Betty’s Story Betty lost much more than a home when her house burned down two years ago. She felt as if her whole life went up in flames. Reflecting back on that time, she recalls, “I was scared and lost. It was hard to get back on my feet because I lost my job due to not having a place to live. My retirement wasn’t enough to support myself and my mother.” Betty (65 years old) and her mother (85 years old) lived out of Betty’s car for two years. To make matters worse, both women suffered from illnesses. When they managed to save money, they

rented a room to escape the cold and enjoy the comfort of sleeping on a bed. The smoke finally cleared when CCIH’s Housing Navigator, Jennifer, assisted Betty and her mom with permanent affordable housing.

With the stability of a home, Betty found new employment as an in-home care provider, and she and her mom now have consistent access to the healthcare they need. “My first night at home, I was so happy and thankful. I was excited to cook a real dinner for my mom. I am thankful for Jennifer and Housing Navigation for all the help they provided. Jennifer continues to call and check in on my mother and me, which I truly appreciate. Thank you!”

Betty is not the only one struggling to afford housing on a fixed income. Homelessness among seniors has grown by 116% in the last five years. The average senior in California lives on a fixed monthly income of $1,775. With rents averaging $2,300 per month and continuing to rise, the problem is expected to grow. CCIH’s work to provide permanent, affordable housing and vital services to seniors is a central part of addressing this growing need.

Dear Friends and Supporters: It has been an exciting year at Contra Costa Interfaith Housing!

This year, CCIH made great strides in our mission to end homelessness because of people like you. With the help of more than 2,300 donors and 300 volunteers, CCIH has served 1,100 people with permanent housing and vital support services. We are profoundly grateful for your partnership in this critical work.

The past year has been filled with stories of fresh starts, triumphs, and hope. We saw seniors getting housed after losing everything, we met two teenage boys that wanted to make a difference in their community, and we celebrated ten years of Ruby SlippersThere’s No Place Like Home. Last year’s event was our best yet – our net proceeds of $240,000 brought our 10-year total to over $1,000,000, every penny of which has been directly invested in ending homelessness in Contra Costa County.

We have continued to accelerate our impact by expanding programs and innovating new models of service, all while maintaining our standards of excellence. For example, CCIH piloted a program in partnership with the County to provide housing, support and benefits advocacy to unhoused people with serious disabilities. Further, in our first full year of Housing Navigation services, we housed an additional 50 of our most vulnerable neighbors and are on pace to more than double that next year.

In this report, you will read about two of our community members whose lives were forever changed by your investment: Jeff, who never thought he would need to learn about the housing system

and Betty, who would not have dreamed that she would one day end up on the street with her elderly mother. You will also be inspired by two young volunteers who are committed to making the world a brighter place for the families we serve.

In addition to changing lives every day, CCIH launched a thoughtful planning process to dramatically expand our reach. Building on a proven model and strong organizational fundamentals, CCIH will continue to lead strategic systems change and accompany hundreds more of our community members in their journeys of healing, housing and hope.

It is such an exciting time for CCIH. We look forward to deepening our partnership as we work to bring an end to homelessness in our community.

Jeff’s Story Becoming homeless was never in Jeff’s plans. It just doesn’t usually happen to people like him – a homeowner who holds a Master’s degree in Finance.

However, soon after losing his job, he also lost his home. Without a safety net, Jeff quickly found himself with an income of less than $400 a month, and no place to live.

Jeff spent seven months living back and forth between shelters and his car. He finally found a helping hand to lift him out of the cold when he was referred to CCIH’s Housing Navigation program last winter. CCIH’s Housing Navigator, Alisha, helped Jeff find employment which tripled his income. She helped him create a budget to decrease his debt and identify and complete permanent affordable housing applications. Jeff says he is doubtful that he would have been able to navigate the housing system without Alisha’s assistance and expertise. “Alisha helped me in many

What is Housing Navigation?

Far too often, people experiencing homelessness are faced with staggering amounts of paperwork, appointments, and hoop jumping to access housing. One missed appointment or unchecked box can send you to the back of the line. CCIH’s Housing Navigation program provides dedicated Housing Navigators—experts in local housing processes and requirements—to support unhoused individuals so that they do not go through the intimidating process alone.

Housing Navigators serve as the primary contact for unhoused individuals, helping them navigate through the processes of accessing

concrete ways. However, what were most important for me were her laugh, her presence, and her caring. Having her by my side during this process helped me maintain enthusiasm and hope. We got 100 no’s before I got to yes. I am very grateful for her positive attitude and gentle, persistent follow-up.”

Today, Jeff rents a room and says, “This is not the last stop on the road, but definitely a big step for me. Alisha is still helping me so that I can find something even better.”

JJeff is not the only newcomer to homelessness, trying to learn how to navigate housing in this highly competitive market. Thirty percent of homeless individuals in Contra Costa County last year reported that they were experiencing their first episode of homelessness. In these instances, consistent guidance through the housing process is essential to maintain hope, work through barriers and help people secure housing as quickly as possible.

Whether it requires helping find employment or accompanying their clients to housing and social service appointments, CCIH’s Housing Navigators partner with clients to remove housing barriers and help them put their best foot forward. The Problem There is an extreme shortage of affordable housing in Contra Costa County: • Affordable rent is defined as 30% of a renter’s monthly income • Low income renters spend 57% of their monthly income on rent in Contra Costa County • Renters need to earn $7,667/month (over $90,000/year) to afford median asking rents. The average income for CCIH residents ranges from $833-$2,416/month ($10,000-$29,000/year)

Our Solution Who We Serve: CCIH provides permanent affordable housing paired with vital support services to 1,100 formerly chronically homeless and at-risk families and individuals in Contra Costa County: • 60% of CCIH households are families with minor children • 62% of residents in CCIH’s Scattered Site program for single adults with disabilities are seniors

Strengthening Families CCIH’s evidence based supportive housing model is ending homelessness for the families and at-risk individuals we serve.

After entering the program, CCIH helps parents to provide their children with healthy structures and routines at home that will support their success:

84% of children and youth in afterschool program increased their reading level

93% of youth in youth enrichment program achieved four or more new academic benchmarks

100% of parents attending support groups exhibited improved parenting skills YEP

In 2018, there were 6,015 homeless people in Contra Costa County: • 640 families with minors • 514 seniors (62+) Lack of affordable housing is increasing homelessness in our community: • Contra Costa County’s poverty rate rises from 10.8% to approximately 16% when housing costs are included • 30% of people identified in the County’s annual Point in Time homeless count were experiencing their first episode of homelessness

Spotlight: Youth Making a Difference Volunteers are the cornerstone of Contra Costa Interfaith Housing (CCIH). While CCIH’s volunteers come from all walks of life, all have a passion for ending homelessness for our neighbors. We recently sat down to talk with two high school student volunteers, Evan Starr and Mac Graves, about their experience with CCIH. Q: How did you learn about CCIH? Evan: I am on the improv team at my high school. After being promoted to captain last summer, the former captain asked me to run a summer camp at CCIH’s Los Medanos Village apartments in Pittsburg. After day one, I knew this was something special, and I asked for more opportunities to get involved. Last year, I began tutoring at the youth enrichment program in Concord. The kids there are so much fun and have great energy. Being able to help them makes me feel like so much of a better person. It fills my heart knowing the things these kids will be able to do if given the tools.

Q: What inspired you to volunteer with CCIH? Mac: I needed to complete my community service Eagle Scout project. A lot of kids choose to build something, but I wanted to give back to people that are less fortunate than I am.

Helping a homeless family was an amazing way to give back to my community.

Q: What keeps you coming back?

Evan: Being able to see week after week the positive impact that the youth enrichment program has on youth. When I started at this time last year, a few of the kids were painfully shy and now I am on a first name basis with so many of them.

It feels good to see them grow and know that I was a part of their growth.

Q: What favorite moments have you had in your time here?

Evan: Miguel is in the third grade. I saw a lot of myself in him as a kid because he was shy and reserved. He cried in one of our improv games and it was hard for him to connect with the group. I, along with the other kids in the program, developed a relationship with him over the year. Now he actually participates in my group’s tutoring table. He is very bright— one of the brightest kids I know. It is really cool to have the privilege to have gotten to know him.

Q: Why is it important for youth to volunteer with CCIH? Mac: A lot of kids may not understand how much is given to them and if anybody has an opportunity to give back, they should.

Evan: The youth form a very different bond with teens versus adults. With adults, the kids form more of a teacher/student relationship – which is great, but they are able to form a much more personal relationship with the teens like us. We are not just talking about reading and math games, but life experiences too. These kids have many friends, but not many positive role models and I cherish the fact that I can be that for them.
