street—the residents and us.” Steve adds, “The positive impact that we have on the homeless community and being able to partner with CCIH means everything.”

LOPC projects have included landscaping, replacing the tread on the stairs, building raised garden beds, helping pick-up and deliver furniture to new residents, and delivering a donated grill to GPA. Last year, more than 35 members of the LOPC congregation volunteered with CCIH. How does your faith play a role in your volunteer commitment?

Rick: I’ve been called to serve in this way. God has given me gifts to give back. I love building and being creative. I feel compelled to give, and I receive so much in return.

Steve: I feel selfishly altruistic and guilty that volunteering is so much fun. This is what I’m called to do. I am often guided by the question, “If not me, then who will do this work?”

What have you discovered while volunteering at CCIH? Rick: As little as we do, the impact we have on people’s lives is meaningful. For example, we were able to address a major safety issue at GPA. We replaced treads on the stairs because several of the residents have mobility challenges. A resident came out to thank us and was in disbelief that we [LOPC volunteers] would take a day off work to do something for someone else. They had tears in their eyes.

Steve: I’ve learned how big the homelessness problem is. You don’t know what’s going on with your neighbors until you talk to them. It’s essential to have “boots on the ground” to continue to share the message of how CCIH is impacting the community.

LOPC helped to fund and support this work—why wouldn’t you invest in CCIH? One of our goals is to get more LOPC members involved and we have.

What’s next for LOPC? Steve, Rick, and the CCIH staff have come up with a “honey-do” list that includes building a cover for the grill, adding rails to the classroom, and painting. One thing is for sure with these two: the humor, joy, love and commitment they bring through their volunteerism will have a lasting impact on CCIH’s residents.

more interested in reading. Over time, the little girl began enthusiastically reading on her own.

“The opportunity that CCIH provides to residents inspires me and keeps me coming back,” Sheenah shares. “Finding out about all the great things that CCIH is doing definitely keeps me invested in volunteering.”

things differently for his own family. As a full-time apprentice butcher for a national grocery chain, Alex is driven to create a career and secure a brighter future for his family.

CCIH’s permanent housing and support services have allowed Alex to break through the chains of generational poverty. Alex’s partner Sha’Rena says, “It’s fulfilling. The resources CCIH offers are amazing.”

Having a stable home has also afforded Alex and Sha’Rena the opportunity to plan for the future. Alex dreams of owning a home one day. He says, “When the time is right, we will move on and give a big thank you to CCIH.” Alex and Sha’Rena are an amazing example of the impact CCIH’s permanent housing and support services can have on families and future generations.
